Valley Water seeks a collaborative, detailed-oriented and customer-service focused individual to join the Water Revenue team as a Management Analyst I. The incumbent will be public facing, engaging with water customers and well owners throughout Santa Clara County. As a member of the Water Revenue team, key responsibilities include generating and processing water bills; providing excellent customer service in person, by phone and via email; ensuring all data is processed and captured in an accurate and timely manner; and collaborating with colleagues. The work is cyclical with periods of high volume (annual, semi-annual, and monthly billing cycles) and technical by nature (i.e., unmetered water customers). Ability to navigate multiple systems in the course of daily work is necessary (i.e., databases, files, billing system, GIS resources); bilingual is a plus. Members of the Water Revenue team occasionally go offsite to perform field checks.

Valley Water is a public agency with an operating and capital budget of $964 million, and over 900 employees. With headquarters in San José, Valley Water provides water supply, enhances streams and watersheds through creek restoration and habitat protection, provides flood protection for homes, schools, businesses and roadways, and partners with other agencies to provide trails and open space for the community.

 

Key Responsibilities include, but are not limited to:

• Customer service: provide exceptional internal and external customer service, in person, by phone, or via email. Engage with well owners, retailers, farmers, and other departments at Valley Water. 
• Revenue collection duties: generate and process bills that may include groundwater, treated water, surface water or recycled water. 
• Technical and detail-oriented: audit all water bills for accuracy. Support other analysts and supervisor as needed. The Water Revenue team manually reviews and audits nearly 6,300 bills each year of which about 80% are for unmetered water customers.
• Administrative tasks: filing, scanning, organizing records, and occasional cashiering duties.

Ideal Experience:

• Two (2) years of experience in revenue collection and customer service.

• Experience with maintaining large datasets, while ensuring accuracy across multiple systems.
• Public sector experience with water districts, utilities, or municipal agencies.

Ideal Skills and Abilities:

• Ability to plan and prioritize work effectively during high-volume billing cycles with competing deadlines.
• Strong accuracy in data entry, billing calculations, and customer correspondence.
• Ability to understand current procedures and suggest enhancements to improve efficiency and consistency.
• Ability to navigate between billing software, databases, file management systems, and other internal applications in the regular course of daily work.
• Ability to handle customer inquiries with professionalism, empathy, and clarity (via phone or email, and in person).

• Bilingual, especially Spanish speaking, is a plus.

Ideal Knowledge:

• Knowledge of financial or billing software.
• Understanding of basic accounting or revenue collection principles.

Ideal Training and Education:

Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, accounting, finance, or a related field. 

Substitution:

Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).

Requirements

This is a Peace Officer Standards and Training (POST) position. Candidates must successfully pass a complete background investigation including fingerprints, polygraph, psychological and medical examinations. Applicants with a felony conviction and/or a conviction outside of California that would be considered a felony in this state will be disqualified.

Silicon Valley Power, Asset Management Group has an excellent opportunity for the position of Senior Engineering Technician. Job responsibilities include, preparing scaled and dimensioned plans based on sketches prepared by engineering and/or estimating personnel, maintaining records of as-builts and updating existing SVP maps and records utilizing ESRI-based GIS applications, maintaining master map files, including such records of block maps, street light maps, fiber communication, electric utility single line and operating diagrams and other maps, performing computing and drafting operations in AutoCAD, involvement in checking drawings of electric utility facilities, and performing other duties as assigned. 

Water and Sewer Utilities

The Water and Sewer Utilities Department is looking for a Senior Engineering Technician who desires to become a Water and Sewer Utility professional and support a talented group of engineers, administrative staff and utility operators with the sole aim of delivering safe, reliable utility services and excellent customer service to the community of Santa Clara. The Senior Engineering Technician will prepare exhibits, update CAD files, access and update asset management software, update spreadsheets and project folders, perform site visits, perform field measurements, perform research tasks, support the water sampling program, support plan checks, prepare construction documents, perform field inspections, update block books and communicate with customers, contractors, consultants, engineers, inspectors, and operators. 

The ideal candidate should be proficient in AutoCAD, the Microsoft Office Suite, working with PDF formats, navigating folder directories, and communicating effectively with a diverse group of stakeholders. Any experience, skills or certification related to the water, recycled water, sewer or general civil engineering industry is desired.

Department of Public Works

The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative individual to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of four engineering divisions: 1) Design, 2) Field Services, Land and Property Development, and Traffic Engineering as listed below. Currently, the Field Services Division of the Department of Public Works (DPW) is looking for individuals for the position of Senior Engineering Technician.  This position will provide support to the Field Services division through updates to the Geographic Information System (GIS) system, AutoCAD, and miscellaneous databases.  This position will coordinate internally with various DPW staff to maintain system records and support their needs to successfully complete their projects on time.

The ideal candidate should have experience using and editing AutoCAD software. The Senior Engineering Technician will assist the City Surveyor with topographic, monument, and benchmark surveys conducted in the field. Additionally, the technician will help restore missing or damaged monuments and benchmarks and perform administrative tasks such as filing permits, updating block books, conducting research, and carrying out field inspections and investigations. Employees in this role are expected to be fully trained in all procedures related to their assigned responsibilities. Work is performed under the general supervision of the Chief of Party, a Professional Engineer, or a Principal Engineering Technician, who assigns tasks and reviews work to ensure compliance with instructions and established engineering standards.

The Design Division manages capital improvement planning and programming related to pavement management, storm drain facilities, and sanitary sewer systems. Additionally, the division provides capital project delivery services for a variety of City projects including transportation, roadways, pedestrian and bicycle, storm drains, sanitary sewers, buildings, libraries, and parks to implement the City’s capital improvement program. The division also coordinates with the Federal Emergency Management Agency on the City’s Community Rating System (CRS) program to maintain the City’s Class 7 rating. 

The Field Services Division provides construction management, construction inspection, materials testing, and surveying for capital improvement projects such as pavement rehabilitation, traffic signals, storm and sanitary sewers, parks, building improvements and other public improvements.  The Field Services Division also provides construction inspection and coordination for developer/private construction of public improvements within the City’s right-of-way. 

The Land & Property Development Division is responsible for providing efficient and effective engineering services to support private development projects during the entitlement, design, and construction phases. The division works closely with customers, developers, utility companies and the community to ensure projects comply with local, state and federal standards. The division is also responsible for reviewing and approving encroachment permits, easements, street/easement abandonments, subdivision maps, processing encroachment agreements, collecting development-related fees, and collaborating with other Public Works divisions, as well as other City departments throughout all project phases. Additionally, the division provides customer counter services to the general public as the City’s permit center.

The Traffic Engineering Division provides traffic engineering, traffic impact analysis reviews, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division also investigates resident/business inquiries related to street parking, traffic calming, intersection control, and bicycling and pedestrian travel on public streets. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. 

This position may be filled within various divisions of the Public Works, Water & Sewer Utilities, or Electric Utility Departments not included in this listing.

Minimum Qualifications

EDUCATION AND EXPERIENCE

• Two (2) years of full-time paraprofessional engineering experience at a level equivalent to City of Santa Clara Engineering Technician including at least one (1) year working with Computer Aided Drafting (CAD) and/or Geographic Information System (GIS) tools and software.

The Santa Clara County Housing Authority (SCCHA) is seeking a Risk Analyst to join our highly collaborative and dedicated team in advancing the Housing Authority’s risk management and insurance programs. The Risk Analyst will have the opportunity to expand their expertise in risk management, insurance programs, and property mitigation. They will also gain experience in policy development, analytical research, and strategic planning, providing a comprehensive approach to risk management. The Risk Analyst will evaluate, design, and coordinate SCCHA’s risk management efforts, including insurance programs, property and construction risk, and claims management programs. Silicon Valley Power (SVP) is seeking dynamic, engaging and qualified engineers for several vacant Electric Utility Engineer positions in various divisions.

For the SVP Fiber Division, this position will be assigned engineering work associated with SVP’s fiber network. This individual will assist with engineering design, engineering pole loading analysis software, site surveys, material selection and estimates.   

For SVP Operations Division, this position will be assigned engineering work associated with communication and electrical power engineering. This individual will assist with the programming of industrial multiplexer networks. The individual should have a strong interest in industrial high-speed data networking.

For SVP Engineering and CIP projects, this position will be assigned engineering work associated with electrical power engineering, substation design and Transmission and distribution systems. The individual may manage or will assist in managing Capital improvement Projects (CIP) to support growth of the electric utility. For the Customer Development and Project Management Division, this position will assist in monitoring the operation of power generation equipment to ensure that it operates within the desired specifications, conducting routine inspections and maintenance of plant equipment to prevent failures and ensure maximum efficiency, Implementing upgrades and modifications to existing systems to improve performance and reduce environmental impact, coordinating with other technical staff and management to discuss and strategize plant operations, ensuring compliance with local, state, and federal regulations pertaining to safety and environmental protection, preparing reports on plant operations, outage planning, and other performance metrics necessary for proper management and planning.

ABOUT THE POLICE DEPARTMENT

The Woodland Police Department is staffed with 71 sworn officers, 18 professional employees, and 8 part-time temporary professional employees. Our staffing is expected to expand in size as the City grows. The Department is managed by a Chief of Police, a Deputy Chief, 4 Lieutenants, 10 Sergeants, and a Police Records Supervisor. The Department has three Bureaus; Patrol, Investigations, and Community Relations. Police Officers are assigned to all Bureaus where they work in various capacities and teams.   Within the Bureaus are many specialty units including K-9, Traffic/Motors, School Resource Officers, Gang Task Force, Detectives, and Homeless Outreach Street Team.  There are a number of collateral duties available to officers including SWAT, Crisis Negotiations Team, Field Training Officer, Honor Guard, Arrest & Control Instructors, Firearms Instructors, Gang Resistance Education, and Training (G.R.E.A.T) instructors, Social Media Team, Recruitment, and Bicycle Patrol. The Woodland Police Department prides itself on being a service-orientated agency using a Community Oriented Policing model and Intelligence-Led Policing (ILP) strategy. The Woodland Police Department welcomes and practices constant community engagement, outreach, and activism. The City's Police Activities League (PAL) was formed and is led by Woodland Police personnel who place an emphasis on providing accessible and healthy activities for the city's youth.

Woodland is a city of approximately 60,000 residents. Incorporated in 1871, Woodland is conveniently located on I-5 just 12 miles northwest of Sacramento and 9 miles north of U.C. Davis. Woodland’s primary business is agriculture and light industrial, including distribution centers for Target, True Value, Payless, and Walgreens. Woodland has a community college, 2 senior high schools, 2 junior high schools, and 12 elementary schools in the public school district, supplemented by 5 private schools, grades K through 12. The area offers various recreation possibilities: water skiing and boating on the Sacramento River, Lake Berryessa, and Lake Folsom; skiing in the Sierras, hunting, and fishing; five golf courses; and many other youth and adult-oriented recreations.
