THE DEPARTMENT

The Department of Public Works (PW) is committed to providing the highest standards of service delivery to the community as it works to build, maintain, and update the City’s civic infrastructure. Public Works is comprised of approximately 50 employees with a general budget of $33 million and a Capital Improvement Program (CIP) budget that ranges between $15–$30 million depending on the City’s annual infrastructure needs. 

 

Its mission is to ensure San Rafael’s infrastructure meets the needs of a vibrant and growing city through careful management of major improvements and the maintenance of the City’s assets. THE POSITION

The mission of the Senior Management Analyst in the City of San Rafael’s Public Works Department is to provide strategic analysis, fiscal oversight, public communications,  and management projects that enhance the City’s infrastructure, services, and quality of life. This role works to build relationships through internal and external stakeholder collaboration and issue resolution. EDUCATION/EXPERIENCE

Equivalent to graduation from an accredited four-year college or university with major course work in public administration, business administration or a related field. A master’s degree in public administration, public policy, or business administration is highly desirable.

The City of Sebastopol is seeking a professional, collaborative problem-solver to serve as the next Planning Director. The Planning Director will direct, oversee, and materially participate in the work of the City’s Planning Department, including current and long-range planning, maintenance of the General Plan, Housing Element, and zoning codes, and review of proposals for construction and development within the City of Sebastopol. The selected candidate will coordinate activities, permits, and projects with other City departments. In addition to reviewing and preparing recommendations to the Planning Commission on development proposals, and serve as the official secretary and officer of the Planning Commission.

The Planning Director performs professional planning duties in the fields of long-range planning, current planning, and building permitting, including a variety of diverse professional planning assignments. The incumbent will oversee technical reviews and evaluations of land use and permit applications, handle the most complex customer service issues, environmental impact documents, and construction projects, and provide supervision or lead direction to professional and support staff. The director will ensure compliance with all aspects of the City’s General Plan and related ordinances and laws, and perform related work as assigned.

THE POSITION

• Completion of 15 units in Early Childhood Education, Recreation Administration, or related coursework, AND

The City of Live Oak is looking to hire a Part-Time Assistant Planner. 

 

Definition 

Under direction of the Community Development Director, to provide basic professional level planning services in the areas of current planning and advanced planning, and to do other related work as required. 

 

Class Characteristics 

This is the entry-level class in the professional Planner series. This class is distinguished from the Associate Planner by the performance of the more routine tasks and duties assigned. These positions receive general supervision from higher level professional and managerial staff.

1. Review and route planning documents. petitions, permits, packets and records; analyze environmental checklists and environmental information forms and make specific recommendations following department procedures;

Definition 

 

Under general supervision, the Code Enforcement Officer I/II position primarily performs residential, commercial, and industrial site inspections and investigations to ensure compliance with City Municipal Codes and regulations in the areas of housing, zoning, development, and signage codes; investigates citizen complaints of public nuisances, quality of life, and health and safety issues; seeks voluntary compliance or issues citations; and performs related duties as assigned.

 

 

Class Characteristics 

 

Code Enforcement Officer I: This is the entry-level classification in the Code Enforcement Officer series. Initially under close supervision, incumbents learn and perform routine and less complex assignments, while learning City policies and procedures. As experience is gained, assignments become more varied, complex, and difficult; there is greater independence and less supervision within the established guidelines. Positions at this level usually perform most of the duties required of the Code Enforcement Officer II – level but are not expected to function at the same skill level and usually exercise less independent discretion and judgement in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. This classification is alternatively staffed with Code Enforcement II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

 

Code Enforcement Officer II: This is the journey-level classification in the Code Enforcement Officer series. Positions at this level are distinguished from the Code Enforcement Officer I – level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

 

 

Examples of Duties: Duties may include, but are not limited to the following:

 

• Receives and responds to complaints regarding violations of zoning, housing, dangerous building and property maintenance codes, abandoned or inoperative vehicles, debris, unsanitary conditions, overgrown vegetation, signage, and other municipal code violations.
• Investigates possible violations, photographs evidence, and communicates with responsible persons via telephone, in person, or in writing; interprets codes and regulations and explains inspection procedures and regulations to involved parties.
• Prepares investigates reports and initiates procedures to obtain compliance with City codes by meeting with citizens and property owners, providing recommendations for compliance, issuing citations for violations as necessary, and conducting follow-up investigations.
• Prepares non-compliance cases for legal action; presents testimony at hearings.
• Coordinates with property with property owners and/or other City staff on abatement of hazardous items and/or abandoned property on vacant lots and other premises.
• Maintains records and prepares reports of inspections and related code enforcement files.
• Performs a variety of public relations and outreach work related to assigned activities by providing information on City codes and related regulations.

MAINTENANCE WORKER (Full time)

Working in the Public Works Department, the Maintenance Worker I/II will perform a variety of unskilled, semiskilled and skilled light and heavy duty construction, maintenance and repair work involving public works, sewer and drainage systems, buildings, parking meters, and other facilities.

SALARY RANGE:

DISTINGUISHING CHARACTERISTICS:

Maintenance Worker I:  This is the entry level class in the maintenance worker series. Positions in this class normally perform a variety of unskilled and semi‑skilled maintenance tasks. Although trucks and other motorized equipment may be operated by a Maintenance Worker I, the equipment is used on a training basis or for tasks which are repetitious in nature. Under this training concept, positions assigned to the class of Maintenance Worker II which become vacant may reasonably be filled at the Maintenance Worker I level, with the understanding that reassignment to the Maintenance Worker II class may be expected following successful job performance and personal development.

Maintenance Worker II: This is the journey level in the maintenance worker series. Positions assigned to this class are expected to perform semi‑skilled and skilled public works maintenance activities and to operate light and moderately heavy power‑driven equipment on a continuing basis. All positions allocated to this class require that an incumbent be able to work independently, exercising judgment and initiative to fulfill assigned tasks. Maintenance Workers II may also be expected to assist in the supervision and training of less experienced personnel.

The San Rafael Fire Department (SRFD) is piloting a 6-month, part-time, BLS ambulance  program and is seeking up to 6 motivated and enthusiastic individuals to join our team! This opportunity is designed for individuals who are pursuing a career in the fire/EMS services and want to gain hands-on experience in a professional environment. As an EMT, you will work closely with our experienced staff to learn about fire department operations, emergency response procedures, and community engagement.

The San Rafael Fire Department is an all-risk fire agency with 69 highly trained operational firefighters providing services in firefighting, Advanced Life Support (ALS) response, ambulance transport, technical rescue, hazardous material response, disaster response, fire prevention, and community preparedness. The mission of the EMT program within the San Rafael Fire Department is to support emergency operations by providing high-quality Basic Life Support services under the guidance of the EMS Battalion Chief. • Emergency Response Support: Provide emergency medical care at the basic life support level and provide support services to Firefighter/Paramedic crews at prolonged incidents including fires, medical emergencies, rescues, and hazardous materials incidents. Participate in drills and exercises to enhance your understanding of emergency response protocols. 

• Equipment and Vehicle Operation and Communication: identify and operate various types of equipment for life saving and support measures; safely and effectively drive ambulance unit to specific locations while in communication with dispatchers, treatment center personnel, and/or other emergency team members and internal/external personnel, in a respectful and collaborative manner. Consistently practice and promote safety for yourself, colleagues, patients, and the public in all aspects of emergency medical response and care.  

• Training Participation: Attend training sessions, workshops, and skill-building exercises to learn about emergency medicine and fire suppression techniques, search and rescue operations, medical aid procedures, and other essential firefighting skills. 

• Equipment and Facility Maintenance: Assist in the maintenance and inspection of firefighting equipment, tools, and apparatus. Learn proper cleaning, care, and upkeep of vehicles, gear and tools to ensure readiness for emergency situations. Assist in the tracking, organizing, and dispensing of inventory.  

• Community Outreach: Participate in community events, educational programs, and public demonstrations to promote fire safety awareness and engage with the local community. Serve as an ambassador for the fire department and provide information about fire prevention and preparedness. 

• Administrative Support: Assist with administrative tasks such as record-keeping, data entry, and inventory management. Gain exposure to the behind-the-scenes operations of a fire department.  

• Physical Fitness: Work towards maintaining a level of physical fitness necessary for performing firefighting duties. Engage in physical training and conditioning activities as directed by the department. 

• Professional Development: Actively seek opportunities for learning and growth within the fire service. Take part in discussions with experienced firefighters to gain insights into career pathways and development strategies. 

 

EDUCATION AND/OR EXPERIENCE 

• Must be at least 18 years of age with a High School Diploma, GED or equivalent.  

• Must possess a valid EMT (EMT-1/EMT-B) Certificate either through the National Registry EMT or State of California. Must maintain local certification requirements.  

• Must possess a valid CPR “Healthcare Provider” card issued by the American Heart Association or equivalent.  

• Must possess, or within one month of appointment must obtain, an Ambulance Driver Certificate through the CA DMV.  

• Must possess a valid California Class C Driver’s License with a satisfactory record.

• Physical fitness and ability to perform basic physical tasks, continuously move +/-25lbs, and lift up to 50lbs.

• Ability to work effectively in a team environment as well as adhere to the chain of command.  

• Bilingual language skills. 

 

DURATION

This position is part of a 6-month pilot program. The exact duration may vary based on department needs and program performance. Successful candidates may not work more than 1,000 hours in a fiscal year.
