The Department:

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together these divisions carry out the mission of the Finance Department to ensure that the financial/fiscal activities of the City are performed, recorded, and presented in compliance with professional and ethical standards.

The Position: 

The Finance Department is seeking to recruit a Senior Management Analyst in the Accounting Division to support personnel management, general accounting, and accounts payable. The Senior Management Analyst will also be involved in the financial analysis of special grants and fund accounting and prepare periodic and annual reports for the City, its Agencies and Corporations, and the annual State Controller Reports. The incumbent would be a contributor of the Annual Comprehensive Financial Report which includes Management’s Discussion and Analysis (MD&A), basic financial statements including notes, and supplementary information.

The ideal candidate for this position will have a strong accounting background and possess a bachelor's degree in a related field. This position will be required to perform high-level technical support and complex financial analysis related to accounting. It would be especially valuable if the candidate is familiar with governmental accounting and related Governmental Accounting Standards Boards (GASB) pronouncements. Candidates should have strong attention to detail, solid written and verbal communications, and must be deadline-oriented. Responsibilities

• Manage professional, technical, clerical, and other lower level staff to include, prioritizing and assigning work; conduct performance evaluations; provide training; and making hiring, termination, and disciplinary recommendations. Evaluates training needs and workload balance for staff and prepares plan for implementation.
• Prepare and monitor the department or division budget; prepare revenue estimates and forecast; prepare and monitor operating and capital budgets, grants, contracts and other financial transactions;
• Analyze organization structures, functions, procedures, and practices; provide analyses and recommendations of various kinds and levels of services provided by City government and other budgeted resources; recommend process improvements.
• Review and analyze policies and procedures to determine efficiency and effectiveness, both financially and operationally;
• Conduct statistical analyses and apply information technology applications, spreadsheets and databases, to analyze and evaluate data;
• Propose reasonable conclusions, effective solutions and potential options;
• Write complete, concise reports designed to effect improvements and/or implement solutions;
• Present report contents and provides constructive feedback to departments, organizations, functions impacted by the report;
• Assist in the development and implementation of new and/or revised programs, systems, policies, and procedures
• Create and manage project timelines; work with staff, other departments, and/or vendors/outside consultants to meet deadlines and achieve project goals; Manage department or City-wide programs and projects with general direction;
• Investigate, research and respond to assigned complaints, issues or concerns raised by the public or employees, and propose responses and/or resolutions for review and acceptance by City Manager or senior management;
• Perform monitoring, review and analysis of procedures, plans, contracts, processes, guidelines, and instructions to ensure compliance with departmental policies and Federal, State, and City regulations;
• Analyze and report on the effects of recent legislation and case law on assigned areas of responsibility;
• Effectively explain and clarify departmental and City policies, procedures, and programs to City staff, elected officials, other agencies, businesses, and the general public as required; Serve as staff liaison, as assigned, to City Commissions and/or committees;
• Represent the City and the department in interdepartmental, interagency, community, and/or professional organization projects, meetings, and events;
• Maintain, as directed, relations with governmental jurisdictions, organizations, associations and other external groups, making personal appearances as necessary;

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.

Minimum Qualifications:

Education and Experience

• Graduation from an accredited college or university with a bachelor's degree in Public Administration, Business Administration or closely related field; and
• Three years of responsible professional journey-level experience in public administration which may include systems and procedures, budget, fiscal program and project coordination, or human resources programs.

Desirable Qualifications

A Master's degree in Public or Business Administration or closely related field is desirable.

Certifications/Licenses 
 Possession of an appropriate, valid California Class C driver's license is required at time of appointment and for duration of employment.

 Must be able to perform all of the essential functions of the job assignment.

THE POSITION OF BUSINESS MANAGER

Position Duties

The Library Department is seeking four (4) Literacy Program Specialists (LPS) to join our team and change the lives of those we serve! The ideal candidate for these positions will understand, support, practice and promote the Mission, Vision, & Values statements of the City of San José and the library; demonstrate leadership and a commitment to active customer service; have knowledge of current literacy technology and trends; have experience working with a diverse community and staff; and enjoy working in a fast-paced, innovative team environment.
 
Literacy Program Specialists are community connectors. They are responsible for coordinating programs and services provided by the library. They identify community needs, collaborate with partner organizations, and guide library customers to information and helpful resources. This vital role focuses on supporting SJPL’s administrative responsibilities associated with the state grant-funded program, including data collection and management. The position will also oversee the worksite experience of participants within the workforce development program who are assigned to SJPL as their worksite and act as a liaison with key community partners. The ideal candidate will be a champion of workforce and education equity, with a strong and demonstrated commitment to building trust with and, uplifting, and empowering young adults. ESL and Workforce Development Grant Coordinator (Overstrength)*

SJPL is seeking a dynamic, mission-driven leader to coordinate and manage citywide ESL and workforce development programs, aligned with the evolving needs of our diverse community. This role will serve as the project lead for the prestigious Carnegie grant-funded initiative, Libraries as Pillars of Education and Democracy, aimed at strengthening SJPL’s role in civic education, economic mobility, and lifelong learning.  This strategic position blends direct program oversight with cross-sector collaboration, community engagement, volunteer training and grant management to advance equitable access to educational and economic opportunities for all San José residents. The Department

The South San Francisco Public Library is a full-service library committed to delivering quality services to a diverse community.  Library services are available at three sites, including the Main Library (901 Civic Campus Way), the Grand Avenue Library (306 Walnut Avenue) and the Gene Mullin Community Learning Center (520 Tamarack Lane).  Lifelong literacy services are provided by Project Read at the Main Library and the Gene Mullin Community Learning Center (GMCLC).

This position manages core library literacy services over several program areas that include one-on-one adult tutoring, ESL, Computer and Citizenship instruction and programs, family literacy outreach and activities including our early literacy outreach van, afterschool homework program for a local Title I school, and literacy programs that cross many interest areas such as computer literacy, civic literacy, financial literacy.  Library literacy services are based out of the SSF Main Library and the Gene Mullin Community Learning Center and are embedded in general library services, supporting community members in their reading, learning, civic engagement and personal literacy goals.

Description

The incumbent provides high-level public information, community outreach, and multi-media services that require in-depth knowledge of public sector communications, multi-media, script writing and editing, website and graphic design and experience in managing and implementing creative and innovative promotions and projects.

Under general direction, the Communications Program Manager coordinates the citywide public communications activities and maintains content on the City's website and intranet; implements and supports internal and external communications efforts; and coordinates social media and video communications activities.  Incumbents may function as a supervisor of as-needed employees, or an individual contributor, depending on the department or assignment.

About the Position

Under general direction, performs professional-level tasks related to municipal planning, zoning, housing, economic development and environmental analysis; researches and analyzes a variety of planning data; prepares various studies and recommendations; prepares and reviews environmental documents; reviews development and subdivision proposals, building plans, permits, and parcel maps; works with developers, architects, attorneys, and the public regarding City standards and policies; may serve as staff to various Commissions and/or committees; and does related work as required.

This classification is a journey level class in the professional planning series.  With the requisite experience, the incumbent can independently assume responsibility for more complex projects and specialized assignments. This position differs from the Assistant Planner position by increased responsibility for project management.

General direction is received from the Planning Manager overseeing the Advance Planning Division. Direct supervision and supervision through secondary managers may be provided with specific project assignments in the Community Development Department. Responsibilities may include functional supervision of subordinate staff.

Essential Duties

• Conducts assigned planning projects involving long-range planning, land use, populations, structures, economic activities, housing, transportation, environmental and related subjects; conducts research, and confers with community members, interested parties, and agency representatives to identify problems and opportunities.
• Analyzes data with respect to relevant laws, ordinances, regulations, and policies; determines methods for compliance with local and state law.
• Prepares professional staff reports of summarized data, conclusions and recommendations; makes oral presentations to the public and elected and appointed decision makers.
• Conducts review of planning applications; coordinates review with various City and outside agencies; may lead a team on complex implementation of long range planning projects; responds to inquiries both orally and in writing; interprets planning policies, state laws and local ordinances, within established parameters; explains City procedures in person, over the phone and in writing.
• Drafts resolutions, findings, ordinances and amendments to them, and California Environmental Quality Act documents.
• Prepares and oversees the preparation of graphs, charts and other displays.
• Provides information on city, regional and state environmental, zoning, and subdivision requirements to consultants, developers, property owners and the general public.
• Works extensively on the computer to manage work programs, produce written documents, prepare maps and graphics, analyze data, create graphics, research on the Internet, and communicate with others through e-mail.
• May administer contracts and oversee the work of consultants.
• May provide staff support to city agencies, commissions or ad-hoc advisory groups.
• Performs duties consistent with the City’s commitment to exceptional customer service.

Facilities Maintenance Technician II (journey-level class in the classification series)

Responsible for performing the full range of maintenance duties at City buildings and facilities in order to ensure that all are maintained in a safe and effective working condition and provide the highest level of safety for City and public use. Incumbents are responsible for performing maintenance and alterations on buildings and facilities, electrical and mechanical systems, identifying and evaluating construction-related problems, and performing installation and repairs on plumbing systems. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Senior Facilities Maintenance Technician in that the latter is responsible for technical and functional supervision of lower level maintenance staff and is capable of performing the most complex duties assigned to the series.

Senior Facilities Maintenance Technician (advanced journey-level class in the classification series)

Responsible for providing lead supervision and training to facilities maintenance staff. Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment, including performing the most complex duties required to ensure City buildings, facilities, and grounds are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include training, developing and scheduling Facilities Maintenance Technicians, inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of City buildings, facilities and grounds. Positions in this classification rely on experience and judgment to ensure the efficient and effective functioning of the assigned section. The work involves problem-solving of unique issues or increasingly complex problems without precedent and/or structure. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products.

Positions in the Facilities Maintenance Technician class series are flexibly staffed and positions are normally filled by advancement from the previous level; progression to the next level is subject to management approval and is dependent on the incumbent (i) performing the full range of duties assigned to their current level, and (ii) acquiring the knowledge, skill, and experience necessary to meet the minimum qualifications for the next level of the series.
