THE POSITION:

 

The City of Hayward is excited to announce its recruitment for the position of Lateral Communications Operator. 

DEFINITION

Under general supervision from the Communications Supervisor, the Communications Operator operates a computer aided dispatch system receiving calls and dispatching police, fire or other City services.

DISTINGUISHING CHARACTERISTICS

This is a journey technical level position in which incumbents are expected to independently perform the full range of duties assigned. This class is distinguished from the Communications Supervisor in that the latter provides technical and functional supervision over assigned communication personnel.

THE DEPARTMENT

The Communications Center in the Support Services Division of the Hayward Police Department is responsible for dispatching both Police and Fire Services throughout the City of Hayward. The Hayward Police Department is one of 18 CALEA (Commission on Accreditation for Law Enforcement) accredited police departments in California and is committed to maintaining CALEA's high standards and broadly recognized excellence.
The Communications Center is frequently the first point of contact that a member of the public will have when requesting assistance from the City of Hayward. The information gathered by the communications operator during this contact is critical to a positive outcome. The Communications Center consists of six (6) stations with each communications operator assigned to a specific job.
 

 

Essential Duties

Minimum Qualifications

LATERAL REQUIREMENTS:

Experience: Two (2) years of experience as a public safety dispatcher for a Public Safety Answering Point, including heavy public contact while performing multiple tasks and using a computer-aided dispatch system.

Education: Equivalent to the completion of the twelfth (12th) grade.

Licenses and Certificates: Completion of the California Commission on Peace Officer Standards and Training (POST) Basic Public Safety Dispatcher course is highly desirable.

OTHER REQUIREMENTS

Typing Certificate: A typing certificate with 35 net words per minute 

1. Certificates will be accepted from a public school, business school or temporary agency; certificates from Internet testing services and/or home computer CD testing will NOT be accepted.
2. Typing certificate (or signed statement on official letterhead from the testing agency) must be dated no earlier than six (6) months prior to the date of the application filing.

· Five (5)-minute timed typing test.

The City Attorney's Office provides the City with the highest caliber legal services and advice, and protects and advances the interests of the City by all legal and ethical means. THE OPPORTUNITY

Although the City Attorney’s Office collectively serves as the City’s Risk Manager, this is the first time the role has been established as a stand-alone position. As the inaugural Risk Manager, the incumbent will have the unique opportunity to shape and develop the program. Under the general direction of the City Attorney, the Risk Manager administers the general liability claims program, provides advice and education to City officials and employees on risk avoidance, retention, and transfer, and serves as the City’s liaison to the Bay Cities Joint Powers Insurance Authority.

THE RISK MANAGER

This is a supervisory position in which incumbents direct, coordinate and perform the work related to managing the City’s claims through the Bay Cities Joint Powers Insurance Authority and outside counsel conducting legal work on behalf of the city. Incumbents work collaboratively with attorneys within the City Attorney’s Office and with staff from City Departments related to liability claims made against the City. This classification is distinguished from other classifications responsible for occupational health and safety and workers’ compensation by the absence of those program elements. Areas of responsibility include:

• Plans, organizes, develops, supervises and coordinates the operations of the Risk Management Division within the City Attorney’s Office. 
• Receives claims, determines if claims meet statutory requirements, sets reserves, and determines who will adjust. 
• Performs or facilitates investigations; works with City staff, third-party claims adjusters, attorneys, and subject matter experts to evaluate investigation and determine whether a claim should be accepted or denied.
• Ensures that all statutory time limits and documentation are complied with; represents the City in small claims matters involving tort claims; coordinates with City Attorney's Office staff with regards to claims evolving into litigation.
• Develops and maintains a comprehensive claims management system for making determinations on processing of public liability claims and supervises the processing of City claims, individuals and other agencies.
• Coordinates with attorneys to provide research and recommendations for legal issues concerned with safety and risk management. 
• Maintains a complete record system of all claims and related activities. 
• Coordinates, prepares and presents studies, reports and agenda items to the City Council and other City boards or teams. 
• Studies statutory and regulatory requirements and modifies program components to ensure they meet standards and legislative mandates established by federal and state regulations; analyze the impact of legislative changes. 
• Represents the City on the Bay Cities Joint Powers Insurance Authority for general liability.
• Evaluates insurance risks; monitors the City's insurance program including reviewing and approving contracts to reduce risk exposure and to develop accident insurance and indemnification provisions and contacting vendors and consultants regarding insurance requirements; evaluates costs and benefits of alternative coverage; re-negotiates or makes arrangements for coverage; and develops insurance requirements, reviews bids, and recommends policy purchases. 
• Supervises, evaluates, and trains staff.

Education
Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public or business administration, human resources, industrial engineering, risk management, or a closely related field.

Experience

The General Maintenance Worker plays a vital role in keeping our communities and centers clean, safe, and visually appealing. This position focuses on a specific set of tasks tailored to meet the needs of the Recreation & Community Services Department, differing from the broader responsibilities of a full General Maintenance Worker under the Public Works Department. The Recreation Coordinator or Recreation and Community Services Supervisor is the key point of contact for this position, providing general direction and/or supervision.

1. Field Preparation: Assist t with basic field preparation for baseball and softball, including tasks like dragging the infield play area, marking chalk lines, and other essential setup activities.
    
2. Groundskeeping: Support keeping the exterior areas of community centers clean and presentable by removing trash and maintaining general tidiness. Assist with watering and care of indoor plants within recreation centers as needed.
    
3. Facility Cleaning: Perform light janitorial duties, including cleaning restrooms, fitness centers, and lobbies.
    
4. Events & Equipment Support: Assist with event setup and teardown once events are completed. Maintain special event equipment, furniture and supplies and promptly report any damaged or broken items to a supervisor for replacement.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships, engaging with and building the capacity of the community to do its own problem-solving, and leveraging financial and volunteer resources.

The Position

The Program Coordinator will provide supervision and oversight of the Fremont Family Resource Center (FRC) Volunteer Income Tax Assistance Program (VITA). In addition, this position will be responsible for overall FRC communications, marketing, and event planning. This position will be required to work a varied work schedule which will include weekdays, evenings, and Saturdays.

Examples of Job Duties

• VITA program design and implementation. Duties include, but not limited to:
  • Ensure VITA site compliance as outlined by the IRS.
  • Manage and update calendaring system.
  • Manage day-to-day operations of VITA site(s) to include set-up (moving furniture, setting up laptops and printers, preparing food, clean-up, and washing dishes). Must have the ability to lift up to 50 pounds with help from other staff.

The Position

The Community Relations Manager/Public Information Officer is a full-time management position that reports directly to the City Manager and is part of the City Manager’s Office. The Public Information and Community Relations Division is responsible for providing information to the general public about the programs, projects, and policies of the City Council and City government.

This position is a key member of the City’s Executive Team given the unique position of being a liaison to citizens, businesses, schools, and non-profits in the City.

Under direction of the City Manager, Community Relations is responsible for the City’s cable TV franchise agreements, serving as a liaison with civic organizations, and providing staff support to the Civic Action Commission and Education Commission.

The Public Information function includes providing timely and accurate information to residents, businesses, the media, and others about City services and programs. Significant use of digital communication tools, including the City's website, social media platforms, and the City Channel, is a central aspect of the position. In addition, the role oversees and coordinates production of the Outlook, the City’s printed community newsletter, as well as communications related to special events.

Assisting the Mayor with official communications, sharing information from other organizations regarding upcoming events, providing tours of City Hall and serving as the point of contact for community organizations, providing staff support to City commissions and City Council meetings, and coordinating environmental programs are all aspects of this role that create an interesting, rewarding, and stimulating variety of work.

A Bachelor's degree with major course work in communications, public relations or public administration, and four years of professional communications experience is required.

Compensation & Benefits

The annual salary range for the Community Relations Manager/Public Information Officer is $142,044—$188,880. Placement in this range is dependent upon qualifications.

• Retirement – The City participates in the California Public Employees’ Retirement System (CalPERS) under a 2% @ 60 formula for Classic Members. The City contributes 3% to a 401(a) plan as well as $200/month to an Retirement Health Saving (RHS) plan. Voluntary Roth IRA & 457 plans available.
• Medical Benefit – The City offers two choices for coverage—Kaiser or Health Net. The City pays 75% of the Kaiser monthly premium at each coverage level. 
• Medical in Lieu –  The City will contribute $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) in cash, or a contribution to a 457 deferred compensation plan, in lieu of medical coverage.
• Dental & Vision: City-paid for employee and eligible dependents.
• Life Insurance – City-paid coverage equal to 1x annual salary.
• Holidays – 14 paid holidays per year.
• Vacation Leave – Up to 25 days based on years of service.
• Sick Leave – Accrues at the rate of one day per month, with no maximum accrual.
• Administrative Leave – Up to 16 hours of administrative leave each month on a non-cumulative basis.
• Flexible Spending (Section 125) Plan – Dependent care and out-of-pocket medical costs may be paid on a pre-tax basis.

This role involves teaching the fundamentals of various sports, as well as coaching, refereeing, and scorekeeping for both youth and adult sports programs.

ESSENTIAL FUNCTIONS:

Essential duties and responsibilities may include, but are not limited to, the following:

• Coach and referee youth & adult sports programs to maintain standards of play and ensure the safety of all participants.

• Teach and explain the rules and regulations of basketball, volleyball, baseball, etc.

• Confer with other coaches/referees, players and facility managers in order to provide information, coordinate activities, and discuss problems.

• Score keep or referee games as assigned.

• Maintain the gymnasium area including equipment and facility.

• Meet and deal tactfully and effectively with the public.

• Perform other job-related duties within the scope of this job classification as assigned.
