THE DISTRICT

The San Rafael Sanitation District is committed to protecting public health and the environment by providing safe, reliable, and cost-effective wastewater collection and conveyance services.  Serving residents and businesses in the San Rafael area, the District maintains and improves vital sewer infrastructure including pipelines, pump stations, and treatment connections to support a clean and sustainable community.  

As a sewer collection agency, the District maintains 33 pump stations, 13 miles of force main, and 132 miles of gravity sewer pipeline.  Each y ear the District replaces over 2.5 miles of gravity sewer as part of the annual CIP project.

IDEAL CANDIDATE

The San Rafael Sanitation District is seeking a detail-oriented and technically skilled Construction Inspector to help ensure the quality and safety of our vital sewer infrastructure.  As a Construction Inspector, you'll perform field inspections on sewer system projects including pipelines, pump stations, and other capital improvements to verify compliance with plans, specifications, and District regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to - view the full job spec HERE)

• Performs field inspection of contract work and ensure compliance with plans, specifications, and enforcement of SRSD regulations on various sewer facilities projects such as, but not limited to, construction and rehabilitation of sewer pipe improvements, pumping stations, and other maintenance and capital improvement projects.
• Performs construction related inspection, which includes installation and compaction of pipe, erosion, checking construction work against specifications and drawings, monitoring traffic flow, and checking existing facilities.
• Reviews drawings, maps, plans, and specifications for maintenance projects, capital improvement projects, and private projects.
• Performs field inspection of lateral connection and tests.
• Recommends field changes on construction work.
• Assists in preparation of progress payments.
• Prepares and maintains necessary records and reports.
• Performs field measurements, calculations, and sketches.
• Assists in the design of plans and specifications.
• Prepares "As Built" plans for construction activities.
• Assists in the updates and maintaining databases; performs field work in order to check discrepancies in computer data, and document existing conditions.
• Performs survey and layout for construction projects.
• Performs related duties as required.

EDUCATION AND/OR EXPERIENCE  

• Equivalent to AA degree with specialization in civil engineering or construction management (additional experience may be substituted for the educational requirement on a year-for-year basis up to a total of two years) AND 
• Two (2) years of responsible engineering inspection or administrative construction experience is required.  Municipal sewer inspection experience is highly desirable.
• Valid California Driver's License

Under general supervision, the Police Officer performs a wide variety of patrol and related duties involving the prevention of crime, the protection of life and property, and the enforcement of Federal, State, and local laws and ordinances. The incumbent makes investigations, assists in the preparation of cases, and testifies in court; serves in specialized departmental roles as assigned. This is a sworn journey-level law enforcement classification that performs all assignments found in a municipal police department. The Police Officer provides information and assistance to the public; performs related work as assigned. 

DEFINITION

Under the general direction of the Director and City Engineer, the Civil Engineering Associate/Project Manager – Capital Projects leads the delivery of complex capital infrastructure and facility projects for the Town of Danville.  This role focuses on high-value construction and modernization projects, including buildings, utilities, and public infrastructure. The position serves as a critical liaison between Town departments, consultants, contractors, regulatory agencies, and community stakeholders to ensure successful execution of capital projects within scope, schedule, and budget.

 

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Director and City Engineer. Exercises supervision over Public Works Inspectors and contractors.  This is a journeyman-level, first line supervisory position requiring substantial independent judgment, technical expertise, and leadership in managing capital improvement projects. The position reports to the City Engineer and may supervise professional and technical staff. 

 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Train, direct and manage Public Works Inspectors to perform and document daily inspections of construction projects, private development projects, encroachment permits and clean water inspections to ensure compliance with project plans, specifications, permit conditions of approval and Town standards.
• Oversee day-to-day operations for paving construction projects ensuring project is completed safely, on schedule, according to quality specified and within budget.
• Plans, organizes, directs and controls all parts of projects from permitting, bidding, and construction to the closeout for a portfolio of complex capital improvement projects.
• Prepares and monitors project budgets, including support for obtaining funding.
• Facilitates work of a multi-disciplinary development team across organizational boundaries, including designers and construction professionals.
• Develops and maintains detailed project schedules and budgets, tracks expenditures, and recommends cost control strategies.
• Reviews and processes change orders, ensures quality control, and oversees contractor compliance with plans, specifications, and safety standards.
• Prepares reports, presentations, and communications to inform internal and external stakeholders, including Town Council.
• Ensures that contractors are maintaining safe work sites and that the needs of the staff at each project are being protected.
• Coordinates final project closeout including punch list items, documentation, and transfer to operations.
• Manages consultant contracts and coordinates with engineers, architects, construction managers, and inspectors.
• Facilitates cross-departmental coordination and public outreach related to project scope, impacts, and progress.

Knowledge of:

• Financing, estimating and budgeting, including planning and estimating, calculating overhead, design and construction costs.  General knowledge of various funding sources and restrictions.

• In the absence of the City Clerk, functions as the City Clerk, attends City Council meetings and perform all of the duties of holding a public meeting, including facilitating public comment, calling roll for Council votes, etc.

The City of Hayward is seeking a Senior Utilities Engineer with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Utilities Engineer is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. The ideal candidate will possess in-depth knowledge of wastewater treatment and related water/wastewater infrastructure projects. This position will serve as a key member of the team that will manage and deliver a $100 million treatment system upgrade for the City’s Water Pollution Control Facility (WPCF) to incorporate nutrient removal into the treatment process.  
 
DEFINITION
Under general direction, supervise, direct, plan, and coordinate the assigned functions and activities of the Engineering Section of the Utilities Division.
 
DISTINGUISHING CHARACTERISTICS
This is a mid-management level position that performs, oversees, and directs all assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sewer collection, storm water management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects.  This position is distinguished from Deputy Director of Public Works for Utilities by the latter position's overall responsibility for all aspects of the Utilities Division functions.
 
 

ESSENTIAL DUTIES:Duties may include but are not limited to the following:

Assists in the development and implementation of the Engineering Section's goals, objectives, policies and priorities.
 
Plans, organizes, controls and evaluates the assigned functions and activities of the Engineering Section of the Utilities Division.
 
Provides direct and close supervision in the preparation of assigned master plans and studies that outline future water, wastewater and drainage requirements.
 
Prepares drawings, models, and displays for special studies and reports completed by the Utilities Division, and explores and studies the preparation of area wide master plans guiding future installations of major water and sewer facilities.
 
Directs the work and provides general supervision in the preparation of plans, specifications, cost estimates and the administration of contracts for small construction projects in utilities (e.g., small water main, sewer main and storm drainage projects).

Revises and updates standard specifications and details related to water and wastewater utilities.
 
Checks plans prepared by other agencies for conflict with the City's existing and proposed utilities systems.
 
Consults with and advises other City employees on utilities engineering matters.
 
Participates in the selection and supervision of private professional engineers for the development of plans and specifications, studies and reports.
 
Coordinates utilities engineering related activities with Engineering & Transportation Division, other City departments, divisions, and sections and with outside agencies.
 
Prepares reports and makes recommendations on the Utilities Division's portion of the City's capital improvement program.
 
Develops and recommends an annual budget and priority for assigned utilities projects.
 
Consults with contractors, builders, and engineers on problems relating to the design, construction, and maintenance of assigned utilities facilities.
 
Coordinates construction management of the Utilities Division's projects with the Engineering and Transportation Division staff.
 
Consults with and advises the Deputy Director on issues relating to the Utilities Engineer's particular function.
 
Advises other sections and program staff within the Utilities Division on engineering and technical matters.
 
Prepares project statements outlining scope of projects, design criteria, available data, background, scheduling coordination, and financing for utilities projects.
 
Participates in interviews and selection of new employees under the position responsibilities as directed, and trains employees in work procedures, standards and safety practices.  
 
Prepares and provides input into employee performance evaluations, including setting and assessing goals, conducts counseling on work-related issues, and makes recommendations regarding discipline.

ABOUT THE POSITION

Under the general direction, the PEO performs a variety of law enforcement support duties, with the majority of responsibilities involving enforcement of parking regulations. The PEO performs technical field and office work to enforce appropriate codes, laws, and regulations and to execute related programs pertaining to on-street and off-street public parking within the City of Mill Valley.

The General Maintenance Worker plays a vital role in keeping our communities and centers clean, safe, and visually appealing. This position focuses on a specific set of tasks tailored to meet the needs of the Recreation & Community Services Department, differing from the broader responsibilities of a full General Maintenance Worker under the Public Works Department. The Recreation Coordinator or Recreation and Community Services Supervisor is the key point of contact for this position, providing general direction and/or supervision.

1. Field Preparation: Assist t with basic field preparation for baseball and softball, including tasks like dragging the infield play area, marking chalk lines, and other essential setup activities.
2. Groundskeeping: Support keeping the exterior areas of community centers clean and presentable by removing trash and maintaining general tidiness. Assist with watering and care of indoor plants within recreation centers as needed.
3. Facility Cleaning: Perform light janitorial duties, including cleaning restrooms, fitness centers, and lobbies.

IDEAL CANDIDATE

The City of San Rafael Public Works Department is seeking a full-time Associate Civil Engineer to lead a variety of Capital Improvement Program (CIP) projects related to Buildings/Facilities, Parks, Storm Drain, and Transportation.

The Ideal Candidate will possess expertise in municipal engineering and have strong critical thinking, communication and organizational skills that allow them to effectively manage all phases of multiple capital programs and/or projects. • Serves as Project Engineer (size and complexity based on classification), including serving as design team leader, handling contract administration and providing design support for the inspector during construction.
• Review plans and maps submitted by private developers for conformity with laws, ordinances, City imposed requirements and accepted professional standards with the goal of protecting the health, safety, and welfare of the community. Performs certain administrative duties associated with private development approvals such as preparing agreements, collecting fees, obtaining dedications, and coordinating with other agencies and City departments.
• Investigates field problems affecting the public, property owners, contractors and maintenance operations; collects the necessary data or assigns the collection of data to technical personnel; develops recommendations and meets with the appropriate parties to discuss and implement recommendations.
• Provides engineering information, including City requirements related to property improvements, to the public and other City departments. Arranges and participates in conferences with other engineers, developers and the general public on engineering problems.
• Assigns investigation, design and drafting tasks to subordinates, reviews completed work and assists in the developing solutions to difficult problems. 

 

EDUCATION and/or EXPERIENCE

The Associate Civil Engineer is the journey level classification in the engineering job class series. This job class requires:

• Registration as a licensed Civil Engineer in the state of California and 4 years of responsible post degree engineering experience (a master’s degree shall count for 1 year of post degree engineering experience).
• A valid drivers’ license 

Under direction, an Associate Civil Engineer performs difficult and complex engineering work and may serve as a supervisor to a small group of engineers and/or paraprofessional engineering staff. The position calls for a high degree of initiative, technical proficiency, and judgement.
