Summary Description

Under immediate supervision (Water Distribution Operator I) or general supervision (Water Distribution Operator II), performs skilled maintenance, repair, and construction work on the potable water treatment and distribution system of the water utilities services division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to water distribution and treatment.

Water Distribution Operator I: This is the entry level class in the Water Distribution Operator series. This class is distinguished from the Water Distribution Operator II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to City established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or indirectly related work experience. Employees work under immediate supervision while learning job tasks.

Water Distribution Operator II: This is the full journey level class within the Water Distribution Operator series. This class is distinguished from the Water Distribution Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from level I.

This position provides support, mentoring, education, skill-building, advocacy, and youth-guided programming to persons receiving services at the Community Drop-In Youth TAY Center located in the Behavioral Health Division at the Glenn County Health and Human Services Agency. The incumbent will work as part of Behavioral Health with the Transition Age Youth Team delivering outreach/engagement and supportive service to youth and families on school campuses, in the community, and/or at the TAY Center. Individuals between the ages of sixteen and twenty-four (16-24) years of age are encouraged to apply. This position is at-will, temporary, part-time and scheduled for up to twenty-five (25) hours per week.  
 

WHAT YOU’LL DO

• Model unconditional commitment to assisting the TAY consumers in “tough time”, “over the long haul” and to do “whatever it takes” to provide service to the client/consumer.
• Perform group education for clients/consumers and/or support persons and provide ongoing support as needed.
• Be available for TAY consumers, in the event of a crisis, for support.
• Set up, prepare, and plan events for TAY consumers and TAY drop-in center guests.
• Represent concerns of the TAY consumers in policy and program planning meetings.
• Coordinate activities with other agencies/individuals engaged in providing or developing support for the TAY consumers who are in the program.
• Make program presentations to community stakeholders and groups.
• Participate in gathering information regarding satisfaction with services and recommendations regarding ways to improve services.

MINIMUM QUALIFICATIONS

EXPERIENCE and EDUCATION:

• Basic computer and effective verbal and written communication preferred. 
• Able to assist in the efforts to help reduce negative stigma towards those individuals with mental health issues or concerns. 
• Have knowledge of time management and problem-solving skills and able to maintain and honor all levels of confidentiality.

The County of Yuba is actively recruiting to fill current vacancies and establish an employment list for the position of Public Safety Dispatcher within the Sheriff’s Department.  The incumbent receives 9-1-1 system sheriff, fire, medical emergency and rescue calls; dispatches sheriff, fire and medical personnel following established procedures; maintains communication with officers in the field to ensure safety and provide back-up and information; provides relief coverage for the records unit; and performs related work as assigned. These classifications require shift work and the ability to make decisions and act appropriately in stressful situations. The work also involves interdepartmental cooperation with various public safety agencies located throughout the County to coordinate the most effective response to requests for assistance from the public.

The County of Yuba is currently establishing an eligibility list for the position of Victim Witness Advocate in the Probation Department. Under general supervision, assist victims and witnesses of crime by providing information, support, referral and advocacy services; monitor cases through the judicial system; conduct educational presentations regarding victim services; assist in completing victim compensation claims; and perform related work as assigned. This is the journey level in the victim witness advocate class series and is expected to exercise considerable initiative and independent judgment. Incumbents work initially under close supervision as they learn procedures and complex regulations and acquire the ability to apply the regulations. As experience is gained, an incumbent will work with more independence and carry an increasingly larger and/or more difficult caseload. 

Examples of Duties:

• Perform the delivery of supportive services to victims and witnesses, including crisis intervention, referrals to community service agencies, and follow-up services.
• Provide information regarding the criminal justice system, case status, restitution process and related information to victims and witnesses.  
• Interview victims of crime and/or their families to determine eligibility for Victims Program services; assist victims and their families with documentation necessary to file for compensation and restitution. 
• Make appropriate referrals to community agencies; refer clients to criminal justice agencies, public or private agencies to obtain supportive services; refer clients to professional counseling as needed; maintain contacts with other agencies regarding the status of individuals.
• Provide crisis intervention services such as immediate-needs referral for food, shelter, health care, clothing or protection.
• Arrange meetings with peace officers and attorneys; assist the Deputy District Attorney’s with interviews of victims and/or witnesses of a crime and provide an assessment of the victims’ reaction to crime, emotional state and ability and family dynamics.
• Maintain contact with victims and/or witnesses to coordinate court appearances; escort victims and/or witnesses to court; orient victims and/or witnesses for their participation in the criminal justice system; provide support during testimony at all phases of the trial process; obtain transportation services when needed; assist victims and their family during the court proceeding; keep victims and/or witnesses apprised of the status and disposition of cases; assist in the return of property to victims and/or witnesses.

This position provides lead direction and technical assistance to assigned staff and/or project management; performs a variety of technical office and field work duties that require specialized knowledge related to the creation and maintenance of maps, tables, graphs, and other geographic source data with the use of enterprise GIS, permitting, and asset management systems; provides technical support and queried data to department staff, other County departments, outside agencies, consultants, contractors, developers, and the public; and performs related work as assigned.

This position is the advanced journey lead/specialist level position that reports directly to the Public Works Director.

Examples of Duties:

• Provide direction and guidance as a lead worker regarding data collection and GIS utilization; may review the work of technical staff assigned to a variety of GIS duties; assist supervisor with training program and identifying training needs; provide staff training in the use of and applications of GIS information.  
• Perform accurate and timely updates to County GIS s files and data management records related to streets, sewer, water, and storm systems, asset inventory, plats, parcels, right-of-ways, easements, and data layers.
• Perform quality control checks to integrity of GIS data and applications; review and resolve conflicts in data; evaluate currency, usefulness, and completeness of data.
• Create, compose, modify, and edit GIS spatial and attribute data, export data for a variety of special projects.
• Produce maps, tables, and graphs for internal and external use; determine and execute the appropriate sequence of data processing tasks; use established GIS and permitting systems to query data and produce documents.

The County of Yuba is currently recruiting for the position of Senior Civil Engineer in the Public Works Division of the Community Development and Services Agency. Under limited supervision, the Senior Civil Engineer will perform the more difficult professional engineering work including the preparation of civil design plans for various Public Works projects, conducting research studies, performing field inspections and testing, analyzing reports, maps, drawings, or geological data, and procuring permits; act as a resource to staff, contracts, consultants, other agencies and the public regarding areas of assignment; provide lead direction and technical assistance to assigned staff and/or project management; and perform related work as assigned. Incumbents are fully qualified to perform all duties specified as a Professional Engineer by the State of California. This is the master level in the civil engineer series, and reports directly to Principal Engineer.

Examples of Duties:

• Review plans and inspect projects; provide engineering design and code information and ensure that designs meet accepted industry and legal standards, and projects are biddable and buildable.
• Interpret and explain complex and technical laws, codes and regulations and provide information related to Public Works Engineering activities; may receive and respond to complaints and recommend corrective action as necessary.
• Initiate and maintain professional relationships with other departments, businesses, local community and professional organizations.
• Provide direction as a lead worker; expected to review the work of professional civil engineers and support staff to ensure compliance with established procedures related to design, construction and inspection of flood control, storm water management, water resources, bridges, parks, roads and other related projects as well as provide input on assigned staff performance to management; provide guidance to professional and technical staff.

The Substance Use Disorder Counselor I/II position is located in the Behavioral Health division at the Health and Human Services Agency. This position performs a variety of para-professional and responsible eligibility determination and case management duties for alcohol and drug programs, including crisis services to individuals; and performs related duties as assigned. The Substance Use Disorder Counselor II is the full journey-level class within series and performs the full range of duties as assigned, responsible for direct client contact in the provision of case management including complex cases. This position is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Performs client intake procedures, eligibility determinations and establishes case loads and services for programs in drug and alcohol, specialized programs, grant funded programs, and other health and human services programs.
• Maintains Glenn County drug and alcohol specialized programs, grant funded programs caseloads under the supervision of a health services program coordinator or HHSA program manager.
• Communicates with clients; determines eligibility, educates clients regarding various health services, social services, grant funded and specialized programs and recommends other sources of services for those not eligible.
• Tracks, documents, and prepares information for appropriate billing for services; maintains established productivity rates for a variety of health services programs.

DEFINITION: Plan, organize and execute personal curriculum for elementary age children for a one hour onsite outdoor enrichment program. Program hours could include Monday, Tuesday, Thursday, Friday 2pm – 4pm and Wednesday 1:15pm – 3:15pm, preparation hours can be discussed.

PRE-EMPLOYMENT CONDITIONS: Candidates receiving a conditional job offer must pass a pre-placement fingerprint review. Candidates must possess a current CPR/AED and First Aid certificate and be comfortable calling 911 in an emergency.

The County of Yuba is currently recruiting for the positions of Assistant Engineer, Associate Engineer and Associate Civil Engineer for the Public Works Department in the Community Development and Services Agency. Currently, there are two vacancies that may be filled at either the Assistant Engineer, Associate Engineer, or Associate Civil Engineer level depending on qualifications. These classes are alternately staffed and incumbents may advance to the higher level after gaining experience, required certifications and demonstrating proficiency which meet the qualifications and expectations for the higher level class. The incumbent to this position will perform engineering work, including preparing design plans, specifications and engineering estimates related to roads, bridges, culverts and other County infrastructure; project management; assist in developing and administering professional services or construction project contracts; review plans and inspect projects; collect and present data and prepare reports; provide information and advice to the public and perform related work as assigned. 

Assistant Engineer: is the entry level in the civil engineer series. Initially under close supervision, incumbents will provide assistance to management staff or higher level engineers in the areas of research, data collection, project administration, preparation of reports and preparation of engineering plans and specifications. Assignments are intended to provide background in the fundamental principles and practices of public service engineering.

Associate Engineer: is the journey level in the civil engineer series. Under general supervision, incumbents independently conduct design, research and construction project inspection and analyses for a variety of projects within the county. Responsibilities may also include providing work direction to technical support staff.

Associate Civil Engineer: is the advanced journey level in the civil engineering series. Under general direction, incumbents perform professional engineer work and prepare civil design plans for various Public Works projects; independently conduct engineering feasibility cost, research and design studies and construction project work; analyses for varied department and agency projects and functions; signing off designs and as-built changes related to roads, bridges, culverts and other County infrastructure and perform related duties as assigned.
