DEFINITION: Under general supervision, the Field Monitor provides operational support and supervision of Mill Valley parks, outdoor fields, offsite facilities, and occasionally the Mill Valley Community Center. Responsibilities will include but will not be limited to patrol and observation of outdoor facilities, ensuring compliance with facility regulations and use guidelines, general customer service, light office tasks, and the performance of other related work as required. This is a part-time, year-round position.

THE POSITION
The Utilities Field Services Supervisor supervises, plans, schedules, and reviews activities related to the installations and maintenance of water mains and appurtenances, including water mains, service lines, fire hydrants, backflow prevention devices, and water meters, within the City's water system.   This position also oversees the City’s meter reading and cross connection control programs, and assists the Utilities Operations and Maintenance Manger in the overall planning, administration, and management of Utilities Operations and Maintenance functions.  
 
DEFINITION
Under general direction, to supervise, plan, schedule, and review activities related to the  installations and maintenance of water mains and appurtenances, including water mains, service lines, fire hydrants, backflow prevention devices, and water meters, of the City's water system, as well as field customer services.

DISTINGUISHING CHARACTERISTICS
This is a management classification allocated to the Utilities Division of the Public Works Department reporting to the Utilities Operations and Maintenance Manager. The Utilities Field Services Supervisor is responsible for the field installations and customer services related to water meters and backflow device maintenance. The position is also responsible for supervision of meter reading and performing supervision and management in support of the Utilities Division's goals and objectives.  The position is also responsible for assisting the Utilities Operations and Maintenance Manger in the overall planning, administration, and management of Utilities Operations and Maintenance functions. This position is distinguished from that of subordinate utilities classifications by its responsibility for the supervision of two maintenance work groups (i.e., Field Services and Customer Services).  This position is distinguished from the Utilities Operations and Maintenance Manger position by the latter position's overall responsibility for the management and administration of the City's water distribution and sewer collection systems, the Storekeeper position, and administrative and clerical staff.

Duties may include but are not limited to the following:
 
Field services, including installation of water mains and appurtenances for City projects and/or private developments, maintenance of the water mains and appurtenances, leak repairs, water meter installation and repair, backflow prevention device installation, repairs, inspection, and testing, and meter reading program.  Field Services may be required to assist in smaller repair jobs to the sewer collection system. 

Coordinates operations with the needs of the public, outside agencies, and other City divisions.  
 
Assists the Utilities Operations and Maintenance Manager with budget preparation and performs other administrative work as assigned. 
 
Receives, investigates and responds to public inquiries, concerns, and complaints, and requests for service. Works cooperatively with City staff, residents, businesses, property owners, and other utilities and outside agencies.
 
Confers with developers and contractors as needed to ensure that the City's water system standards are met.
 
Identifies water mains and appurtenances maintenance needs in the utility system, discusses them with Utilities Operations and Maintenance Manager, and initiates proper action to resolve the problems. Ensures that the meter reading program is always on track and meeting its goals.  Assures that emergency staff is available 24 hours a day to take necessary action.
 
Oversees the development of schedules and establishment of assignment priorities for the Field Services section, as well as the Customer Service section.  
 
Develops and maintains specifications for water main and appurtenances materials and equipment and recommends purchases.  
 
Prepares and maintains specialized water system records and forms, and reports to regulatory agencies. Prepares all correspondence needed to ensure effective coordination between the Utilities Operations and Maintenance, other functions within Utilities Operations and Maintenance, Public Works, other City departments, and the general public. 
 
Reviews, evaluates and prepares comments on construction plans, drawings and specifications related to water system infrastructure projects including mains, connections, valves, equipment, and other systems.
 
Ensures that all Underground Service Alert (USA) markings for the City's water and sewer mains, and fiber optic cable are done in a timely and accurate manner.
 
Participates in interviews and selection of new employees under the positions responsibilities, and training of employees in work procedures, standards and safety practices. 
 
Prepares and provides input into employee performance evaluations, including setting and assessing goals, conducts counseling on work-related issues, and makes recommendations regarding discipline.
 
Actively participates in the Public Works Department's Safety Committee.
 
Performs other related duties as assigned.

JOB RELATED ESSENTIAL QUALIFICATIONS

Knowledge of: 

• Water transmission and distribution operations and maintenance, and underground installation programs; and safe work practices.
• Principles of hydraulic theory as it applies to water distribution system, water transmission systems, pressure zones and pressure regulating valves.
• Current methods, codes and regulations governing underground work and water main and appurtenances installation.
• Supervisory Control and Data Acquisition (SCADA) systems including data propagation methods, and associated hardware and software.
• Modern work order development and processing.
• Principles of management and supervision including work planning, direction, training, and evaluation of work and staff performance.

Ability to: 

• Direct the daily field services of a municipal water distribution system, and field customer services functions.
• Supervise, train and evaluate subordinate field, technical, and support staff; and coordinate schedules to insure the timely processing of the public's request.
• Communicate both orally and in writing to prepare clear and accurate maintenance and safety reports, lead discussions, and present information to City staff, contractors, and the general public.
• Review and evaluate construction plans, drawings and specifications related to field services projects including underground infrastructure, and related equipment.  
• Calculate field assets historical and instantaneous performance using a variety of data, formulas and equations.
• Make reasonable assessments as to repair or replacement of water main, valves, and other related equipment; and advise Utilities staff, design consultants, engineers and contractors in acquisition and installation of new equipment.
• Make informed judgments concerning maintenance parameters of water system; and make independent judgments during emergencies. 

EXPERIENCE AND EDUCATION
Any combination of experience and training that could likely provide the required knowledge and abilities would be qualifying.  A typical way to qualify is:
 
Experience: Four (4) years of progressively responsible experience in the Field Services of a water system including one (1) year of responsible supervisory or lead position experience in a distribution system classified as a D4 system or higher by the California Department of Health Services.
 
Education: Completion of twelfth grade or possession of GED, supplemented by college course work related to potable water, water distribution, wastewater collection, recycled water distribution, or a science field.  Possession of an Associate's Degree in water distribution, wastewater collection, recycled water distribution, or in a science field may be substituted for the required coursework.  Possession of a bachelor's degree is desirable.  

License or Certificate:Requires possession and maintenance of a valid Water Distribution Operator D4 Certificate issued by the California Department of Health Services,

OR

Possession and maintenance of valid Water Distribution D3 Certification issued by the California Department of Health Services with the ability to obtain and maintain a D4 Certification within eighteen (18) months of appointment to the position. 

AND

Possession and maintenance of a valid Class C California Driver's License.

The Challenge

Senior Transportation Planner (Temporary/Hourly)
Salary: $65.0163 - $83.5561 per hour

The Town of Los Gatos is accepting applications for a temporary/unbenefited Senior Transportation Planner position in the Parks and Public Works Department. This is a unique opportunity to shape and develop a vital role within our organization.

The Senior Transportation Planner will focus on managing projects and programs that support sustainable transportation opportunities for the Town while addressing and improving mobility, safety, environmental, social, and economic conditions around transportation. The selected candidate will support the Town’s ongoing initiatives around transportation planning, including identifying grant programs and managing transportation planning-related projects.  

The Ideal Candidate
The Town is looking for an experienced transportation professional who is visionary and innovative with strong leadership skills, passion for community engagement, and commitment to customer service. They will be results-oriented with strong communication skills, including public speaking, writing, listening, persuasion, and facilitation with the following experience:

• Researching, applying for, and managing State and Federal transportation grants.
• Presenting to elected and appointed officials, the public, and other stakeholders.
• Bicycle and pedestrian master planning on a community wide basis, both the planning phase of the work and project implementation/management. 
• Variety of mobility-related projects and programs, including bicycle, pedestrian and rideshare.
• VTA process and procedures. 
• Parking program management.

Schedule: This is a temporary, hourly, at-will, non-benefited position limited to 999 hours of employment in a fiscal year (July 1 through June 30), up to 25 hours per week. The normal workweek is Monday through Friday, however, you may be occasionally required to attend evening meetings. 

About the Department
The Parks and Public Works Department (PPW) is responsible for the maintenance and improvements of the Town's public parks, facilities, streets, and other infrastructure.  Our goal is to efficiently provide residents, businesses, and visitors with the highest quality service possible, with dedication and professionalism.  The Department has five service areas: Engineering, Capital Improvement, Streets and Signals, Parks, and Environmental Services. The Department also collaborates with all Town departments, and external partners and stakeholders.

• Engineering Services: The Engineering team provides services in the areas of encroachment permits and permitting and inspection of other work in the public right of way, including situations where new developments need to provide improvements in the right of way.  
   
• Capital Improvement: The Capital Improvement team develops and constructs capital projects across all Town assets, including improvements to roads, streetlights, parks, and Town buildings. See the annual capital budget for a list of current capital projects.
   
• Streets and Signals: The Streets and Signals team maintains the Town’s roadways, signs, and traffic signals. Traffic plays a big part in this team’s daily work as they seek to meet the needs of the community.  This includes traffic on major streets as well as on neighborhood streets where traffic calming can be a solution.
   
• Park Services: The Park Services team maintains the Town’s parks, trails, open spaces, facility grounds, median islands, parking lot landscaping, downtown planters, and the urban forest as well as administering park use fees and reservations.
   
• Environment Services: The Environmental Services team ensures that the Town is at the forefront of environmental stewardship. This team also manages the Town’s utilities, including the contract with West Valley Collection and Recycling for garbage service Town wide.

About the Town
The Town of Los Gatos is a general law city operating under the Council/Manager form of government. The Town Manager and Town Attorney are appointed and directly report to the Town Council. The Town’s 150 full- and part-time employees are organized into the following departments: Parks & Public Works, Community Development, Police, Library; and Administrative Services.

General Duties

• Provides program area expertise, project support, and coordination and collaborates with Parks and Public Works staff and other Town Departments on complex, highly visible, and politically significant transportation-related policies, projects, and issues
• Evaluates the complex and often sensitive and competing aspects of transportation planning decisions.
• Attends meetings of the Town Council, the Development Review Committee, Planning Commission and/or the Complete Streets and Transportation Commission and other Town Commissions as directed.
• Builds and maintains positive working relationships with coworkers, other Town employees, elected officials, and the general public, exhibiting exceptional customer service and communication skills.
• Participates in regional planning and working groups and serves as the liaison for the boards and working groups as requested.

Grants Management

• Develops and submits transportation-related grant applications from various local, state, and federal funding sources; oversees proper execution and expenditure of grant funds received.

Safe Routes to School Program

• Manages funding for and implementation of the Town’s Safe Routes to School program.

Multi-Modal Transportation Activities

• Manages updates to pedestrian and bicycle masterplans; develops, updates, distributes, and promotes Town programs, policies, educational materials, and projects to improve pedestrian, bicycle, and other forms of mobility and to encourage safe practices of all forms of mobility; serve as staff liaison to the Town’s Complete Streets and Transportation Commission.
• Coordinates planning for bicycle and pedestrian facilities in cooperation with other Town Departments, regional agencies, and community organizations.
• Performs other transportation related duties as assigned.

Parking Programs

• Oversees the Town’s Parking Programs.
• Oversees the work of and administers contracts for transportation and parking consultants.
• Develops policies, procedures, and operational actions related to effective parking management, including periodic review of parking-related policy issues such as rates, time limits, enforcement hours, loading zones, and other issues.

Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
 
Education: Any combination of training and experience equivalent to a Bachelor's Degree from an accredited college or university in transportation planning, city and regional planning, urban studies, civil engineering, or closely related field.

Experience: Five (5) years of increasingly responsible experience in transportation development programs, including two (2) years of project management.  A Master’s Degree from an accredited college or university is desirable.

License and Certification: 

• A California Driver's License and a satisfactory driving record are conditions of initial and continued employment. 
• Possession of a Certificate of Registration as Professional Transportation Planner or Professional Engineer in the State of California, or certification from the American Institute of Certified Planners is highly desirable.

POLICE OFFICER - Academy Graduate - $8,419 to $11,416 per month (up to $13,128 with incentives)

The City of Pleasant Hill is currently seeking applicants for Police Officer Academy Graduate. We offer excellent pay, benefits, opportunities for promotion, as well as the opportunity to serve a great community that values the services we provide.

Police Officers can serve in patrol, traffic, investigations, and K-9 assignments. Other collateral opportunities include instructor positions (Firearms and Force Options Team), Regional SWAT, Mobile Field Force, 10851 Task Force, CSI, Regional Major Accident Investigation Team, Driving Team with firearms and force options team, Crisis Intervention Team (CIT), FBI Safe Streets Task Force, SET Team, Drone Team, Social Media Team, Community Resource Officer, School Resource Officer, and Field Training Officers. Specialty assignments may add an additional 5% pay. 

Officers work 12-hour shifts as part of a team concept. Shift schedules include 4-10 and 3-12, which may be changed periodically as job assignments may be rotated among patrol, traffic, and criminal investigation.  Night shifts include 5% additional pay. 

EDUCATION:

Academy Graduates (no sworn experience) - High school diploma and a minimum of 45 units of college-level course work, in addition to graduation from a P.O.S.T. basic academy.

Academy Graduate candidates with an honorable discharge may be credited with up to 15 semester units for a minimum of 3 years of active duty in the U.S. Armed Services (Army, Navy, Air Force, Marines and Coast Guard).
