The Superior Court of California, County of San Mateo seeks highly qualified candidates for the position of Deputy Court Executive Officer.

As a key member of the executive management team, the Deputy Court Executive Officer will provide highly responsible and complex administrative support to the Court Executive Officer/Clerk/Jury Commissioner.  The Deputy Court Executive (DCEO) will participate in strategic planning and will be responsible for the day-to-day management of the operations, support, and administration divisions of the Court.  This will include directing all criminal, family law, civil, juvenile, small claims, traffic, and probate clerk office functions.

The DCEO will also oversee all staffing and personnel functions including recruitment, retention, training and development, and disciplinary action.  The DCEO will research and review new technology systems that could assist the Court in meeting workload requirements and will oversee the implementation of new systems and, when necessary, the modification of existing systems.  In addition, the DCEO will write, review, monitor, and manage contracts with vendors providing services and materials.

Significant to the role, the DCEO will analyze new legislation and the legislation’s impact on the Court, will communicate with the executive team about new legislative or statutory requirements needed to successfully operate the court, and will establish procedures to conform to new laws.

In addition to internal operations, the DCEO will serve as liaison with the court, County departments, agencies, and the public, and will work with other criminal justice agencies to implement new or mandated programs.

Examples of Duties

Duties may include, but are not limited to, the following:

• Provide highly responsible administrative and management assistance to the Court Executive Officer/Clerk and Jury Commissioner in planning, organizing, directing, and reviewing the functions and activities of the operations and/or support divisions of the Court.
• Provide strong leadership as part of the Court’s Executive Team, which also consists of the CEO, Information Technology Director, Human Resources Director, Senior Managing Attorney, and Finance Director.
• Direct, supervise, and guide Court managers and supervisors or staff of a major division by establishing goals, policies, and performance standards, conducting periodic evaluations for the staff members' performance, and counseling staff members regarding their performance and career development consistent with the departmental mission and expectations.
• Work with judges, attorneys, internal staff, and external departments to define and coordinate a variety of activities such as forecasting trial court needs, arranging for jurors, and assigning visiting judges.
• Consult with and advise other County staff and the public regarding Court policy issues and participate in the development of standards and programs relating to these policies.
• Consult and cooperate with other agencies and departments on all aspects of the Court’s operations, discuss problems and develop alternatives and strategies for dealing with those problems, and assist in implementation of solutions.
• Develop effective statistical and recordkeeping systems, analyze new laws and requirements that may impact these systems, and revise systems as needed.
• Direct and counsel managers, supervisors or staff in planning, resource allocation, personnel actions, budgeting, and record systems needed to meet the Court’s responsibilities.
• Assist in the preparation and administration of the Court budget.
• Perform a variety of special assignments and prepare complex analytical and statistical reports in all areas of Court management, as assigned.
• Perform any additional court administration or operations-related duties and tasks as assigned by the Court Executive Officer.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Education: A bachelor’s degree from an accredited college or university in judicial, public, or business administration or a closely related field, or a graduate degree in these same fields; however, additional qualifying experience as described below and relevant course work outside of degree programs may substitute for the required education on a year-to-year basis.
• Experience: Seven years of increasingly responsible experience performing a wide variety of duties related to management in, preferably but not limited to, a court setting including at least one full year of progressively responsible experience in a senior level administrative, executive, or management position.

Knowledge of:

• All aspects of Court Administration including appropriate methods, procedures, and technical expertise.
• Pertinent state and federal laws and regulations regarding Court management.
• Organizational, administrative, and management principles and practices.
• Conflict resolution, training and development, and mentoring for management team direct reports as well as organizational development.
• Supervisory techniques, resource allocation, planning and budgeting.
• Budget principles and procedures.
• Change management and implementation of process refinement, improvement, and documentation.
• Statistical analysis and presentation of data-driven decision making.
• Modern office procedures, methods, and computer equipment.

Skill/Ability to:

• Direct and coordinate all aspects of the Court’s administration.
• Provide mentoring and development plans of action for the management and supervisor team members in court administration.
• Supervise, train, and evaluate the work of professional, technical, and clerical staff.
• Analyze and evaluate statistical data and reports related to Court management.
• Interpret, apply, and explain Court policies and state and federal legislation related to divisional operations.
• Establish and evaluate policies, procedures, and controls related to the Court programs.
• Prepare a variety of complex analytical reports and documentation.
• Present complex data-driven decision to lay and non-lay persons who participate in the decision-making process
• Represent the Court under diverse circumstances and prepare and deliver oral presentations to small and large groups.
• Effectively and persuasively communicate both orally and in writing.
• Identify existing or potential problems, secure relevant information and data from a variety of sources, determine probable causes, and effect appropriate solution.
• Successfully develop, control, and monitor the Court’s budget and expenditure.
• Utilize appropriate interpersonal style and methods of communication to gain acceptance, cooperation, or agreement of a plan, activity, and/or program idea.
• Establish and maintain effective work relationships with those contacted in the performance of required duties.

About the Position:  Midpen has two vacancies for the position of RMS I/II.  The RMS I/II performs all aspects of wildlife management for the Natural Resources Department and in support of other Department capital improvement and routine maintenance work.  The selected individual will be responsible for performing, developing, executing and managing wildlife management projects and providing biological expertise and oversight for other District projects. Work will include project management for wildlife specific projects such as species surveys, habitat mapping, development of best management practices, biological monitoring, biological awareness trainings, permitting and biological reporting in support of new construction, routine maintenance and habitat restoration projects. The RMS I/II may perform these duties directly or participate in the hiring, selection, and oversight of consultants and contractors to perform natural resources related tasks. Successful performance of work requires significant knowledge of California wildlife species, especially special status species, biological protection measures, and a basic understanding of the California Environmental Quality Act (CEQA) and state and federal agency permitting.  More experienced candidates will have progressive educational and work experience in one or more of the following (or related) disciplines:  biology, ecology, ornithology, mammalogy, ichthyology, herpetology, zoology, fisheries, wildlife management, wildlife connectivity, etc.

Responsibilities

The Resource Management Specialist I performs most of the duties required of the position but at an entry-level to support more experienced Resource Management Specialists and the Natural Resources Program as a whole. As experience is gained, assignments become more varied and are performed with increasing independence. At this level, the RMS I will assist with species surveys, monitoring, data collection, data entry, reporting, submission of samples, communication with the public, and care of monitoring equipment. The RMS I will assist with hiring, selection and management of consultants and contractors; and help to prepare detailed summaries and reports. The RMS I may assist project managers by providing valuable resource information and guidance, and serve as the liaison for subject matter experts. Work is typically assigned to small scale projects or to support larger scale projects that are managed by more experienced resource management staff.

The Resource Management Specialist II performs the full range of duties required to plan, develop, and coordinate species and habitat survey and monitoring, reporting, permitting and coordination. The RMS II is typically assigned to medium and large-scale projects and may manage these projects independently or be assigned to support larger interdisciplinary interdepartmental project teams as a natural resources subject matter expert. At this level staff receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies. The RMS II will lead hiring, selection, and management of consultants and contractors independently or as part of a larger team; write detailed technical summaries and reports for District staff, the Board, and the public; prepare grant applications; and design and lead field surveys with oversight from the Senior Resource Management Specialist.

Work Environment: The RMS I/II functions within a team environment in the Natural Resources Department at Midpen’s office in Los Altos, California and reports to the Sr. Resource Management Specialist. In addition to working in the office, the RMS I/II will often work in the field and hike through steep terrain and wildland areas. Fieldwork will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry, with exposure to poison oak, ticks and other wildlife, and may require working early or late hours to survey for nocturnal or crepuscular wildlife. The selected individual will be responsible for using heavy equipment such as loaders, excavators, dozers, agricultural tractors, backhoes and rollers. Working Conditions:   The EMO is a full-time position within the Land Stewardship & Trails Department.  May be required to work evenings, weekends, and holidays. Following onboarding and successfully meeting job performance expectations, may be eligible for the flexible work program which includes 9/80 schedules. May be required to work evenings, weekends, and holidays. Must wear prescribed District uniform and adhere to strict safety procedures and work habits. Depending on the exposure, employee is required to wear head, hearing, eye, foot, face, hand, and full protection equipment. The City of San Bruno Fire Department offers an exciting opportunity to serve as a Fire Cadet. Our one-year Fire Cadet program is an unpaid, volunteer work experience program that offers hands-on training, and introductory knowledge of firefighting skills, fire service tools and equipment. Cadets respond to emergency calls, render Basic Life Support and participate in training, and participate in the daily station duties.

Cadets must be willing to commit to 24-hour shifts, two to four times per month. The cadet program is one year in length. Upon completion, this program meets the manipulative training and experience requirements in obtaining a California State Fire Marshal’s Office Firefighter II certification.

MINIMUM REQUIREMENTS

• State of California EMT or National Registry EMT certification
• Possession of a valid driver’s license and a driving record with minimal violations
• Possession of a Firefighter I Academy certification (or proof of “student in good standing” letter signed by an Academy Instructor if currently enrolled)
• 18 years of age at the time of application

About the Position:  The Midpeninsula Regional Open Space District (Midpen) Seasonal Ranger Aide is an entry-level position, which provides the opportunity to learn and perform some duties of a ranger under the guidance of experienced ranger staff.  Ranger Aides provide visitor information and assistance, travelling by non-emergency Midpen vehicles and on foot throughout an assigned geographical region. Ranger Aides perform a variety of customer service duties such as educating and informing the public about Midpen land use regulations, public relations and provide general information services, but do not have law enforcement authority.  Ranger Aides will assist with routine maintenance work on Midpen land and facilities and may respond to assist with emergency calls. Equivalent to graduation from high school. Six months experience working in a customer service-related field.  Some experience or training in a parks settings is desirable.

Schedules:  This is a full-time position. Employees are expected to work full-time (40 hours during the work week); however, school schedules may be accommodated around regular days/hours of operations.  Weekend work (Sat/Sun) is required, with two consistent days off each week (either Mondays/Tuesdays off OR Thursdays/Fridays off), depending on the field office operational needs. Incumbents will work an 8-hour workday (plus a 30-minute unpaid meal break). Daily start and end times will be the same for most workdays, typically scheduled within the range of 7:00 a.m. to 4:30 p.m.  Must be willing to work weekends, nights, holidays, or extended shifts and work with exposure to difficult circumstances, including exposure to challenging situations and upset individuals. Seasonal assignments will not exceed 950 hours or 7 months, whichever comes first, and do not include benefits.

Working Conditions: Most work is outdoors within Midpen’s open space lands with exposure to inclement weather conditions. This requires the ability to patrol on foot, off trail, and in rugged terrain.  Also requires the ability to perform related emergency services and maintenance and construction work on Midpen lands. Once trained, Ranger Aides may work alone for parts or all of their shifts. Must wear prescribed District uniform and adhere to strict safety procedures and work habits.

About the Position: The Fleet Services Specialist will oversee the full cycle of our vehicle and equipment fleet, from budgeting and acquisition to maintenance, compliance, and replacement.  This position plays a critical role in ensuring safe, reliable, and sustainable fleet operations by managing contracts, developing specifications, coordinating repairs, and leading asset management strategies.  The ideal candidate will bring strong technical expertise in fleet and equipment maintenance, proven experience with budgeting and program administration, skilled at ensuring regulatory compliance, and the ability to evaluate fleet needs and recommend cost effective solutions. For additional information, see the Job Description page on our website.

Education & Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to an associate degree in fleet management, business administration, public administration, or a closely related field and four (4) years of full-time experience in administration of a fleet or equipment maintenance program or facility, including at least one year at a lead or supervisory level.

Licenses and Certifications:

• Possession of a valid California Driver’s License.

Work Environment:  This full time position is part of the Facilities & Fleet Department at Midpen’s Administrative Office in Los Altos, California. Midpen offers a hybrid office/telecommute work schedule for this position following successful onboarding, and may be eligible for a 9/80 schedule.  To meet service needs, three days of working on-site is required per week – set days are Tuesdays, Wednesdays and Thursdays in the office. The Fleet Services Specialist will often meet with Midpen staff in the district field offices.  Employees may work in the field and occasionally be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, or road hazards. Must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
