THE DEPARTMENT: The Suisun City Police Department is a progressive and proactive law enforcement agency. As a result of its proximity to neighboring jurisdictions, the employees of the Suisun City Police Department remain extremely busy as they address the needs of the community.

THE POSITION: Under general supervision of a Police Sergeant or other supervisory/management staff, performs a variety of duties related to the protection of public health, safety, and welfare and the enforcement of applicable federal, state, and local laws; provides traffic enforcement and control; and carries out special assignments in a particular phase of police work. The Police Officer is an entry/journey level class responsible for performance of the full scope of assigned law enforcement duties and responsibilities. New incumbents may have limited related experience but are expected to learn the full range of duties and responsibilities, perform duties with minimal direct supervision, and exercise sound judgment and discretion in making decisions.

ESSENTIAL JOB FUNCTIONS
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Patrols assigned areas of the City to preserve law and order, discover and prevent commission of crimes, and enforce traffic and other laws and ordinances; maintains awareness of and remains alert for wanted suspects, known criminals, stolen vehicles, missing persons, traffic violators, and crimes in progress; makes arrests; issues warnings and citations.
• Responds to calls for the protection of life and property, the enforcement of laws and ordinances, general public service calls, and complaints including those involving automobile accidents, traffic hazards, misdemeanor and felony incidents, domestic disturbances, health code and local ordinance violations, property control, civil complaints, and related incidents; responds to and provides assistance at a variety of public service type calls that are non-criminal in nature.
• Conducts initial and follow-up investigations at scenes of incidents to which summoned or observed; determines what, if any, crime has been committed; collects, preserves, processes, photographs, and books evidence; locates and interviews victims and witnesses; identifies and interrogates suspects. • Prepares and serves search and arrest warrants; apprehends and arrests offenders for crimes committed under federal, state, and local laws and codes; controls and mitigates people under the influence of drugs or alcohol or other potentially hostile situations.
• Directs traffic at special events or emergency situations; provides traffic and crowd control at community and emergency events.

Position Duties

Key responsibilities include, but are not limited to the following: 

• Managing capital improvement projects, i.e., overseeing, controlling, and guiding the projects 
• Interfacing with the public, consultants, contractors, other City departments/sections, and other agencies, and responsible for timely response to the stakeholders' requests and concerns on projects. 
• Negotiating, preparing, and managing consultant agreements and/or construction contracts. 
• Working with client to prepare project scoping and budgeting. Tracking and managing project costs using appropriate tools and resources. 
• Preparing clearly written and effective reports and Council Memos. 
• Supervising staff such as Engineers and Engineering Technicians by prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; and making hiring, termination, and disciplinary recommendations. 
• Responsible for designing, procurement and construction management of capital projects. 
• Preparing and/or reviewing designs, improvement plans, estimates, specifications, and contract documents for capital improvement projects, private development or other engineering related projects that are prepared by subordinates and/or consultants engaged by the City or by private developers. 
• Reviewing and responding to Request for Information memos (RFIs) and submittals, negotiates change orders and reviews pay applications. 
• Supervising the collection and analysis of field data and prepares recommendations 
• Coordinating with construction inspectors and attends field meetings to resolve problems arising in the field during the construction of a public improvement project.

The Fleet Management Division in Public Works Department is responsible for the management of the City’s fleet including the comprehensive inspection, maintenance, repair, acquisition, and disposal. The City’s vehicle and equipment fleet currently consists of over 2,700 assets. 

The Department of Public Works Fleet Management Division is recruiting to fill one (1) Equipment Mechanic Assistant I/II (EMA I/II) position. The EMA I/II is responsible for performing inspections, communicating with other staff and customers, servicing, installation of electronic electrical equipment, ordering parts, entering data in the fleet management system, road testing and diagnosing problems to make various repairs and adjustments on automotive, heavy truck and/or heavy equipment. While working under general supervision, the EMA I/II will be expected to perform safely and follow all rules required by the City of San Jose. These positions, depending on facility assignment, will require working various shift hours and overtime.

Equipment Mechanic Assistant (Parts) position orders, receives, and issues automotive, truck, and equipment parts. This position also researches and identifies select parts for issue, stocks and verifies inventories, and utilizes the fleet database to manage inventories.

Light cleaning duties will be expected.

Under direction, the Deputy City Clerk provides complex administrative and organizational support for all functions and activities of the City Clerk’s Office, including the duties necessary to ensure the custody and maintenance of official City documents, public and archival records and files, and public information. The Deputy City Clerk services to City employees and the public; as the Acting City Clerk in the absence of the City Clerk.  The Deputy City Clerk – Administrative Aide administers projects as assigned, fields and answers inquiries from the public, City departments, officials, and outside entities; participates in fostering cooperative working relationships among City departments and with State and local intergovernmental and regulatory agencies and various public and private groups; provides highly responsible and complex administrative support to the City Clerk, City Manager, City Council, and other City Administrative Managers, and performs related work as required.
