The Senior Management Analyst in Valley Water’s Purchasing and Contracts Unit is responsible for managing the procurement of professional services and consultant contracts that are essential to the agency’s operations and capital programs. This position ensures compliance with organizational policies, public procurement laws, and industry best practices throughout the full contract lifecycle—from solicitation through negotiation, award, and contract administration.

The role works closely with internal stakeholders to assess needs, conduct market research, develop procurement strategies, prepare solicitation documents, facilitate contract negotiations, and administer contracts. In addition, the Senior Management Analyst supports process improvement initiatives, oversees procurement system data and reporting, and provides strategic recommendations to ensure transparency, accountability, and best value in all purchasing and contract activities.

Purchasing & Consultant Contracts Services Unit (Position Code 79)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).

WORK ENVIRONMENT

The Executive Assistant/Deputy District Clerk will be required to attend evening Board/Committee meetings. Meetings may be held in Los Altos or offsite.  This position is part of the General Manager’s office at Midpen’s office in Los Altos, California. Midpen offers a hybrid office/telecommute work environment for this position.

EDUCATION AND EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• Equivalent to the completion of the twelfth (12th) grade supplemented by two (2) years of college-level coursework in business or secretarial science and

The new position supports the allocated $2 million Hydrologic Data Measurement and Management Project within the Hydrology, Hydraulics, and Geomorphology Unit which provides basic modeling calibration Surface Water data for Valley Water’s Flood Control and Groundwater Recharge programs, and many other internal/external customers. This entry level Hydrographer I position is required to support continuing expansion of the current 210 location surface water monitoring network including new gages for SB88 water rights reporting, and Water Supply Operations requirements.

The City of Santa Clara currently has three (3) openings in its Senior Engineering Technician classification. The current openings are within Silicon Valley Power (the Electric Utility Department), the Water & Sewer Utilities Department, and the Department of Public Works. 

Silicon Valley Power

Silicon Valley Power, Asset Management Group has an excellent opportunity for the position of Senior Engineering Technician. Job responsibilities include, preparing scaled and dimensioned plans based on sketches prepared by engineering and/or estimating personnel, maintaining records of as-builts and updating existing SVP maps and records utilizing ESRI-based GIS applications, maintaining master map files, including such records of block maps, street light maps, fiber communication, electric utility single line and operating diagrams and other maps, performing computing and drafting operations in AutoCAD, involvement in checking drawings of electric utility facilities, and performing other duties as assigned. 

Water and Sewer Utilities

The Water and Sewer Utilities Department is looking for a Senior Engineering Technician who desires to become a Water and Sewer Utility professional and support a talented group of engineers, administrative staff and utility operators with the sole aim of delivering safe, reliable utility services and excellent customer service to the community of Santa Clara. The Senior Engineering Technician will prepare exhibits, update CAD files, access and update asset management software, update spreadsheets and project folders, perform site visits, perform field measurements, perform research tasks, support the water sampling program, support plan checks, prepare construction documents, perform field inspections, update block books and communicate with customers, contractors, consultants, engineers, inspectors, and operators. 

The ideal candidate should be proficient in AutoCAD, the Microsoft Office Suite, working with PDF formats, navigating folder directories, and communicating effectively with a diverse group of stakeholders. Any experience, skills or certification related to the water, recycled water, sewer or general civil engineering industry is desired.

Department of Public Works

The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative individual to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of four engineering divisions: 1) Design, 2) Field Services, Land and Property Development, and Traffic Engineering as listed below. Currently, the Field Services Division of the Department of Public Works (DPW) is looking for individuals for the position of Senior Engineering Technician.  This position will provide support to the Field Services division through updates to the Geographic Information System (GIS) system, AutoCAD, and miscellaneous databases.  This position will coordinate internally with various DPW staff to maintain system records and support their needs to successfully complete their projects on time.

The ideal candidate should have experience using and editing AutoCAD software. The Senior Engineering Technician will assist the City Surveyor with topographic, monument, and benchmark surveys conducted in the field. Additionally, the technician will help restore missing or damaged monuments and benchmarks and perform administrative tasks such as filing permits, updating block books, conducting research, and carrying out field inspections and investigations. Employees in this role are expected to be fully trained in all procedures related to their assigned responsibilities. Work is performed under the general supervision of the Chief of Party, a Professional Engineer, or a Principal Engineering Technician, who assigns tasks and reviews work to ensure compliance with instructions and established engineering standards.

The Design Division manages capital improvement planning and programming related to pavement management, storm drain facilities, and sanitary sewer systems. Additionally, the division provides capital project delivery services for a variety of City projects including transportation, roadways, pedestrian and bicycle, storm drains, sanitary sewers, buildings, libraries, and parks to implement the City’s capital improvement program. The division also coordinates with the Federal Emergency Management Agency on the City’s Community Rating System (CRS) program to maintain the City’s Class 7 rating. 

The Field Services Division provides construction management, construction inspection, materials testing, and surveying for capital improvement projects such as pavement rehabilitation, traffic signals, storm and sanitary sewers, parks, building improvements and other public improvements.  The Field Services Division also provides construction inspection and coordination for developer/private construction of public improvements within the City’s right-of-way. 

The Land & Property Development Division is responsible for providing efficient and effective engineering services to support private development projects during the entitlement, design, and construction phases. The division works closely with customers, developers, utility companies and the community to ensure projects comply with local, state and federal standards. The division is also responsible for reviewing and approving encroachment permits, easements, street/easement abandonments, subdivision maps, processing encroachment agreements, collecting development-related fees, and collaborating with other Public Works divisions, as well as other City departments throughout all project phases. Additionally, the division provides customer counter services to the general public as the City’s permit center.

The Traffic Engineering Division provides traffic engineering, traffic impact analysis reviews, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division also investigates resident/business inquiries related to street parking, traffic calming, intersection control, and bicycling and pedestrian travel on public streets. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. 

This position may be filled within various divisions of the Public Works, Water & Sewer Utilities, or Electric Utility Departments not included in this listing.

Minimum Qualifications

EDUCATION AND EXPERIENCE
• Graduation from high school or tested equivalent; and
• Two (2) years of full-time paraprofessional engineering experience at a level equivalent to City of Santa Clara Engineering Technician including at least one (1) year working with Computer Aided Drafting (CAD) and/or Geographic Information System (GIS) tools and software.

ACCEPTABLE SUBSTITUTION
Possession of an Associate’s degree or higher OR minor in engineering or GIS may be substituted for one (1) year of the required experience.

DESIRABLE QUALIFICATIONS

Working Environment and Schedule:  Midpen offers a hybrid office/telecommute work schedule which will be divided between onsite work, at home remote work, some outdoor work, some local travel, and occasional travel to Sacramento. When government affairs-related events are scheduled, the Government Affairs Specialist may be required to work evenings, weekends and holidays. Outdoor work could include driving off-road (training provided) and hiking on trails in temperatures ranging from cold and blustery to hot and dry. Ideal candidates will be comfortable working in these types of field conditions as well as driving around the Bay Area. This position is part of the Public Affairs department at Midpen’s administrative office located in Los Altos, California. 

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be equivalent to graduation from an accredited four-year college or university with major coursework in public relations, communications, business administration, public policy or a closely related field, and:

Government Affairs Specialist I: one (1) year of increasingly responsible experience in  government affairs or strategic partnerships is highly desired. No experience is required.

Government Affairs Specialist II: two (2) years of increasingly responsible experience in government affairs or strategic partnerships.

Licenses & Certifications Required:  Possession of a valid California Driver’s License.

The Position:

Silicon Valley Power (SVP) is seeking dynamic, engaging and qualified engineers for several vacant Electric Utility Engineer positions in various divisions.

For the SVP Fiber Division, this position will be assigned engineering work associated with SVP’s fiber network. This individual will assist with engineering design, engineering pole loading analysis software, site surveys, material selection and estimates.   

For SVP Operations Division, this position will be assigned engineering work associated with communication and electrical power engineering. This individual will assist with the programming of industrial multiplexer networks. The individual should have a strong interest in industrial high-speed data networking.

For SVP Engineering and CIP projects, this position will be assigned engineering work associated with electrical power engineering, substation design and Transmission and distribution systems. The individual may manage or will assist in managing Capital improvement Projects (CIP) to support growth of the electric utility. The candidates should have strong background and interest in electric systems.

For the Customer Development and Project Management Division, this position will assist in monitoring the operation of power generation equipment to ensure that it operates within the desired specifications, conducting routine inspections and maintenance of plant equipment to prevent failures and ensure maximum efficiency, Implementing upgrades and modifications to existing systems to improve performance and reduce environmental impact, coordinating with other technical staff and management to discuss and strategize plant operations, ensuring compliance with local, state, and federal regulations pertaining to safety and environmental protection, preparing reports on plant operations, outage planning, and other performance metrics necessary for proper management and planning.

a) Bachelor's Degree in Electrical Engineering and two (2) years experience doing electric utility engineering work, or

b)  Bachelor's Degree in Engineering and three (3) years experience doing electric utility engineering work and experience using AutoCAD and Microsoft office (i.e. Microsoft Word, Excel, PowerPoint and Mathlab)

Acceptable Substitution:

• A Master's Degree in Electrical Engineering from an accredited college or university may be substituted for one (1) year of experience

• An Engineer-in-Training Certification with ten (10) years of experience in electric utility engineering work can be substituted for the degree in engineering and the required experience indicated above

License/Certifications:

Possession of an appropriate, valid Class C California driver's license is required at time of appointment and for the duration of employment.

Desirable Qualifications:

• Registration as an Electrical, Mechanical or Civil Engineer in the State of California
• Experience using ESRI based Geographic Information System (GIS)
• Experience using system modeling and load flow software; Aspen one-liner software, GE PSLF, and DEW ISM

Special Conditions:

May work unusual hours in emergency situations, or while acting as supervisor, or at other than the regular job site.

About the Position: The Midpeninsula Regional Open Space District (Midpen) is seeking a Public Affairs Intern. Basic Requirements: Current enrollment in an associate’s, bachelor’s, or master’s degree program, or trade school in a relevant field or a recent graduate.
