The Housing Authority is seeking an exceptional, team-oriented candidate to oversee projects and initiatives in support of the Alameda Housing Authority (AHA)’s affordable housing development and neighborhood revitalization programs in the City. This may include new construction development, acquisition and rehabilitation of properties, and development for projects for AHA’s nonprofit development affiliate, Island City Development. AHA’s pipeline of multifamily projects includes serving family, homeless, workforce, and senior populations and managing major renovation of occupied properties within AHA’s portfolio. The Senior Project Manager will also manage a wide range of consultant relationships and may supervise one or more junior staff.

AHA is particularly interested in applications from candidates with a strong track record in successful management of affordable real estate development and housing new construction, and familiarity with various related federal, state, and local regulations. Desirable candidates will be knowledgeable about zoning and environmental regulations 
related to affordable development, experienced with development and administration of consultants and contracts, and have experience with public, private and non-profit affordable housing funding sources such as the Low-Income Housing Tax Credit program, Project based Section 8 and Tax-exempt bonds.

This is an exempt, at-will position. The Authority operates on a 9/72-hour biweekly schedule and is closed every other Friday.

THE POSITION

Under general direction of the Water Resources Division Manager, this position serves as the Chief Plant Operator of the City’s Water Reclamation Plant (wastewater treatment). The selected candidate will plan, organize, direct and manage the operation of the Water Reclamation Plant including wastewater treatment and recycled water production. They will coordinate activities with other sections/divisions/departments, external customers, regional wastewater agencies, and contractors. This position will ensure that all regulatory compliance targets are met and act as a liaison to regulatory agencies. This position requires a valid Grade IV Wastewater Treatment Plant Operator Certificate issued by the State Water Resources Control Board at the time of appointment.

 

Position Responsibilities:

• Serves as the Chief Plant Operator for the Water Reclamation Plant
• Recommends and implements section goals and objectives
• Implements goals and objectives set by the Division Manager
• Coordinates the execution and process impacts of capital improvement projects with project managers, consultants and contractors
• Establishes performance standards, guidelines, and methods
• Develops, implements, and administers current and new programs and policies
• Sets overall process-control parameters for the wastewater treatment and water recycling facility
• Develops standard operating procedures and trains staff in order to ensure compliance with State and Federal wastewater and recycled water regulations

Experience & Education: Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

• Experience: None required, although previous experience in law enforcement is desirable.
• Education:  High school diploma and 60 units of college-level course work. Candidates with an honorable discharge may be credited with up to 15 semester units for a minimum of 3 years of active duty in the U.S. Armed Services (Army, Navy, Air Force, Marines and Coast Guard).

The Senior Asset Manager conducts financial, physical and regulatory performance review; develops and monitors capital needs assessment programs; and reviews, recommends and implements financing or refinancing schemes at multi-family and tax credit properties, in addition to providing highly responsible and complex professional assistance to the Directors of, Housing Development and Property Operations. The Senior Asset Manager may supervise one or more junior staff.

The City of Berkeley invites you to apply for the position of Weighmaster in the Zero Waste Division of the Public Works Department! Working in the scale house at the solid waste transfer station, the Weighmaster is responsible for assessing incoming loads and providing direction to customers.

In this role, you will weigh vehicles entering and leaving the transfer station; estimate volumes of small loads and assess contents; collect established fees for dumping; provide information and direct customers; and use personal computers for data collection, computation, reconciliation, record keeping and reporting.
 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to completion of high school and either three (3) years of solid waste collection and disposal experience, or three (3) years of general office or accounting support work experience. Prior experience in refuse collection and/or experience in handling of hazardous materials is desirable.

Other requirements include:
Must be bondable and able to work early morning, evening, holiday and weekend shifts in a dusty, windy environment without restrictions. Within a six (6) month probationary period must successfully complete four (4) weeks of full-time equivalent on-the-job training to prepare the employee to assume the full range of Weighmaster duties, as certified by senior supervisory staff. Successful completion of classes in Customer Service Dispute/Conflict Resolution is desirable.

The Housing Authority of the City of Alameda (AHA) is seeking an exceptional, process-orientated professional to serve as the Director of Administration and Services. This is a fast-paced agency that seeks to meet the mission through a high level of accountability and transparency.

AHA is particularly interested in applications from candidates with a strong track record in a variety of administrative, coordinative, analytical, and liaison capacities relevant to the job responsibilities. Successful performance of the work requires knowledge of public policy, housing policy and programs, Housing Authority functions and activities, and the ability to develop, oversee, and implement projects and programs in a variety of areas.
