THE POSITION

• Perform technical level administrative duties in support of the City’s Below Market-Rate (BMR) Housing Program
• Research, collect, and analyze data and prepare draft reports related to the City’s BMR Program
• Create and manage workflows and administrative procedures for annual compliance monitoring of the City’s BMR portfolio
• Conduct BMR unit transactions, including BMR sales and re-sales, refinances and loan payoffs, and leasing of BMR/affordable housing rental units, in collaboration with City’s contracted BMR real estate agent and/or property managers of BMR/affordable housing properties
• Provide technical assistance on BMR program issues to Housing Division management and to property managers and tenants/owners of BMR housing
• Interpret City policies, procedures, laws, and regulations in response to public inquiries and complaints about BMR and affordable housing

The Judicial Council of California is accepting applications for the position of Manager in Budget Services.

This position will provide direct management oversight for the Trial Court Budget Management section within the Budget Services office, which includes the Court Budget unit (CBU) and the Funds and Revenues unit (FRU). The CBU is responsible for administering allocations and reimbursements of approximately $3 billion annually to the 58 trial courts, and provides budgetary support for various trial court programs. The FRU carries out advanced budgetary, technical, and analytical responsibilities related to the administration of judicial branch funds, including backfill for the Ability to Pay program and oversight of statewide collections.

This position directs Judicial Council staff support for the Trial Court Budget Advisory Committee and its subcommittees, managing administrative functions within the Judicial Council committee process to ensure that funding included in the budget is allocated to the trial courts in a timely and proper manner.

This position also represents the Budget Services office and the Judicial Council in interactions with a wide range of partners and stakeholders, including the Judicial Council’s Executive Office and senior management, trial court leadership, county government departments, and state agencies such as the Department of Finance, the State Controller’s Office, and the Legislature. Reporting to the Deputy Director of Budget Services, this position is granted broad discretion in its areas of responsibility and operates independently with minimal supervision.

A new handheld citations system for traffic has recently been launched. What You’ll Do

• Support the preparation, implementation, and monitoring of a comprehensive risk-based emergency management and community preparedness program.
• Prepare and maintain municipal emergency operations plans, annexes, appendixes, checklists, and other supporting documentation.
• Respond to the Emergency Operations Center when it is activated.
• Design and administer communication plans to enable effective municipal and community response to a disaster situation.
• Continually monitor and assess municipalities’ training programs and research methods to increase community outreach.
• Maintain records of findings and corrective actions identified through After-Action Reports/Improvement Plans, and coordinate development of multiyear Training and Exercise Plans.
• Produce training materials, including written documents, electronic media, and videos; maintain materials, such as props, slides, videos, films, and other educational documents; set up and operate appropriate and different audiovisual equipment. • Coordinate and conduct interagency training sessions on NIMS, ICS, and other emergency management topics for municipal personnel to establish and operate an Emergency Operations Center (EOC); maintain records of NIMS/ICS training in compliance with state and federal guidelines.
• Provide oversight and program delivery of the Community Emergency Response Team (CERT) Program.
• Develop training curricula/plans, coordinate logistics, promote and deliver public education programs to civic organizations, religious institutions, businesses, and residents.
• Design, develop and deliver a variety of disaster exercises designed to test elements of the municipalities’ emergency capabilities according to Homeland Security Exercise and Evaluation Program guidance.

The Public Works Department is comprised of the Engineering and Facilities Services Division (EFSD) and the Environmental Services Division (ESD). Each division is led by a Deputy Director reporting to the Director of Public Works. The department is responsible for the City’s major capital projects and infrastructure including streets, street lights, traffic signals, sewer and storm conveyance systems, wastewater treatment plant, pump stations, a major lagoon, and dams and levees. What You'll Do

The Maintenance Worker position may be filled at either the I or II level based on experience. The Maintenance Worker will perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, signs, sewers, storm drains, pump stations, traffic signal and street light equipment, traffic systems, or municipal buildings; and to do related work as required. Some of the duties of this position are as follows:

• Operate construction and maintenance equipment such as backhoes, motorgraders, boom trucks, tractors, vac-all and small sweepers, and skip loaders for a variety of construction and maintenance operations involving streets, sidewalks and gutters, sewer lines, and drainage channels.
• Use concrete cutting and braking equipment; operate a jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.
• Operate maintenance equipment and tools such as trucks, power tools, sewer rodder, hydraulic jet cleaner, vac-all, front loader, backhoe, compressor, sandblaster, power wench, boom truck, cc TV unit, main and auxiliary pumps, pneumatic and electro-mechanical controls, diesel power plants, and related equipment and tools.
• Assist pump mechanics to install, repair and modify pump station machinery and control.
• Paint traffic markings on streets, crosswalks, parking lots, and curbs; operate a striping truck.
• Assist in performing a variety of routine electrical maintenance and repair tasks.
• Assist in trash and debris control activities such as picking up of litter and other street maintenance activities as required or when weather does not permit sweeping operations.

Role description

Under general supervision, performs skilled line work in the installation, maintenance, and repair of transit power systems including trolley overhead contact wires, poles, conduits, cables, feeders, switches, and related support structures.

Examples of Important and Essential Duties
According to Civil Service Commission Rule 409, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.
 

1. Strings, rigs and repairs electrical lines, cables, wires and related switches, including aluminum and copper conductors and support wires, under energized and de-energized conditions and in heavy traffic.  

2. Inspects overhead lines and circuits to identify and assess faulty lines or worn parts for on-site or later repair and replacement, including removing trees or other obstructions.  

3. Installs and maintains underground and overhead electrical systems/facilities and supporting structures.  

4. Repairs and replaces poles, cross arms, insulators and related hardware under energized and de-energized conditions, and in heavy traffic or in underground and subway stations.  

5. Digs foundations; sets, plumbs and anchors poles.  

6. Responds to emergency road call requests.  

7. Maintains routine records.  

8. Drives City vehicles.  

9. Performs related duties as required.
 

Nature of Work: Requires considerable physical effort and dexterity in the use of fingers, limbs and body; continuous exposure to physical and working conditions where serious injuries maybe encountered; working with high voltage electrical distribution lines and working in confined spaces; may be assigned to work day, swing or night shifts, weekends and holidays; may be required to wear respirators and work in inclement weather; may be required to work overtime; this is a 7 day / 24 hour operation.

How to qualify

Education:  Completion of a State certified Electrical Line Worker apprenticeship program recognized by the International Brotherhood of Electrical Workers;

OR  

Experience:  Two (2) years of full time verifiable journey-level electrical line worker experience in the installation, maintenance and operation of high voltage (above 600 volts) power transmission and distribution systems;

OR

Five (5) years of full time verifiable journey-level electrician experience as defined by the International Brotherhood of Electrical Workers of which two (2) years must have been assisting in the installation, maintenance and operation of high voltage (above 600 volts) power transmission and distribution systems.  

AND

License:  Possession of a valid driver license.  Must obtain a Class B driver license within six months of appointment.  Failure to obtain a Class B driver license is cause for termination.

Selection Procedures: (General Exam Process)
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Multiple-Choice Examination (Weight - 100%): Candidates deemed eligible and admitted to the examination process will be sent a web link via email that will allow them to take an online multiple-choice test designed to measure knowledge, skills and abilities in job-related areas that may include but not be limited to: technical knowledge; ability to install, repair, replace, string, rig, splice, and maintain equipment/structures; ability to use tools and equipment; knowledge of safety regulations and procedures; and human relations ability.  

This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.

What else should I know?

Eligible List/Score Report:  A confidential eligible list/score report of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list/score report, shall not be made public unless required by law. However, an eligible list/score report shall be made available for public inspection, upon request, once the eligible list/score report is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Director of Transportation or the Civil Service Commission.

The duration of the eligible list/score report resulting from this examination process will be of 12 months and may be extended with the approval of the Director of Transportation. 
 

Medical Examination/Drug Testing: Candidates who are being considered for appointment for positions which may be required to pass a medical examination. Candidates who cannot meet the medical requirement will be placed under waiver until this requirement is met. The medical examination will be administered only to those applicants who are being considered for appointment.

The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 7366 Transit Power Line Worker is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing. All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time. Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll. A positive, adulterated, negative dilute or substituted test will result in a decision not to hire, and the applicant’s name will be removed from the list of eligibles for Safety-Sensitive positions. The SFMTA will not consider hiring any person who tested positive, adulterated, substituted or refused to submit to testing for a minimum of two years following the positive test.

In addition, each applicant who has worked for a Department of Transportation (DOT)-regulated employer(s) within the last two years will be required to sign a consent form, prior to appointment, authorizing SFMTA to obtain information from his/her prior employers concerning his/her drug and alcohol test history. Each applicant will also be required to provide SFMTA with information regarding whether, during the last two years, the applicant tested positive or refused to test on any pre-employment drug or alcohol test administered by an employer to which the applicant applied for, but did not obtain, safety-sensitive transportation work covered by DOT drug and alcohol testing rules. THE POSITION

Reporting to the Labor Standards Manager, the Outreach and Enforcement Associate will lead OLSE’s community outreach and engagement work, support civil investigations and enforcement actions, and manage projects to support OLSE’s implementation. Spanish fluency is required for this position. 

 

The Outreach and Enforcement Associate’s key responsibilities will include:

• Outreach and Community Engagement:
  • Plan and implement culturally and linguistically appropriate labor standards outreach campaigns targeting low-wage workers and their employers, prioritizing outreach consistent with geographic and industry priorities, with buy-in from key stakeholders.

• Enforcement Support and Intake Coordination:
  • Receive and respond to complaints, inquiries, and requests for support from workers, employers, and members of the public, implementing OLSE’s intake procedures and best practices for ensuring all stakeholders who contact OLSE receive clear, helpful, in-language, and timely information and complaints are investigated promptly.
  • Conduct initial interviews with workers seeking OLSE assistance by phone and in-person; identify worker priorities and make recommendations for appropriate next steps.
  • As assigned, and under supervision, conduct investigations of potential violations of laws within OLSE’s jurisdiction, including interviewing workers, engaging with employers, calculating damages, and drafting investigation reports.

 

• Project Management:
  • Support the development and implementation of OLSE workflows and processes, including the implementation of a case management database.
  • Coordinate contract solicitations and assist with the maintenance and monitoring of OLSE contracts.
  • Prepare reports on OLSE activities and outcomes.

Role description

The SFMTA Transit Division’s Maintenance of Way (MOW) Section is seeking a Senior Operations Manager, Mechanical Infrastructure (Mechanical Infrastructure SOM). This role will oversee and manage the work of four mechanical and infrastructure-related units within MOW, including: Cable Car Propulsion, Cable Car Track Maintenance, Mechanical Systems, and Light Rail Vehicle (LRV) Track Maintenance. The role encompasses the leadership of over 100 maintenance personnel across various classifications, with an emphasis on ensuring high-quality infrastructure in support of SFMTA Muni operations. The ideal candidate is highly self-motivated and professional, with extensive experience managing complex maintenance programs within a transit or similarly scaled operational environment.

Under the direction of the Deputy Chief Maintenance Officer (DCMO), the Mechanical Infrastructure SOM plans, manages, supervises, and leads the execution of essential maintenance and repair activities involving mechanical systems and infrastructure that support the City’s transit operations.

This position is responsible for implementing and overseeing preventive and corrective maintenance programs, ensuring compliance with Standard Operating Procedures and regulatory requirements, and guiding staff in resolving technical and emergency maintenance challenges. The Mechanical Infrastructure SOM works closely with engineering and project delivery teams on capital projects related to mechanical infrastructure including design review and operational readiness support. The position may also serve as a delegate for the DCMO when required.

The MOW section of the SFMTA Transit Division directly oversees the fixed guideway infrastructure, ensuring smooth and safe operations of our rail and trolley-bus lines. MOW is comprised of three maintenance and operation units: Mechanical Infrastructure, Electrical Infrastructure, Facilities Maintenance as well as Engineering, Compliance and Administration units. Together these teams directly support four of the five SFMTA transit modes including trolley bus, light rail, historic streetcar and cable car. The MOW section works collaboratively with other SFMTA divisions and other city departments to provide services to our customers by operating and maintaining over 100 track miles of railway, 500 miles of electrical overhead and critical supporting systems.

Examples of Important and Essential Duties for the 9180-Manager VI:

• Oversees all day-to-day Maintenance of Way mechanical infrastructure functions.
• Provides direction to subordinate managers on operations, maintenance priorities, and performance improvement efforts within mechanical infrastructure teams.
• Plans, assigns, and oversees the work of staff engaged in the maintenance and repair of mechanical systems, cable car propulsion, cable car track and LRV track infrastructure.
• Adjusts plans and programs to address emerging problems and maintenance needs; develops and implements new initiatives to support departmental goals.
• Maintains and refines Standard Operating Procedures (SOPs),
• Monitor staff assignments, service levels, and organizational efficiency and recommend adjustments to the DCMO as needed.

• Prepares and approves requisitions for materials and supplies.

How to qualify

Minimum Qualifications:

1. Possession of a bachelor’s degree from an accredited college or university; AND
2. Eight (8) years of full-time experience at a mass transit agency in the operation, maintenance and repair in any of the following: buildings, stations or passenger infrastructure; and/or use of heavy construction equipment; and/or track work; and/or maintenance engineering, which must have included three (3) years at the second supervisory level or management level which includes responsibility for supervising staff; AND
3. Possession of a valid driver’s license.

Substitution:
Additional years of qualifying experience (both second-level supervisory or non-supervisory) may substitute for the required education on a year-for-year basis. One year (2,000 hours) will be considered equivalent to thirty (30) semester units or forty-five (45) quarter units.

Notes:

2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

THE POSITION 

The City of South San Francisco seeks customer service-oriented individuals to join the Community Resource Team at the new Library | Parks and Recreation Center. This position is shared between the Library Department and Parks and Recreation Department and works under the direction of the Community Resource Analyst. The Community Resource Clerk will typically be stationed at the lobby desks on the first and second floors of the new Library | Parks and Recreation Center at 901 Civic Campus Way in South San Francisco, however, may temporarily be assigned to other sites, or to represent the departments at special events.
