THE POSITION

The City is recruiting for up to two full-time Senior Management Analyst I/II or Management Analysts, who will join a team of talented Analysts across City Departments. In addition to establishing a list for future analyst vacancies, the City is also currently recruiting to fill an analyst vacancy within the Community Services Division and the City Manager's Office. These positions provide professional, advanced staff-level assistance to executive or other management level staff, performing a wide variety of responsible and complex administrative and analytic duties within their Department and cross-departmentally.

THE CITY MANAGER'S OFFICE

The City Manager’s Office consists of the City Manager, Assistant City Managers, Community Services division, Parking division, and Sustainability division. The City Manager, along with the Assistant City Managers, advises the City Council on policy matters and manages the operations of the City with economy, efficiency, equity, and effectiveness. In addition, a successful candidate for the Community Services Division will have:

• Knowledge of the national landscape of homelessness assistance programs, including federal and state regulations, evidence-based practices, and HMIS data and metrics.
• Experience in human services, homelessness or housing programs, behavioral health, public health, or a related field.
• Strong understanding of social, economic, and political issues affecting low-income children, families, and communities, particularly in the context of homelessness assistance programs.

Equivalent to graduation from an accredited four-year college or university with major course work in public administration, business administration or a related field. A master’s degree in public administration, public policy, or business administration is highly desirable.

The Position: Marina Attendants provide assistance and information to marina customers, in person and by telephone; perform marina related inspections and boat checks including seaworthiness boat checks and improvement verifications; perform boat measurement and appearance inspections; monitor dock conditions, check seawall and other dock infrastructure, and clear debris from Suisun City waters; perform impound and auction related activities; interpret, apply and explain policies, regulations, codes and procedures relating to slips, moorings and dock structures; assign space for visiting vessels, calculate and collect fees; maintain inventory and operate marina equipment. Position Duties  

The Department of Public Works is recruiting to fill an Information Systems Analyst (ISA) position within the Enterprise GIS (Geographic Information Systems) team.  

Salary range(s) for this classification is $137,089.68- $167,032.32 annually. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.  

The Enterprise GIS team operates out of the Department of Public Works but works across the city to coordinate GIS efforts, lead multi-departmental GIS projects, geospatially-enable City business systems, and administer Enterprise GIS infrastructure for citywide use. The city has standardized on a modern technology stack consisting of Windows Server, Esri ArcGIS platform, VertiGIS Studio, Safe Software FME, and SQL Server enterprise geodatabases. The city has an enterprise license agreement with Esri, and the Enterprise GIS team maintains a large Enterprise GIS server environment with public and internal-facing ArcGIS Server instances, complementary ArcGIS Portal and ArcGIS Online organizations, an SDE environment featuring a data catalog with over 1,000 feature classes, and integrations with dozens of business systems.   

The ISA is a professional-level position in the IT professional management series and responsible for GIS system administration, database design, business system integration, application development, and implementation of large-scale enterprise projects. The position requires a GIS professional with broad technical experience as well as the ability to take initiative and direct others. The ideal candidate must be a strong individual contributor that is able to take full ownership of projects, designing solutions in alignment with City Enterprise GIS standards and industry best practices and working at a hands-on level to build, implement, and support such solutions. The position also demands proven ability to troubleshoot and resolve complex technical issues with limited resources. Advanced knowledge of the ArcGIS platform and experience with GIS server administration is required. Experience with VertiGIS Studio and GIS web application development in an Esri environment is highly desirable.   

The GIS ISA reports to the Enterprise GIS Manager. This position is responsible for programming that supports the development and maintenance of major applications used citywide.  

Key responsibilities and duties may include, but are not limited to the following:   

• Administer Enterprise GIS server environment (ArcGIS Enterprise, VertiGIS Studio, FME Server), including planning for and conducting system upgrades; applying and confirming patches; capacity planning and load testing; publishing and tuning services; managing backups; troubleshooting and resolving system issues; managing security policies, user accounts, roles, and permissions; and maintaining system documentation. 

• Meet with business owners and end users to gather and document requirements for GIS solutions. Design, build, and deploy mapping applications on the ArcGIS platform. Provide documentation, training, and support to end users.  

• Develop and maintain web mapping applications using VertiGIS Studio Web 5.x, including web map authoring, site configuration, and development of print templates, reports, and workflows.  

• Develop and maintain complex geoprocessing routines and ETL workbenches using FME and/or Python.  

• Conduct data modeling and design activities for new datasets by analyzing inputs and developing appropriate schemas in alignment with City standards. 

• Build and support GIS integrations with City business systems.  

• Lead large-scale, cross-department Enterprise GIS projects. Work collaboratively with departments to reduce program redundancies and support effective use of enterprise resources. Train end users on enterprise standards and best practices; provide development oversight and guidance. 

In addition, this position is part of a team responsible for providing GIS support in the Emergency Operations Center (EOC) when activated.

QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties. Minimum Requirement: Possession of a high school diploma or GED certificate. Ability to: Work a flexible work schedule, which may include evening, weekdays, weekends and holidays. Communicate clearly and concisely, both orally and in writing. Learn pertinent City rules, policies, ordinances and program requirements. Education/Training: Demonstrated swimming skills that meet the American Red Cross guidelines for aquatics program personnel.

Experience: Two years experience as a swim instructor/lifeguard at a public swimming facility; one year at an Assistant Pool Manager-level preferred. Prior experience working with age-appropriate groups. Familiarity with modern office methods, procedures and equipment. License or

Certificate: Possession of a valid driver's license. Possession of valid certificates from the American Red Cross in Lifeguard Training, Title 22, CPR for the Professional Rescuer, and Standard First Aid; Water Safety Instructor certificate is desirable.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

4. Responsible for following accepted lifesaving practices and standards including the administering of cardiopulmonary resuscitation (CPR), O2 and First Aid as needed.
5. Assist with facility operations, aquatics competitions and special events throughout the year, including setup and cleanup.
6. Assist with desk reception, telephone support and related customer service activities; accepts registrations, collect fees and process receipts on a City computer.
7. Responsible for meeting all program goals and objectives.
8. Complete accurate reports and documentation of accidents and incidents in pool and pool area.
9. Attend scheduled staff meetings.
10. Assist with routine pool cleaning and maintenance as needed.

Ability to:

Maintain a flexible work schedule, which may include evenings, weekdays, weekends and holidays.

Act quickly, calmly and appropriately in emergency situations; perform lifesaving and rescue activities, including administering CPR, O2 and First Aid.

Convey and instruct the curriculum skills outlined in the aquatics program to children and adults.

Apply functional reasoning in performing semi-routine duties involving standardized work with some choice of action.

Exercise judgement, decisiveness and creativity required in situations involving a variety of pre-defined duties subject to frequent change.

Communicate clearly and concisely, both orally and in writing with internal and external customers and staff.

Learn pertinent City rules, policies, ordinances and program requirements.

Maintain timely and accurate reports pertinent to the aquatics program.

Learn basic pool chemistry.

Understand and carry out oral and written directions.

Establish and maintain effective working relationships with those contacted during the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

Demonstrated swimming skills that meet the American Red Cross guidelines for aquatics program personnel.

Experience:

Ability to read and write at a level necessary for acceptable job performance, including the ability to follow and to interpret written instructions and to perform basic arithmetic.

Prior experience working with age-appropriate groups preferred.

License or Certificate:

Possession of a valid ID.

Possession of valid certificates from American Red Cross in Lifeguard Training, CPR for the Professional Rescuer, and First Aid; Water Safety Instructor certificate is desirable.

Environment: Work is performed primarily in a wet environment that will cause exposure to light chemical substances, such as chlorine.  One may be required to rescue swimmers in distress and/or demonstrate beginning through advanced swim strokes. All work activities are performed in a public swimming facility.

Physical: Primary functions require sufficient physical ability and mobility to work in a public swimming facility; may be required to rescue swimmers in distress and/or demonstrate beginning through advanced swim strokes; to stand or sit for prolonged periods of time; to regularly stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight (up to 50 pounds); ability to demonstrate in the water, all of the swimming skills to be taught, ability to lift light equipment used in teaching; and to verbally communicate to exchange information with an appropriate audible voice.

Vision: See in the normal visual range with or without correction.

Hearing: Hear in the normal audio range with or without correction.

The City of Patterson is recruiting for a Fire Prevention Inspector.  This position performs fire inspection and fire prevention activities; enforces fire codes, laws and regulations related to fire protection, prevention and safety;  inspects new and existing buildings and a variety of structures, sprinkler systems and alarm systems; conducts plan and specification reviews to ensure compliance with fire codes; enforces the City and Fire District's weed abatement ordinance; develops and administers the Department’s public fire safety education programs and public relations programs; investigates routine complaints of fire/life safety hazards; establishes and maintains a variety of records and files on program activities; conducts research and writes a variety of reports; and performs related duties as required.
