San Juan Water District Seeks an Electrical Instrumentation Technician

The Electrical Instrumentation Technician is part of the Operations team, performing specialized and technical duties associated with the troubleshooting, maintenance, installation and repair of electrical gear, breakers, electronic equipment, and instrumentation controls associated with surface water treatment plant, pump stations, distributions system facilities, wholesale meters, and medium voltage solar site component. 

Duties Include: 

• Performing corrective and preventative maintenance on electrical switchgear, breakers, transformers, process control systems, flowmeters, transmitters, gauges and other instrumentation and control equipment.
• Performing skilled duties related to the troubleshooting, maintenance, repair, installation, and testing of instrumentation, Programmable Logic Controller’s (PLC’s), telemetry, electrical and electronic components and instruments used in treatment plants, distribution systems and solar fields. 
• Recognizing, identifying and correcting problems with control and instrumentation equipment.
• Planning, installing and maintaining sophisticated electrical, instrumentation, and control systems; developing and using diagnostic problem solving techniques.
• Inspecting, adjusting, installing, calibrating, and repairing electrical and electronic equipment such as Variable Frequency Drives (VFD’s), breakers, transformers, motors, transducers, motor control centers, switches, wiring, electronic circuits, meter transmitters, (Cl2) sensors, and related devices.
• Installing, maintaining, calibrating, and troubleshooting control systems and water quality instruments, analyzers and electrical systems as they relate to water treatment, distribution, and solar systems.
• Working collaboratively with engineering to maintain and modify drawings of District’s Electrical Systems, PLC’s and SCADA systems.
• Assisting in new project design, inspection, installation, and troubleshooting of electrical 
• Systems, including but not limited to, submittals, RFIs, change orders, site layout and planning of specific drawings.

To be considered, candidates should be knowledgeable of principles and practices of electrical theory and electrical circuits, practices and techniques used in the design, installation, testing, calibration, maintenance and repair of radio telemetry, cellular communication, 4160V solar field, electrical and electronic equipment, instrumentation and controls as they relate to water treatment and distribution systems. 

The qualifications include:

• Graduation from high school or equivalent with additional supplementary course work in electrical, electronics, instrumentation, control systems, or equivalent material pertaining to the field of electronics AND
• Three years of journey level experience in the design, construction, installation, modification, maintenance, and repair of electrical/electronic equipment, instrument systems, and control devices common to an industrial facility, water treatment plant, and distribution systems. 
• Possession of a valid California motor vehicle operator's class C license.

The salary range is $55.81 - $66.97, depending on qualifications. In addition, the District offers competitive benefits which include District contribution to CalPERS retirement, medical (100% of premium for most offered plans), dental and vision for employee and dependents; District paid life insurance; 12 paid days of sick leave; 12 paid holidays; and paid vacation depending on length of service. In addition, the District provides retiree health benefits with 50% of the premium paid with 10 years of service and an additional 5% with each year of service up to 100% with 20 years of service in CalPERS participating agencies.

Position Summary

The Deputy General Manager, Bus Transit Division plans, organizes, and directs all activities of the Bus Transit Division and performs all duties and responsibilities subject to executive approval by the General Manager within limits of Board of Directors policy.  The Deputy General Manager, Bus Transit Division exercises the maximum degree of initiative and judgment in developing, coordinating, and executing policies, programs, methods, and procedures relating to operations, maintenance, administration, and related activities.   Responsibilities include routine high-level personal contact with transit agency personnel, civic groups, and members of boards and commissions.  This individual must have the ability to negotiate effectively, resolve conflict, and inspire others to achieve the vision of the Golden Gate Bridge, Highway and Transportation District. The Deputy General Manager, Bus Transit Division collaborates extensively with the General Manager, District Board of Directors, Officers, Deputy General Managers for the Bridge Division, Ferry Division and Administration and Development Division and various department managers to formulate and implement strategic objectives to successfully execute the District’s mission.

Essential Responsibilities

• Plans, organizes and directs the administration, operations, safety, training, fleet and facility maintenance, and service scheduling activities of the Bus Transit Division.  Collaborates extensively with the Deputy General Manager-Ferry and other transit agencies to effectively coordinate service
• Oversees operations and maintenance at several facilities including San Rafael, San Francisco, Santa Rosa and Novato
• Directs and manages a customer-focused approach to services consistent with the District’s values, including service, respect, integrity, accountability, teamwork, safety and inclusion; establishes policies and procedures to address operational and administrative issues/challenges within that framework
• Leverages performance monitoring systems, programs and/or technologies for identifying strategies and approaches to achieving the most economical use of workforce and equipment while maximizing service for meeting ridership needs
• Champions the implementation of new technologies and innovative solutions in response to operating challenges and regulatory changes within the Bus Transit Division

• Reviews and approves plans for scheduling changes and expansion of service; coordinates activities of the Scheduling Department in preparing for new service or for changes in service in coordination with adjoining transit systems

• In collaboration with the District’s Planning Department, researches, recommends and implements solutions for transportation issues and concerns including service expansion or reduction planning
• Participates in the preparation of procurement documents and makes recommendations to the General Manager and Board for acceptance of the various bids and proposals received
• Plans, assigns, reviews and evaluates work of staff; selects and trains employees as appropriate; responds and resolves personnel issues and problems; recommends and implements employee discipline
• Provides leadership in creating a work environment that encourages process and continuous improvement, performance management, communication, accountability, and collaborative problem solving
• Identifies and facilitates relevant training, workforce development, and teambuilding programs for promoting customer service and improvements to processes to enhance service delivery and operational efficiency
• Participates directly in labor negotiations, labor and employee relations, and labor contract administration; may conduct final step grievance hearings on appeal decisions with unions operating in the bus Transit Division and at times, conduct hearings for matters in other Divisions of the District
• Leads efforts to strengthen labor-management partnerships with Bus Division collective bargaining units, including the Workforce Investment Network (WIN) Partnership with ATU Local 1575 that provides the foundation for the Bus Operator Mentor, Pre-apprenticeship and Apprenticeship Programs
• Fosters relationships with community-based organizations (CBOs), local colleges, and other community stakeholders; leverages those relationships to strengthen GGT’s community presence and understanding of its services, to build local goodwill, and to access resources and/or services that support employee recruitment and retention efforts
• Monitors local, state and federal policies and regulations, analyzes their impact on the operational efficiency, effectiveness, and sustainability of the Golden Gate Transit (GGT) system; effectively communicates any impacts to the General Manager, District colleagues and internal staff
• Participates as a member of the District’s executive management team
• Works collaboratively and effectively with District staff to carry out the organization’s vision and mission and advance projects and programs for meeting operational priorities 
• Acts as a liaison between the Board of Directors, its committees and the Bus Division on transit policy, programs and related matters; prepares detailed reports and recommendations for agenda items for presentation at Board and Committee meetings
• Represents to the Golden Gate Bridge, Highway and Transportation District at national and regional meetings of the American Public Transportation Association, the California Transit Association, the Metropolitan Transportation Commission, and other transit-related organizations

Acceptable Substitution:

License/Certifications:

Possession of a valid California Class C driver’s license is required at time of appointment and for the duration of employment.

Desirable Qualifications:

• Experience with Remote Terminal Units (RTU’s), microprocessor based relays, Distributed Network Protocol (DNP), and ABB Network Manager – S (SPIDER) Energy Management Systems (EMS), VM Ware, virtualization, SAN/NAS storage, and IBM Blade Centers is highly desirable.
   
• Experience using Supervisory Control and Data Acquisition (SCADA) systems is highly desirable and may be required depending upon assignment.

• Analyze risk and develop, implement, and test disaster recovery and business continuity plans for paper, electronic, and film-based records.

Automation & Digital Transformation

• Lead the automation of records and information workflows, including digital file labeling, access controls, and metadata standards.
• Oversee automated retention and disposition processes to identify duplicates, enforce retention schedules, and destroy records appropriately.
• Manage the implementation of automated PRA tools, including AI-assisted request development, historical search capabilities, notifications, and reminders, with the goal of reducing PRA volume and staff workload.

Reference Library & Records Management

The previous experience of an ideal candidate will include:

The Department

 The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.  

The Department is responsible for:

• The maintenance of about 235,000 assessments and around $308 billion local property tax roll
• The maintenance of County birth, death, and marriage records
• The maintenance of over 3,000,000 recorded land records
• The conduct of local elections
• The maintenance of the voter registration rolls representing over 330,000 County voters 

The Department is also responsible for a budget of about $27 million, election billing to all jurisdictions, and 15 governmental trust funds.

 

In general, Senior Appraisers:

• Apply extensive appraisal skills to seamlessly transition between diverse teams, including residential and commercial valuations, exemptions processing, and Change in Ownership assessments, ensuring valuations are conducted in accordance with relevant Revenue and Taxation codes.
• Obtain, process, and analyze data for timely completion of the valuations of the most complex and specialized residential, commercial, industrial, manufacturing, technological, agricultural, institutional, mixed-use, and special-use real and personal property for tax assessment purposes.
• Present appraisals before the Assessment Appeals Board.
• Perform lead work and train new workers.

Certification:  Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. 

A typical way to qualify is two years of experience performing a full range of audits and appraisals of tangible and taxable property for tax assessment purposes. Such experience is typically the same as the work of an Appraiser II in San Mateo County.

The Behavioral Health and Recovery Services (BHRS) Division is seeking an experienced individual to serve as a Mental Health Program Specialist for the Prenatal to Three Unit.  

This position coordinates and supervises a specialized behavioral health program serving pregnant and postpartum caregivers and children ages 0-5, provides clinical leadership, supervises a small team of professionals and interns, collaborates with community partners and helps design and maintain responsive service delivery systems.

Clinical Supervision & Leadership
