THE POSITION:

SUMMARY DESCRIPTION

Under the direction of an assigned supervisor/coordinator, the Pool Manager is responsible for supervising and directing the aquatics program and staff, and implementing and coordinating specific aquatic programs, including meeting the program objectives. REPRESENTATIVE DUTIES

1. Create, plan and coordinate all daily activities and special events of assigned pool.

12. Maintain a safe and clean swimming pool environment.

13. Maintain personal fitness sufficient to perform the required duties.

14. Conduct and attend pertinent staff meetings as required during the season.

15. Perform other program-related duties as assigned.

QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties. Minimum Requirement: Possession of a high school diploma or GED certificate. Ability to: Work a flexible work schedule, which may include evening, weekdays, weekends and holidays. Communicate clearly and concisely, both orally and in writing. Learn pertinent City rules, policies, ordinances and program requirements. Maintain timely and accurate reports pertinent to the aquatics program. Learn basic pool chemistry. Understand and carry out oral and written directions. Establish and maintain effective working relationships with those contacted during the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Demonstrated swimming skills that meet the American Red Cross guidelines for aquatics program personnel.

Experience: Two years experience as a swim instructor/lifeguard at a public swimming facility; one year at an Assistant Pool Manager-level preferred. Prior experience working with age-appropriate groups. Familiarity with modern office methods, procedures and equipment. License or

Certificate: Possession of a valid driver's license. Possession of valid certificates from the American Red Cross in Lifeguard Training, Title 22, CPR for the Professional Rescuer, and Standard First Aid; Water Safety Instructor certificate is desirable.

The Position 

The City of Thousand Oaks is seeking an innovative and proactive Deputy Community Development Director – Operations with a forward-thinking perspective who will: 

• Oversee a portion of the Planning Division, code compliance, open space planning, CDBG/housing, and  administrative services. Manages administrative support to the department and establishes methods, procedures, and standards for office services.  

• Manage department-wide special projects and process improvement initiatives, including e-planning and e-permitting through a new land management system implementation,  

• Develops and implements organization development programs, department’s training programs, and coordinates agency personnel related issues, which may include payroll. 

• Develops and administers the operating budget for the department.   

• Supervises management information systems of the department, including, but not limited to, computer and software support, maintaining records and archives, and developing and maintaining a variety of databases.    

• Assist in integrating the City’s vision, goals, and people strategy with the business strategy of the Community Development Department. 

• Direct, plan, and organize Community Development services, programs, budget, and operations.  

• Manage budgeting, resource allocation, and performance metrics to optimize department efficiency and service delivery. 

• Craft and implement department and City objectives, goals, policies, and performance metrics within guidelines established by the City Council and City Manager.  

• Exercise a high degree of judgment and discretion along with political acumen and an understanding of the needs of the business community. 

• Serve as back-up liaison to the Planning Commission.  

• Performs other administrative duties as required to support each division within the department.   

CURRENT PRIORITIES AND INITIATIVES

The Community Development Department is experiencing a high volume of development applications, including residential, commercial, assisted living, and industrial projects. In addition, there is significant interest in downtown revitalization, including mixed-use projects. Some key initiatives on the horizon for the Deputy Community Development Director – Operations include: 

• Assisting with the ongoing implementation of the General Plan 

• Administration of process improvement initiatives, including e-planning and e-permitting  

• Leading staff to be innovative, collaborative, excel in community outreach, promote continuous improvement and continue moving forward in an enthusiastic and professional manner 

• Shaping and positively influencing the Community Development Department environment by supporting a culture of collaboration and project ownership by employees

Representative Duties

1. Conduct all levels of swim instruction and water safety lessons for participants from ages six months to adult.
2. Assist in curriculum instruction planning and pre-registration program to assess participants’ ability levels.
3. Patrol and monitor aquatics facility, watch for accidents and hazards in the pool areas; enforce rules.
4. Responsible for following accepted lifesaving practices and standards including the administering of cardiopulmonary resuscitation (CPR), O2 and First Aid as needed.
5. Assist with facility operations, aquatics competitions and special events throughout the year, including setup and cleanup.
6. Assist with desk reception, telephone support and related customer service activities; accepts registrations, collect fees and process receipts on a City computer.
7. Responsible for meeting all program goals and objectives.
8. Complete accurate reports and documentation of accidents and incidents in pool and pool area.
9. Attend scheduled staff meetings.
10. Assist with routine pool cleaning and maintenance as needed.
11. Responsible for maintaining a safe and clean swimming pool environment.
12. Responsible for maintaining personal fitness sufficient to perform the required duties.
13. Perform other position-related duties designated by the Pool Manager.

QUALIFICATIONS

Detective Assignment

• When assigned to investigations, perform specialized investigative duties involving the interpretation, explanation, and application of laws and proper investigative techniques;

• When assigned to investigations, secure information from witnesses, victims, and suspects;
• Undertake and satisfactorily complete required and assigned in-service training programs;

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

PATTERN I – ACADEMY LEVEL

• Must be currently enrolled or attending POST certified basic law enforcement academy or have successfully completed a POST certified basic academy not more than three (3) years prior to the date of application.
• Must possess or be eligible to possess a Proof of Eligibility (POE) or certificate (Basic, Intermediate, or Advanced) from California Peace Officer Standards and Training under SB 2.  Ineligibility or decertification from POST will automatically disqualify candidate from holding a peace officer classification.

PATTERN II –ENTRY/ADVANCED LEVEL

Education/Training:

• Equivalent to the completion of the twelfth grade. Additional college level course work and specialized training in law enforcement, criminal justice, or a related field is highly desirable. An Associates degree is highly desirable.

Experience:

• Some work experience as a California peace officer or other work experience that demonstrates a general aptitude for police work.

PATTERN III –LATERAL TRANSFER

• Successfully completed (at any time) a California POST certified basic law enforcement academy: AND
• Must be currently employed in a California law enforcement agency with at least one (1) year of full-time experience as a sworn peace officer with a California law enforcement agency, and be eligible for appointment as a Peace Officer under Section 830.1 PC; AND
• Must possess a basic POST certificate issued by California Commission on Peace Officers Standards and Training or other documentation to substantiate your eligibility.
• Must possess or be eligible to possess a Proof of Eligibility (POE) or certificate (Basic, Intermediate, or Advanced) from California Peace Officer Standards and Training under SB 2.  Ineligibility or decertification from POST will automatically disqualify candidate from holding a peace officer classification.

In addition to either Pattern I, II or III:

License or Certificate:

• Graduate from high school or passage of high school level General Education Development (GED) test: AND
• Possess and maintain an appropriate, valid driver’s license; AND
• Not less than 21 years of age at time of appointment; AND

• Qualify for or possess a P.O.S.T. Basic Certificate upon completion of the probationary period; AND
• Must possess or be eligible to possess a Proof of Eligibility (POE) or certificate (Basic, Intermediate, or Advanced) from California Peace Officer Standards and Training under SB2.  Ineligibility or decertification from POST will automatically disqualify a candidate from holding a peace officer classification; AND
• Possession and maintain CPR and First Aid certifications upon completion of the probationary period.

physical demands and WORKING ENVIRONMENT

The conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential job functions.

Environment: Reactive emergency, natural or man-made disaster, and routine peace keeping environments with travel from site to site. The employee is regularly exposed to outside weather conditions; occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, risk of electrical shock, risk of radiation, and vibration; potentially hostile environments; extensive public contact. The noise level in the work environment is usually moderate but may be very loud due to sirens, firearm training, etc. Incumbents required to work various shifts, including evenings and weekends, and may be required to travel outside City boundaries to attend meetings.

Physical: Primary functions require sufficient physical ability to work in a law enforcement setting and an office setting; restrain or subdue individuals; walk, stand, sit, or run for prolonged periods of time; occasionally stoop, bend, kneel, crouch, reach, and twist; occasionally climb and balance; regularly push, pull, lift, and/or carry light to moderate weights; frequently lift and/or move moderate to heavy weights; occasionally lift and/or move heavy weights; operate office equipment including use of computer keyboard; requires a sense of touch, finger dexterity, and gripping with hands and fingers; ability to speak and hear to exchange information; ability to operate a vehicle to travel to various locations; ability to operate and use specialized law enforcement tools and equipment including guns and handcuffs.

Vision: See in the normal visual range with or without correction.

Hearing: Hear in the normal audio range with or without correction.
