Under supervision, the Community Service Officer (CSO) performs a wide range of field and office support duties in the patrol and support services divisions within the Marysville Police Department.

This is a specialized, full-time, non-sworn classification. The Community Service Officer has no powers of arrest.

Definition: 
To perform varied and routine non-sworn duties with emphasis on parking enforcement and vehicle abatement program.

Examples of Duties:

• Enforce sections of the Marysville Municipal Code, other enforcement codes; and assist other City Departments in various code enforcement

• Perform traffic control and non-violent crowd control

• Assist Police Officers in routine investigations and respond to and investigate non-injury traffic collisions
• Respond to general inquiries from the public not requiring a sworn officer, in person at the front counter, on the telephone, through electronic mail, or in the field; take and process crime reports; provide information, assistance and required forms.
• Participate in animal control enforcement activities.
• Respond to general public service calls and complaints; perform a wide variety of citizen assistance tasks.
• Operate computer systems and access data bases such as the California Law Enforcement Telecommunications System (CLETS) to enter, search, confirm and retrieve a wide variety of information related to local, state and national crime activity and investigations using established codes and screens, determine alternative approaches to locating information such as use of aliases and other name variations

• Complete effective presentations to community groups, provide crime prevention information, and help with community events and related duties.

• Testify in court or at hearings on case records and investigative activities.

THE POSITION Under general supervision, this non-sworn, non-peace officer position performs assignments involving responsible public contact work in crime prevention and delivers non-emergency police services; to include Public Safety (emergency/non-emergency) Radio Comm for Police & Fire responders; also performs related duties as required.

Prerequisites / Qualifications 

This is the entry-level position.   Applicants must be 18 years old at time of application, have no felony convictions, have the ability to learn and understand radio and statue codes, understand policy and procedures written in English, function without close supervision, work a variety of shifts including weekends and holidays, and lift and transport various objects.  

Education / Experience

Any combination equivalent to graduation from high school plus one (1) year of experience in a clerical of similar position; college credits in criminal justice or communication preferred. 

Licenses / Registrations / Accreditation / Etc. 

Possession of a Valid Class C California Motor Vehicle Operator License; A 35 WPM Typing Certification (Needs to be attached to application); and achieve within one year of appointment the completion of a P.O.S.T. Dispatch Certificate, completion of D.O.J. training for full access operator, and standard CPR and First Aid Certificates issued by the American Red Cross. 

PART TIME AND TEMPORARY assignment assisting Code Enforcement. This assignment expires at the end of December 2026 OR UNTIL ARPA FUNDS RUN OUT -whichever occurs first.

Summary Description

Under immediate supervision performs semi-skilled to skilled maintenance, repair, and construction work assigned to the streets division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to assigned area of responsibility.

Distinguishing Characteristics

This is the entry level class in the Street Maintenance Operator series. This class is distinguished from the Street Maintenance Operator II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or non directly related work experience. Employees work under immediate supervision while learning job tasks.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Handle complaints and answer questions from the public.
2. Remove blight and illegal dumps from city property such as parks, right of ways, roadways, alleys, walkways, sidewalks and refuse disposal. 
3. Remove debris, shrubbery, brush, trash, tires, appliances, electronics, and miscellaneous items.
4. Make minor adjustments on service equipment; maintain tools and equipment in working order.
5. Abates graffiti.
6. Maintain logs of daily activities.
7. Assist in other areas as needed.
8. Perform related duties as required.
9. Repair and replace street surfaces, sidewalks, curbs, and gutters including back filling trenches and evacuations.
10. Perform the maintenance, repair, construction, and installation work of streets, storm drain, parking lots, street lights, traffic striping, and traffic control signs and signals.
11. Remove hazards from the roadway and other public rights of way.
12. Operate a variety of motorized equipment and specialized maintenance equipment.
13. Perform repaving, patching, overlaying, chuck hole, and crack sealing repair of asphalt.
14. Perform underground service alert locating, marking and notification.
15. Lay out and install traffic signs and pavement markings.
16. Repair and maintain storm drain lift stations.
17. Conduct traffic count surveys.
18. Maintain storm detention ponds, including cleaning, repairing, and spraying weeds.
19. Respond to hazardous materials spills.

QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Principles and practices of maintenance and repair activities related to area of assignment.

Common tools, materials, and motorized vehicles and equipment used in assigned area of responsibility.

The repair and maintenance of pumps and valves.

City street system repair and maintenance.

Basic mathematical principles.

Safe work practices and policies.

Techniques and procedures in basic carpentry, metal, masonry, painting, mechanical and electrical work.

Under direct supervision, the Police Academy Recruit attends a basic Peace Officer Standards and Training (POST) certified training academy to obtain the basic skills and fitness level necessary for the performance of Police Officer duties.  This position requires a thorough background investigation, psychological assessment, and a medical exam prior to appointment. The County of Glenn is seeking an Assistant Director of Public Works who is a strategic, collaborative, and confident leader with effective communication skills. This role offers a unique opportunity to lead complex engineering projects that provide essential services throughout Glenn County. Reporting directly to the Public Works Director, the Assistant Public Works Director will serve as a project manager for a variety of public works and capital improvement projects, including the design and construction of roads, bridges and storm drainage infrastructure.

SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Director of Public Works; exercises direct supervision over professional engineering, technical engineering and clerical staff.

The Public Works Program Manager leads and supports a diverse team of professional, technical, and administrative staff while overseeing a key functional area within the Public Works Department. This role plays a critical part in planning, coordinating, and delivering high-quality public services that positively impact the community. The Program Manager receives direction from the Public Works Director or designee and exercises direct supervision over professional, technical, and clerical staff, ensuring work is completed efficiently, collaboratively, and in alignment with departmental goals and regulatory requirements.

• Assists in the formulation and implementation of departmental policies and procedures.
• Coordinates division activities with those of other departments, divisions, sections and outside agencies and organizations.
• Recommends and assists in the implementation of goals and objectives for department programs establishes schedules and methods for services; implements department policies and procedures.
• Participates in the preparation and administration of grants.

This position is a working level civilian class in law enforcement, performing a variety of        non-sworn duties in support of law enforcement activities.  Incumbents may perform civil, code enforcement, and criminal services including a variety of routine to more complex non-sworn law enforcement and crime prevention work including patrolling assigned areas, answering calls for service and complaints, serving civil papers, providing court room security; and enforcing local ordinances related to public safety and welfare.  As a County Services Officer he/she will enforce Division 14 of the Agricultural Code of the State of California and enforce the County ordinance governing the animal and rabies control program, in an effort to maintain public safety and welfare.  This position is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Process and serve documents involved in civil actions including summons, complaints, claims of plaintiffs and orders; declarations and orders of examinations, Notice of Entries of Judgments, civil and criminal subpoenas, Notice to Vacate Rental Premise and process writs of execution including the preparation of orders for wage garnishment. Works with other law enforcement agencies in matters related to the investigation of crimes and apprehension of offenders.

• Prepares various reports and case files on investigations, issues citations and warnings for violations of ordinances; files charges with District Attorney as appropriate; testifies and presents evidence in court.

This position provides essential case management services to support individuals and families in accessing community resources and services. HHSA Case Manager I is an entry-level, training-focused role that performs routine case management duties under close supervision. HHSA Case Manager II is the journey-level classification and performs the full range of case management functions, including direct client contact and complex cases, with greater independence and professional judgment. This position may work in one or more Public Health programs such as Women, Infants and Children (WIC) and/or health initiatives related to health equity, health care systems, and social determinants of health. This is an in-person position is scheduled for forty (40) hours per week.

JOB DUTIES

• Assists public health nurses in coordinating and conducting community events, such as immunization clinics; assists with screening process, initial assessments, clinic immunization records management, tracking and appropriate reporting.
• Provides case management through individual or group rehab methods for children and/or adults for a variety of health services programs and services.
• Coordinates services with individuals, coordinates activities with other departments, medical providers, social workers, schools and/or other outreach agencies as appropriate to ensure that the needs of the clients are met.
• Performs general administrative/office work as required, including but not limited to copying and filing documents, preparing/typing documents, answering the telephone, faxing information, entering computer data, attending meetings, ordering supplies, maintaining office cleanliness, etc.
