POLICE ASSISTANT

Salary Range: $20.84 to $32.41/hour; non-benefitted position, DOE

DEFINITION

The Police Assistant is a civilian, non-sworn, uniformed position that is responsible for a variety of customer service-based interactions with the community. Duties include non-hazardous enforcement of municipal parking laws and regulations as well as clerical front counter tasks related to phone and walk-in contacts at the police department.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Lieutenant and Traffic Sergeant. Projects are assigned, and the person usually works with very little supervision. 

ESSENTIAL JOB FUNCTIONS/DUTIES

• Handle confidential administrative duties at the front desk. Greets telephone callers and visitors to department; screens and handles inquiries of a general or specific nature; takes messages.
• Takes information from the public regarding thefts, accidents, lost and found property, and other incidents that do not require the presence of a sworn law enforcement officer at the scene; completes standard police reports for review by staff supervisors or sworn supervisory staff.

• Perform a variety of research & staff work; prepare reports.
• Maintain records using computers and various filing systems.
• Coordinate Parking Permits for business employees.
• Enforces parking ordinances and the Town’s Abandoned Vehicle Abatement Program, issues parking citations; follows-up on complaints regarding abandoned or illegally parked vehicles; issues citations and arranges for the towing or other abatement measures. Receive and respond to complaints and reports of routine parking incidents from the public.
• Respond to public complaint of abandoned vehicles; document and schedule tows for abandoned vehicles; and ensures proper disposition of illegally parked vehicles; patrols city streets and issues citations on vehicles parked in an unlawful manner. Mark vehicles to detect abuse of timed areas.
• Operate computer equipment and two-way radio as related to employment.
• Directs traffic at crash, crime, and/or congestion scenes.
• Investigates and prepares reports on burglary, petty theft, lost and found property, missing persons, property damage, accidents, Town Ordinance violations, abandoned vehicles and other incidents.
• Assists with maintaining evidence and property in the Evidence Room. Coordinates receiving and cataloging evidence and found property, maintaining records of property movement, processing, and disposition.
• Assist with transporting, storing, photographing, releasing, or destroying property pursuant to state law and established procedures.
• As required testifies in court.
• Perform related duties as assigned.
• Perform duties within OSHA standards.
• Must be flexible with hours and available to work some evenings and occasional weekends.

QUALIFICATIONS

Knowledge: 

Microsoft Office: Excel, Word, and PowerPoint.

Ability to:     

Effectively communicate verbally and through written correspondence; understand and follow verbal and written instructions, prepare clear and accurate reports, work cooperatively with others contacted in the course of work, handle multiple work requests under pressure, read and interpret maps, type at a speed of no less than 40WPM and have excellent customer service skills. Operation of radio communication equipment is required. Must be able to lift up to 20 pounds and stand outdoors for extended periods while performing traffic control assignments. Required to wear safety equipment, including a vest, belt, and uniform.

EXPERIENCE AND EDUCATION

Experience: 

One (1) year of full-time (or the equivalent of full-time) experience involving substantial public contact, or the exchange of detailed verbal information, including interpreting/clarifying rules, regulations, policies, or procedures and handling complaints as a primary element of the work performed. Must be at least 18 years of age at the time of application.

Education:   

High school graduation or equivalent.

Licenses:      

California Driver's License, C.L.E.T.S. certification upon hire.

Under general or direct supervision at the lower level and under direction at the higher level, incumbents perform varied professional technical, analytical, and administrative tasks in providing staff support to departments and divisions to; perform contract administration functions; compile and maintain records; conduct special studies, surveys, and research assignments in a variety of project, program, service, and/or operational procedures; and, to perform related work as required.

CLASS CHARACTERISTICS:

The Sustainability Analyst I is the entry-level class in the Sustainability Analyst series. Incumbents in this class provide varied professional clerical and technical support in the administration of solid waste, recycling, organics and related sustainability programs.

The Sustainability Analyst II is the journey-level class in the Sustainability Analyst series. Incumbents are expected to be fully competent in all major solid waste and recycling program functions and able to independently perform assignments.

Incumbents at both levels are required to have an in-depth and comprehensive knowledge of the policies and procedures necessary to achieve program results.

Positions in the Sustainability Analyst series are flexibly staffed. Incumbents may advance to the higher level after gaining the knowledge, skill, experience, licenses, and certifications which meet the qualifications for and demonstrating the ability to perform the work of the higher-level class.

EXAMPLES OF DUTIES (illustrative only): 

• Perform research, field investigations and statistical analyses related to integrated solid waste management including waste reduction, reuse, recycling, and composting; compile and analyze data; identify and evaluate discrepancies, and proactively find solutions; formulate recommendations and viable alternatives; prepare, deliver, and/or present a variety of oral and/or written reports. 
• Assist in developing and conducting special projects, studies, surveys, and research assignments, policy, services, public education and outreach, data management, contract administration, for an office, department or division, as assigned. 
• Designs and develops a variety of materials and activities to promote, implement, and evaluate assigned sustainability and environmental programs in a manner that will enhance public awareness, educate citizens to relevant environmental issues, and encourage proactive and cooperative problem-solving activities. 
• Works with program staff on contract administration, program development, maintenance and continuous improvement. 
• Provide sustainability related technical assistance to city departments, divisions, staff, the public, community organization and businesses. 
• Analyze and initiate recommendations to develop, improve, and/or ensure legislation compliance for department or division programs, systems, procedures, and methods of operation. 
• Organizes and participates in assigned program area activities, including contract management and compliance, customer service and outreach, data collection and analysis, and presentation of technical and specialized data. 
• Assist in the implementation and maintenance of programs, services, systems, policies, processes, procedures, manuals, and forms for use in operation; provide personnel training on related areas. 
• Assist in the development, coordination, and monitoring of the department or division budget; research and evaluate costs; provide budget tracking tasks as required. 
• Participate in administering contracts with contractors, subcontractors and consultants, ensure documents and reports comply with City contract standards; monitor programs for compliance with applicable scopes of service, rules, regulations, laws, and policies. 
• Represent the City and/or department in interdepartmental, community, civic and professional meetings, public forums, and conferences as required; make presentations as necessary. 
• Builds and maintains positive working relationships with coworkers, other City employees, other organizations and their representatives, and the general public, exhibiting effective customer service and communication skills. 
• Participates with other City departments, community service providers, consultants, other jurisdictions and agencies in sustainability and environmental program development and coordination efforts as well as legislative advocacy and education. 
• Monitor and coordinate the daily operation of assigned functional area; perform detail-oriented work and maintain accurate records, systems, processes, and statistics; evaluate using appropriate metrics. 
• Develops and maintains databases, contract compliance tracking records, and forms as needed. 
• May conduct presentations related to City's sustainability and solid waste and recycling programs and services upon request.

Key Responsibilities (Examples of Duties)

• Manage and deliver capital improvement projects from planning and design through construction and closeout, including scope development, budgeting, consultant selection, and contract administration.

• Administer traffic engineering and traffic safety programs, serving as technical staff to the City’s Traffic Safety Advisory Committee (TSAC), preparing agendas, responding to traffic calming requests, and working with neighborhood groups.

• Administer and support the City’s Stormwater Program, including compliance with NPDES permits and C.3 (post-construction stormwater requirements).

• Oversee drainage improvement projects and respond to drainage and flooding concerns from residents.

• Conduct development review for public works and engineering aspects of private development projects, coordinating with Planning and other City departments and managing engineering consultants.

• Prepare and review engineering plans, specifications, cost estimates, environmental documents, and technical reports for public infrastructure projects.

• Manage the subdivision approval process, including preparation of improvement agreements and review of parcel and final maps.

• Prepare staff reports and present technical information to the City Council, commissions, and the public; conduct public meetings and hearings on assigned projects.

• Establish and apply engineering standards and technical criteria for roads, traffic systems, storm drains, lighting, and related infrastructure.

The Senior Building Inspector conducts routine and complex inspections of buildings and structures at various stages of construction, alteration, and repair to verify compliance with approved plans and applicable building, accessibility, fire, electrical, energy, mechanical, plumbing, zoning, and sign codes. This position also performs plan checks of construction documents, prepares inspection reports, and issues corrective actions when necessary, while maintaining strict adherence to safety regulations on all job sites.

Under general supervision, the Senior Building Inspector provides technical assistance to the public, responds to inquiries regarding the construction process, and works collaboratively with other City departments. In addition, this role oversees inspection assignments, supervises and trains building inspectors, serves as the primary staff contact for building inspection complaints and dispute resolution, and performs related duties as assigned.

Experience and Training - Sr. Building Inspector 

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a high school diploma or equivalent, and four (4) years of increasingly responsible and recent work experience in building inspection and/or construction. Public sector and lead or supervisory experience is preferred.

License and Certificate:

• Possession of a valid driver license and a satisfactory driving record throughout employment. 
• Possession of valid Combination Residential Inspector OR Combination Commercial Inspector, AND Plans Examiner certification from an approved agency. 

Special Requirements:

Some outdoor work is required in the inspection of various land use developments and construction projects. While performing the outdoor duties of this job, the employee frequently works near moving mechanical parts around high- voltage energized electrical equipment, climbs scaffolding and ladders, works in high, precarious places and is occasionally exposed to wet and /or humid conditions.

The employee is occasionally required to stand; walls; use hands and fingers to handle, feel, or operate objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; lift and /or move up to 40 pounds. The City of Orinda Parks and Recreation Department is currently seeking two (2) qualified individuals with the passion and desire to work with youth campers as a summer Camp Coordinator (Recreation Program Specialist) in the Parks and Recreation Department.   This position takes direction from the Camp Director and reports to the City's full-time Recreation Coordinator.

MANDATORY TRAINING:  Must be available for paid training on Saturday, May 30, 2026. Additional training will occur int he mornings during the week of June 1 - June 5, 2026.

SUMMER CAMP SEASON:  Must be available for summer camp season June 1 - August 7, 2026.

WORK HOURS:  Work hours vary depending on the number of staff and youth participants.  Approximate work hours are Monday through Friday 8:30 am to 5:00 pm.

Incumbents of the position will provide their own transportation to program site(s). 

Supervision:

Under the general supervision of the Recreation Coordinator and Camp Director, Camp Coordinators are responsible for the day-to-day operations of their assigned summer day camp:  executing weekly curriculums by ordering supplies, supervising their camp staff, and leading all of their camp activities on a daily basis.  The City of Orinda offers two city-run camps:  Camp Orinda and Camp Orinda Jr.

Camp Orinda is a full-day (9:00 am to 4:00 pm) traditional camp for 6 to 11 year olds.

Camp Orinda Jr. is a half-day camp (9:15 am to 12:45 pm) for 3 1/2 to 5-year olds.

Essential Duties:

• Execute the camp curriculum in accordance with the Camp Director and Recreation Coordinator.
• Lead arts, crafts and games according to the theme of the week.
• Participate in weekly camp debriefs with Camp Director.
• Offer leadership, guidance and direction to Camp Counselors.
• Supervise Counselors-in-Training (CIT), pair CIT's with experienced Camp Counselors, and delegate CIT weekly duties during CIT camp week.
• Serve as a mentor and role model to campers and communicate effectively with guardians and families.
• Safely and appropriately supervise all campers.  Camp Orinda Coordinator will supervise campers on weekly field trips around the East Bay.
• Monitor supplies and create weekly supply list.
• Ensure the health and safety of all campers are prioritized in all summer camp programs.

Minimum Qualifications:

All City of Orinda employees are expected to uphold and exhibit the City’s core values including serving the public, being respectful and accountable, maintaining professionalism, and demonstrating responsibility.

Education: Must have completed at least eleventh (11) grade or graduated from high school by the start of camp.  High school or college-level coursework in Recreation, Sports, Administration, Human Development, Education or related field is preferred.  

Experience: Recreation, athletics and/or education experience is desirable.  Experience teaching and/or working with children and youth age twelve (12) and under is preferred.

Licenses/Certifications: CPR, First Aid, and AED training and/or certification are required prior to the first day of camp.  There will be a CPR, First Aid and AED training at the May 30, 2026 training for any staff that is not certified by this date.

Special Requirements:   This is a mandated reporter position.  Appointment to this position is contingent upon:

• A valid work permit issued from school (if under age 18 and have not graduated from high school or received a State Certificate of Proficiency).
• A post offer, pre-employment live scan criminal history check (over 18 years), drug screen, physical and TB Test required.  Please note that if under 18 some processes may require legal guardian consent.

Under general supervision, the Neighborhood Preservation Inspector ensures compliance with applicable sections of the State, Federal, and Municipal Codes, ordinances, and in relevant areas, such as property maintenance, abandoned vehicles, planning, zoning, signs, community nuisance, and related areas.  This is a classification in the Economic and Community Development Department.

CLASS CHARACTERISITICS:

The Neighborhood Preservation Inspector is the full journey-level classification.  This position requires experience in both Municipal and Zoning Codes and Regulations. Employees at this level are expected to work with property owners independently and to coordinate City resources to solve neighborhood issues.
