The Human Resources Department is seeking well qualified candidates for the position of HRIM Departmental Systems Analyst.

 

The Departmental Systems Analyst (DSA) will provide complex analytical support for the adaptation of and enhancement to Workday, the County’s incorporated human resources information system.  There is currently one vacancy in the HRIM division of the Human Resources Department.

 

In general, the DSA will provide analytical and technical expertise to support the configuration, maintenance, and continuous improvement of Workday Human Capital Management (HCM), Compensation, and Talent modules. The role serves as a key link between HR program areas, departmental users, and technical teams to ensure system functionality and data integrity and to ensure business processes effectively support departmental and organizational needs. 

 

The DSA will also: 

• Configure, maintain, and process negotiated compensation and classification changes such as cost-of-living adjustments, equity increases, and legislative updates within Workday.
• Administer and update job profiles, compensation plans, and related structures, supporting the Classification and Compensation program.
• Provide HCM support to departments during major workforce activities such as reorganizations, seasonal staffing, and fiscal year transitions.
• Coordinate regression testing and implement changes associated with bi-annual Workday updates in assigned functional areas.
• Prepare and distribute procedures, communications, and reports to support HR programs, system enhancements, and compliance initiatives.

 

The DSA must have knowledge of departmental operations and Workday system functionality, enabling effective communication between technical and non-technical staff. This includes the ability to translate business needs into system configurations to ensure that HR processes are accurately and efficiently supported. 

 
The ideal candidate will have:

• Strong analytical and technical skills with the ability to research, test, and configure system changes within Workday HCM, Compensation, and Talent. 
• Experience supporting or administering complex HRIS systems, with a focus on improving functionality and process efficiency. 
• Demonstrated ability to troubleshoot issues, evaluate alternatives, and implement effective solutions. 
• Excellent attention to detail, organization, and data accuracy in a fast-paced environment.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Configure, maintain, and process negotiated changes in Workday such as cost-of-living adjustments, equity salary updates, and other compensation adjustments.
• Create and maintain compensation grades, steps, and allowance plans and administer job profiles and position management to support classification and compensation functions. 
• Provide HCM support for departmental operations including reorganizations, fiscal year transitions, and large-scale staffing actions. 
• Configure and maintain custom objects and request frameworks for HR programs that are within HCM (e.g., Hiring Incentive Program, Employee Referral Program, Tuition Assistance, Admin/Vacation Cash Out, Fitness Area and Equipment Usage Waiver). 
• Coordinate and perform regression testing and audits during Workday bi-annual updates.
• Draft and distribute user communications, training materials, and procedural updates to support new functionality or system changes within HCM.
• Maintain Help Text, Quicktips, videos, pictures, and announcements within HCM.
• Support and enhance Talent optimization within Workday, ensuring alignment between performance and development processes and future modules such as Learning, Peakon, Journeys, and Help for a cohesive and integrated employee experience. 

 

Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Three years of responsible experience in a position that would provide knowledge of department-specific programs, processes, and/or operations, including at least one year of experience in planning, implementation, oversight, and/or utilization of automated information systems and applications used to support departmental activities.

 

Knowledge of: 

• Principles, practices, policies, procedures, regulations, and applicable state and federal laws pertinent to assigned operational and/or program area.
• Principles and practices used in the analysis and development of procedures and information systems associated with assigned operational and/or program area.
• HRIS concepts, data processing, and workflow design.
• Methods for planning, organization, and prioritizing multiple duties to ensure the ability to meet deadlines.

 

Skill/Ability to:

• Provide analytical and technical support to users of Workday, translating business needs into functional requirements, and finding solutions for pain-points. 
• Evaluate, test, and implement system enhancements to improve efficiency and user experience. 
• Maintain strong attention to detail when performing mass updates in Workday that impact job structures, compensation, and employee records.
• Collaborate with multiple stakeholders to ensure consistency and alignment across all Workday HCM areas, guiding stakeholders to maintain cohesive processes and configurations that support an efficient end-to-end system experience for employees. 
• Develop and deliver clear training materials, user guides, and communications to support process or system changes. 
• Plan, prioritize, and manage multiple tasks while meeting critical deadlines.
• Communicate effectively with both technical and non-technical staff and maintain cooperative working relationships.

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' applications and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%), which may include the evaluation of a brief writing exercise given immediately preceding the interview. 

 

Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense. Interviews may be conducted virtually using MS Teams.

About the Position

The Engineering Division administers the permitting program for equipment and operations that emit air pollutants in the Air District’s jurisdiction and provides technical support to internal and external entities with issues related to permitting and permitted facilities.

Beyond specific permitting work, some of the important programs and projects in which the Engineering Division are actively engaged include but not limited to:

• Verification of emissions inventories
• Database development & testing, including user interfaces
• Data management
• Emissions modeling
• General technical support of Air District programs

Under general supervision, the Air Quality Specialist will perform a variety of duties in support of Engineering Division programs. Duties include but are not limited to processing permit applications, handling permit renewal tasks, data management (extracting, organizing, validating, maintaining), calculating emissions, drafting & updating program documentation (e.g., policies
 

There are vacant Air Quality Specialist positions in the following areas.

• Two (2) positions would be assigned to the backup generator and remediation (e.g., soil vapor extraction, sub-slab depressurization) programs. 
  • Staff would manage and process permit applications from a high-volume category. The work would involve managing assigned applications, documenting the evaluation following standard procedures, meeting timelines, communicating with applicants, and recommending a permit decision.
  • Other duties include but are not limited to handling permit renewal tasks, maintaining documentation, recommending & implementing program improvements, managing data & documentation, updating templates including emission calculations, providing technical support, participating with rule development efforts, training staff, and performing other specialized work, as assigned.

 

• One (1) position would be assigned to the Title V program. 
  • Staff may be assigned to process Title V application types such as initial permits, renewals, minor revisions, administrative amendments, closures, and reclassifications. The work would involve managing assigned applications, documenting the basis of the permit, meeting timelines, communicating with applicants, collaborating with Air District staff, and tracking the approval process.
  • Other duties include but are not limited to reporting to government agencies, managing data, tracking program metrics, maintaining documentation, analyzing program data metrics, updating templates, training, contributing to the development of system tools, participating with rule development for Air District’s Title V rule (Regulation 2, Rule 6), and performing other specialized work, as assigned.

Position Summary

Under direction of the Superintendent of Facility and Equipment and/or Chief Laborer, performs general labor and janitorial duties for routine maintenance and repair of District buildings, roadways and facilities.

•  Sets up lane closures and diversions for crews working on roadway.
• Cleans and repairs roadways, installs pavement markers and signs.

Position Summary

The Bridge Patrol Officer works in a fast paced and dynamic 24/7 department with 36 team members to ensure the efficient and effective daily operation and security of the Golden Gate Bridge and associated facilities. Responsibilities include critical infrastructure security, roadway and visitor safety, crisis intervention and suicide prevention, emergency roadway services, traffic management, parking enforcement, revenue collection, and customer service.  The Bridge Patrol Officer serves as a customer contact and organizational ambassador for persons who drive, walk and bicycle the Golden Gate Bridge on a daily basis.

• Responds to medical emergencies and first- aid calls

• Conducts preliminary investigations of motor vehicle accidents, suicides, and any other reportable incidents that occur on the Bridge or surrounding area
• Checks the District buildings for physical security
• Coordinates with the California Highway Patrol and other law enforcement agencies when needed

• Detective / School Resource Officer – 2.5% of base salary

• Motorcycle Officer – 2.5% of base salary

• Field Training Officer – 2% of base salary

• Bilingual Pay – Up to $150/month

• K-9 Handler – Receive 7 hours of overtime per pay period

• IT Super User – 5% of base salary
