Due to the nature of this position, a varied work schedule that includes evening and/or weekend hours is required. This is a full-time, on-site position, designed for direct collaboration with the team and active participation in daily operations.

ABOUT THE POSITION
The City of Gilroy is recruiting to fill the limited-term position of Code Enforcement in the Community Development Department, Building Division.

This role is offered on a limited-term basis and is currently budgeted through June 30, 2027.  It is possible that the position will be extended beyond this date, but that will not be known until the Spring of 2027.  This position offers a meaningful opportunity to help uphold community standards and ensure compliant neighborhoods. The Code Enforcement Officer will respond to citizen concerns and proactively identify violations such as property maintenance issues, and zoning infractions. You will educate the public on code requirements through clear and respectful communication and work collaboratively with other city departments and external agencies to resolve issues. The Code Enforcement Officer is distinguished from the Supervisor by performing work of moderate difficulty and more routine tasks and duties assigned to this position within this classification series. These tasks involve inspections and enforcement of applicable ordinances pertaining to residential and commercial properties, housing, building construction, and other related regulations. Additionally, the Code Enforcement Officer will issue notices, citations, and follow up on compliance efforts in a fair and consistent manner. It is also imperative that the Code Enforcement Officer maintain accurate case files and documentation for possible legal proceedings.

The Department:

The Community Development Department strives to enhance the community’s safety, welfare, quality of life, and economic opportunities by providing advanced planning, development review, permitting and inspection services, as well as administration of programs related to affordable housing. The Position:

The Combination Inspector is responsible for performing the building, electrical, plumbing, and mechanical inspections.  Each Inspector may be assigned to one or more of the following Programs or specialties: Code Enforcement, Building, Electrical, Permit Center, and Plumbing & Mechanical.

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

Graduation from high school or possession of a G.E.D.

Minimum Experience Requirements:

Five (5) years of experience as a journey person in the building construction or related trades

OR

Three (3) years of experience as a Combination Inspector in a city or county inspection jurisdiction

OR

Possession of a State of California license as a general (B-l) or electrical (C-10) or plumbing (C-36) or heating, ventilating, air conditioning (C-20) contractor for a minimum of two (2) years

License/Certifications:

Possession of a valid California Class C driver's license is required. 

Certification by the International Code Council or other recognized agency, as a Building, Electrical, Plumbing, or Mechanical Inspector is required within one (1) year of appointment and for continued employment in this class

Desirable Qualifications:

Certified Access Specialist (CASp) certification is desirable

Department

The Santa Clara City Library is a department of the City and has positioned itself as a dynamic community hub, providing access to information, literacy resources, educational programming, and promotes civic engagement in Santa Clara. The Library Department is organized into several divisions: Administration, Adult Services, Branch Services, Customer Services, Facilities, Read Santa Clara, Technical and Technology Services and Youth Services. Santa Clara City Library is in the process of finalizing and implementing its new Strategic Plan that will support the direction of future library services. 

Position

Read Santa Clara, the adult and family literacy program of the Santa Clara City Library, has offered English as a Second Language (ESL) services since 2023, as part of a state grant project. The ESL Program Assistant provides 1:1 and small group tutoring for limited English-speaking adults to strengthen their basic English speaking and listening skills and help achieve their goals. This position works with and reports to the ESL Program Specialist and Literacy Program Supervisor. This position is responsible for supporting literacy volunteers, assessing adult learners’ literacy needs, and documenting program data for grant reporting.  The ideal candidate has a passion for serving adults with limited English language skills from historically underserved communities.

This is a grant funded position for 15 hours a week till June 30, 2026. The position’s continuation beyond this date is subject to the availability of grant funds.

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

• Assist with assessing the language skills of adults with limited English-speaking skills and who do not speak English as a first language
• Tutor 1:1 and small groups at the library and at various community outreach sites
• Offer support to learners in meeting their goals
• Assist in recruiting, training and supporting volunteers to support small groups in the library and at community sites
• Be culturally sensitive and responsive to the needs of learners from diverse cultural, ethnic and socio-economic backgrounds
• Work at school sites to help parents/caregivers during school hours
• Work closely with the ESL Program Specialist and community partners to meet community needs
• Assist with collecting and maintaining accurate data in a timely manner for grant reporting

The position of Systems Control Operator III is responsible for remotely monitoring, operating, and controlling Valley Water’s raw water system, including local and imported raw water transmission facilities, three pumping plants, and appurtenances to control the flow of water from the Raw Water Control Center during an assigned shift.

Key Responsibilities include, but are not limited to:

• Maintain and operate automated controls to ensure that commitments and daily schedules are met according to standard operating procedures (SOPs).
• Remotely control the flow of water through turnouts to achieve the demands of three water treatment plants and adequate delivery of water for managed groundwater recharge and environmental stream flows.
• Validate unusual readings of flow, pressure, and Hydraulic Grade Line (HGL) by contacting field personnel for verification; notify supervisor or maintenance personnel of unusual conditions.
• Monitor stream flow stations to prevent dry back conditions that result in violations of state and federal fish and wildlife ordinances.
• Confer with the water treatment plant operators, other internal staff, and personnel from other utilities regarding system operation.
• Explain the system's SOPs to visitors.
• Observe and inspect pumps, motors, generators, and related equipment for safe and proper operation; coordinate high-voltage and general switching orders in dealing with Western Area Power Authority (WAPA) and Pacific Gas and Electricity (PG&E).
• Issue internal and external switching and clearance orders; bypass portions of the system during emergencies or planned maintenance shutdowns; and ensure lockout/tagout procedures are completed before maintenance activities commence.
• Perform confined space entry functions in the completion of assigned tasks; ensure adherence to established safety procedures and precautions.
• Maintain detailed logs and records of work performed; issue source change notifications; and prepare clear and concise reports, as requested.
• Interact with Valley Water's Emergency Operations Center (EOC), field operations personnel, and County communications personnel to resolve emergency flood control situations during periods of heavy rain.
• Work 12-hour, day or night shifts on weekdays or weekends on a rotating basis every six months.
• Work on-call during the weekends and nights on a rotating basis.
• Communicate with external customers such as the California Department of Water Resources (DWR) and San Benito County Water District and internal customers (water treatment plants operators, water resources technicians, and hydrographers) about operations such as shutdowns; coordinate with customers to ensure they receive deliveries; and communicate, plan, and orchestrate system.
• Use pressure monitoring devices to find leaks in pipelines.
• Follow safety regulations and applicable safety policies and procedures.
• Serve as a disaster service worker and perform disaster service activities as may be assigned by supervisor or law, pursuant to California Government Code Section 3100.
• Perform all related duties and responsibilities as required.

Environmental Programs Department

The Environmental Programs Group is responsible for environmental review of VTA’s capital projects, VTA’s Sustainability Program, and VTA’s Stormwater Management Program.  Environmental review includes preparation of federal and state environmental documents; compliance with environmental laws and regulations; acquisition of regulatory agency permits; management of mitigation plans and programs; and coordination on a wide range of environmental topics.  VTA’s Sustainability Program is responsible for reducing the consumption of natural resources and the generation of greenhouse gases in the provision of transportation services through utility management, transportation electrification, climate action planning, waste reduction, and education. VTA’s Stormwater Management Program is responsible for complying with the National Pollutant Discharge Elimination System permit known as MS4. The Program aims to reduce pollution of local creeks and the Bay through the implementation of best management practices in project design and construction, educational initiatives for staff and the public, and enhanced maintenance and sustainable landscaping.

Definition
Environmental Planner II: Under supervision, an Environmental Planner II manages environmental studies and environmental compliance programs; and assists in the review of land development applications and documents for impact on transportation systems and/or facilities; and supports VTA's sustainability program.

Environmental Planner III: Under direction, an Environmental Planner III performs comprehensive environmental planning, analysis, and administrative duties for transportation projects and environmental compliance programs.

Distinguishing Characteristics
Environmental Planner II: 
This is the journey level in the Environmental Planner class series. Positions at his level are expected to be conversant with relevant environmental laws, regulations, and guidelines in order to achieve compliance of transportation projects. Incumbents conduct environmental analysis of projects in concert with other staff and consultants and may have responsibility for management of the environmental phase of minor projects or for specific portions of larger projects. This classification reviews environmental documents and development applications received from cities/regional agencies for project impact on the transportation system and/or facilities.

Environmental Planner III: 
This is the advanced journey level in the Environmental Planning series. Positions at this level work independently on the largest and most complex projects directing, reviewing, and coordinating the work of assigned project staff, consultants, and representatives of other public agencies in multi-disciplinary teams. Incumbents conduct environmental analyses of transportation projects and programs with minimal supervision and are expected to be conversant in and achieve compliance with relevant environmental laws, regulations, and guidelines.

Positions at this level require the use of initiative and judgment in resolving problems and recommending effective courses of action. This classification is distinguished from the Environmental Planner II classification in that positions in this class may act in a lead capacity over the work of lower level staff and consultants.

Typical Tasks
Environmental Planner II:

• Plans, coordinates, and reviews the work of a multi-disciplinary professional and technical staff and/or consultants conducting environmental studies of minor complexity;
• Manages and coordinates environmental planning, research and analysis of proposed VTA projects, including the planning, design, and construction phases of capital projects, maintenance and operation of facilities, and issuance of permits;
• Analyzes and evaluates the impact of proposed transportation projects and plans, and provides technical input to project design to mitigate adverse environmental effects and ensure compliance with environmental laws and regulations;
• Organizes, prepares, and processes environmental documents, monitoring and reporting plans, technical reports and responses for transportation projects and plans;
• Prepares scopes of work, schedules, and budgets for program activities, and assists with negotiating consultant contracts;
• Prepares necessary applications and acquires permits from regulatory government agencies in compliance with environmental regulations;
• Coordinates, organizes, and presents environmental matters before commissions, governing bodies and at inter-agency and public meetings;

Environmental Planner III: 

• Implements federal, state, and local agency environmental laws, regulations, and guidelines relating to the National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA);
• Reviews development proposals received from cities/regional agencies and coordinates with various VTA divisions to prepare official VTA recommendations on development conditions and mitigation measures for said proposals;
• Tracks compliance with permit requirements or other regulatory agency conditions for projects;
• Plans, coordinates, reviews, directs, and oversees the work of multi-disciplinary professional and technical staff and/or consultants conducting complex and comprehensive environmental studies;
• Assists in the administration of VTA's Storm Water Management and Sustainability Programs;
• Assists in the development of policies, procedures, and projects that advance sustainability for VTA facilities and assets;
• Assists with the preparation of CEQA and NEPA environmental documents for large and complex planning, design, and construction projects and maintenance and operation of facilities;

• Writes, organizes, prepares, reviews, and processes environmental documents, monitoring and reporting plans, complex technical reports, responses, and position statements for a variety of projects, including large and complex transportation-related projects and plans;
• Prepares mitigation monitoring and reporting plans/environmental commitment records;
• Reviews construction plans and specifications to ensure that environmental commitments are incorporated into contract documents;
• Tracks and documents compliance with project environmental commitments prior to, during, and following construction;
• Develops and manages environmental scopes of work, contracts, budgets, and schedules for capital projects;
• Assists with negotiating large-scale, high dollar-value consultant contracts;
• Oversees the work products of consultant staff, including quality control;
• Identifies and prepares necessary applications and acquires permits and authorizations from government agencies;

Environmental Planner II:

(A Masters Degree in environmental, transportation, or urban planning or related discipline may be substituted for one year of the required experience).

Environmental Planner III:

The Position:

This is a temporary, as-needed position assigned to the City of Santa Clara’s Electric Utility Department, Silicon Valley Power (SVP). The position is part of the Systems Support Group (SSG), which functions as the technology backbone of SVP and is responsible for critical technology modernization, cybersecurity, and operational support in response to rapid utility growth and evolving regulatory requirements.

We are seeking a highly skilled and experienced Network Engineer to design, implement, and support both enterprise and utility-specific network infrastructure, with a strong emphasis on Cisco technologies. The incumbent plays a critical role in ensuring the availability, performance, and security of the organization’s overall network environment, including the SVP’s utility communication and control systems.
 
In this role, the Network Administrator is responsible for administering and monitoring network services, managing a variety of advanced network and security products—including, but not limited to, Cisco firewalls and intrusion prevention systems- and maintaining compliance with Federal Energy Regulatory Commission (FERC) requirements as well as applicable state and local mandates. This position involves supporting and maintaining complex multi-protocol infrastructure components, including enterprise-grade Cisco firewalls, routers, switches, and wireless controllers. Additionally, it consists of managing secure VPN access, routing protocols, and future zero-trust network access initiatives.

As an as-needed employee, this is an "at-will" position, and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Typical Duties:

Network: Design, configure, deploy, and maintain secure enterprise-grade network infrastructure, including routers, switches, wireless controllers, and access points within a large and complex high-availability multi-protocol environment.

Network Performance: Proactively monitor network utilization and capacity, and troubleshoot issues related to connectivity, degradation, or failure.

Network Security: Design, configure, deploy, and maintain, including but not limited to firewalls, VPNs, IPS systems, and zero-trust platforms, in a highly segmented environment.

VOIP: Support VoIP infrastructure to ensure QoS, call quality, and reliability.

Cybersecurity: Investigate and produce comprehensive reports on all cybersecurity incidents and threats.

Access Control: Maintain a zero-trust security model, implementing strict access controls, multi-factor authentication, and least-privilege principles.

Process and Documentation: Maintain accurate documentation of network configurations, diagrams, and change control records to ensure consistency and compliance.

Operational Support: Participate in the ticketing queue for service requests and after-hours maintenance windows as needed.

Minimum Qualifications:

Minimum Education Requirements: 

Associate degree from an accredited University.

Minimum Experience Requirements: 

Three (3) Years of Hands-On experience within an enterprise environment as a Network Administrator, Network Engineer, Sr. Network Engineer, or Network Architect.

Desirable Qualifications: 

• Bachelor’s degree in computer science, Information Technology, Engineering, or a related technical field from an accredited University.
• Five (5) Years of Hands-On experience within an enterprise environment as a Network Administrator, Network Engineer, Sr. Network Engineer, Network Architect, or equivalent, preferably within a NERC-CIP regulated public utility.
• Experience administering Cisco ASA & FTD Firewalls, Core Switches, and Edge Routers
• Experience administering HP Aruba Switches and Wireless Controllers
• Certifications: Active (non-expired) professional certifications such as Cisco (CCNA, CCNP, CCIE), Palo Alto (PCNSE), HP Aruba, Azure Cloud, and/or industry-recognized cybersecurity certifications (CISSP, CompTIA Security+, GIAC, etc.).  Proof of active certifications must be uploaded with your application submission.

• Expert knowledge of Cisco IOS, NX-OS, and Cisco firewall administration.
• Expert knowledge of STP, VTP, DTP, HSRP, and GLBP

In addition, this position supports business continuity by ensuring high availability and disaster recovery capabilities across all network components, investigates and reports on security incidents in accordance with departmental policy or direction from senior management, and provides technical leadership and mentorship to others.

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

Bachelor’s Degree from an accredited college or university with coursework in Computer Science, Engineering, Mathematics, or a related field.

Minimum Experience Requirements: 

• Five (5) years of network operations and administration experience in Utility Operations and/or Electric Scheduling or the equivalent, including experience in utility cyber security and facility security.
• Three (3) years of the required experience must have been in a lead position; and
• Three (3) years of the required experience must include operations and maintenance level experience with Synchronous Optical Networking (SONET) equipment installed in utility applications.  

Acceptable Substitution: 

Additional qualifying experience may be substituted on a year for year basis for the required education, up to a maximum of four (4) years.

License/Certifications: 

Possession of a valid California Class C driver’s license is required at time of appointment and for the duration of employment.

Desirable Qualifications: 

• A bachelor’s degree in either Computer Science or Engineering is highly desirable;
• Training in electric utility substation safety standards is highly desirable;
• Specific experience with the General Electric JungleMUX product is highly desirable;
• Experience with any of the following systems is highly desirable:

1. Network Intrusion Detection Systems (NIDS);
2. Virtual machine VMWare environments;
3. Configuration and administration of networks, firewalls, routers, switches ACL policies;
4. Cisco Access Control Systems (ACS) 2-factor authentication; and

• On call for 24/7 support of all critical networking structures, perform troubleshooting and maintenance in active electric substations and taking action to insure the Electric Utility meets the CIP Reliability Standards in its communication and control systems at all times;
