Reporting to the Superintendent of Institutions, the Assistant Superintendent plays a critical leadership role in ensuring the care, custody, and rehabilitation of youth in juvenile hall. You’ll manage core operations and supervise staff across functional areas while fostering a culture rooted in accountability, respect, and positive transformation. Inside the hallways of the Youth Services Center School Department. This role requires sound judgment, strong administrative skills, and a deep understanding of juvenile justice practices. You’ll work closely with medical and mental health professionals, court representatives, and community partners to ensure comprehensive support for youth in custody.

• Directly supervise and support Institution Services Managers and facility staff
• Ensure safe and effective operation of juvenile facilities in compliance with state and local policies
• Interpret court orders and oversee appropriate case execution

• Analyze data, prepare reports, and drive operational improvements
• Represent the Probation Department at meetings, hearings, and public forums
• Promote a rehabilitative environment focused on growth, accountability, and future success for detained youth

WE’RE LOOKING FOR SOMEONE WHO CAN DEMONSTRATE:

• Knowledge of human behavior, justice systems, or rehabilitation, gained through education, training, or experience
• Ability to perform probation-related duties like case management, report writing, and collaboration with partners
• Strong communication and interpersonal skills to work with diverse populations
• Sound judgment in applying policies and procedures fairly
• Experience handling complex casework in a public agency, nonprofit, or justice-related setting
• Experience promoting a rehabilitative milieu focused on future success for detained youth

A typical way to gain these skills may include a bachelor’s degree in a related field such as sociology, psychology, or justice studies, or two years of relevant experience in probation or community-based work.

The San Mateo County Attorney's Office is seeking candidates for the 2026 Michael P. Murphy Public Law Fellowship.

In 2014, the County of San Mateo established a Fellowship position in honor of former San Mateo County Counsel Michael P. Murphy. Mr. Murphy served in the County Counsel’s office from 1982 to 2011, the last four years as County Counsel. Vacancies in Bay Area county counsel offices typically attract many qualified applicants and new attorneys are generally not considered for these positions. This Fellowship provides an opportunity for new attorneys to receive training and experience in advising and litigating on behalf of government agencies as they begin their legal careers.

Attorneys in the San Mateo County Attorney’s Office (previously known as the County Counsel’s Office) are generalists. We provide legal advice to County departments, school districts, and special districts; litigate civil cases in State and Federal courts and before administrative agencies; and manage calendar assignments in Dependency, Probate, Lanterman Petris Short Act, and other specialized areas of law. Fellows are given the opportunity to experience a wide range of public sector work, in litigation, public policy, and advice roles. The goal is to provide each Fellow a year in the life of a Deputy County Attorney.

The one-year Fellowship position is focused on providing opportunities to recent law school graduates and judicial clerks. This Fellowship will begin in the Fall of 2026. Law School graduates who will be sitting for the 2026 July Bar Exam are encouraged to apply.

The annual salary range for the position is $131,673 to $187,860.

Under direction of a Recreation Supervisor, the Preschool Teacher plans, schedules, and organizes preschool classes for the City’s Village Park Preschool program, assures policies and procedures are maintained, and performs related work as required.

• Plan, organize, and implement activities that support early childhood education and socialization

Position Summary

Under general supervision of the Director of Planning and Principal Planners, manages projects and performs work tasks to support the department’s work program, which includes service and operations planning, short- and long-range planning, facilities planning, and compliance reporting for all three of the District’s operating divisions.

This position advances the District’s business interests by analyzing complex operating conditions and recommending detailed changes, producing reports and planning studies, researching and interpreting relevant regulations, and meeting with internal staff and external stakeholders on a wide variety of topics. Work may require the use of specialized software, such as GIS and Hastus, and travel to District facilities and off-site meeting locations. May supervise and assign work to Associate Planner(s) and Planner(s) as directed.

Essential Responsibilities

• Research, compile, analyze, and interpret complex technical, demographic, economic, financial, and other statistical data for the development of transit plans and projects, such as the District's transit service plan, transit capital improvement program, and proposed bridge toll or transit fare changes.
• Monitor, forecast, and evaluate transit service performance and patterns of bridge traffic, parking, and transit service patronage and recommend changes where necessary.
• Prepare or supervise preparation of routine evaluations of the efficiency and effectiveness of bus and ferry routes, schedules, major transit facilities, and bus stops. Recommend specific improvements based on these evaluations.
• Prepare or oversee preparation of major compliance documents, including the Short-Range Transit Plan (SRTP), National Transit Database (NTD), Title VI, and other federal and state reports, including the organization of internal stakeholder meetings to provide input on these reports.
• Prepare official recommendations and informational reports for consideration by the public, the District’s Board of Directors, and technical staff of the District or other agencies and groups.
• Prepare or assist with verbal presentations to staff groups, public groups, and the boards of local municipalities and advise District personnel on matters related to interactions with these groups.
• Support and coordinate staff responsibilities regarding other internal and external coordination meetings as directed. May participate in public meetings and hearings.
• Act, when directed, as liaison between the District and other agencies on planning matters by reviewing outside reports, attending meetings, drafting correspondence, and providing technical information to public agencies and other transit groups.
• Develop and coordinate changes to the District’s routes and fares in the Clipper and Genfare systems.
• Provide staff support to the District’s public advisory committees, including attendance at off-site meetings and/or meetings that occur outside normal business hours.
• Formulate short- and long-range plans or recommendations on transit services; coordinate service planning, detour, and bus stop issues with local jurisdictions when needed.
• Study and research physical characteristics of areas served by Golden Gate Transit; assess conditions of roads and related features; determine the physical and operational feasibility of transit routes and bus stops.
• Assess feasibility of transit service changes and develop plans for implementation. May use Hastus scheduling software as appropriate.
• Analyze possible environmental impacts that could result from proposed service, operations, or pricing changes to the District’s transit or bridge operations.
• Obtain encroachment or other permits as necessary to address the District’s business needs.
• Perform bridge traffic or transit demand projections and studies based on available travel data, community surveys, U.S. census data, and development reports from cities served by the District.
• Conduct geographical and demographic analyses of existing and potential District customers using socioeconomic data from passenger or other market research surveys. May use geographic information system (GIS) software as appropriate.
• Develop, coordinate, and conduct bus and ferry passenger surveys; analyze data from those surveys and prepare related reports.
• Review environmental impact reports and statements and project plans within the Golden Gate Transit service area and assess potential impacts to the District’s operations.
• Support environmental reviews related to the District’s transit projects.
• Research and interpret applicable local, state, and federal laws and regulations relating to transportation, planning, or environmental permit activities.
• May supervise and assign work to Associate Planner(s) and Planner(s) as directed.

The Principal Planner (Planning Administrator) Major Corridors is responsible for the development of corridor planning efforts on major corridors served by the agency. The person in this position will serve as a project manager or key supportive staff member on high profile, priority projects such as: Dumbarton West Transit Connector (Dumbarton Busway Feasibility Study), the Grand Boulevard Initiative and related El Camino Real/SR-82 corridor planning efforts. SamTrans requires someone with experience leading complex multimodal projects through planning, environmental and design phases.

• Lead long-range transit and multimodal corridor plans, projects, and studies.

• Manage consultant contracts; approve and monitor project schedule and budget; direct and review consultant work.
• Develop and maintain working relationships with internal and external stakeholders to advance planning projects and initiatives.
• Present SamTrans projects and initiatives to internal and external audiences, including project goals, objectives, and recommendations.

• Bachelor’s degree in urban planning, transportation planning, transportation engineering, geography, economics, public policy or other directly related field.
• Four (4) years of full-time progressively responsible transportation planning experience.

• Experience working at or with a public transit operator on corridor planning projects.
• Experience leading complex transit priority and bicycle and pedestrian projects through planning, environmental and design phases.
• Experience in technical grant writing and project scoping.
• Strong presentation skills with Boards and committees.
• Experience with GIS and proficiency with Microsoft Office Suite.
• Fluent in Spanish, Chinese (Mandarin or Cantonese), or other language often spoken in San Mateo County.
