Class Characteristics

This is the advanced-level classification in the Accounting Technician series responsible for performing the most complex work assigned to the series.  Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment.  Positions in the classification rely on experience and judgment to perform assigned duties in accordance with federal, state, and local laws, rules, and regulations.  Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines and methods to complete assignments.  Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This class is distinguished from the Assistant Finance Director in that the latter has full management and supervisory authority in planning, organizing, and directing the full scope of accounting and finance operations within the department.

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:   Equivalent to an associate degree in accounting or twelve (12) units of relevant accounting classes and three (3) years of increasingly responsible experience in a technical area of accounting processing, such as payroll or general accounting.

Description

The Town of Hillsborough is seeking highly motivated, positive, and people-oriented candidates for part-time per diem Communications Officer positions in the Police Department. Shift coverage is needed on daytime and overnight shifts. This position is only open to candidates with two or more years of experience as a Public Safety Dispatcher in California in the previous five (5) years.

 

Per Diem Communications Officer

GENERAL PURPOSE

Under general supervision, receives and transmits routine and emergency telephone and radio traffic;

dispatches and coordinates police, fire, public works and other municipal staff and equipment via multi-frequency two-way radio; maintains and processes a variety of communications reports, records, and radio logs; and does related work as required.

 

CLASS CHARACTERISTICS

Communications Officer II

This classification has primary responsibility for staffing the Town’s public safety dispatch communication center. Under most circumstances, the training and experience for this position would occur by having prior experience working for another police department as a Communications Officer for a period of at least two years.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Communications Officer II typically performs, but is not limited to, the duties noted below on a regular basis:

• Receives and handles incoming telephone and voice radio calls for police, fire, ambulance, and public works

• Secures and records information as to exact locations and circumstances using radio or other equipment to dispatch appropriate units to the emergency scene.

• Maintains radio contact with local units on assignment and directs and coordinates with staff from other agencies on a mutual-aid basis, as needed.

• Operates a multi-channel two-way radio, telephones, teletype, office equipment and software systems.

• Performs numerous duties simultaneously.

• Prioritizes calls for service as well as other work-related tasks such as assisting with schedule, monitoring email account or assisting with social media.

• Maintains radio logs and records other information as required.

• Maintains resource files for computer aided dispatch system.

• Serves as trainer to newly hired dispatchers on as needed basis.

• Assist with providing state-mandated training on relevant matters to other department staff, as directed.

• Oversees and performs work related to the warrant process.

The County Executive’s Office is seeking a well-qualified Assistant County Chief Financial Officer (Assistant County CFO) to join a high-performing team of public finance professionals supporting the County of San Mateo’s fiscal stewardship and service delivery.

THE POSITION

The main role for this position of Cybersecurity Analyst I/II will focus on Cybersecurity. The candidate that fills the role will assist in defining enterprise cybersecurity policies, standards, guidelines, and procedures to ensure a robust and current cybersecurity program. They will also be responsible to monitor and analyze cybersecurity incident-related data and determine the appropriate response.

 

 

DEFINITION

Cybersecurity Analyst I: Under general supervision, provides professional level work, including the design, implementation, evaluation, and daily management of security systems and solutions; and performs duties related to threat detection and prevention, education, risk assessment, compliance, governance, business recovery, forensics, and incident response. This position requires a strong understanding of cybersecurity concepts, as well as the ability to work in a dynamic, public service-oriented environment. Other duties would include but not limited to assisting Network Administrators with items relating to the Network Administrator position.

 

Cybersecurity Analyst II: Under limited supervision, provides advanced level work, including the design, implementation, evaluation, and daily management of security systems and solutions; and performs duties related to threat detection and prevention, education, risk assessment, compliance, governance, business recovery, forensics, and incident response. This position requires a strong understanding of cybersecurity concepts, as well as the ability to work in a dynamic, public service-oriented environment. Other duties would include but not limited to aiding other Network Administrators with items relating to the Network Administrator position. Positions in this class require frequent use of a high degree of independent judgment and interpretative ability.

 

Positions in the Cybersecurity Analyst II classification are flexibly staffed and normally filled from advancement from the Cybersecurity Analyst I class, or when filled from the outside, require specific cybersecurity technology experience. Appointment to this class requires the employee to be performing substantially the full range of Cybersecurity Analyst II duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s security systems and solutions.

 

EXAMPLES OF DUTIES

 

Architects, implements, monitors, maintains, and troubleshoots various security systems that protect the City’s networks, IT/OT systems (including SCADA), applications and critical infrastructure; designs, organizes, modifies, installs, secures and supports security infrastructure; and provides technical support for network and security issues associated with enterprise applications; analyzes both raw and processed security alerts, logs and event data to identify potential security incidents, threats, mitigations, and vulnerabilities. Architects, implements, maintains, and troubleshoots the City’s business continuity plan and emergency response plan as it relates to redundant, secure infrastructure. Investigates, analyzes, produces reports, and remediates security incidents that occur on City systems and applications, both on-premises as well as in the cloud; confirms viable backups, test, maintains and monitors both on-premises and within the cloud; works closely with other government agencies, law enforcement, and external cybersecurity vendors to stay updated on emerging threats and response strategies.  Performs other duties as required.

 

 

MINIMUM QUALIFICATIONS

 

Knowledge of:  Network security, threat detection, and incident response; common cyberattack methods such as phishing, ransomware, and malware; security tools like firewalls, intrusion detection systems (IDS), and encryption technologies; government regulations, data protection laws, and compliance frameworks (e.g., PCI-DSS, CJIS, NIST, NERC CIP, ISO 27000, etc.) is essential, as is the ability disaster recovery planning and maintaining cybersecurity policies tailored to local government infrastructure is critical for ensuring the safety of sensitive public data and services.

 

Ability to:  quickly respond to and mitigate cyber threats; analyze vulnerabilities specific to public sector environments. collaborate with internal teams and educating non-technical staff about security best practices; manage multiple tasks and prioritize threats is essential, as well as a keen attention to detail when conducting audits or reviewing security logs; adapt to evolving cyber threats and continuously update knowledge of emerging technologies and attack methods; think critically under pressure, especially during security breaches or system outages. interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

 

Experience:

 

Cybersecurity Analyst I: A minimum of 2-3 years of experience in cybersecurity or information security roles, preferably within government or public sector organizations.

 

Cybersecurity Analyst II: A minimum of 5 years of experience in cybersecurity or information security roles, preferably within government or public sector organizations.

 

Education:

 

Cybersecurity Analyst I: High school graduation or equivalent. Graduation from college or university with emphasis in computer science, information technology, or related field, and current certification (CCNA, MCSE, CCSA, CCSE, CEH, Security+) is desirable.

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience. 

 

Position Duties  

The Department of Public Works is recruiting to fill two (2) Building Inspector-Electrical Specialty, Combination/Certified I/II/III/Senior positions within the Engineering Services Division, Code Inspection Section.   

The Building Inspector Combination/Certified I/II/III/Senior position will be located subject to business need. This position will provide inspection support at a variety of City of San José facilities, including the Airport, Regional Wastewater Facility and Central Service Yard.  

Key responsibilities and duties may include, but are not limited to the following:  

• Conduct inspections of industrial, commercial, manufacturing, and facilities to ensure compliance with codes, regulations, ordinances, standards, and contract agreements which includes setting up inspection schedules; gathering information and evidence; and, ensuring conformance to plans, specifications, and safety regulations.   

• Investigate building, construction, and land use changes in the field by gathering factual data to ascertain present use of land and location of structures; conducting background investigations and research; and preparing reports to use as evidence.   

• Provide technical assistance for development of codes and policies.   

• Generate written reports and enforcement orders which includes noting deficiencies in standards and submitting final documentation.   

• Review plans and specifications for compliance with codes which includes assisting in projects in complying with regulations, prioritizing deficiencies, and preparing timetables.   

• Provide technical support for agencies and the public which includes inputting data into system for general public access.   

• Meet with architects, engineers, City officials, and building contractors to discuss construction projects.   

• Perform other duties of a similar nature or level.

Position Summary

 

Under the general direction of the Fleet and Facilities Manager, this position is responsible for planning, assigning, supervising, training, and assisting mechanics in the routine preventive maintenance, inspection, diagnosis, and repair of structural, mechanical, and electrical systems at Bus Transit facilities. This includes overseeing shop equipment, automated fueling systems, revenue fare collection equipment, passenger amenities, and signage.

The Chief Mechanic - Building Maintenance is a working position that combines the duties of the Mechanic - Building Maintenance classification with skilled supervisory responsibilities. These include supervising work crews, scheduling tasks, managing projects, and providing training and mentorship to subordinate employees. Additionally, the position is accountable for generating detailed written and electronic reports on facility and equipment conditions, documenting maintenance and repairs performed, and outlining ongoing maintenance needs.

 

Essential Responsibilities

 

• Plans, supervises and participates in work assignments for all employees supervised
• Evaluates job performance and knowledge, skills and abilities (KSA) of all employees being supervised.
• Provides training, mentoring and feedback to personnel
• Issues 2nd level of progressive discipline, counseling, and written letters of reprimand to employees supervised. This position will not be responsible for administering discipline at subsequent levels.
• Interprets and enforces District rules, regulations, and policies
• Assures proper completion of job assignments with minimum expense and maximum productivity 
• Certifies records of work in progress and completed, including timecards, material requisitions, maintenance records and equipment counts when required.
• Collaborates closely with supervisors of oncoming and off going shifts to assure maximum daily productivity and continuity of work
• Monitors employee attendance and adherence to arrival, break and departure times

Collection System Workers operate and maintain sanitary sewer infrastructure while providing excellent customer service to the Ross Valley community.

ABOUT THE POSITION

CSWs perform a variety of skilled - journey level work and manual labor in the operations, maintenance, and repair of sewer lines and related mechanical, hydraulic and hand-operated equipment. Collection System Workers are on a 9/80 schedule - Monday through Thursday from 6:00 am to 3:30 pm, with Fridays alternating between 6:00 am -2:30 pm and off work. All Collection System Workers also work on a rotating “on call” basis.

SAMPLE DUTIES OF THE CSW CLASSIFICATION INCLUDE:

• Participate in inspecting, cleaning, maintaining, constructing, and repairing of wastewater collection systems utilizing a variety of mechanical and specialized equipment including, but not limited to, rodders, CCTVs, high velocity cleaners, vacuum trucks, construction equipment, and related equipment.
• Perform a variety of manual tasks such as lifting and carrying heavy loads including material, equipment, and debris with assistance and utilizing equipment when appropriate.
• Inspect, troubleshoot, and maintain proper collection system operation using techniques and instruments including, but not limited to, closed‐circuit TV, smoke testing, dye testing, and related procedures.
• Participate in the removal and restoration of concrete and paved surfaces using a wide variety of construction equipment, hand and power tools.

Minimum Qualifications

• Completion of the twelfth grade, or its equivalent.
• Two years general maintenance and construction experience
• Valid California Class "C" Driver's License
• Must have a satisfactory driving record and continue to meet District vehicle liability insurance company driving standards.

To be considered for the CSW II classification, two years of collection system maintenance and operations is required.
