Minimum Qualifications for consideration - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Equivalent to a Bachelor's degree from an accredited college or university with major coursework in civil engineering, environmental engineering, environmental sciences or a related field. 

Experience: Five years of increasingly responsible wastewater treatment plant and collection system operations and maintenance experience including two years of administrative and supervisory responsibility. One year of Biological Nutrient Removal Treatment Processing is desirable.

License or Certificate:

Possession of a State of California Wastewater Treatment Plant Operator Grade V certificate is highly desirable.

The Department:

The Position: 

The Generation Technician performs the hands-on duties required to safely and efficiently operate and maintain the SVP Generation resources.  Under direction from the on-shift Sr. Generation Technician, the Generation Technician performs all manner of mechanical, electrical, and operational activities required for the City’s power generation facilities including:

 

• Controlling City power plants and monitoring remote hydroelectric facilities
• Responding to emergency situations and abnormal operations
• Repairing mechanical pumps, valves, compressors, boilers, HRSG auxiliaries, reduction gears, hydraulic systems, liquid and gas fuel systems, lube oil systems
• Repairing electrical systems, breakers, relays, meters, wiring, and motors
• Organizing and supervising contractors and employees in conducting scheduled and emergency shutdown work

 

Incumbents ensure that for all of the City of Santa Clara’s electric generation power plants that all of the systems and sub-systems are operated and maintained in an efficient, effective, and a safe manner. The Position consistently complies with all established safety and health policies and procedures, and helps to identify and eliminate or actively manage risks in all work activities.

Minimum Qualifications

EDUCATION AND EXPERIENCE

One of the following education requirements:

• Education equivalent to graduation from high school and
• Four (4) years of electric generation operation and maintenance experience in a medium sized electric generation power plant or the equivalent is required, two (2) years of which must have been at above the entry-level
• Two (2) additional years of electric generation operation and maintenance experience with an electric generation power plant or the equivalent is highly desirable. 
• Three (3) years of operations and maintenance level experience above the entry level with work assignments in the City of Santa Clara combined cycle generation facilities may substitute for the above experience requirements.

License/Certifications:

Possession of a valid California driver's license is required.
 Possession of the following certificates are required within one year of appointment for the duration of the appointment:

• Department of Transportation (DOT) Qualified Operator for Natural Gas Pipeline;
• Department of Transportation (DOT) Qualified Operator for Natural Gas Compressor Station;
• Department of Transportation (DOT) Drug Testing Program for Natural Gas Pipeline and Compression Station Operator;
• Qualified to wear a respirator;

The Position: 

Silicon Valley Power (SVP), the Electric Department of the City of Santa Clara, is seeking an experienced Senior Instrument and Controls Technician.  

The Senior Instrument and Control Technician is a senior level technical classification. The Position has a key role in the optimization of the Preventative Maintenance program and the development of SVP’s Maintenance philosophy. This classification performs maintenance and repair on all instruments, control systems, and electrical equipment in the City's power generation facilities.  The incumbent inspects, repairs, tests, adjusts, installs, and removes all power plant electrical, DCS/control, and instrumentation systems and equipment including:

• Monitors, maintain, and repairs gas turbine, steam turbine control systems, generators, transformers, and switchgear.
• Maintains, calibrates and repairs plant electrical, instrumentation, and control systems.
• Performs routine and advanced trouble shooting activities
• Maintains logs, manuals, records, drawings, schematics and operating procedures in a neat and professional manner.
• Provides written reports on control system conditions when required.

The Position:

Silicon Valley Power (SVP) is seeking dynamic, engaging and qualified engineers for several vacant Electric Utility Engineer positions in various divisions.

For the SVP Fiber Division, this position will be assigned engineering work associated with SVP’s fiber network. This individual will assist with engineering design, engineering pole loading analysis software, site surveys, material selection and estimates.   

For SVP Operations Division, this position will be assigned engineering work associated with communication and electrical power engineering. This individual will assist with the programming of industrial multiplexer networks. The individual should have a strong interest in industrial high-speed data networking.

For SVP Engineering and CIP projects, this position will be assigned engineering work associated with electrical power engineering, substation design and Transmission and distribution systems. The individual may manage or will assist in managing Capital improvement Projects (CIP) to support growth of the electric utility. The candidates should have strong background and interest in electric systems.

For the Customer Development and Project Management Division, this position will assist in monitoring the operation of power generation equipment to ensure that it operates within the desired specifications, conducting routine inspections and maintenance of plant equipment to prevent failures and ensure maximum efficiency, Implementing upgrades and modifications to existing systems to improve performance and reduce environmental impact, coordinating with other technical staff and management to discuss and strategize plant operations, ensuring compliance with local, state, and federal regulations pertaining to safety and environmental protection, preparing reports on plant operations, outage planning, and other performance metrics necessary for proper management and planning.

Desirable Qualifications:

• Registration as an Electrical, Mechanical or Civil Engineer in the State of California
• Experience using ESRI based Geographic Information System (GIS)
• Experience using system modeling and load flow software; Aspen one-liner software, GE PSLF, and DEW ISM

Overview:
The Grants, Compliance, and Claims Management Unit with Valley Water is the centralized unit for seeking and managing grants brought in to help fund Valley Water projects. The pre-award side of work within the unit will be administered by this Senior Management Analyst, with support from a Management Analyst II, and oversight by the Grants Unit Manager.
 
Senior Management Analyst (SMA): Core components of the Senior Management Analysts work will include researching grant opportunities and writing grant applications; high levels of collaboration with project teams, grants liaisons in watersheds and water utility divisions, procurement, legal, government relations, capital improvement program, and communications; and tracking/reporting. The position will tie efforts into the two grant roadmaps (i.e. strategic funding plans), assist in preparing updates to the Board and staff via all employee communications, and aid in early compliance reviews (pre-agreement) to ensure Valley Water can meet grant terms and conditions. As a Senior, the position will help implement new grants management software on the pre-award side in coordination with the unit’s compliance and claims staff, assist in updating standard operating procedures, and work with the Unit Manager to clearly define rationale for which grants to pursue.

Management Analyst II: Core components of the Management Analyst II's work will include assisting the SMA in researching grant opportunities and writing grant applications, coordinating with project teams, tracking and reporting grant-related information, assisting with compliance tracking for federal and state grant terms and conditions, and assisting with grant communications such as the bi-monthly Grants One Pager update for the Board of Directors and the Grants Action Team monthly meeting.

Ideal Training and Education:

THE DEPARTMENT:

The core mission of the Utilities & Environmental Services Department is to provide water, wastewater, and solid waste/recycling services  to Hayward residents and businesses and to implement the City’s Climate Action Plan. The Department plays a central role in meeting the City’s goal of becoming a more environmentally sustainable community through water and energy use efficiency, renewable energy sources, and reducing greenhouse gas emissions.

What you will do: 

Duties may include but are not limited to the following:

Directs and participates in the work of shop and field crews involved in the installation and maintenance of water mains; installation maintenance and removal of water meters.

Trains subordinates in the operation of a wide variety of light and moderately heavy automotive construction and maintenance equipment and related hand and power tools.

Performs or directs the performance of the more complex and skilled aspects of water system installation, maintenance, inspection and repair.

Exercises a relatively high degree of independent judgment in calculating materials, supplies and equipment needed for specific projects and activities to be accomplished by subordinate crews.

Assures that daily work assignments are completed; maintains records of work activity and job costs; generates daily reports and communicates with regulatory committees; enforces safety regulations; performs heavy physical labor; and may be required to act for the Utilities Field Services Supervisor in the latter's absence.

Verifies that all information on work orders and improvement drawings correspond.

Marks and telephones Underground Service Alert for location of all utilities within work area (installations, fire hydrants, main breaks, etc.).

Makes appointments with customers in response to complaints or inquires.

Participates in the short and long range planning and scheduling of specific activities to be accomplished by crews under his or her supervision and sees to the prompt and efficient completion  of the work.

Supervises valve crews, hydrant crew, marking and location of mains. 

Works with Construction Inspectors and other public agencies.

Provides field checks for all new water related installations, and evaluate leaks in water system.

Locates and coordinates with contractors and customers on all new water service installations; adjust service installations and locations when conflicts occur with other utilities.

Makes recommendations for installation changes at the work site.

Coordinates site finals with Construction Inspectors.

May be required to assist with utilities system and sewer main repairs.

EXPERIENCE AND EDUCATION

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience:  Two (2) years of experience performing journey level duties in construction or maintenance work involving water systems.  One (1) year of supervisory experience as a lead person or above is desirable.

Education: Equivalent to completion of the twelfth (12th) grade.

License and Certificates:  Possess upon appointment and on a continual basis, a valid Class B California Driver's License with a Tanker Endorsement or a Class A Driver License may be required. Possess upon appointment, a D-3 certification from the California State Water Resources Control Board.

ABOUT THE POSITION
The City of Gilroy is currently recruiting for a full-time Environmental or Civil Engineer to ensure sustainable water solutions and make a positive impact on public health and our environment. In this exciting opportunity you will play a crucial role in designing, implementing, and optimizing water treatment processes and help develop sustainable practices that ensure clean, safe water for our community. The Environmental/Civil Engineer is primarily assigned to the South County Regional Wastewater Authority (SCRWA) treatment plant. The SCRWA plant has won multiple awards at both the regional and state levels, and is undergoing expansion from 8.5 MGD to 11 MGD capacity. Tasks include permitting, reporting, planning, coordinating, and directing the design, investigation, development, operation, and construction of a wide variety of civil and environmental engineering wastewater projects. Assignments may also relate to wastewater collection, recycled water, and potable water. The Incumbent will need to work effectively with the Senior Environmental Engineer, staff from the cities of Gilroy and Morgan Hill, Santa Clara Valley Water District, the Regional Water Quality Control Board, SCRWA legal counsel, and the general public.

Wastewater Operator II - A journey level classification in the Wastewater Operator series. The ideal candidate must be skilled in basic principles of mechanical, maintenance, and electrical systems. Must be able to recognize and report unusual, inefficient, or dangerous operating situations. Must have working knowledge of the functions and purpose of wastewater disposal systems; routine cleaning and basic operation of wastewater treatment equipment. Must have knowledge of algebra and geometry as required to perform the responsibilities of the position; basic knowledge of electronics and hydraulics. Must have excellent communication skills, work cooperatively with those contacted in the course of work, and have a dedication to safe working practices. Must be able to work on-call as assigned. Requires a High School Diploma or equivalent and two years of full-time experience in a wastewater treatment facility in a position equivalent to a Wastewater Operator I. Solid experience in basic principles of mechanical, maintenance, and electrical systems; algebra and geometry; basic knowledge of electronics and hydraulics.  Must have good trouble shooting skills, attention to detail, excellent communication skills, training and leadership abilities, and have a dedication to safe working practices. Must be able to independently perform plant operations work; work on-call as assigned.
