Under the direction and supervision of experienced police personnel, volunteers will provide critical support across various functions, complementing the efforts of sworn officers and civilian staff.

This is a volunteer position intended as an educational and community service experience. In addition to serving a support role within the Police Department, this classification is exposed to a wide variety of law enforcement duties and will have different opportunities, based on level of interest, to support community policing efforts and activities.

Work involves irregular, often non-scheduled, hours during the day and evenings, and on the weekdays, weekends, and holidays. Some appointments and events would require some short distance travel to other City department locations.

San Mateo County Behavioral Health and Recovery Services (BHRS), Child and Youth Services https://www.smchealth.org/bhrs, provides a broad spectrum of Trauma Informed mental health and substance use services for children, youth, and families focusing on prevention, early intervention, and treatment of youth diagnosed as Severely Emotionally Disturbed (SED) and/or substance use disorders. We provide services through specialty teams, outpatient clinics, in schools, and field-based teams in Daly City, San Mateo, Half Moon Bay, Redwood City and East Palo Alto.

BHRS also provides services through a network of community agencies and independent providers who offer outpatient and wraparound services. The San Francisco Municipal Transportation Agency (SFMTA) is a department of the City and County of San Francisco responsible for the management of all ground transportation in the City. The SFMTA has oversight over the Municipal Railway (Muni) public transit, as well as bicycling, paratransit, parking, traffic, walking, and taxis.

The Transit Division is currently in the process of developing and procuring a new train control system, as well as streamlining operations at the new Transportation Management Center (TMC). The Program Delivery and Support Unit within the Transit Division was created in 2018 to oversee capital program and project budgets, manage vehicle and onboard equipment projects, testing and acceptance of rolling stock and technology projects. These projects will deliver high-quality, cost-effective solutions which improve safety and the Agency’s ability to deliver quality transit service. Within the Program Delivery and Support unit, the Transit Technology Group handles the delivery, acceptance, and management of technology systems which are critical to transit operations.

The Train Control Upgrade Project is an 8-year, multimillion dollar project with the goal of modernizing the existing Automatic Train Control System in Muni’s subway as well as expanding the supervision and limited control aspects of a Communication-Based Train Control System to the entire Muni light rail system.

Under the general direction of the Train Control Upgrade Project Manager, the Vehicle Train Control Engineer will lead the integration of the new train control system with the Siemens LRV4 vehicles. The Vehicle Train Control Engineer will be responsible for the successful design, fitment, and testing of all onboard equipment necessary to fully install the system on the LRV4 fleet and will represent the SFMTA in all project review and discussion related to onboard equipment installation.

The Train Control Upgrade Project will be delivered through a series of contracts with the technology vendor and other firms providing installation, construction support, technical expertise, and professional services. The Vehicle Train Control Engineer will coordinate the design activities related to onboard vehicle equipment between the supplier, the vehicle manufacturer, and the onboard equipment installer. The Vehicle Train Control Engineer will work closely with these three parties to ensure that the delivery and installation of onboard train control equipment is completed according to the project schedule. The position will participate in the development of an installation plan to facilitate this process and assist with the selection, training, monitoring, evaluating, and development of project staff, as it relates to the installation of the system on the LRV4 fleet.

In addition, the Vehicle Train Control Engineer will act as the SFMTA representative to review, accept, or when necessary, audit, project submittals and deliverables provided by the supplier and other project contractors as it relates to the installation of onboard equipment. As the SFMTA representative, the Vehicle Train Control Engineer will have a strong understanding of the project contract requirements and be able to identify key project staff and agency stakeholders for review when evaluating submittals and project deliverables.

Examples of Important and Essential Duties:

• Oversees the successful integration of the train control system with the Siemens LRV4 vehicles, including design, fitment, and testing.
• Leads a team of SFMTA vehicle engineers assigned to the project.
• Coordinates the design activities of the Train Control System Supplier with the car manufacturer (Siemens) and the vehicle onboard equipment installer.
• Represents SFMTA during technical discussions between the Train Control System Supplier, the vehicle manufacturer, and the onboard equipment installer.
• Responds to technical RFIs, resolves clarifications from vendors and addresses their requests by issuing addendums.
• Reviews all technical documents and correspondence from the Train Control System Supplier, the car manufacturer, and other project contractors.
• With the train control system supplier, develops and manages the migration and installation plan for equipping the entire LRV4 fleet with train control system equipment.
• Works with Rail Maintenance and SFMTA staff at the transit yards to coordinate and schedule work activities by the onboard equipment installer for fitting of equipment on the vehicles.
• Supervises the testing of train control system equipment on the vehicles and assists the project QA team in assessing the quality of installed components.
• Tracks completion of technical requirements and evaluates the system and individual subsystems and components for acceptance.
• Analyzes and solves electrical and vehicle sub-systems problems such as power, EMI connectivity, and fitment for onboard train control system components.
• Analyzes related project workloads and budgets.
• Communicates with Train Control System Supplier for technical support as needed to address system issues under warranty.
• Works with Supplier, SFMTA operations and maintenance staff to ensure both the designed and finished onboard train control system meets operations and maintenance needs and works within their stated constraints.
• Participates in the selection, training, monitoring, evaluating, and counseling of project staff.
• Reviews and manages workload assignment to consultants, junior staff and interns as required.
• Performs other duties as required.

Minimum Qualifications:

1. Five (5) years of verifiable professional electrical engineering experience, which includes two (2) years experience equivalent to City and County of San Francisco class 5207 Associate Engineer as a licensed Professional Engineer in the specialty you are applying for; AND
2. Possession of a current Certificate of Registration as a Professional Engineer in the State of California in Electrical Engineering.

San Mateo County Health is seeking a highly qualified candidate for the position of Edison Clinic Therapist (Psychiatric Social Worker I/II).

Under general supervision, the Clinic Therapist will work approximately 40 hours per week, providing a wide variety of therapeutic services and, if time permits, up to 10 hours of social work case management services. Responsibilities include screening, assessment, evaluation, and psychotherapy, with a focus when appropriate on harm reduction therapeutic interventions and support services for clients in need of, or currently receiving, substance abuse therapy and treatment.

Additional duties include developing and implementing activities related to substance abuse prevention, intervention, and rehabilitation, as well as performing other related work. The position also involves providing social work services to non-therapy clients in support of other on-staff social work case managers.

The Position
The position will be embedded at the Public Health, Policy and Planning Edison Clinic at the San Mateo Medical Center, and possibly one morning per week at the Fair Oaks Health Center, with clinic hours Monday through Friday. 

This position will engage individuals with a range of mental health and substance use disorders to provide a range of services and supports, including but not limited to, diagnosis of issues to be focus of clinical attention, including substance use and other behavioral health needs; screening/assessing clients' needs using assessment criteria to determine medical necessity and identification of key clinical interventions; determination of stage of change; and engaging clients by using Motivational Interviewing and Harm Reduction practices.

The provider will provide therapy for primary case load, and as a backup also provide case management services, including transportation, client advocacy, client-driven treatment planning, and care coordination with other care providers; navigation of medical and mental health services, including medication assisted treatments; assisting clients with enrolling into benefits, including health coverage for which they are eligible; participate in a multidisciplinary team; use clinical consultation care coordination meetings; and partner with key referral sources and other service providers including but not limited to, San Mateo Medical Center (SMMC) Emergency Department (ED), Psychiatric Emergency Services (PES), and Primary Care and Specialty Clinics, BHRS clinics and programs, Substance Use Disorder treatment providers, including Palm Avenue Detox, shelters, Probation, and Correctional Health.

The Ideal Candidate
The ideal candidate will have significant knowledge, skills, experience, and training in providing therapy as well as case management; assessing and evaluating adult clients with mental health and substance use issues; determining appropriate referrals and recommending treatment plans; documenting in electronic medical records; establishing appropriate clinical relationships; and demonstrating strong understanding of confidentiality and ethics.

Three years of experience in clinical social work, psychotherapy, or a related field, particularly with diverse populations affected by mental health and substance use issues is highly desirable.

Licensure/Certification:

• Psychiatric Social Worker I: Registration with the Board of Behavioral Examiners as an intern.   An individual hired in this classification must become licensed within six years from the date of employment as a Clinical Social Worker issued by the State of California.
• Psychiatric Social Worker II:  Current California license as a Clinical Social Worker.

Special Requirements:  

• Individuals in this classification assigned to an on-site school program are required to meet any specialized requirements (i.e., Pupil Personnel Services credential) as stipulated by federal and state laws and regulations.
• Individuals assigned to Canyon Oaks Youth Center, must have the ability to complete 40 hours of mandated training annually.

Job Description

Under general supervision, the 8562 Counselor, Juvenile Hall, is responsible for the care, custody, safety and welfare of juveniles detained at Juvenile Hall.

Essential duties include, but are not limited to: 

1. Observes behavior of detainees in an assigned living unit; directs detainees in the upkeep of personal hygiene, during mealtimes, and while cleaning the unit; maintains appropriate close supervision over detainees to prevent negative incidents; provides appropriate discipline; consults with supervisors regarding disciplinary problems; conducts regular state mandated security checks of rooms; monitors visiting sessions to ensure the safety and security of detainees and counselors.

2. Inspects windows, locks doors when not in use, and keeps count of all detainees assigned to the unit; administers emergency first aid pending the arrival of medical staff; responds to emergency conditions which may require physically subduing and restraining hostile detainees to ensure the safety and security of the unit and the facilities.

3. Completes incident reports, behavior reports, individual case reports, and other departmental forms and reports; maintains the unit log book to ensure adherence to legal requirements. Maintains and updates electronic databases and case management systems.

4. Conducts ongoing individual and group counseling sessions with detainees by communicating rules, policies, expectations, and consequences; listens and responds to questions, concerns, complaints, and requests; provides assistance in working out problems to assist detainees.

5. Directs leisure time activities; teaches and encourages good sportsmanship.

6. Transports residents to and from various locations; directs and controls residents’ movement to ensure the safety and security of the residents.

7. Facilitates the admittance and release process of residents.

8. Confers with departmental personnel and representatives of outside agencies.

Qualifications

Education:
Possession of a baccalaureate degree from an accredited college or university.

License and Certification:
Possession of a valid California driver license.
Possession of a valid Cardiopulmonary Resuscitation (CPR) certificate.

Substitution:
Experience as a counselor in a juvenile detention facility or experience involving the organization, detention, or suspension of youth groups in a recreational or correctional program may substitute for up to two (2) years of the education requirement on a year-for-year basis. Lincoln Police Officers serve a diverse community by performing law enforcement and crime prevention duties, which include but are not limited to: controlling traffic flow, conducting investigative work, and performing a variety of technical law enforcement tasks.  Police Officers also patrol the City in computer-equipped vehicles, make arrests as necessary, interview victims, complainants and witnesses, collect evidence, and prepare written reports.  The Lincoln Police Department is a full-service department of 28 sworn officers, 9 dispatchers and 4 civilian positions. The department serves a population of nearly 50,000 residents in a 20+ square mile suburban area.

THE POSITION

The Police Officer is the journey-level class responsible for performance of the full scope of assigned law enforcement duties and responsibilities, under general supervision. This classification is distinguished from the next higher classification of Police Sergeant in that the latter is responsible for performance of the more complex and difficult tasks, and the supervision of assigned activities.  Receives general supervision from a Police Sergeant, or higher ranking position depending upon assignment. May provide technical supervision and training if serving in the Field Training Program.

ESSENTIAL FUNCTIONS

Include, but are not limited to the following:

• Patrols assigned areas by car, foot or bicycle; performs crime suppression and prevention activities; answers special calls; conducts initial and follow-up investigations; interviews victims, complainants and witnesses; answers complaints including domestic disturbances, health code and local ordinance violations; performs surveillance activities; conducts chemical, drug and alcohol testing; investigates suspicious circumstances.
• Enforces traffic laws; conducts complete accident investigations; controls and directs traffic when necessary; performs crowd control, special event or riot duties; assists in crime prevention activities and the control of juvenile delinquency; serves search warrants and subpoenas; administers first aid in cases of emergency; transports, books and is responsible for the care and custody of detained persons.
• Trains and assists less experienced personnel as assigned; may serve as a Field Training Officer or in a variety of special program areas including gang taskforce, community resources, schools liaison, traffic patrol, task forces, crime prevention and administration.
• May serve as a detective; coordinates and conducts complete and detailed investigation of crimes against persons and property, and crimes involving vice, gaming and narcotics violations; performs undercover and surveillance activities; conducts registration and tracking of sex offenders; collects, preserves and maintains evidence and property.
• Obtains and processes evidence; takes written statements; prepares required reports and maintains investigative records; serves warrants and subpoenas; testifies in court in connection with prosecution of offenders; contacts and cooperates with other law enforcement agencies as warranted.
• Responds to questions, concerns and requests for service from the general public; provides information as appropriate and resolves complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, running, jumping, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires both near and far vision and acute hearing. Additionally, incumbents may work outdoors in all weather conditions including wet, hot and cold. The position entails working in hazardous situations, and may involve abusive persons, potential physical violence and the potential risk of exposure to bloodborne pathogens in the performance of law enforcement duties. The nature of the work also requires the incumbent to drive motorized vehicles, operate a variety of law enforcement equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

Job Description

Under general supervision, operates, maintains, troubleshoots, and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration and auxiliary plant machinery and equipment in a large complex or multi-faceted facility. Ensures that all equipment, machinery and systems are functioning normally and safely, and complies with all applicable safety rules and regulations.

MAJOR, IMPORTANT, AND ESSENTIAL DUTIES

1. Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).2. Inspects and tests: machinery and equipment for safe, efficient and proper operation by visual and audio inspection during walk-throughs and by standard monitoring; fire prevention equipment to ensure safe and proper functionality; water storage and multiple distribution systems, high pressure zones, wood and steel storage tanks, pumps and relief valves, and samples of water.

3. Makes entries and keeps records on shift operation by taking and entering gauge readings and accurate water laboratory analysis readings and temperatures on operating log sheets or into a computer data system to ensure preventative maintenance and equipment history; and changes charts and recordings accordingly.

4. Receives, records and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.

5. Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.

6. Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. As part of an emergency response team, recognizes, evaluates, and responds to potentially hazardous situations.

7. Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.

The Manager, Track & Structures reports to the Deputy Director of Infrastructure Engineering and is responsible for overseeing railroad track and structures engineering support for the Peninsula Corridor Joint Powers Board (Caltrain)

Essential Functions & Duties:

• Acts as agency lead on matters related to track and structures.
• Oversee the track and structures engineering tasks for design/construction of Caltrain Capital and SOGR projects and provide technical support for planning on grade separation projects.
• Ensure the capital and maintenance projects comply with the contract agreement and implement the approved design for compliance with JPB standards and specifications. 
• Lead the advanced technical reviews of projects to assess constructability, examine design details, perform quantity audit, and recommend construction sequencing.
• Establish effective relationships and liaise with Caltrain operation contractors, consultants, internal departments, and other agencies (CPUC, FRA, UPRR, etc.) on railroad track and structures related to influence design and project development.
• Supervise staff.  Hire, mentor and take appropriate corrective and/or disciplinary action.  Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

Examples of Essential Duties: 

• Plan, develop and implement the group’s work plan, budget, goals, and objectives to be consistent with the Engineering Department’s goals.
• Manage the design review of project documentation such as drawings, basis of design, specifications, technical reports, and calculations for compliance with Caltrain Standards and for cost effectiveness of the design. 
• Lead development of potential solutions to the design/construction team and presents for design optimization, risk management challenges, and constructability improvements.
• Assist with Maintenance Department to develop the annual and long-term railroad track engineering and maintenance plans, coordinate these plans with capital projects and support to implement the plans.
• Review and provide technical input for capital and maintenance projects for compliance and cost effectiveness of the design.
• Perform QA reviews of RFIs and submittals as well as participate in change order review and final inspections to construction. 
• Ensure track and structures comply with all return-to-service requirements following all construction activities.
• Review and evaluate project specific designs and provide technical recommendations to design variance approval process.
• Responsible for Caltrain Bridge Management Program.
• Responsible for updates to Caltrain Engineering Standards.
• Train, motivate and monitor staff activities, provide direction, and to identify and resolve the problems.
• Provide 24/7 on-call construction and maintenance support.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees and the public from injury or harm.  Promote safety awareness and follow safety procedures to reduce or eliminate accidents.
• Perform other duties as assigned.

• Professional Engineer's license.
• Five years of relevant experience or demonstrated equivalency of experience of railroad design and engineering in a railroad, engineering firm, or public works agency with experience managing professional staff.
• Railroad structures projects design experience through all phases of design and construction.
• Experienced with AREMA, FRA and CPUC Standards.

Preferred Qualifications:

• Able to respond 24/7 to service and operational needs in a variety of weather and road conditions.
• Experienced with AREMA, FRA and CPUC Standards.
• Effective oral, written, and presentation communication skills.
• Possess a valid California driver license with safe driving record or able to obtain one within six months of hire.
