ABOUT THE POSITION

The City of Redwood City invites you to apply for the position of Payroll Supervisor -Confidential.  Under general direction of the Financial Services Manager the Payroll Supervisor, plans, organizes, supervises, trains and evaluates the work and activities of assigned staff engaged in payroll operations ensuring accurate, timely, and compliant processing of employee compensation. Primary duties include providing expert level strategic leadership in planning, preparing, processing, and maintaining the City’s payroll and related records and reports, and partnering with Human Resources to recommend and implement payroll policies and procedures to meet City responsibilities with respect to labor agreements, labor laws, payroll tax administration and system updates.

A few typical responsibilities include, but are not limited to:

• Coordinates, oversees, and participates in the full spectrum of payroll activities; ensures timely and accurate posting of payroll to the financial accounting system; ensures accurate deduction and remittance of garnishments, child support, IRS levies and court orders as administered by vendors or internal staff; and ensures accurate reporting of changes in pay, payroll status, taxes, benefits, deductions, and retroactive pay adjustments.
• Assists in the development, implementation, administration, and prioritization of goals, objectives, policies, and procedures for assigned Payroll programs.
• Plans, organizes, schedules, assigns, directs, coordinates, and reviews work activities and projects; monitors workflow; reviews and evaluates work products, methods, and procedures; and works with staff to identify and resolve problems. 
• Participates in coordinating and maintaining payroll system data and is responsible for the execution of internal controls to ensure accuracy of data.

• Participates in the development, implementation, and enhancement of the Enterprise Resource planning (ERP) system including configuration, testing, and validation to ensure payroll accuracy and compliance; subject matter expertise on payroll processes to support ERP system design and enhancement; data migration, system integration, and reconciliation; coordinates needs and customizations to meet the needs of departments and/or sound financial practices; and monitors ERP system performance, recommends enhancements, and supports continuous improvement initiatives.

• Selects, trains, motivates, and evaluates assigned personnel; provides and/or coordinates staff training; develops work performance standards; works with employees to correct deficiencies; and implements discipline and termination procedures in conjunction with the Human Resources Department.

• Assists in the investigation of complaints; suggests corrective actions and recommends and implements improvements.
• Keeps abreast of relevant and applicable federal, state, and local laws, regulations, City labor agreements, policies and procedures, and payroll best practices; recommends and implements payroll policies and procedures to comply with the applicable rules and regulations.  
• Ensures compliance with reporting mandates; submits appropriate forms and transmits information to government agencies, including the California Public Employee Retirement System (CalPERS), the Internal Revenue Service (IRS), and the Employee Development Department (EDD).
• Ensures CalPERS pension plan extracts are accurate and filed timely; responds to CalPERS payroll reporting inquiries, discrepancies, audit responses, and action plans.
• Develops, maintains, updates, and communicates organization wide payroll policies and processes regarding earnings, deductions, and timekeeping.
• Compiles, analyzes, and reconciles a variety of records in the preparation of documents and reports; conducts complex analysis and prepares reports as required. Coordinates payroll activities with other departments, divisions, and outside agencies and organizations; assists with training and responding to questions from department timekeepers on timekeeping and payroll systems, payroll legislation, and City policy related to payroll.
• Assists with the preparation of data for use in labor negotiations.
• Performs related duties and responsibilities as assigned.

The Position:

This is a non-sworn classification structured for incumbents hired for the purpose of becoming a sworn police officer.  Police Officer Trainees are hired into this civilian position for the period prior and during the time they are assigned to a POST-certified Basic Law Enforcement Academy.  Upon successful completion of training at the academy and upon the availability of a Police Officer position, Police Officer Trainees are sworn in and appointed to the classification of Police Officer.  Police Officer Trainee benefits are limited to those of a civilian employee.

Consists of a diverse and outstanding group of men and women who have dedicated themselves to public service. Our staff, which consists of 113 sworn police officers and 40 civilian positions, is devoted to protecting and serving the citizens of San Mateo professionally, while providing outstanding customer service.

General

The Program Manager, Infrastructure & Capital Projects will be responsible for the engineering functions that support infrastructure and capital projects for the San Mateo County Transit District (SamTrans). 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure for battery electric buses (BEBs) and hydrogen fuel cell electric buses (FCEBs)paratransit vehicles, and non­revenue vehicles totaling nearly 400 vehicles. Other projects include sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North and South Base Facilities.

• Lead and administer the development of Standard Plans, Specifications, and the Design Quality Management Plan for SamTrans projects utilizing district employees and consultants. 
• Develop and institute structure and project control templates that yield effective infrastructure project management. 
• Subject matter expert for technical elements and administrative decisions for project and construction management personnel responsible for multiple diverse infrastructure projects.
• Manage general engineering and architecture functions, making key decisions regarding design documents, technical specifications, cost estimates, and schedules. 
• Accountable for strategic decisions and oversight of infrastructure projects’ scope, schedule, budget, and product quality throughout the project lifecycle while ensuring compliance with safety standards and industry best practices. 
• Make critical, time-sensitive decisions on construction-related issues to prevent delays and avoid costly change orders. 
• Administration: Select, manage, and hold accountable vendors, contractors, and professional services, including ensuring DBE, SBE, and labor compliance policies are followed. 
• Provide project status updates and recommendations to a broad audience of interested parties, community groups (advocacy), executive team, and board of directors. 

• Direct and support project management staff, ensuring effective execution and delivery of projects. 
• Supervise staff. Hire, mentor and take appropriate corrective and/or disciplinary action. Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

Examples of Essential Duties: 

• Utilize independent judgement in construction oversight, compliance, and corrective actions when needed.
• Manage and champion the development of Standard Plans, Specifications, Quality Management Plans, and related documents to improve department workflows and practices.
• Plan, direct, and evaluate work activities of assigned staff, consultants, and contractors; resolve problems and implement corrective actions.
• Provide direction and collaborate in short-term and long-term strategic planning/development of the bus infrastructure on behalf of bus operations.
• Perform quality assurance checks on consultant deliverables and perform independent technical reviews of SamTrans projects.
• Investigate, evaluate, and resolve project issues by identifying root causes and implementing solutions.
• Lead stakeholder communications by presenting recommendations, facilitating input, and building consensus to resolve conflicts.
• Present documents, findings, and recommendations to Executive Management and the Board.
• Oversee development of contract solicitations, conduct evaluations, and make award recommendations.
• Serve as subject matter expert on technical and regulatory matters affecting bus facility and infrastructure projects.
• Coordinate with federal, state, and local agencies during project implementation to ensure compliance with their guidelines.
• Represent SamTrans before the Board of Directors, city councils, state/federal/local agencies, and the public at meetings and hearings.
• Develop, negotiate, and monitor contracts and cooperative agreements with governmental agencies, consultants, and contractors.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.
• Perform other duties as assigned.

Supervision: Works under the general supervision of the Director Infrastructure & Capital Projects who establishes goals and objectives and evaluates performance.  

 

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Bachelor’s degree in Civil, Mechanical, or Electrical engineering or a closely related field.
• Seven (7) years full-time increasingly responsible project management experience in the area of civil, electrical, mechanical, or other related engineering design, construction management, and/or public works project management.
• Three (3) years full-time direct management level supervision of engineering staff.
• Possess a registered Professional Engineer License in the state of California.

Preferred Qualifications:

• Experience in design and construction management and delivery of complex engineering design projects for public transit agencies.
• Leadership of engineering design teams and projects.
• Experience with federal, state, and local funded projects. 
• Experience with Quality Control/Quality Assurance throughout a project lifecycle.
• Experience with Storm Water System Design management.
• Development of Capital Improvement Plans and Budgets.
• Experience working in Transportation Operations and Maintenance.
• Knowledge of CEQA and NEPA requirements, especially those relevant to transit agencies. 
• Able to possess a valid California drivers’ license.

EXCITING OPPORTUNITY

The Town of San Anselmo is seeking applications for the full-time position of Senior Building Inspector in the Public Works and Building Department.  It is an exciting opportunity to work in a broad range of areas, to help shape the future of the Town.

The Department of Public Works maintains the Town’s infrastructure to support the community. With a staff of 15, the department is responsible for the operation and maintenance of the following public facilities: roads, parks, buildings, parking, equipment, and vehicle fleet. In addition, Town engineering, capital construction projects, and natural disaster response are also managed within the Public Works department.

THE POSITION

Typical duties of the Senior Building Inspector position include, but are not limited to:

• Make field inspections of buildings and public works permits to ensure compliance with approved plans, specifications, and applicable building, electrical, plumbing, and mechanical codes, statutes, and regulations of the Town, county, state and federal agencies.
• Review, approve and issue permits for construction work.
• Check plans and specifications for completeness, accuracy, and compliance with codes and ordinances.
• Investigate code violations and complaints.
• Conduct residential resale inspections, prepare and issue reports upon the sale of all residential property.
• Perform re-inspections and follow-up as necessary to gain compliance.
• Provide information and guidance to the public regarding codes, ordinances, and the permitting process.
• Provide technical information and interpretations regarding codes, ordinances and compliance methods to contractors, builders, designers, and the general public.
• Resolve difficult and complex code interpretation, enforcement, and inspection problems, issues, and conflicts.
• Prepare and maintain accurate records, reports, and files.
• Write clear and concise letters as needed.
• Provide staff assistance to the public at the department’s service counter as needed.

 Minimum Qualifications (Knowledge and Abilities):

• Knowledge of state and local building, electrical, plumbing, mechanical, energy, accessibility, and fire codes and local building, fire and zoning ordinances.
• Principles and techniques of building construction, building materials and accepted safety standards; Principles and techniques of building inspection.
• Ability to read, analyze and interpret building plans and specifications; understand, interpret and apply codes, ordinances, and regulations; communicate clearly and concisely in English, both orally and in writing.
• Use windows-based computer programs such as MS Word and Excel.
• Operate a car and pickup truck safely, back vehicle a long distance, and steer through narrow roadways and hillsides.

Experience and Training:

• Five years of progressively responsible experience in building inspection, including commercial inspection and/or plan check experience, of which two (2) years must be at full journey level.
• Three years of experience as a building inspector or related field involving inspection or code enforcement.
• Graduation from high school or equivalent to the completion of 12th grade – college training in the field of civil engineering, architecture, or building technology may be substituted for equivalent year of work experience. Associated of Arts degree preferred.
• Possession of, or ability to obtain within 3 months, a valid California driver’s license
• Possession of, or ability to obtain within 6 months, certification, through the International Code Council, as a California Residential Building Inspector- J1 and California Commercial Building Inspector- I1

Special Requirements/Physical Demands:

• On-site field inspections and office work require a moderate amount of physical agility. Intermittently walk, stand, twist, squat, kneel, climb, and bend both in the office and in the field.
• On a continuous basis, sit at a desk or stand at a counter to answer questions of the public.  Write by long hand and use a computer keyboard to communicate through written means.
• Frequently lift or carry a weight of up to 10 pounds and occasionally up to 50 pounds.
• The nature of the work requires the individual to climb 30’ to 40’ ladders or scaffolding to reach high areas such as roofs, balance on narrow walkways or steep-pitched roofs, crawl through narrow openings and in confined spaces.
• During inspections, the individual may be required to walk on uneven surfaces. Work will require exposure to intermittent uncomfortable working conditions such as dust, noise, and extreme cold or heat. Inspections are done out-of-doors year-round.

The City of Menlo Park is seeking engineering professionals, with exceptional technical and project management skills, for Senior Civil Engineer positions in the Public Works Department (Department) Capital Improvement Program (CIP) Division. The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director. The CIP team delivers projects for City owned facilities including streets, buildings, storm and domestic water, and parks. The Senior Civil Engineer is responsible for executing CIP projects from planning through completion and managing assigned staff.

• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has nearly a $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. Some of the exciting efforts on the horizon include efforts to protect the San Francisco Bay shoreline and adjacent community from sea level rise; efforts to eliminate the City’s reliance on fossil fuels through building and fleet electrification; making investments in transportation safety through strategic quick-build projects and large infrastructure changes like a pedestrian/bicycle undercrossing at Caltrain; and ensuring the equitable delivery of services throughout the entire city in alignment with the goals and programs developed as part of the city’s first environmental justice element underway.

Department

The Santa Clara City Library is a department of the City and has positioned itself as a dynamic community hub, providing access to information, literacy resources, educational programming, and promotes civic engagement in Santa Clara. The Library Department is organized into several divisions: Administration, Adult Services, Branch Services, Customer Services, Facilities, Read Santa Clara, Technical and Technology Services and Youth Services. Santa Clara City Library is in the process of finalizing and implementing its new Strategic Plan that will support the direction of future library services. 

 

Position

Read Santa Clara, the adult and family literacy program of the Santa Clara City Library, has offered English as a Second Language (ESL) services since 2023, as part of a state grant project. The ESL Program Assistant provides 1:1 and small group tutoring for limited English-speaking adults to strengthen their basic English speaking and listening skills and help achieve their goals. This position works with and reports to the ESL Program Specialist and Literacy Program Supervisor. This position is responsible for supporting literacy volunteers, assessing adult learners’ literacy needs, and documenting program data for grant reporting.  The ideal candidate has a passion for serving adults with limited English language skills from historically underserved communities.

 

This is a grant funded position for 15 hours a week till June 30, 2026. The position’s continuation beyond this date is subject to the availability of grant funds.

 

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

TYPICAL DUTIES:

• Assist with assessing the language skills of adults with limited English-speaking skills and who do not speak English as a first language
• Tutor 1:1 and small groups at the library and at various community outreach sites
• Offer support to learners in meeting their goals
• Assist in recruiting, training and supporting volunteers to support small groups in the library and at community sites
• Be culturally sensitive and responsive to the needs of learners from diverse cultural, ethnic and socio-economic backgrounds
• Work at school sites to help parents/caregivers during school hours
• Work closely with the ESL Program Specialist and community partners to meet community needs
• Assist with collecting and maintaining accurate data in a timely manner for grant reporting

Minimum Education Requirements:

Bachelor’s degree OR equivalent work experience

 

Minimum Experience Requirements:

One or more years of experience working/volunteering in adult literacy/parent education, ESL or basic literacy tutoring

Lead a high-impact technology team at one of California’s most innovative trial courts.

San Mateo Superior Court is searching for an experienced and strategic Information Technology Manager to oversee the Business Applications unit responsible for designing, implementing, and sustaining the enterprise systems that keep Court operations running seamlessly. Reporting directly to the Court Director of Information Technology, you will guide a talented team, partner with internal and external stakeholders, and drive technology solutions that enhance judicial services, support data-driven decision-making, and advance the Court’s long-term priorities.

 

The Position:

Under the general direction of the Court Director of Information Technology, this position plans, organizes and supervises the work of the Court’s business application team responsible for design, development, implementation and support/maintenance of applications and technology solutions to support achievement of the Court's mission and business, operating and judicial objectives.  The Court’s business application team performs limited in-house development.  The team primarily implements, enhances, maintains and supports enterprise-wide, vendor developed systems.

The Information Technology Manager (IT Manager) provides supervision and direction for the ongoing maintenance, technical support, configuration, and customization of Court case management system applications and associated systems.

The IT Manager also coordinates and works closely with internal and external stakeholders to ensure sound, efficient technology solutions that meet the Court’s objectives. Performs other duties as assigned, demonstrating flexibility in responding to emerging needs and technology initiatives.

In addition, the IT Manager in the Business Applications section works closely with the Court IT Manager in the Infrastructure section to deploy solutions to support achievement of the Court's mission and business, operating and judicial objectives.

 

Distinguishing Characteristics:

Positions in this classification exercise a high level of judgment, influence, and subject-matter expertise to develop, implement, and administer plans, policies, and programs that advance the Court’s strategic priorities and organizational goals. Incumbents serve as key advisors and change leaders, ensuring initiatives are aligned with long-term objectives and operational excellence standards. Positions in this classification are responsible for exercising judgment, influence and expertise to formulate and administer plans, policies and programs in support of organizational goals and objectives. 

Court Information Technology Managers provide strategic leadership and oversight of professional and technical staff responsible for the design, development, implementation, and ongoing support of a broad portfolio of applications, systems, and user/workstation services. They ensure technology solutions are reliable, secure, and aligned with Court operational, administrative, and judicial service needs, enabling efficient business processes and high-quality service delivery across the organization. 

Incumbents provide strategic stewardship over assigned cost center budgets and ensure proactive planning, prioritization, and execution of technology initiatives of varying size, scope, and urgency. This includes aligning projects with organizational priorities, optimizing the use of financial and human resources, and ensuring outcomes are delivered on time, within budget, and in accordance with enterprise technology standards and long-range strategic goals. 

Incumbents are expected to cultivate and sustain strong, customer-focused partnerships with court managers and executives, judicial officers, justice-system stakeholders, and Judicial Council of California staff. These relationships support effective collaboration, alignment of technology solutions with Court needs, and the advancement of shared operational and strategic priorities across the justice community. 

Incumbents lead and participate in the assessment and adoption of emerging technologies, tools, standards, and frameworks to drive innovation and ensure the Court’s technology processes, systems, and solutions remain efficient, secure, and aligned with industry's best practices. 

 

Examples Of Duties:

Duties may include, but are not limited to the following:

• Plans, organizes, controls, integrates and evaluates the work of assigned staff; implements and monitors work plans to achieve goals and objectives; develops, recommends and monitors project performance metrics; supervises and participates in developing, implementing and evaluating project plans, work processes and procedures to achieve established goals and objectives.
• Supervises and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides training, coaching and mentoring for performance improvement and development; takes disciplinary action to address performance deficiencies, in accordance with Court policies and labor contract agreements.
• Provides day-to-day leadership and project management oversight, and works with staff to ensure a high performance, customer service-oriented work environment that supports achieving the Court’s mission, objectives and service standards; applies best practices and quality assurance processes to assigned areas of responsibility.
• Develops and maintains strong customer relationships to ensure effective service delivery and customer satisfaction; interacts with users regularly to develop and refine requirements, gain agreement on solutions and deliverables, report on progress, monitor satisfaction, identify and resolve concerns and conflicts and seek cooperation, involvement and action to achieve mutual objectives; develops a broad understanding of user business, service delivery and operational requirements; advises and consults with managers on uses of technology to improve business and operational performance; informs managers on industry trends and technology developments.
• Supervises and may participate in developing and managing multiple application development or implementation projects and other technology solutions of varying size, scale, complexity and urgency; reviews and approves and may assist in developing project scope of work and boundaries, detailed project plans, milestones and deadlines and project budgets; oversees and may participate in performing business process and work flow analyses; oversees development of business and data models; oversees and may participate in testing and evaluating vendor packages, products and hardware; integrates new projects into overall work plans; coordinates and integrates work on multiple projects and project teams; conducts project team meetings; oversees and supervises staff to ensure project completion and accountability for results.
• Supervises and oversees development and implementation of comprehensive systems test plans; oversees or develops implementation plans and solution deployment strategies for approval; approves placing applications into production; monitors operations and performance; ensures timely and effective problem identification and resolution; supervises the development of systems and user documentation following quality assurance processes and standards; supervises and oversees user training.
• Supervises and may participate in the activities of staff responding to customer requests for services and resolution of problems associated with their use of computer hardware, standard and specialized software, peripheral equipment, devices, network connectivity and other technology tools; researches data and proposes response and resolution standards and guidelines.
• Handles difficult customer relations situations, involving upset and dissatisfied customers and requiring a high degree of sensitivity and use of sound independent judgment; takes action to resolve customer complaints or ensures that appropriate action is taken by court technology staff.
• Meets and works with project teams, user groups, technical committees and/or court executives and managers to review progress and resolve project issues, problems and bottlenecks; participates in joint working sessions with internal and external stakeholders.
• Prepares and assesses project cost estimates and justifications for new systems or system modifications; drafts Requests for Proposals, evaluates responses and recommends vendor selection; drafts language and assists in negotiating and administering vendor contracts; monitors project progress and reviews or prepares status reports; reviews and acts on project and/or contract change requests; approves deliverables.
• Oversees and participates in analyses, evaluations and risk assessments required for implementation and integration of new large scale and/or highly complex technology solutions.
• Supervises, participates in development and ensures the enforcement of Court-wide technology security policies, protocols and standards in areas of assigned responsibility; participates in or coordinates development of Court-wide disaster recovery and business continuity plans.
• Provides guidance to staff in troubleshooting applications, network and systems communications, software and hardware problems to ensure prompt resolution.
• May serve as project manager for designated projects.

 

Qualifications:

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify could include:

• Education: Graduation from a four-year college or equivalent technical certification with coursework in computer science, information systems or closely related field, AND a minimum of 60 semester or 90 quarter units in IT courses.
• Experience: A minimum of three years as an Information Technology manager or supervisor of at least three staff; a minimum of five years of progressively responsible experience in the planning, design, development, implementation, maintenance, and support of core business applications.
