Essential functions of the class include:

• Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).
• Inspects and tests: machinery and equipment for safe, efficient and proper operation by visual and audio inspection during walk-throughs and by standard monitoring; fire prevention equipment to ensure safe and proper functionality; water storage and multiple distribution systems, high pressure zones, wood and steel storage tanks, pumps and relief valves, and samples of water.
• Makes entries and keeps records on shift operation by taking and entering gauge readings and accurate water laboratory analysis readings and temperatures on operating log sheets or into a computer data system to ensure preventative maintenance and equipment history; and changes charts and recordings accordingly.
• Receives, records and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.
• Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.
• Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. As part of an emergency response team, recognizes, evaluates, and responds to potentially hazardous situations.
• Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.
• Performs related duties as required.

Nature of work
Involves physical effort in the repair and maintenance of machinery and equipment; the ability to lift heavy objects; exposure to working conditions where minor abrasions, bruises, and burns may occur; occasional uncomfortable work inside closed and dirty spaces; exposure to potential uncomfortable weather conditions and traffic conditions; and requires physical stamina to stand, stoop, bend and climb ladders while working in confined spaces, entryways and tight crawl spaces.  Some positions may also require the ability to operate both automatic and manual automobile transmission as needed. Employees may be required to work rotating shifts, nights, weekends, and holidays, and a shift of up to 12 hours.

MINIMUM QUALIFICATIONS:

1. Four (4) years of verified journey-level stationary engineer experience in the maintenance, repair and operation of a variety of mechanical and electrical pumping, heating, air conditioning, ventilating and related plant machinery used in a government establishment, hospital, industrial, production or commercial building; AND

2. Possession of a valid California Driver’s License; AND

3. Possession at time of hire a Universal Chlorofluorocarbon (CFC) certificate issued by the Federal Environmental Protection Agency.

Substitution: (Any of the following may be substituted for the required experience)

• Completion of a recognized four-year Stationary Engineer apprenticeship program
• Graduation from a recognized four-year Maritime Academy with a degree in engineering or technology
• Possession of at least a 3rd Assistant Marine Engineer's License of any (unrestricted) horsepower

The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 7334 Stationary Engineer is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing. All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time. Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll. A positive, adulterated, negative dilute or substituted test will result in a decision not to hire, and the applicant’s name will be removed from the list of eligibles for Safety-Sensitive positions. The SFMTA will not consider hiring any person who tested positive, adulterated, substituted or refused to submit to testing for a minimum of two years following the positive test.

In addition, each applicant who has worked for a Department of Transportation (DOT)-regulated employer(s) within the last two years will be required to sign a consent form, prior to appointment, authorizing SFMTA to obtain information from his/her prior employers concerning his/her drug and alcohol test history. The Wastewater Treatment Plant (WWTP) is a 15.7 MDG sub-regional facility that serves an estimated 164,545 customers  administering the annual operation and maintenance budget over $12.8 million with a staff of 34 professional and technical personnel.  The City of San Mateo is building a team tasked with the safe and continuous operation of the current expansion of this conventional activated sludge plant by introducing new facilities including; preliminary treatment, primary treatment, enhanced biological nutrient removal/membrane bioreactors (BNR/MBR), biological and chemically enhanced treatment (BioACTIFLO), and additional upgrades to existing process equipment. A vital and instrumental member of this team is the WWTP Operator III.

The Position

This position will receive general direction from the Chief Plant Operator and instruction from their Shift Supervisor to provide daily guidance to lower level operators and trainees. The WWTP Operator III will be responsible for supporting these efforts to guide, develop and mentor staff on their assigned shift, act in a supervisory capacity in the absence of the Shift Supervisor, and is the assigned lead in getting both scheduled and unscheduled work completed. Those who have prepared themselves and are ready for the challenge to use their skills as a journey-level wastewater professional should seriously consider this opportunity.

This position is assigned rotating shifts working nights, weekends, and holidays with on-call emergency response 24 hours per day.  However, along with this challenge is the benefit of working  a 12-hour shift that results in a very favorable work/life balance and requires the minimum commuting days as compared to other standard 8-hour shifts.

The Duties

Depending upon assignment, duties may include, but are not limited to the following.

Operate wastewater treatment facilities to control flow and processing of wastewater, sludge and effluent; monitor gauges, meters and control panels; observe variation in operating conditions, interpreting meter and gauge readings and test results to determine process requirements.

• Operate valves and gates; start and stop pumps, engines and electric motors to control and adjust flow and treatment processes; operate and maintain boilers; perform routine maintenance work on valves, tanks, related equipment and facilities to optimize performance.
• Maintain appropriate plant records to support water quality goals.
• Perform the duties of the Designated Operator-in-Charge when required in accordance with State regulations.
• Operate rolling vehicles and stationary machinery as required to perform essential job functions.
• Foster and maintain good working relationships and provide excellent customer service in the course of their work.
• Assist in the inventory, requisition, and purchase of supplies and materials.
• Supervise and train less experienced operators on assigned shift.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Parks, and Building Maintenance divisions. The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space.

The Building Maintenance Division maintains 32 facilities totaling more than 563,000 square feet and over 275 acres of park land. The division provides janitorial, preventative maintenance services, and necessary building and related equipment repairs to all of the City's facilities, including interior and exterior work. The division also performs a variety of tasks, which include moving furniture, set-ups, and many other miscellaneous tasks as required. 

Ideal Candidate

The ideal candidate will have knowledge of methods, materials, tools, equipment, and techniques used in performing custodial repair and maintenance; occupational hazards and safety practices and procedures related to the work; and techniques for dealing with the public, City staff, and representatives of contractors in an effective manner. The ideal Building Maintenance Custodian will also have the ability to maintain proper standards of cleanliness in assigned areas; follow written and verbal instructions; maintain basic records; and use materials, tools, and equipment safely and effectively form physical labor, including periodic heavy labor.

• Sweeps, mops, waxes and polishes floors; shampoos and cares for carpets and rugs.

The Ethics Commission is responsible for the independent and impartial administration and enforcement of laws related to campaign finance, public financing of candidates, governmental ethics, conflicts of interest, and registration and reporting by lobbyists, campaign consultants, permit consultants, and major developers.

The successful candidate should expect to perform their duties in a hybrid work environment with at least three days onsite per week per current City policy. Additionally, any City employee may be called in for Disaster Service Work duty or to work onsite with 24-hours’ notice.

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.
• Manage the department’s HR and personnel functions and lead initiatives to promote staff engagement and professional development.
• Direct the department’s annual budget development process by working with Commission staff and City stakeholders to get necessary funding approved through the City’s budgeting process.
• Track ongoing spending using the City’s financial systems and monitor adherence to the approved budget.
• Manage the department’s contracting needs and establish internal procedures and documentation for related business processes.
• Design and implement standardized workflows, procedures, documents, and tools for the Commission’s departmental business processes. Identify ways to improve business processes using automation.
• Establish effective metrics that inform the department’s operations and programmatic work in a data-driven manner. Develop processes to generate and track performance measures broadly across functions for leadership and staff, using automated tools in collaboration with the technology division.
• Manage services from other departments to support the Commission’s operations and serve as a liaison for departments and other stakeholders.
• Prepare management reports, annual reports, agency publications, and financial reports to provide regular progress updates regarding departmental goals and operations. Provide presentations at Commission meetings as needed.
• Maintain information on the Commission’s website, including budget, operational reports, and Commission information, in compliance with the City’s language access and digital inclusion standards.

• Support Commission-related operations including assisting with public meetings and onboarding new Commissioners.
• Act on behalf of the Executive Director when requested to provide business continuity for other programmatic and business functions.
• Maintain absolute confidentiality of sensitive information obtained through the course of completing assignments while working comfortably in an open government environment.
• Maintain and retrieve documents, records, and correspondence in accordance with established procedures for data retention and records requests.
• Establish and maintain effective professional relationships that foster an inclusive work environment and constructive problem-solving.

• Demonstrate sound independent judgment and the highest standards of integrity in carrying out duties.
• Perform other related duties and responsibilities as assigned.

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND
• Two (2) years of managerial experience in governmental ethics, campaign financing, and/or lobbying laws and regulations, all of which must include supervisory experience.

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.
• Extensive knowledge and expertise in organizational policies, systems, and issues in a government setting.
• Proficiency with computers and software applications, including with Microsoft Office tools, electronic filings systems, collaboration and project management tools (SharePoint, MS Teams, Jira or similar), financial & accounting systems, digital signature tools (DocuSign or similar), and content management systems (WordPress or similar).
• Familiarity with data analysis skills including advanced Excel, PowerBI, Tableau, or other statistical/analytics tools. Comfortable working with complex datasets and databases.
• Strong leadership and management skills and experience working effectively with diverse stakeholders in fast-paced, sensitive, and politicized settings.
• Ability to operate as an effective tactical and strategic thinker.
• Exceptional written and verbal communication skills with excellent presentation and organizational skills.
• Adaptability and flexibility in handling changing circumstances in dynamic work environments.
• Ability to plan, prioritize, exercise initiative, and complete multiple competing projects within established timeframes while also ensuring accurate, high-quality work products.

Position Duties  

The Department of Public Works is recruiting to fill an Information Systems Analyst (ISA) position within the Enterprise GIS (Geographic Information Systems) team.  

Salary range(s) for this classification is $137,089.68- $167,032.32 annually. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.  

The Enterprise GIS team operates out of the Department of Public Works but works across the city to coordinate GIS efforts, lead multi-departmental GIS projects, geospatially-enable City business systems, and administer Enterprise GIS infrastructure for citywide use. The city has standardized on a modern technology stack consisting of Windows Server, Esri ArcGIS platform, VertiGIS Studio, Safe Software FME, and SQL Server enterprise geodatabases. The city has an enterprise license agreement with Esri, and the Enterprise GIS team maintains a large Enterprise GIS server environment with public and internal-facing ArcGIS Server instances, complementary ArcGIS Portal and ArcGIS Online organizations, an SDE environment featuring a data catalog with over 1,000 feature classes, and integrations with dozens of business systems.   

The ISA is a professional-level position in the IT professional management series and responsible for GIS system administration, database design, business system integration, application development, and implementation of large-scale enterprise projects. The position requires a GIS professional with broad technical experience as well as the ability to take initiative and direct others. The ideal candidate must be a strong individual contributor that is able to take full ownership of projects, designing solutions in alignment with City Enterprise GIS standards and industry best practices and working at a hands-on level to build, implement, and support such solutions. The position also demands proven ability to troubleshoot and resolve complex technical issues with limited resources. Advanced knowledge of the ArcGIS platform and experience with GIS server administration is required. Experience with VertiGIS Studio and GIS web application development in an Esri environment is highly desirable.   

The GIS ISA reports to the Enterprise GIS Manager. This position is responsible for programming that supports the development and maintenance of major applications used citywide.  

Key responsibilities and duties may include, but are not limited to the following:   

• Administer Enterprise GIS server environment (ArcGIS Enterprise, VertiGIS Studio, FME Server), including planning for and conducting system upgrades; applying and confirming patches; capacity planning and load testing; publishing and tuning services; managing backups; troubleshooting and resolving system issues; managing security policies, user accounts, roles, and permissions; and maintaining system documentation. 

• Meet with business owners and end users to gather and document requirements for GIS solutions. Design, build, and deploy mapping applications on the ArcGIS platform. Provide documentation, training, and support to end users.  

• Develop and maintain web mapping applications using VertiGIS Studio Web 5.x, including web map authoring, site configuration, and development of print templates, reports, and workflows.  

• Develop and maintain complex geoprocessing routines and ETL workbenches using FME and/or Python.  

• Conduct data modeling and design activities for new datasets by analyzing inputs and developing appropriate schemas in alignment with City standards. 

• Build and support GIS integrations with City business systems.  

• Lead large-scale, cross-department Enterprise GIS projects. Work collaboratively with departments to reduce program redundancies and support effective use of enterprise resources. Train end users on enterprise standards and best practices; provide development oversight and guidance. 

In addition, this position is part of a team responsible for providing GIS support in the Emergency Operations Center (EOC) when activated.

The City of Berkeley invites you to apply for the position of Advanced Practice Provider in the Health, Housing & Community Services Department! In the Public Health Division, the Advanced Practice Provider provides health care at the Berkeley High School Health Center (BHSHC) and the City of Berkeley's Public Health Clinic. This position has overall responsibility for the delivery of clinical care and supports other clinical staff.

This is an hourly, part-time position working up to 19 hours per week. It is not a benefited position.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills and abilities outlined above is:

• Equivalent to graduation from a Physician Assistant program from an accredited institution approved by the Physician Assistant Board of California (PAB) and one year of clinical experience in a health-related occupation; OR
• Equivalent to completion of a graduate-level Nurse Practitioner program from an accredited institution approved by the California Board of Registered Nursing (BRN). Completion of an approved preceptorship and appropriate academic training in an area of specialization covering extended roles in traditional nursing and must meet all other requirements as an advanced practice registered nurse as specified in standards by the California Board of Registered Nursing.

Education and training in specialty area appropriate to the clinical assignment are desirable.

Other requirements include:

• Must possess a valid and active license as a Registered Nurse and certification as a Nurse Practitioner by the California Board of Registered Nursing (BRN) or possess a valid and active license as a Physician Assistant by the Physician Assistant Board of California (PAB).
• Must possess the ability to prescribe, dispense, and administer medication.
