Join our team as a Program Manager of Electronic Revenue Operations, where you’ll lead the oversight and innovation of tolling and Clipper fare systems across bridges, buses, and ferries. This role ensures smooth, secure, and accurate processing in electronic transactions while improving systems that serve the public every day.

Key Responsibilities:
• Oversee and optimize all electronic tolling (AET), fare collection (Clipper), and other revenue operations
• Lead technical troubleshooting, system audits, and revenue tracking from transaction to deposit
• Analyze daily revenue and passenger data trends; provide actionable reporting to leadership
• Coordinate collaborative cross-functional teams including vendors, tech contractors, and internal departments
• Enforce performance standards and compliance with contracts and toll policy
• Drive continuous improvement through data analysis, vendor oversight, and customer service feedback
• Participate in regional and national tolling committees to represent and enhance District practices
• Support budget development, cost control, and operational upgrades to back-office systems

Minimum qualifications:
• A bachelor’s degree in business administration, public administration, transportation, finance, engineering, computer science, or a related field.
• 3 years of increasing experience in operations, program or project management, or transaction based systems in relevant industries such as tolling or transportation, financial services, technology/software systems, or logistics. Experience must include program or project oversight, vendor or contractor management, system or data analysis, and customer service.

Preferred:
• Experience with public agencies, tolling systems, or technical program management
• Familiarity with electronic payment systems, DMV processes, and vendor coordination

Child Care Associate Teacher: $19.50 - $25.00 per hour, part time, non-benefited, typically limited to 1,000 hours per year.

CHILD CARE AIDE

This position will work directly with a Child Care Site Coordinator or Lead Teacher at varying pre-school or K-6/ K-8 school sites based on program needs. The Child Care Aide is responsible for leading activities and supervising small groups of children in State-funded Title V programs.

We are seeking two clinic managers who will operate under the general direction of the Deputy Director of Ambulatory Care. The clinic managers plan, coordinate, direct, manage, supervise and evaluate the full range of programs and services offered at the community-based health clinics; recommend, develop, implement and evaluate goals, objectives, policies and procedures related to clinics; provide leadership and coordination to community groups, public and private agencies, advisory boards and volunteers in planning and implementing clinic services; and provide highly complex staff support to senior-level management. The clinic managers also lead and participate in complex performance improvement activities; develop systems to track the progress of strategic initiatives, departmental operational goals, and communicate progress in key forums; develop productive relationships with labor partners while navigating operational needs and developing and sustaining effective employee engagement processes. The clinic managers exercise direct and indirect supervision over a diversified clinical and support staff team.

The ideal candidates will have working knowledge of clinic operations, particularly in outpatient clinics that offer primary care, adolescent care, and pediatrics, as well as in budgeting and scheduling. The ideal candidates will also be experienced in change management, improving patient satisfaction scores, and continuous process improvement (Lean). Experience in a public/safety net clinic is highly desirable. The ideal candidates will also have the ability to lead complex performance activities.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Plan, direct, monitor, coordinate and evaluate the operations and service delivery programs of a regional health clinic or clinics, including needs assessment, program design and planning, implementation, evaluation, and regulatory enforcement.

• Direct, coordinate, and participate in the development and implementation of program goals, objectives, policies, procedures, and priorities that balance both mandated services and community health care needs.

• Assess the quality of patient care; develop and generate community support for changes or enhancements to service delivery methods; advocate for patients with medical staff to ensure appropriate care is provided.

• Monitor census/patient flow and project future patient care demands; develop staffing schedules and assignments to provide the necessary level and type of care.

• Develop, present, and advocate for clinic funding; administer and monitor the approved budget to ensure the accomplishment of clinic care objectives within budget restrictions.

• Act as liaison between senior-level management, advisory boards and commissions, regulatory bodies, and program staff to ensure that all appropriate policies and guidelines are followed, and that programs are funded with adequate resources to maintain mandated and expected levels of service.

• Maintain an effective working relationship with a variety of public and private organizations, including other Health Services Agency staff, County departments, and agencies.

• Consult with other program managers on relevant program issues; develop alternative strategies for dealing with community health needs and assist in the implementation of solutions as necessary.

• Act as advocate and spokesperson in the community in support of programs and services; interpret, explain, and direct the enforcement of community health-related standards, codes, and regulations.

• Provide highly complex staff assistance to senior-level management and related commissions and advisory boards on program issues.

• Prepare a wide variety of detailed written reports, policies, procedures, and contracts.

• Perform related duties as assigned.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Three years of administrative or managerial experience in a healthcare delivery, social, or community services organization, including significant responsibility for one or more of the following: program and budget development, program service delivery, funding, utilization, coordination of community resources, or program evaluation.

BHRS Adult and Older Adult Outpatient Services is committed to serving residents of San Mateo County aged 18 years and older who are grappling with severe functional impairments due to serious mental illness and/or multiple co-occurring disorders.
