The City of Live Oak is seeking a dynamic, visionary, and experienced leader to serve as the Community and Economic Development Director. This key position will oversee the planning, implementation, and coordination of community development initiatives, economic growth strategies, and planning projects to enhance the City's growth and quality of life. 

Under general administrative direction of the City Manager, plans, directs, manages, and oversees the activities and operations of the Community and Economic Development Department including planning, building inspection and compliance, code enforcement, affordable housing, economic development, and related services; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

The Community and Economic Development Director is an “at -will” employee of the City and serves at the pleasure of the City Manager. The position is considered a Department Director with responsibility for directing the activities of a Department with the City. Positions at this class level serve as a member of the City’s senior management team and provide advice and counsel to the City Manager regarding strategic planning and problem solving issues relating to the assigned Department and the City overall.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Assumes full management responsibility for all Community and Economic Development Department services and activities including planning, building inspection and compliance, code enforcement, affordable housing, redevelopment agency and economic development operations and services.
• Develops, plans, coordinates, and manages the City’s economic development program and initiatives regarding business assistance, attraction, retention, and expansion; sets annual program goals and objectives consistent with budget; plans, develops, and implements programs, plans, and policies to foster economic growth.
• Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.
• Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
• Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
• Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
• Oversees and participates in the development and administration of the department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
• Supervises and coordinates the environmental review and development review process for all private and public development activities in the City; assists in the development of the General Plan; coordinates and reviews plan changes and resolves sensitive, controversial and complex issues; solves problems with developers, property owners, the public, architects, engineers, and planners as well as City Council and Planning Commission.
• Collaborates with City staff, public officials, business community, consultants, media, and citizens in the accomplishment of program objectives; maintains professional relationships with regional, county, and local economic development organizations; makes presentations to private sector executives, local agencies, community groups, and City Council regarding the business advantages and opportunities within the City.
• Works as the single point of contact with existing and prospective businesses, developers, brokers, and partners to facilitate business expansion in or relocation to the City; provides guidance to business throughout the development and permitting process; assists new and expanding businesses in site selection, acquisitions, and facility construction.
• Oversees building plan check, building inspection, and code enforcement, planning activities, and ensures compliance with appropriate laws, ordinances, and regulations.
• Monitors legislation and developments related to economic development matters; evaluates their impact on City operations and programs, and recommends and implements policy and procedural improvements.
• Prepares and reviews complex documents including development agreements, specific and master plans including financing implementation plans and related contracts; testifies in court as an expert witness for the City on development related matters.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Gathers, tracks, and analyzes local, regional, and state economic and market indicators and other data, draws appropriate conclusions, and makes appropriate recommendations; conducts research regarding economic conditions and trends in the local area and makes recommendations for programs and activities for the City; identifies target industries based on operating, workforce, distribution, and infrastructure criteria, and City objectives.
• Serves as a representative for the Department and City in coordination with governmental agencies, community organizations, and other stakeholder groups as a participant in meetings, committees, and other professional settings.
• Attends and participates in meetings, conferences, workshops, and training sessions; stays abreast of new trends and innovations in field expertise.
• Researches funding opportunities; coordinates and/or completes and submits grant applications; tracts grant-funded projects and requirements; processes and maintains paperwork and reimbursement requests in compliance with funding and reporting requirements.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints.
• Performs related duties as required.

Share your passion by teaching students! Enrichment instructors lead a one hour class on-site after school. Enjoy the freedom to plan a curriculum on your area of expertise and share that knowledge with a class size of 5-15 students.

DEFINITION: Plan, organize and execute personal curriculum for elementary age children for a one hour onsite outdoor enrichment program. Program hours could include Monday, Tuesday, Thursday, Friday 2pm – 4pm and Wednesday 1:15pm – 3:15pm, preparation hours can be discussed.

TRAINING & EXPERIENCE: Any combination of education, training, and experience, which likely provides the required knowledge and abilities.

PRE-EMPLOYMENT CONDITIONS: Candidates receiving a conditional job offer must pass a pre-placement fingerprint review. Candidates must possess a current CPR/AED and First Aid certificate and be comfortable calling 911 in an emergency.

The City of Patterson is seeking to fill several part-time Recreation Leader positions in the Recreation Department for their Summer program.  Duties include, but are not limited to: officiate youth sports, score keep, and field preparation; interact with coaches, parents, and children ages 5-18; organize and teach participants special interest classes such as dance, music, arts & crafts, etc. and with assistance coordinate, schedule, and plan the programs; ensures participant safety and well being during all activities; ensures the proper handling of first aid and emergency situations.

The City of Patterson is currently recruiting to one (1) part-time position for Pool Manager with the Recreation & Community Services Department for their Summer program and to establish an Eligibility List. Under the supervision of the Recreation and Community Services Director and the Recreation Coordinator, the Pool Manager will be responsible for the operations of the pool. The Pool Manager will be expected to schedule Lifeguards to work as well as oversee the Lifeguards. The Pool Managers are to teach Lifeguards the pool policies and to assist any Lifeguard in decisions made at the pool. The Pool Manager must also be able to resolve confrontations from citizens if not to direct them to the next person in the chain of command. Performs other duties as assigned.

This position is established for 28 hours a week, but will vary depending on programming needs, and will be working weekdays, evenings, weekends, and holidays.

The City of Patterson is currently recruiting to fill several part-time vacancies for Lifeguard with the Recreation & Community Services Department for their Summer program and to establish an Eligibility List.

Under the supervision of the Recreation Supervisor and the Pool Managers, the Lifeguard will be responsible for the safety of the patrons at the Patterson Aquatics Center.  The Lifeguard must remain alert and knowledgeable as well as physically fit.  Duties include, but are not limited to: maintain the office, answer phones, maintain correspondence with the public and respond to all inquiries, be generally available to answer and refer patrons to resources within the community; teach swim lessons; enforce all aquatic facility policies, rules, and regulations; recognize and respond effectively in emergencies; complete additional duties as assigned by supervisor.  All Lifeguards are responsible for keeping the facilities clean and safe for all patrons.

This position is established for 19 hours a week, but will vary depending on programming needs, and will be working weekdays, evenings, weekends and holidays.

Licenses, Registrations, Accreditations, etc:   Possession of a valid Class C California Motor Vehicle Operator License; certificate of completion of the P.O.S.T. Basic Academy; standard CPR and First Aid Certificates issued by the American Red Cross.

Police Officer II:

Education and Experience:  Any combination equivalent to graduation from high school and completion of P.O.S.T. Basic Academy or Module D Training for police officers.   At least 2-years' experience as a sworn public safety officer.  

License, Registration, Accreditations, etc: Possession of a valid Class C California Motor Vehicle Operator License; certificate of completion of the P.O.S.T. Basic Academy Certificate; standard CPR and First Aid Certificates issued by the American Red Cross. 

Wastewater Treatment Plant Operator I

($24.79– 31.74 per hour)

The City of Chowchilla is seeking a Wastewater Treatment Plant Operator I for the operation and maintenance of the City’s Wastewater Treatment Plant. The Wastewater Treatment Plant Operator I is a journey-level class in the Wastewater Treatment Plant series, which normally works under general supervision, performing a group of related duties according to established procedures.  This position reports to the Utility Systems or Wastewater System Supervisor and does not supervise. 

Wastewater Treatment Plant Operator III

($29.43- $37.66 per hour)

PURPOSE: Under general supervision, assists in the operation and maintenance of a Wastewater Treatment Plant on an assigned shift.  Performs related responsibilities as required.

DISTINGUISHING CHARACTERISTICS:

In addition to being a full, advanced journey-level position, incumbents are expected to provide lead supervision over wastewater treatment plant maintenance staff.  Employees assigned to this class coordinate and perform the full range of skilled duties to operate, maintain, repair and modify the Wastewater Treatment Plant and the wastewater collection system.  

This position reports to the Utility Systems Supervisor and assists in determining equipment, personnel and material needs.  This position may act as the WWTP Supervisor (or as the Utility Systems Supervisor, if qualified) during periods when the appointed Utility Systems Supervisor is on vacation or absent from work for other reasons.

ESSENTIAL RESPONSIBILITIES:

1. Assists in the operation of valves and other related controls to distribute flow through unit process and application of chlorine and chemicals to the wastewater.

2. Monitors control equipment such as pumps, motors, valves, blowers, sludge collectors, heat exchangers, sludge thickeners and other related process equipment.

3. Reads meters, gauges and other instrumentation.

4. Maintains a daily record of facility operation, samples collected and corrections to unit processes.

5. Adjusts or alters chemical treatment of the plant as necessary.

6. Collects samples for observation and analysis from unit processes.

7. Performs daily and weekly laboratory analysis as needed for process adjustments and performance indicators.

8. Performs preventative maintenance to equipment, such as routine service, lubrication and cleaning of process equipment and machinery.

9. Operated a wide variety of tools and equipment used in minor mechanical repair and operation of process equipment.

10. Assists in minor repairs to all process equipment as needed.

11. Performs building and ground maintenance, which may involve weed control, gardening and janitorial services.

12. Performs related duties as required.

The North Tahoe Fire Protection District is currently accepting applications for current and future job openings from qualified individuals to serve in the role of Defensible Space Inspector. These are seasonal grant-funded positions assigned to a 40-hour work week. This position is expected to be active from approximately May through November.  The actual start and end dates will be dependent on weather and snow conditions and may be extended beyond 6 months, but no more than 9 months from the employment start date.  The eligibility list established from this recruitment will be used to fill current and future vacancies. Successful applicants will serve an important role on the Fire Prevention team.

The Defensible Space Inspector works under the direct supervision of the Division Chief of Fire and Life Safety or their designee.

The North Tahoe Fire Protection District is currently accepting applications for current and future job openings from qualified individuals to serve on the chipping crew. These positions are grant-funded, seasonal positions assigned to a 40-hour work week. These positions are returning to the fire district in 2025, and we’ll be hiring three people to operate the chipping crew.  This position is expected to be active from approximately May through November.  The actual start and end dates will be dependent on weather and snow conditions and may be extended beyond 6 months, but no more than 9 months from the employment start date.  The eligibility list established from this recruitment will be used to fill current and future vacancies.  

The Chipping Crew Members work under the direct supervision of the Division Chief of Fire and Life Safety or their designee.  

The primary purpose of this crew is to operate a residential chipping program for the local community. This includes responding to chipping requests, traveling to those addresses with a truck and chipper, chipping the material, ensuring a clean site upon leaving, potentially hauling and dumping the material at a temporary holding site, assisting with loading, and ensuring activities are adequately tracked. The applicant must be comfortable working in outdoor environments under varying weather conditions and lifting objects frequently up to 25 pounds and occasionally up to 50 pounds.  Chipping crew members will also assist with community workdays utilizing the truck and chipper or assisting with cutting and hauling combustible materials and filling green waste dumpsters.
