The City of Sunnyvale is seeking two Senior Applications Analysts in the Information Technology Department. These positions are intended for support and enhancements of our Oracle Cloud ERP & HCM applications. In addition the positions will assume primary and secondary support roles for multiple enterprise systems including system configuration, reporting and interfaces, day-to-day operational issues, break/fix, configuration, maintenance, upgrades, and on-call rotations.

 

The ideal candidate will have experience with supporting HCM or Financial systems, preferably an integrated ERP/HCM system, ideally Oracle Fusion Cloud Applications.  Our Oracle Cloud ERP modules include General Ledger, Fixed Assets, Procure to Pay, Inventory Management, Accounts Receivable and Project Portfolio Management, and HCM includes Core HR, Benefits, Absence, Time and Labor and Payroll; the position will provide a strong techno-functional foundation to other team members.  The candidate we seek will be detail-oriented, able to create and edit documentation, and understand technical complexities involved in functional configuration, integration, interface, and report development with the ability to communicate clearly and concisely with end users.

 

Work Schedule: The position is eligible for Telework, up to 2 days per week, after a 6-month mandatory onsite work schedule.  The Telework schedule is subject to approval from the department head as permitted by City policy and practice.

Housing Specialist I, Term-Limited

The City of Sunnyvale is seeking a term-limited Housing Specialist I to join the Housing Division in the Community Development Department. The term-limited Housing Specialist I will focus on the planning and implementation of unhoused services and programs. Under direction of the Housing Officer, Homeless Services Manager, or the Affordable Housing Manager, the term-limited Housing Specialist I will play a key role in the planning and development of new affordable housing, creating new housing programs and unhoused services and programs, implementing the Housing Element, applying for grants/funding to support affordable housing, and monitoring housing legislation. The term-limited Housing Specialist I will perform technical and professional level planning and community development work, with an emphasis on creation and implementation of programs that serve people experiencing homelessness and/or affordable housing programs. This position will closely collaborate with affordable housing developers, various housing advocacy groups, local non-profits, and the community. Library Assistants are part of a Branch Leadership Team that supervises clerical operations and clerical staff at a branch library or a major unit within the Martin Luther King, Jr. Library. Currently there is one vacancy. 

 

Position Duties

DESCRIPTION:

The Department:

The Santa Clara Fire Department was established in 1854 when local residents formed the Columbia Hose Volunteer Fire Company. Today, the city has 9 fire stations (one more in design process) consisting of 8 engines, 2 trucks, 1 rescue/light unit, 1 hazardous materials unit, 1 ambulance and 2 command vehicles. The fire department is comprised of 175 personnel staffed across five divisions and serves a population of approximately 130,000 people spread over 18.4 square miles.  The Fire Administration Division provides management, organization, and support for the various divisions of the fire department actively engaged in the protection of life and property.  The Emergency Medical Services Division is responsible for training personnel to deliver pre-hospital emergency medical services to people who live, work and visit in Santa Clara.  The Community Risk Reduction Division is primarily responsible for fire safety education, fire cause determination, inspection of high hazard occupancies, and fire code enforcement. This division also maintains a vital role as technical consultant to the fire department, the City, and the business community, advising on site construction, process installation, and the safe use and handling of hazardous materials as outlined in federal, state, and local regulations. The Field Operations Division efficiently manages over 11,000 emergency responses annually.  The Training Division provides services to the Fire Department, other City departments, industry, and the community at large.

The Position:

Firefighter I is the entry level classification in the Firefighter series. An incumbent in this classification responds to medical emergencies, fire alarms, performs rescue services, and protects life and property endangered by fire. When qualified and assigned, Firefighter I's may be assigned to paramedic duties. Performs related duties as assigned.

Desirable Qualifications:

• Demonstrated proficiency in a second language, in accordance with the City's needs
• Military experience, journey-level status in the building construction trades, or other work experience relevant to the fire service
• Community service experience
• Completion of thirty (30) or more units of coursework in Fire Science/Technology at an accredited college
• An associate's or higher-level degree from an accredited college or university
• Possession of a valid California Paramedic (EMT-P) license (required prior to appointment to a Paramedic assignment)
• A valid California Class A or B commercial driver's license

Other Requirements:  

• Typically assigned to a 56-hour workweek (24-hour shifts); may be assigned to a 40-hour workweek as required
• May be required to work odd and unusual hours, including weekends and designated holidays and to be subject to call-back in the performance of job duties
• Must be able to perform all of the essential functions of the job assignment

Physical Requirements:

• At least 21 years of age

The Department: 

The responsibilities of the City Attorney's Office consist of representing and advising the City Council and all City officers in all matters of law pertaining to their offices, representing and appearing on behalf of the City in all legal actions or proceedings, providing the City Council with information and advice regarding ongoing litigation and legislation affecting the City, and staffing City Council meetings and City boards and commission meetings as necessary. The Position: 

The Legal Executive Assistant position is in the City Attorney’s Office and provides support to the City’s attorneys, as well as the Risk Manager.  This is a critical administrative support role in the City Attorney’s Office that is responsible for assisting with a wide variety of legal documents, processes and procedures. The ideal candidate should possess a high level of confidentiality, communication skills, tact and discretion, and be able to manage and track multiple projects for multiple attorneys simultaneously.  

 

The Legal Executive Assistant is distinguished from other classes in the administrative support series in that the incumbent provides responsible, confidential, administrative support services for the City Attorney and other attorneys in the Office. The job involves working with individuals, activities, and issues with which the City Attorney’s Office is involved and requires daily contact with a cross-section of government, community, and public and private officials, as well as individual members of the community. The incumbent must be able to handle non-partisan confidential matters with a high level of judgment.

 

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.

The Department:

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together these divisions carry out the mission of the Finance Department to ensure that the financial/fiscal activities of the City are performed, recorded, and presented in compliance with professional and ethical standards.

 

The Position: 

The Finance Department is seeking to recruit a Senior Management Analyst in the Accounting Division to support personnel management, general accounting, and accounts payable. The Senior Management Analyst will also be involved in the financial analysis of special grants and fund accounting and prepare periodic and annual reports for the City, its Agencies and Corporations, and the annual State Controller Reports. The incumbent would be a contributor of the Annual Comprehensive Financial Report which includes Management’s Discussion and Analysis (MD&A), basic financial statements including notes, and supplementary information.

 

The ideal candidate for this position will have a strong accounting background and possess a bachelor's degree in a related field. This position will be required to perform high-level technical support and complex financial analysis related to accounting. It would be especially valuable if the candidate is familiar with governmental accounting and related Governmental Accounting Standards Boards (GASB) pronouncements. Candidates should have strong attention to detail, solid written and verbal communications, and must be deadline-oriented. Responsibilities

• Manage professional, technical, clerical, and other lower level staff to include, prioritizing and assigning work; conduct performance evaluations; provide training; and making hiring, termination, and disciplinary recommendations. Evaluates training needs and workload balance for staff and prepares plan for implementation.
• Prepare and monitor the department or division budget; prepare revenue estimates and forecast; prepare and monitor operating and capital budgets, grants, contracts and other financial transactions;
• Analyze organization structures, functions, procedures, and practices; provide analyses and recommendations of various kinds and levels of services provided by City government and other budgeted resources; recommend process improvements.
• Review and analyze policies and procedures to determine efficiency and effectiveness, both financially and operationally;
• Conduct statistical analyses and apply information technology applications, spreadsheets and databases, to analyze and evaluate data;
• Propose reasonable conclusions, effective solutions and potential options;
• Write complete, concise reports designed to effect improvements and/or implement solutions;
• Present report contents and provides constructive feedback to departments, organizations, functions impacted by the report;
• Assist in the development and implementation of new and/or revised programs, systems, policies, and procedures
• Create and manage project timelines; work with staff, other departments, and/or vendors/outside consultants to meet deadlines and achieve project goals; Manage department or City-wide programs and projects with general direction;
• Investigate, research and respond to assigned complaints, issues or concerns raised by the public or employees, and propose responses and/or resolutions for review and acceptance by City Manager or senior management;
• Perform monitoring, review and analysis of procedures, plans, contracts, processes, guidelines, and instructions to ensure compliance with departmental policies and Federal, State, and City regulations;
• Analyze and report on the effects of recent legislation and case law on assigned areas of responsibility;
• Effectively explain and clarify departmental and City policies, procedures, and programs to City staff, elected officials, other agencies, businesses, and the general public as required; Serve as staff liaison, as assigned, to City Commissions and/or committees;
• Represent the City and the department in interdepartmental, interagency, community, and/or professional organization projects, meetings, and events;
• Maintain, as directed, relations with governmental jurisdictions, organizations, associations and other external groups, making personal appearances as necessary;

 

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.

The annual salary range for this position is $138,593.04 - $179,371.20.  This position may be filled at or near the minimum of the salary range. 

 

Minimum Qualifications:

Education and Experience

• Graduation from an accredited college or university with a bachelor's degree in Public Administration, Business Administration or closely related field; and
• Three years of responsible professional journey-level experience in public administration which may include systems and procedures, budget, fiscal program and project coordination, or human resources programs.

 

Desirable Qualifications

A Master's degree in Public or Business Administration or closely related field is desirable.

 

Certifications/Licenses 
 Possession of an appropriate, valid California Class C driver's license is required at time of appointment and for duration of employment.

Position Duties

 

The Library Department is seeking four (4) Literacy Program Specialists (LPS) to join our team and change the lives of those we serve! The ideal candidate for these positions will understand, support, practice and promote the Mission, Vision, & Values statements of the City of San José and the library; demonstrate leadership and a commitment to active customer service; have knowledge of current literacy technology and trends; have experience working with a diverse community and staff; and enjoy working in a fast-paced, innovative team environment.
 
Literacy Program Specialists are community connectors. They are responsible for coordinating programs and services provided by the library. They identify community needs, collaborate with partner organizations, and guide library customers to information and helpful resources. Specialists are responsible for performing a variety of professional duties including: implementing grants; planning/implementing or finding partners for library programs; conducting community outreach; evaluating the effectiveness of programs, computer software, and online learning tools; formulating a strong partnership with other Library units (Family Learning Centers, Early Education, Expanded Learning, College and Career Pathways, Digital Empowerment, and SJPL Works); and having knowledge of current literacy trends. These positions may include evenings and weekend shifts. Bilingual Skills Preferred.
 
The salary range for Literacy Program Specialist is approximately $91,094.64 - $110,532.24 annually. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.

Family Learning Center Coordinator 

SJPL is seeking a dynamic, community-oriented Literacy program specialist to lead educational and family engagement programs at one of the  Family Learning Centers. This role involves developing and delivering culturally responsive services such as adult literacy, ESL, digital skills, citizenship, workforce readiness, and access to community resources through the bridge libraries while collaborating with library staff, educators, nonprofits, and volunteers. The coordinator will also conduct outreach to raise awareness, supervise volunteers, manage program logistics, and track participation and impact via data collection. Ideal candidates will bring strong communication, multi-tasking and organizational skills, experience working with diverse communities, and a deep commitment to equity, inclusion, and family-centered service.

English Second Language (ESL) Programming Coordinator (Overstrength)*

SJPL is seeking a passionate, community-focused, and experienced ESL Program Coordinator to lead, design, and implement high-quality programs and services that reflect the needs of San José’s diverse community. This role will be responsible for the coordination of citywide ESL programming, staff, volunteer and instructor training, community partnerships, and oversight of the California Library Literacy Services (CLLS) ESL grant. The ideal candidate will be skilled in ESL assessment, curriculum development, cross-cultural communication, program evaluation, and community engagement.  

Resilience Corps Learning Pathway Specialist (Overstrength)*

The College and Career Pathways Unit is seeking a passionate and community-driven Literacy Program Specialist to manage, develop, enhance, and administer the Resilience Corps Learning Pathway program. This vital role focuses on supporting SJPL’s administrative responsibilities associated with the state grant-funded program, including data collection and management. The position will also oversee the worksite experience of participants within the workforce development program who are assigned to SJPL as their worksite and act as a liaison with key community partners. The ideal candidate will be a champion of workforce and education equity, with a strong and demonstrated commitment to building trust with and, uplifting, and empowering young adults. Responsibilities include developing and delivering equity-oriented and diversified training strategies, grant and data management, partnership development, and the development of impactful programs that connect people to opportunities to uplift and empower San José’s youth and young adults.

ESL and Workforce Development Grant Coordinator (Overstrength)*

SJPL is seeking a dynamic, mission-driven leader to coordinate and manage citywide ESL and workforce development programs, aligned with the evolving needs of our diverse community. This role will serve as the project lead for the prestigious Carnegie grant-funded initiative, Libraries as Pillars of Education and Democracy, aimed at strengthening SJPL’s role in civic education, economic mobility, and lifelong learning.  This strategic position blends direct program oversight with cross-sector collaboration, community engagement, volunteer training and grant management to advance equitable access to educational and economic opportunities for all San José residents. The ideal candidate will be skilled in ESL assessment, curriculum development, cross-cultural communication, program evaluation, and community engagement.
