CLASS CHARACTERISTICS:

The Sustainability Analyst I is the entry-level class in the Sustainability Analyst series. Incumbents in this class provide varied professional clerical and technical support in the administration of solid waste, recycling, organics and related sustainability programs.

The Sustainability Analyst II is the journey-level class in the Sustainability Analyst series. Incumbents are expected to be fully competent in all major solid waste and recycling program functions and able to independently perform assignments.

Incumbents at both levels are required to have an in-depth and comprehensive knowledge of the policies and procedures necessary to achieve program results.

Positions in the Sustainability Analyst series are flexibly staffed. Incumbents may advance to the higher level after gaining the knowledge, skill, experience, licenses, and certifications which meet the qualifications for and demonstrating the ability to perform the work of the higher-level class.

EXAMPLES OF DUTIES (illustrative only): 

• Perform research, field investigations and statistical analyses related to integrated solid waste management including waste reduction, reuse, recycling, and composting; compile and analyze data; identify and evaluate discrepancies, and proactively find solutions; formulate recommendations and viable alternatives; prepare, deliver, and/or present a variety of oral and/or written reports. 
• Assist in developing and conducting special projects, studies, surveys, and research assignments, policy, services, public education and outreach, data management, contract administration, for an office, department or division, as assigned. 
• Designs and develops a variety of materials and activities to promote, implement, and evaluate assigned sustainability and environmental programs in a manner that will enhance public awareness, educate citizens to relevant environmental issues, and encourage proactive and cooperative problem-solving activities. 
• Works with program staff on contract administration, program development, maintenance and continuous improvement. 
• Provide sustainability related technical assistance to city departments, divisions, staff, the public, community organization and businesses. 
• Analyze and initiate recommendations to develop, improve, and/or ensure legislation compliance for department or division programs, systems, procedures, and methods of operation. 
• Organizes and participates in assigned program area activities, including contract management and compliance, customer service and outreach, data collection and analysis, and presentation of technical and specialized data. 
• Assist in the implementation and maintenance of programs, services, systems, policies, processes, procedures, manuals, and forms for use in operation; provide personnel training on related areas. 
• Assist in the development, coordination, and monitoring of the department or division budget; research and evaluate costs; provide budget tracking tasks as required. 
• Participate in administering contracts with contractors, subcontractors and consultants, ensure documents and reports comply with City contract standards; monitor programs for compliance with applicable scopes of service, rules, regulations, laws, and policies. 
• Represent the City and/or department in interdepartmental, community, civic and professional meetings, public forums, and conferences as required; make presentations as necessary. 
• Builds and maintains positive working relationships with coworkers, other City employees, other organizations and their representatives, and the general public, exhibiting effective customer service and communication skills. 
• Participates with other City departments, community service providers, consultants, other jurisdictions and agencies in sustainability and environmental program development and coordination efforts as well as legislative advocacy and education. 
• Monitor and coordinate the daily operation of assigned functional area; perform detail-oriented work and maintain accurate records, systems, processes, and statistics; evaluate using appropriate metrics.

Key Responsibilities (Examples of Duties)

• Manage and deliver capital improvement projects from planning and design through construction and closeout, including scope development, budgeting, consultant selection, and contract administration.

• Administer traffic engineering and traffic safety programs, serving as technical staff to the City’s Traffic Safety Advisory Committee (TSAC), preparing agendas, responding to traffic calming requests, and working with neighborhood groups.

• Administer and support the City’s Stormwater Program, including compliance with NPDES permits and C.3 (post-construction stormwater requirements).

• Oversee drainage improvement projects and respond to drainage and flooding concerns from residents.

• Conduct development review for public works and engineering aspects of private development projects, coordinating with Planning and other City departments and managing engineering consultants.

• Prepare and review engineering plans, specifications, cost estimates, environmental documents, and technical reports for public infrastructure projects.

• Manage the subdivision approval process, including preparation of improvement agreements and review of parcel and final maps.

• Prepare staff reports and present technical information to the City Council, commissions, and the public; conduct public meetings and hearings on assigned projects.

• Establish and apply engineering standards and technical criteria for roads, traffic systems, storm drains, lighting, and related infrastructure.

The Senior Building Inspector conducts routine and complex inspections of buildings and structures at various stages of construction, alteration, and repair to verify compliance with approved plans and applicable building, accessibility, fire, electrical, energy, mechanical, plumbing, zoning, and sign codes. This position also performs plan checks of construction documents, prepares inspection reports, and issues corrective actions when necessary, while maintaining strict adherence to safety regulations on all job sites.

Under general supervision, the Senior Building Inspector provides technical assistance to the public, responds to inquiries regarding the construction process, and works collaboratively with other City departments. In addition, this role oversees inspection assignments, supervises and trains building inspectors, serves as the primary staff contact for building inspection complaints and dispute resolution, and performs related duties as assigned.

Experience and Training - Sr. Building Inspector 

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a high school diploma or equivalent, and four (4) years of increasingly responsible and recent work experience in building inspection and/or construction. Public sector and lead or supervisory experience is preferred.

License and Certificate:

• Possession of a valid driver license and a satisfactory driving record throughout employment. 
• Possession of valid Combination Residential Inspector OR Combination Commercial Inspector, AND Plans Examiner certification from an approved agency. 

Special Requirements:

Some outdoor work is required in the inspection of various land use developments and construction projects. While performing the outdoor duties of this job, the employee frequently works near moving mechanical parts around high- voltage energized electrical equipment, climbs scaffolding and ladders, works in high, precarious places and is occasionally exposed to wet and /or humid conditions.

Camp Orinda is a full-day (9:00 am to 4:00 pm) traditional camp for 6 to 11 year olds.

Camp Orinda Jr. is a half-day camp (9:15 am to 12:45 pm) for 3 1/2 to 5-year olds.

Essential Duties:

• Execute the camp curriculum in accordance with the Camp Director and Recreation Coordinator.
• Lead arts, crafts and games according to the theme of the week.
• Participate in weekly camp debriefs with Camp Director.
• Offer leadership, guidance and direction to Camp Counselors.
• Supervise Counselors-in-Training (CIT), pair CIT's with experienced Camp Counselors, and delegate CIT weekly duties during CIT camp week.
• Serve as a mentor and role model to campers and communicate effectively with guardians and families.
• Safely and appropriately supervise all campers.  Camp Orinda Coordinator will supervise campers on weekly field trips around the East Bay.
• Monitor supplies and create weekly supply list.
• Ensure the health and safety of all campers are prioritized in all summer camp programs.

Minimum Qualifications:

Supervision:

Under the general supervision of the Recreation Coordinator, the Camp Director assists the Recreation Coordinator in the administration of summer camp staffing, programming, training and camper/family relations.  The Camp Director is responsible for overseeing the camp coordinators and camp counselors, and the Director is the on-site camp liaison for families. 

This position is a 40 hour per week Monday through Friday seasonal position during summer.  In addition to staff recruitment and selection and summer program planning hours prior to camp start dates, there is also an opportunity to continue employment on a part-time basis with the Parks and Recreation Department during the school year to assist in the planning and implementation of Orinda Youth Sports (OYS), adult sports, and the Orinda Teen Advisory Council (OTAC).

Essential Duties:

• Collaborate with Recreation Coordinator to develop, coordinate and facilitate summer camp programs and activities.
• Oversee camp staff, and promote a safe, supportive and engaging environment for all staff.
• Assist Recreation Coordinator in staff hiring and training and with staff scheduling and evaluation.
• Lead weekly debriefs involving city-run summer camps with Camp Coordinators.
• Direct Counselor-in-Training camp during last one week of summer.
• Utilize strong communication and decision-making skills to handle crisis management, discipline, or troubleshooting issues related to campers, families or staff.
• Maintain fiscal records and work within budget to order and maintain camp supplies and resources.
• Act as liaison between families, campers, staff, and Parks and Recreation Department.
• Ensure the health and safety of all campers and staff are prioritized in all summer camp programs.
• Support Recreation Coordinator with ePACT management and administration.
