Join San Bruno Community Services, Parks Department as a Lead Maintenance Worker! 

The Community Services Department is committed to providing quality programs, services, and spaces to benefit the health and well-being of the community. Within Community Services, the Parks Maintenance Division is responsible for the maintenance of all City’s outdoor recreation sites, including 20 parks covering 68 acres, 6 baseball fields, 128 acres of open space, all City owned facilities, over 7 miles of medians, and one dog park. 
 

Under the supervision of the Parks Field Supervisor, the Parks Lead Maintenance Worker performs a variety of skilled tasks and complex assignments in maintenance, repair, and construction work. The Lead Maintenance Worker is a working supervisor position. The position exercises direct supervision over crews engaged in service, maintenance, and repair. Work assignments may also involve considerable skill in various construction and mechanical crafts and the operation of heavy construction and maintenance equipment. 

CORE DUTIES

Examples of duties may include, but are not limited to:

• Assigns and reviews work of Maintenance Workers I/II and seasonal staff; trains, supervises, and reviews work of assigned staff; provides input into performance evaluations and performance issues.

• Inspects and repairs equipment at frequent intervals to ensure that all aspects of the systems are safe and functioning properly; maintains a variety of records relating to inspections, maintenance activity, materials supply, athletic field layouts and surfaces, base positioning and installation, and layouts of field markings.

• Determines and marks the locations of irrigation system wiring and water lines from the appropriate sources prior to excavation.

• Responds to complaints and resolves problems regarding functional areas such as tree conditions, ball field conditions irrigation system problems, park, building and ball field lighting, water leaks, parks facility issues.

• Ensures the proper maintenance of equipment and tools assigned to their area of responsibility by checking equipment and tools and maintaining maintenance records, and refers defects to supervisory staff.

• Safely operates vehicles/equipment of various sizes and weights in the loading, hauling and unloading of various equipment, soil and sand, concrete, performance of tree work; and other job functions; operates pneumatic tools and power tools.

• Oversees and participates in construction and maintenance projects as part of a crew, including laying pipe, trenching and backfilling, determines safety and playability of sports fields and reports information to their supervisor, prunes trees and shrubs in conformance with established professional practices and safe working methods.

• Applies pesticides and utilizes best Integrated Pest Management practices for assigned areas of responsibility.

• Performs set up of traffic safety work zones utilizing traffic safety control devices as needed for work performed in areas such as medians, right-of ways, streets, and parks.

• Performs other duties as assigned. 

MINIMUM QUALIFICATIONS

Any combination of education, experience, and training that would provide the best qualified candidates. A typical way to obtain the knowledge and abilities would be a high school diploma or GED, and two (2) years of increasingly responsible experience performing field maintenance work similar to that of a Maintenance Worker II with the City of San Bruno. 

HIGHLY DESIRABLE

• Possession of a valid California Class B driver’s license. 

• Possession of a Qualified Pesticide Applicators Certificate.

THE POSITION 

The City of South San Francisco seeks customer service-oriented individuals to join the Community Resource Team at the new Library | Parks and Recreation Center. This position is shared between the Library Department and Parks and Recreation Department and works under the direction of the Community Resource Analyst. The Community Resource Clerk will typically be stationed at the lobby desks on the first and second floors of the new Library | Parks and Recreation Center at 901 Civic Campus Way in South San Francisco, however, may temporarily be assigned to other sites, or to represent the departments at special events. This position will provide a welcoming presence by greeting members of the public and responding to visitor inquiries to assist with wayfinding in the facility and sharing information about activities in the building as well as city and other local community resources.

TYPICAL DUTIES:

• Assists in implementing the day-to-day operations at the Library | Parks and Recreation Center.

• Registers participants in programs and assists patrons with Library or Parks and Recreation account inquiries.

THE POSITION

The Planning and Delivery subdivision of the San Francisco Municipal Transportation Agency (SFMTA) is responsible for providing a safe, reliable and connected multimodal network. Our vision is rooted in vertical integration across the entire project delivery lifecycle and horizontal integration across all modes of transportation – including walking, biking, driving, and transit.  The Muni Forward team leads the development of projects aimed at reducing transit delays and enhancing the safety and comfort of Muni customers across all routes.

SFMTA is currently in the process of developing a new train control system.  The Train Control Upgrade Project (TCUP) is a critical, once-in-a-generation investment to modernize and grow Muni Metro for decades to come. TCUP aims to replace the outdated system that currently controls our Metro trains in our subways with a new, state-of-the-art Communication-Based Train Control (CBTC) system, and extend the new system to all on-street Metro corridors.

The Project Manager I (PM1) is responsible for the surface level integration of the new CBTC system with SFMTA’s existing traffic signal infrastructure.  The work will include systems engineering to integrate various pieces of infrastructure to ensure compatible functionality (e.g. CBTC can communicate with traffic signal controller software and output the desired signal outcomes). The PM1 should possess expertise in traffic signal systems and Intelligent Transportation Systems (ITS), including but not limited to: signal timing parameters, traffic signal design, Transit Signal Priority (TSP), network communication protocols and devices, as well as familiarity with the Manual on Uniform Traffic Control Devices (MUTCD) and the systems engineering architecture and standards established by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA).  The candidate must also have prior experience overseeing the integration of ITS devices, such as TSP and emergency vehicle preemption, with the D4 traffic signal controller software.

EXAMPLES OF IMPORTANT DUTIES:

• Oversee internal staff and consultants to develop protocols and procedures to integrate CBTC technology with existing traffic signal infrastructure
• Develop calculations for traffic signal timing card changes to reduce transit travel times and improve transit reliability
• Provide direction to staff in the preparation of studies, calculations, designs, drawings, sketches, and plans for a variety of engineering projects using AutoCAD, Synchro, VISSIM and other software tools

4. California registration as professional engineer or architect.

DESIRABLE QUALIFICATIONS:

• Possession of a current Certificate of Registration as a Professional Engineer in the State of California in both Civil and Traffic disciplines
• Possession of a Project Management Professional (PMP) certification
• Detailed knowledge of Intelligent Transportation Systems (ITS) and the National Transportation Communications for Intelligent Transportation System Protocol (NTCIP), including previous experience with managing project deployment and integrations of related devices
• Extensive experience programming traffic signal timing plans with the D4 traffic signal controller software

This includes, in consultation with assigned technical support staff, the creation of objectives, priorities, budgets, and schedules and the retention of appropriate consultant assistance to achieve high quality capital, maintenance or information technology projects in a timely, efficient, and cost-effective manner. Acts as Project Manager for building construction, renovation, or information technology projects.  When assigned to the Clean Water Program,: plans, organizes, and reviews the design and construction of the Public Works Wastewater Treatment Plant, sewage conveyance systems and related projects; and acts as project manager in assigned capital improvement, maintenance or renovation projects. Also provides wastewater treatment operations and maintenance support.

Project Manager I is the entry level in the project management series.  Incumbents are responsible for one or more small projects in terms of dollar amount and/or technical complexity, or aspects of larger projects while learning the full scope of project management tasks.  The scope and/or diversity of project objectives and the project budget are less than assigned to the Project Manager II or Senior Project Manager level. This class is alternately staffed with Project Manager II, and incumbents may advance to the higher level after gaining experience and demonstrated proficiency, which meets the qualifications of the higher-level class.

Project Manager II is the journey level in the project management series.  Incumbents are fully responsible for average size projects and are expected to be knowledgeable about the normal scope of project management tasks. This class is distinguished from the Senior Project Manager in that the latter is responsible for the largest and most complex capital projects and is expected to be familiar with the most complex project management tasks.

Depending on the assignment, some duties may include, but are not limited to, the following:

• Develop, plan and coordinate the planning, feasibility, architectural and engineering activities related to capital improvement, renovation projects, or information technology projects.
• Prepare and administer agreements for professional services related to capital or information technology projects, coordinating and directing all activities between the City and outside consulting firms.
• Prepare cost estimates, project schedules, and feasibility reports for new or modified structures, or new or modified software applications systems.
• Maintain accurate and current project budgets and manage cost and quality controls.  Develop, implement and monitor budgets for assigned areas.
• Utilize critical path or other methods to plan and evaluate progress on project tasks.
• Solicit and review bids and recommend contract awards. Monitor contractor performance, review and process submittals and change orders, retain construction management and inspection assistance as needed, and carry out related activities associated with project construction or system implementation/upgrade.
• Oversee the design and construction/implementation of projects, and function as project manager.
• Prepare and review project drawings; conduct pre-construction meetings and on-site inspections.
• Maintain needed records on assigned projects. Prepare and present comprehensive administrative, fiscal, statistical and technical studies, reports, evaluations, specifications and correspondence as required.
• Design and maintain spreadsheets and databases as needed on mainframe and personal computers.
• Coordinate programming, design, review, and construction/implementation activities with affected City departments and outside agencies. Assist in preparing needed agreements with other entities.
• Ensure that projects meet all applicable codes and standards.
• Prepare staff reports and presentations for the City Council, City commissions, boards, and committees, and for neighborhood meetings on capital improvement projects.
• Coordinate and schedule staff training and manage associate training documents and records.
• Utilize and manage the computerized maintenance management system for efficient and effective workflow processes.
• Maintain a comprehensive, current knowledge of applicable laws/regulations; maintain an awareness of new processes, methods, trends, and advances in the profession; read professional literature; maintain professional affiliations; attend workshops and training sessions as appropriate.

The Project Manager I/II receives general direction from a Department Head, Division Manager, Capital Projects Manager, Senior Project Manager, or Sr. Systems Analyst and may exercise technical or functional supervision over less experienced project managers, technical staff or administrative staff.

Woodside is a rural residential community of approximately 5,300 residents located on the San Francisco Peninsula in San Mateo County. The Director of Public Works/Town Engineer will plan, organize, and provide administrative direction and oversight for all public works functions and activities, including infrastructure engineering, design and construction, streets and traffic control, engineering plan checking, permit approval, facility, parks and infrastructure maintenance.

The duties include, but are not limited to, the following:

• Assume full management responsibility for all department services and activities including engineering, capital improvements, streets, sewer, storm drain systems, building permitting, and vehicle and equipment maintenance; recommend and administer policies and procedures.
• Manage the development and implementation of departmental goals, objectives, policies and priorities for each assigned service area.
• Establish, within Town policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
• Plan, direct and coordinate the Public Works Department's work plan; assign projects and program areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.

• Provide for the selection, training, professional development, and work evaluation of department staff, authorize discipline as required; provide policy guidance and interpretation to staff.

• Review, edit and sign off on reports to the Town Manager regarding capital improvement projects for submission to the Town Council.
• Develop and maintain familiarity with Federal, State, County and regional funding programs and maximize grant acquisition for capital projects.
• Supervise long-term and complex assignments with responsibility for project development, establishing priorities, developing timelines, evaluating work assigned to staff and assuring quality and accuracy of departmental output.
• Review and analyze claims and potential liability matters and provide professional assistance to the Town Manager, Town Attorney, Town Council and insurance claims adjusters.
• Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; timely approval of expenditures; annual review of capital assets; implement budgetary adjustments as appropriate and necessary.
• Prepare and administer operating and capital improvements program budget.
• Explain, justify and defend department programs, policies and activities; negotiate and resolve sensitive and controversial issues.
• Represent the Public Works Department to other departments, Town Council and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations.
• Provide staff assistance to the Town Manager; participate on a variety of committees; prepare and present staff reports and other necessary correspondence.
