Under general supervision, provides clerical and administrative support to a department head, division head, section supervisor and/or supervisory and professional staff within a variety of City departments.  Typical functions may include, but are not limited to reception, word processing, record keeping, and filing.  May also perform related work as assigned.

CLASS CHARACTERISITICS:

Office Specialist I – This is the entry-level class in the Office Specialist series.  Initially under close supervision, incumbents learn office and City procedures.  As experience is gained, there is greater independence of action within established guidelines.  The Office Specialist I class includes part-time and temporary positions with incumbents available to provide relief support to a variety of City departments.  This class is alternately staffed by the Office Specialist II class.  Full-time incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher class.

Office Specialist II – This is the journey-level class in the Office Specialist series.  Requires the competency to independently perform a variety of office support duties.  All positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances.  Specific duties, including the amount of typing, word processing, and use of on-line of personal computers will vary with the organizational unit to which you are assigned.  This class is distinguished from Office Specialist III, which is the working lead-level of the series, because that class performs more complex and/or specialized office clerical support functions.  Full-time incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher class.

EXAMPLES OF DUTIES (illustrative only):

• Types correspondence, reports, forms and specialized documents related to the functions of the organizational unit to which assigned from drafts, notes, dictated tapes, or brief instructions, using a typewriter, word processor, or personal computer.
• Proofreads and checks typed and other materials for accuracy and completeness; compliance with departmental policies; and correct English usage, including grammar, punctuation, and spelling.
• Enters and retrieves data and prepares reports from an on-line or personal computer system, following established formats.
• Prepares and updates a variety of reports, which may require the use of arithmetic calculations and maintains records and processes forms, such as payroll records, purchase requisitions and orders, and others specific to the organizational unit.
• Establishes and maintains office files; researches and compiles information from such files.
• Provides factual information regarding City or unit activities and functions.
• Reviews computer-produced reports for accuracy and makes corrections as required.
• Operates standard office equipment and performs such office support activities as opening and distributing mail, processing outgoing mail, erasing dictation tapes and ordering office supplies.

Essential Duties:

What you will do: 
Duties may include but are not limited to the following:

• Plan, assign and review the work of assigned jail personnel.
• Evaluates performance of assigned jail personnel; work with employees to correct deficiencies; implement disciplinary procedures; and counsels employees.
• Approves days off and vacation requests from jail personnel and coordinates replacements for vacancies; schedules emergency and short-term assignments for the jail.
• Assists in the development and implementation of new policies, procedures, programs and goals/objectives for the jail facility.
• Assists in identifying training needs and the design of training programs; supervises and/or provides training to employees assigned to the jail adhering to the laws pertaining to a Type I jail facility.
• Train and develop assigned personnel; maintain awareness of new procedures related to prisoner incarceration.
• Book prisoners into the jail; prepare paperwork on prisoners; fingerprint and photograph prisoners.
• Maintain light security of the jail; separate prisoners as necessary.
• Verify warrants and criminal history of prisoners on law enforcement computer systems.
• Transport prisoners to court or other jail facilities.
• Respond to the public inquiries on the phone and in person and provide information as appropriate.
• Deliver prescribed medication to prisoners.
• Inventory and order jail supplies and food.

Must possess a Basic Corrections Officer Academy Certificate from a certified Standards and Training for Corrections (STC) academy.

OTHER REQUIREMENTS

DESCRIPTION:

Substitute preschool instructor plans, organizes, and implements a program of instruction for preschool as part of scheduled recreation activities; develops courses to be a part of preschool, inventories, and maintains material and equipment requirements for program; supervises and trains Preschool aides and volunteer assistants to assist in conducting the program as needed; assists in publicizing programs to the general public; represents the City before general public as part of assigned functions; coordinates assigned program activities with other departmental programs.

This classification differs from that of a Preschool Teacher which is an as needed position. Substitute teachers are responsible for assisting the preschool teachers as needed, on an on-call basis with no set schedule. This is a part-time temporary, non-benefited position limited to 995 hours per fiscal year.

Receives direct or general direction from the Recreation Coordinator. Exercises no direct supervision over staff.

The Position: 

The Human Resources Division Manager will be responsible for managing and administering the City-wide Occupational Health and Safety Program to ensure compliance with local, state, and federal laws and regulations. The incumbent will provide expertise and experience with industrial safety programs including but not limited to: lock out tag out (LOTO), confined space entry, machinery safety, fall protection, hazardous materials, commercial vehicle operation programs, and other industrial safety program elements.  The ideal candidate will have experience developing, administering and evaluating Cal/OSHA programs and have strong technical knowledge in occupational health and safety.   This position will manage the City’s workers’ compensation program.

This position requires experience interpreting occupational health and safety regulations across various work sites and job functions. The incumbent will be expected to provide guidance and collaborate with Departments that have various work sites, including general office spaces, electric and water and sewer utility work, general field work, work along creeks and waterways, work in heavy industrial settings, traffic and commercial vehicle operations and emergency response.

In addition, this position provides: City-wide safety policy and program development, provides training, ergonomic evaluations, conducts inspections, investigates incidents, accidents, and claims, oversees safety training programs.  This position will manage one Management Analyst and Senior Human Resources Technician.

General responsibilities include: 

• Develop, administer, and evaluate the Citywide safety program
• Understand, interpret, and apply City, State and Federal laws, rules and regulations pertaining to employee safety
• Perform safety audits and analysis of department near-miss and injury claims
• Serve as the primary liaison between the City and CAL/OSHA and other regulatory agencies
• Maintain effective communications between the City-wide safety team, department leadership and City management to assess and mitigate worksite risks

The annual salary range for this position is $180,695.40 - $233,838.48.  This position may be filled at or near the minimum of the salary range. 

Minimum Education Requirements: 

Graduation from an accredited college with a Bachelor's Degree in industrial relations, personnel administration, public administration, business administration, psychology or a closely related field.

Minimum Experience Requirements: 

Three (3) years of professional journey-level experience in personnel administration or an approved related field.

The Public Works Department is made up of four divisions: Engineering, Building Inspection, Maintenance, and Environmental Services. The City Engineer will be a key leadership position oversees the Engineering Division, ensuring the efficient delivery of public works projects, transportation initiatives, and infrastructure improvements that enhance the quality of life for our residents. 

The incumbent in this position will be instrumental in directing the planning, design, and construction of public infrastructure projects, overseeing both city-led developments and private sector contributions. This includes the review and approval of subdivision maps, street designs, stormwater management, and adherence to city and state standards for engineering projects. As a vital contributor to the City’s long-term development, the City Engineer will manage the City's Capital Improvement Plan (CIP), ensuring that infrastructure projects are aligned with the needs of our growing community. 

Some of the City's exciting in-progress and upcoming projects that this position will be involved in include: 

• A streetscape project funded with regional grants and state earmarks, celebrating a beginning to development of the downtown area.

This position reports to the Public Works Director and supervises a talented team of professional, technical, and paraprofessional staff. The City Engineer will also act in the absence of the Public Works Director, providing crucial leadership and decision-making in the department. 

A few key aspects of this position are: 

• Leadership & Supervision: Direct the activities of the Engineering Division by assigning, supervising, and evaluating the work of staff and ensure that city projects are completed on time, within budget, and in accordance with legal requirements. 

• Project Oversight: Lead the development and implementation of major street, transportation, and capital projects through plan and specification review, bidding process management, and construction and inspection. 

• Regulatory Compliance: Ensure all private development and public improvement plans comply with state and local codes, including the preparation and review of subdivision maps and stormwater management initiatives. 

• Capital Improvement Management: Administer the City’s Capital Improvement Plan (CIP), including project selection, budget oversight, and coordination with City Council and other stakeholders. 

• Grant Applications & Management: Apply for federal and state grants to fund various public works projects. Monitor the expenditure and compliance of awarded grants. 

• Collaboration & Communication: Provide guidance to other City departments and the public on civil engineering and urban development matters. Represent the City in regional discussions and public meetings.

EXPERIENCE AND TRAINING 

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 
 
Education: 

• Possession of a Bachelor’s degree from an accredited college or university with major coursework in civil engineering or a closely related field. 

Experience: 

• Six (6) years of progressively responsible professional civil engineering work including three (3) years of supervisory and project management experience. 

License: 

• Possession of a valid driver license and a satisfactory driving record throughout employment. 

• Current registration as a Civil Engineer in California. 

The City of Newark is seeking dedicated professionals to be Public Safety Dispatchers and be members of a team providing excellent service to our community. EXPERIENCE AND TRAINING

Education:

• Possession of a high school diploma or equivalent.

Experience:

• Two (2) years of clerical, administrative, or dispatching experience.
• Experience in emergency dispatching, law enforcement or emergency-related services is desirable.

License and Certificate:

• Possession of California Peace Officer Standards and Training (POST) Public Safety Dispatching Certificate is required within the probationary period and throughout employment.
• This classification requires the ability to travel independently within and outside of City limits.

Under general supervision, provides a wide variety of administrative and secretarial support within the City Manager’s office or another City department; coordinates office activities; and, performs other related work for an assigned department/division as required.

This class is distinguished from the Administrative Assistant series by the former requiring a broader understanding of City functions, and a greater emphasis on preserving the confidentiality of sensitive information and the performance of highly technical assignment involving functions of the assigned department.

Receive supervision from the City Manager/Deputy City Manager or Department Head/Manager. Exercises no direct supervision over staff. 

• Receives and screens visitors and telephone calls, providing factual information which may require the interpretation of City policies and procedures; takes messages or refers the caller to the appropriate person. 

• Provide administrative support for the entire department (e.g. distribute and send mail, postings, arrange food and beverages, and set up and take down meetings, etc.)

• Researches, synthesizes, and compiles data for informational purposes, projects, or special reports or summaries.

• Implements and manages department filing system including records retention schedules both electronic and physical.

• Maintains confidential office files, records, and indexes.

• Schedules appointments, makes travel arrangements, maintains calendars and arranges and coordinates meetings and events.

• Prepares purchase requisitions, maintains records of purchase, and processes invoices.

• Perform data collection, analysis, and entry.

• Prepares charts, reports and/or narrative summaries.

• Accurately drafts and prepares letters, contracts, agendas, documents, memos, meeting minutes, reports, and correspondence.

• May attend a variety of meetings with City staff, contractors, vendors, representatives of other governmental and/or regulatory agencies and the public, to identify, discuss and/or resolve problems.

• Coordinates purchasing and ordering supplies; contacts vendors; obtains the best terms and prices; arranges for delivery; and processes paperwork for payment.

• May assist in the development and administration of the annual program and/or departmental budget.

• When assigned to the City Manager’s office, supporting the City Clerk in preparing, routing for signature, and scanning City documents. 

• Prepare and plan for special events.

• Performs other duties as assigned.
