Due to the nature of this position, a varied work schedule that includes evening and/or weekend hours is required. This is a full-time, on-site position, designed for direct collaboration with the team and active participation in daily operations.

ABOUT THE POSITION
The City of Gilroy is recruiting to fill the limited-term position of Code Enforcement in the Community Development Department, Building Division.

This role is offered on a limited-term basis and is currently budgeted through June 30, 2027.  It is possible that the position will be extended beyond this date, but that will not be known until the Spring of 2027.  This position offers a meaningful opportunity to help uphold community standards and ensure compliant neighborhoods. The Code Enforcement Officer will respond to citizen concerns and proactively identify violations such as property maintenance issues, and zoning infractions. You will educate the public on code requirements through clear and respectful communication and work collaboratively with other city departments and external agencies to resolve issues. The Code Enforcement Officer is distinguished from the Supervisor by performing work of moderate difficulty and more routine tasks and duties assigned to this position within this classification series. These tasks involve inspections and enforcement of applicable ordinances pertaining to residential and commercial properties, housing, building construction, and other related regulations. Additionally, the Code Enforcement Officer will issue notices, citations, and follow up on compliance efforts in a fair and consistent manner. It is also imperative that the Code Enforcement Officer maintain accurate case files and documentation for possible legal proceedings.

FIRST YEAR PROJECTS/ASSIGNMENTS:

• Learn and understand the City of Gilroy code enforcement processes and help solve problems to foster community pride. 
• Engage in real-world code enforcement assignments by working on active cases and assisting in clearing the backlog to ensure safe and well-maintained neighborhoods.
• Participate in specialized training and obtain certifications to enhance your expertise and knowledge of code enforcement. 

Salary Range:
Five (5) Steps: $28.31 - $34.41/ hour

Summary:
Under supervision, performs routine semi-skilled to skilled grounds landscaping and maintenance work; performs preventive maintenance of District properties; and performs other related duties as assigned.

Essential Duties and Responsibilities:
The duties listed below are intended only as illustrations of the various types of work that may be performed. These duties may be performed independently or under supervision with a Lead or Groundskeeper II present. • Performs a variety of routine landscape and ground maintenance tasks, including maintaining areas around District facilities, hardscapes and playgrounds, and removing debris and graffiti; maintains assigned areas in a clean, safe and orderly condition.
• Maintains turf and landscaped areas by mowing, edging and weeding; learns and assists with fertilizing, spraying with insecticides and herbicides, aerating and watering.
• Blows, sweeps and washes sidewalks, roadways, parking lots, tennis courts, and other hard­scapes to maintain a clean, safe and orderly condition.
• Assists with planting and removing trees, shrubs and plants; prunes shrubs and trees to shape and encourage growth, using hand and power saws as assigned.
• Assists with the installation, repair and maintenance of irrigation systems.
• Assists with athletic field preparation and the maintenance of play areas and related facilities.
• Operates a variety of power tools, hand tools and motor-driven equipment such as trucks and tractors.
• Loads and unloads equipment, supplies and refuse.
• Maintains daily work records, hazardous materials records and restricted pesticide-use records.
• Attends meetings; participates in safety training.
• Weekend work and rotating schedules may be required.

Other Duties and Responsibilities:

• Participates during disasters or when emergency response is needed.
• May be required to drive District or personal vehicle.
• Non-exempt employees may be required to work overtime.
• Performs related duties as assigned.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Any combination of experience and training that would likely provide the required knowledge, skill, and/or ability listed below is qualifying.

Education/Experience:
A typical way to obtain the knowledge and abilities would be: graduation from high school or GED equivalent, and one year of related grounds maintenance experience and/or training; or an equivalent combination of education and experience.

Language Ability:
Ability to read and comprehend basic instructions, short correspondence and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to park visitors and to other employees.

Math Ability:
Ability to add and subtract two-digit numbers and to multiply and divide with 10s and 100s. Ability to perform these operations using units of money and weight measure­ment, volume and distance.

Reasoning Ability:
Ability to use common-sense understanding to carry out instructions provided in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Certificates and Licenses:

• Valid California driver’s license with a good driving record and current automobile insurance.
• All full-time candidates require satisfactory completion of a pre-employment functional capacity examination.
• Department of Justice fingerprint clearance.

Supervisory Responsibilities:

Basic Requirements: Current enrollment in an associate’s, bachelor’s, or master’s degree program, or trade school in a relevant field or a recent graduate (within the last 12 months). The Combination Inspector is responsible for performing the building, electrical, plumbing, and mechanical inspections.  Each Inspector may be assigned to one or more of the following Programs or specialties: Code Enforcement, Building, Electrical, Permit Center, and Plumbing & Mechanical.

MINIMUM QUALIFICATIONS

Minimum Education Requirements:

Graduation from high school or possession of a G.E.D.

Minimum Experience Requirements:

Five (5) years of experience as a journey person in the building construction or related trades

OR

Three (3) years of experience as a Combination Inspector in a city or county inspection jurisdiction

OR

Possession of a State of California license as a general (B-l) or electrical (C-10) or plumbing (C-36) or heating, ventilating, air conditioning (C-20) contractor for a minimum of two (2) years

Acceptable Substitution:

License/Certifications:

Possession of a valid California Class C driver's license is required. 

Certification by the International Code Council or other recognized agency, as a Building, Electrical, Plumbing, or Mechanical Inspector is required within one (1) year of appointment and for continued employment in this class

Desirable Qualifications:

Certified Access Specialist (CASp) certification is desirable

The Position:

This is a temporary, as-needed position assigned to the City of Santa Clara’s Electric Utility Department, Silicon Valley Power (SVP). The position is part of the Systems Support Group (SSG), which functions as the technology backbone of SVP and is responsible for critical technology modernization, cybersecurity, and operational support in response to rapid utility growth and evolving regulatory requirements.

We are seeking a highly skilled and experienced Network Engineer to design, implement, and support both enterprise and utility-specific network infrastructure, with a strong emphasis on Cisco technologies. The incumbent plays a critical role in ensuring the availability, performance, and security of the organization’s overall network environment, including the SVP’s utility communication and control systems.
 
In this role, the Network Administrator is responsible for administering and monitoring network services, managing a variety of advanced network and security products—including, but not limited to, Cisco firewalls and intrusion prevention systems- and maintaining compliance with Federal Energy Regulatory Commission (FERC) requirements as well as applicable state and local mandates. This position involves supporting and maintaining complex multi-protocol infrastructure components, including enterprise-grade Cisco firewalls, routers, switches, and wireless controllers. Additionally, it consists of managing secure VPN access, routing protocols, and future zero-trust network access initiatives.

As an as-needed employee, this is an "at-will" position, and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Typical Duties:

Network: Design, configure, deploy, and maintain secure enterprise-grade network infrastructure, including routers, switches, wireless controllers, and access points within a large and complex high-availability multi-protocol environment.

Network Performance: Proactively monitor network utilization and capacity, and troubleshoot issues related to connectivity, degradation, or failure.

Network Security: Design, configure, deploy, and maintain, including but not limited to firewalls, VPNs, IPS systems, and zero-trust platforms, in a highly segmented environment.

VOIP: Support VoIP infrastructure to ensure QoS, call quality, and reliability.

Cybersecurity: Investigate and produce comprehensive reports on all cybersecurity incidents and threats.

Access Control: Maintain a zero-trust security model, implementing strict access controls, multi-factor authentication, and least-privilege principles.

Process and Documentation: Maintain accurate documentation of network configurations, diagrams, and change control records to ensure consistency and compliance.

Operational Support: Participate in the ticketing queue for service requests and after-hours maintenance windows as needed.

Communication: Communicate effectively on technical issues and solutions to both technical and non-technical stakeholders.

Minimum Qualifications:

Minimum Education Requirements: 

Associate degree from an accredited University.

Minimum Experience Requirements: 

Three (3) Years of Hands-On experience within an enterprise environment as a Network Administrator, Network Engineer, Sr. Network Engineer, or Network Architect.

Desirable Qualifications: 

• Bachelor’s degree in computer science, Information Technology, Engineering, or a related technical field from an accredited University.
• Five (5) Years of Hands-On experience within an enterprise environment as a Network Administrator, Network Engineer, Sr. Network Engineer, Network Architect, or equivalent, preferably within a NERC-CIP regulated public utility.
• Experience administering Cisco ASA & FTD Firewalls, Core Switches, and Edge Routers
• Experience administering HP Aruba Switches and Wireless Controllers
• Certifications: Active (non-expired) professional certifications such as Cisco (CCNA, CCNP, CCIE), Palo Alto (PCNSE), HP Aruba, Azure Cloud, and/or industry-recognized cybersecurity certifications (CISSP, CompTIA Security+, GIAC, etc.).  Proof of active certifications must be uploaded with your application submission.

• Expert knowledge of Cisco IOS, NX-OS, and Cisco firewall administration.

The City is currently accepting applications to fill several part-time, hourly positions to work in the theatres at the Bank of America Performing Arts Center.  Under the direction of the Technical Supervisors and the theatre department leads, the Stagehands assist with a variety of tasks related to theatre operations and maintenance.  The schedule will involve working up to 19 hours per week, depending on assignment.  The schedule includes working nights, weekends, and holidays.  On occasion, the position may involve working additional hours in a week.

In addition, this position supports business continuity by ensuring high availability and disaster recovery capabilities across all network components, investigates and reports on security incidents in accordance with departmental policy or direction from senior management, and provides technical leadership and mentorship to others.

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

Bachelor’s Degree from an accredited college or university with coursework in Computer Science, Engineering, Mathematics, or a related field.

Minimum Experience Requirements: 

• Five (5) years of network operations and administration experience in Utility Operations and/or Electric Scheduling or the equivalent, including experience in utility cyber security and facility security.
• Three (3) years of the required experience must have been in a lead position; and
• Three (3) years of the required experience must include operations and maintenance level experience with Synchronous Optical Networking (SONET) equipment installed in utility applications.  

Acceptable Substitution: 

Additional qualifying experience may be substituted on a year for year basis for the required education, up to a maximum of four (4) years.

License/Certifications: 

Possession of a valid California Class C driver’s license is required at time of appointment and for the duration of employment.

Desirable Qualifications: 

• A bachelor’s degree in either Computer Science or Engineering is highly desirable;
• Training in electric utility substation safety standards is highly desirable;
• Specific experience with the General Electric JungleMUX product is highly desirable;
• Experience with any of the following systems is highly desirable:
