The County Executive’s Office is seeking highly qualified candidates for the position of County Procurement Program Services Manager II.

The Procurement Division of the County Executive’s Office provides procurement services to all County departments and acts as a regulatory mechanism to help county departments obtain maximum value for each dollar spent, while maintaining compliance with all relevant County, State, and Federal laws, ordinances, and policies.   The Procurement Division (Division) also connects with and assists vendors in conducting business with the County.   

The Division successfully operates under several ordinances, codes, and policies designed to heighten worker standard of living, support local business, protect tax-payor dollars, and support eco-friendly practices.  The following are examples:

• The Living Wage Ordinance sets a minimum wage, which contractors are required to pay employees providing services under County contracts.  
• To support interested vendors, the Procurement Division offers a variety of trainings that review and explain the County’s Request for Proposals (RFP) process, contracting, and OpenGov.  
• The Procurement Division follows a Code of Ethical Conduct to ensure that expenditures of public funds, through the procurement and contracting process, occur in an ethical and responsible manner.   

In 2022, the County Procurement Division received the Award for Excellence in Procurement, an award conferred on organizations that demonstrate a commitment to procurement excellence. The division received this award again in 2023, 2024, and 2025.

The Position

The Program Services Manager II (PSM II) will have the opportunity to coordinate the day-to-day operations of the office including managing staff, overseeing OpenGov - the County’s electronic procurement system, developing and facilitating special projects, such as the Vendor Fair and Procurement Academy, collaborating with the cities in San Mateo County regarding procurement and purchasing services, and updating policies and procedures, including the Procurement Handbook.  

The PSM II will supervise and manage a dedicated team within the Division. In addition, the PSM II will develop and deliver trainings, act as procurement consultant to all county departments and special districts, and work to increase office efficiency and effectiveness.  The PSM II will be part of the management team helping lead the dedicated team of lead, professional, technical, and clerical subject matter experts committed to exceptional customer service and fair, open, competitive, timely, and ethical procurement practices.

Though not required, a designation as a Certified Purchasing Professional, such as Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), Certified Purchasing Manager (CPM), or Certified Public Purchasing Officer (CPO) is strongly desired.

• Coordinate and direct the daily operation of Countywide procurement services, special programs, and large-scale projects.

Qualifications

Education and Experience

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.  A typical way to qualify is three years of increasingly responsible experience managing complex procurement activities and providing operational oversight, including direct management of staff engaged in procurement activities.

The Behavioral Health and Recovery Services Division of San Mateo County Health is seeking experienced individuals for the position of Residential Counselor I. Residential Counselors (RC) I will provide guidance, support, supervision, and direction to youth ages 12–18 who have experienced severe or repeated trauma and require intensive mental health services in a Short-Term Residential Therapeutic Program (STRTP) at the County’s Canyon Oaks Youth Center. The RC-I plays a key role in creating and maintaining a safe, stable, and therapeutic environment that supports healing and growth. This includes monitoring residents’ behavior, safety, health, and overall well-being, while fostering connection and responding to challenging behaviors with empathy.

RCs use trauma-informed practices to understand and respond to the underlying needs driving youth behavior, while recognizing the impact of trauma on development, relationships, and coping skills. They assist youth in setting and working towards realistic goals, encourage personal accountability, and model healthy communication, problem-solving, and emotional regulation. Through active participation, coaching, and encouragement, RCs guide residents in practicing life skills, strengthening self-regulation, and building confidence for their next steps.

In addition to the above, during the overnight shift, residential counselors must:

• Remain fully awake and alert throughout the entire shift.

• Conduct and document regular night-time bedroom checks to ensure youth are resting safely.

IDEAL CANDIDATE
The facility operates 24 hours a day, 7 days a week. The ideal candidate will have the flexibility to work a variety of shifts, including daytime, swing, and overnight within a 40-hour work week (8 hours per day, 5 days per week) and scheduled any day from Sunday through Saturday.

This program only uses physical interventions as a last resort to prevent serious injury or in situations requiring life-saving measures. Residential Counselors must pass emergency intervention training which includes a written and physical hands-on competency examination; annual examinations are conducted to maintain certification.

The ideal candidate will possess:

• A Bachelor's degree in Psychology, Sociology, Education, Counseling, Child Development or related fields.
• Knowledge of trauma-informed care principles, including awareness of the impact of trauma on behavior and development
• Training and experience in managing assaultive behavior and physical restraint.
• A minimum of one year's experience providing direct supervision of youth in a residential treatment setting working with adolescents.
• A California Driver's License in good standing.

IMPORTANT: (COYC) is a Short Term Residential Therapeutic Program and by law, requires employees to obtain and maintain security clearance and be bondable. Any prior criminal conviction since your 18th birthday (excluding marijuana-related offenses that are older than two years as listed in the California Labor Code 432.8) will result in a denial of your security clearance by the Community Care Licensing agency. While in some circumstances an employer may obtain a waiver of conviction from the licensing agency, Behavioral Health has a policy against obtaining such waivers/exemptions for perspective employees. The County of San Mateo Procurement Division is seeking an experienced procurement professional for the position of Contract Administrator II (CA II). This position will provide procurement advice and assistance to departmental procurement staff throughout the County. The Procurement Division supports 23 departments within the County.

As of April 2024, procurement within the County is handled through OpenGov Procurement (OpenGov) software. Experience with OpenGov is desired but not required. OpenGov training will be provided to the CA II staff member.

Under supervision, the CA II will:

• Advise staff on solicitation development and contract management policies and processes.
• Assist staff with questions related to navigating OpenGov.
• Work on procurement projects.
• Participate in the development of procurement policy and training.
• Deliver procurement training to staff.
• Complete other procurement related work on an as-needed basis.

CA II is the fully experienced, journey level class in this series, capable of independently performing the full range of procurement work. The CA II should be knowledgeable regarding solicitation creation for professional services and contract administration duties.  The selected candidate will use their experience to advise staff on how to navigate and improve their procurement processes.  The CA II will be given substantial latitude in determining approach, procedures, systems, and methods in accomplishing the work goals.  The CA II will make basic programmatic decisions that require the exercise of independent judgment will be responsible for coordinating multiple functions or processes. An Incumbent at this level is typically assigned the more complex contracts.

The CA II staff member will have strong communication skills and professional conduct. They will be expected to provide excellent customer service while explaining procurement to county-wide staff. They will be comfortable creating and delivering trainings to staff on procurement topics.

Confidence in learning new technology will be important to this role. The CA II will be expected to become an advanced user of OpenGov and assist staff with navigating the software.

San Mateo County Health is seeking a highly qualified candidate for the position of Edison Clinic Therapist (Psychiatric Social Worker I/II).

Under general supervision, the Clinic Therapist will work approximately 40 hours per week, providing a wide variety of therapeutic services and, if time permits, up to 10 hours of social work case management services. Responsibilities include screening, assessment, evaluation, and psychotherapy, with a focus when appropriate on harm reduction therapeutic interventions and support services for clients in need of, or currently receiving, substance abuse therapy and treatment.

Additional duties include developing and implementing activities related to substance abuse prevention, intervention, and rehabilitation, as well as performing other related work. The position also involves providing social work services to non-therapy clients in support of other on-staff social work case managers.

The Position
The position will be embedded at the Public Health, Policy and Planning Edison Clinic at the San Mateo Medical Center, and possibly one morning per week at the Fair Oaks Health Center, with clinic hours Monday through Friday. 

This position will engage individuals with a range of mental health and substance use disorders to provide a range of services and supports, including but not limited to, diagnosis of issues to be focus of clinical attention, including substance use and other behavioral health needs; screening/assessing clients' needs using assessment criteria to determine medical necessity and identification of key clinical interventions; determination of stage of change; and engaging clients by using Motivational Interviewing and Harm Reduction practices.

The provider will provide therapy for primary case load, and as a backup also provide case management services, including transportation, client advocacy, client-driven treatment planning, and care coordination with other care providers; navigation of medical and mental health services, including medication assisted treatments; assisting clients with enrolling into benefits, including health coverage for which they are eligible; participate in a multidisciplinary team; use clinical consultation care coordination meetings; and partner with key referral sources and other service providers including but not limited to, San Mateo Medical Center (SMMC) Emergency Department (ED), Psychiatric Emergency Services (PES), and Primary Care and Specialty Clinics, BHRS clinics and programs, Substance Use Disorder treatment providers, including Palm Avenue Detox, shelters, Probation, and Correctional Health.

The Ideal Candidate
The ideal candidate will have significant knowledge, skills, experience, and training in providing therapy as well as case management; assessing and evaluating adult clients with mental health and substance use issues; determining appropriate referrals and recommending treatment plans; documenting in electronic medical records; establishing appropriate clinical relationships; and demonstrating strong understanding of confidentiality and ethics.

Three years of experience in clinical social work, psychotherapy, or a related field, particularly with diverse populations affected by mental health and substance use issues is highly desirable.

• Psychiatric Social Worker II:  Current California license as a Clinical Social Worker.

Special Requirements:  

• Individuals in this classification assigned to an on-site school program are required to meet any specialized requirements (i.e., Pupil Personnel Services credential) as stipulated by federal and state laws and regulations.

THE POSITION

Tri-City Mental Health Authority is currently hiring to fill two (2) full-time vacancies for the position of Clinical Therapist II within the Mobile Crisis Care Program (MCCP). Tri-City’s MCCP is a 24/7 mobile crisis response team with shifts that may include evenings, weekends, daytime hours, and holidays. Weekend and night shifts will be entitled to Shift Differential Pay of $2.50 per hour on weekdays (Monday through Friday) and $3.50 per hour on weekends (Saturday and Sunday). Holiday shifts will be entitled to Holiday Pay.

Tri-City is looking for individuals to serve as Clinical Therapist II on a full-time basis for the MCCP. The MCCP Clinical Therapist II will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Clinical Therapist II will report to the Mobile Crisis Care Clinical Supervisor and Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Respond to client’s (Full-Service Partnership and Adult and Children’s Outpatient Programs and other specialty mental health services) crisis calls with or without law enforcement;
   

• Perform field-based and telephone emergency mental health evaluations and crisis stabilization in accordance with agency procedure;
   

• Provide crisis intervention and stabilization services to individuals, groups, and families;
   

• Identify treatment needs and make appropriate referrals for necessary services;

Protective Services Workers play a crucial role in ensuring the safety and well-being of children and families. They engage in case planning, risk assessments, and deliver vital support services.

THE POSITION

Tri-City is now actively recruiting for a Clinical Supervisor I or II for the School Based Services Program within the Child & Family Clinic. The Clinical Supervisor I/II position will report to the Clinical Program Manager and will supervise Clinical Therapists.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Collaborate with Program Manager to provide appropriate staff placement based on the clinical needs of the patients and ensure delivery of quality patient care; monitor, maintain, and adjust staffing levels according to unit productivity and staffing goals; participate in data collection for unit based on quality assurance indicators

• Provide guidance to subordinates on Agency philosophy, goals, objectives, policies, and procedures through casework conferences, staff meetings, and work review; assist and participate in the development and coordination of in-service training and staff development programs.

• Coordinate, supervise, and direct the clinical, operational and program activities, inclusive of unit personnel, on a day-to-day basis to meet unit objectives.

• Provide direct services to clients under appropriate scope of practice.

The Position

The City of Fremont's Human Services Department is seeking temporary employees to work evening shifts, from 5:00 p.m. – 9:00 p.m. during winter months (approximately October 13, 2025, through April 30, 2026). This position plays a vital role in supporting the temporary Winter Relief emergency shelter program, which provides a safe and welcoming environment for individuals and families experiencing homelessness.

Winter Relief Monitors will work under the direction of a Senior Program Coordinator and be responsible for up to 20 hours of work per week.

Training will include topics including harm reduction, de-escalation, Critical Time Intervention (CTI), and local community-based resources.

Examples of Duties

• Foster a supportive and respectful environment through empathetic communication, addressing emotional challenges that may arise during participant transitions.
• Enforce program rules to maintain a safe environment by providing verbal warnings and educational support to promote understanding and voluntary compliance.
• Respond promptly to emergencies by assessing situations, contacting emergency services (e.g., 911), and communicating with property staff and public safety personnel.
• Operate a City of Fremont vehicle as required.
• Conduct daily room visits, distribute meals and supplies, and engage with participants to build rapport and understand individual needs.
• Collaborate in weekly team meetings for case consultation, providing input and developing strategies to support participants’ connections to community resources.
• Maintain accurate records, including daily sign-in sheets, incident reports, and documentation of on-site activities.
• Perform other duties as necessary.
