Working as part of the court executive team, the Court Director of Finance (Director of Finance) will exercise managerial authority over the financial operations, oversee the budget, and look for ways to enhance the revenue of the Superior Court of California in San Mateo County.  In addition, the Director of Finance will develop, recommend, and implement departmental budgetary goals, policies, and objectives and will develop and implement dual (programmatic and cost center) budgetary, monitoring, and fiscal reporting systems to coordinate with the State budgetary and fiscal reporting systems. 

 

The Director of Finance will also coordinate financial activities with those of other local agencies and the State and will provide highly responsible and complex financial management support to the Court Executive Officer and related management staff.  Additionally, the Director of Finance will provide direct and indirect supervision over assigned professional, supervisory, technical, and clerical personnel.

Examples Of Duties

Duties may include, but are not limited to the following:

• Plan, develop, and oversee fiscal management, budgeting, accounting, and financial reporting functions for the Court.
• Provide strategic policy direction for all financial activities and ensure integration with State budgetary and reporting systems.
• Monitor and analyze State and local legislation affecting court operations and develop responsive fiscal strategies.
• Direct and evaluate staff responsible for fiscal and accounting functions, including training, motivation, and performance management.
• Plan the development and implementation of the overall Court budget in coordination with operational divisions, prepare budgetary administrative information, and participate in forecasting additional funding requirements for programs, staffing, facilities, equipment, and materials.
• Oversee revenue collection, cost recovery, auditing, procurement, and contract administration.
• Ensure accuracy and compliance of financial statements, reports, and reimbursement claims.
• Oversee, prepare, and review the preparation of complex financial statements, reports, summaries, and reimbursement claims, and analyze and interpret financial information and statistical data for Court management, judicial officers, advisory committees, auditors, and related individuals and groups.
• Represent the Court administration in meetings with the State, judicial officers, County departments, other Superior Courts, and public and private organizations.
• Provide expert consultation to the Court Executive Officer and executive team on fiscal strategy, forecasting, and risk management.
• Perform related duties as assigned.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Education: Bachelor's degree from an accredited college or university with major course work in accounting, auditing, economics, business, or public administration or a related discipline. A graduate degree in one of the above disciplines is preferred.
• Experience: Five years of increasingly responsible experience performing a wide variety of fiscal resource management in a public agency, at least two years of which were in an administrative or management capacity. Experience in a California Court setting is preferred.

 

Knowledge of:

• Legislation, policies, and procedures related to budgeting and financial reporting for the California Superior Courts, including public agency fund accounting and third-party reimbursement and claims payment practices.
• Fiscal resource administration, including planning, budgeting, forecasting, financial analysis, auditing, and related practices.
• Understanding of California court fiscal structures, fund accounting, and State reporting.
• Strong leadership and management capabilities, including staff development and performance management.

The Ethics Commission is responsible for the independent and impartial administration and enforcement of laws related to campaign finance, public financing of candidates, governmental ethics, conflicts of interest, and registration and reporting by lobbyists, campaign consultants, permit consultants, and major developers.

Role description

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.
• Manage the department’s HR and personnel functions and lead initiatives to promote staff engagement and professional development.
• Direct the department’s annual budget development process by working with Commission staff and City stakeholders to get necessary funding approved through the City’s budgeting process.
• Track ongoing spending using the City’s financial systems and monitor adherence to the approved budget.
• Manage the department’s contracting needs and establish internal procedures and documentation for related business processes.

• Manage services from other departments to support the Commission’s operations and serve as a liaison for departments and other stakeholders.
• Prepare management reports, annual reports, agency publications, and financial reports to provide regular progress updates regarding departmental goals and operations. Provide presentations at Commission meetings as needed.
• Maintain information on the Commission’s website, including budget, operational reports, and Commission information, in compliance with the City’s language access and digital inclusion standards.

• Act on behalf of the Executive Director when requested to provide business continuity for other programmatic and business functions.

How to qualify

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND
• Two (2) years of managerial experience in governmental ethics, campaign financing, and/or lobbying laws and regulations, all of which must include supervisory experience.

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.
• Extensive knowledge and expertise in organizational policies, systems, and issues in a government setting.
• Proficiency with computers and software applications, including with Microsoft Office tools, electronic filings systems, collaboration and project management tools (SharePoint, MS Teams, Jira or similar), financial & accounting systems, digital signature tools (DocuSign or similar), and content management systems (WordPress or similar).

ABOUT THE POSITION

The City of Redwood City invites you to apply for the position of Payroll Supervisor -Confidential.  Under general direction of the Financial Services Manager the Payroll Supervisor, plans, organizes, supervises, trains and evaluates the work and activities of assigned staff engaged in payroll operations ensuring accurate, timely, and compliant processing of employee compensation. Primary duties include providing expert level strategic leadership in planning, preparing, processing, and maintaining the City’s payroll and related records and reports, and partnering with Human Resources to recommend and implement payroll policies and procedures to meet City responsibilities with respect to labor agreements, labor laws, payroll tax administration and system updates.

A few typical responsibilities include, but are not limited to:

• Coordinates, oversees, and participates in the full spectrum of payroll activities; ensures timely and accurate posting of payroll to the financial accounting system; ensures accurate deduction and remittance of garnishments, child support, IRS levies and court orders as administered by vendors or internal staff; and ensures accurate reporting of changes in pay, payroll status, taxes, benefits, deductions, and retroactive pay adjustments.
• Assists in the development, implementation, administration, and prioritization of goals, objectives, policies, and procedures for assigned Payroll programs.
• Plans, organizes, schedules, assigns, directs, coordinates, and reviews work activities and projects; monitors workflow; reviews and evaluates work products, methods, and procedures; and works with staff to identify and resolve problems. 
• Participates in coordinating and maintaining payroll system data and is responsible for the execution of internal controls to ensure accuracy of data.

• Participates in the development, implementation, and enhancement of the Enterprise Resource planning (ERP) system including configuration, testing, and validation to ensure payroll accuracy and compliance; subject matter expertise on payroll processes to support ERP system design and enhancement; data migration, system integration, and reconciliation; coordinates needs and customizations to meet the needs of departments and/or sound financial practices; and monitors ERP system performance, recommends enhancements, and supports continuous improvement initiatives.

• Selects, trains, motivates, and evaluates assigned personnel; provides and/or coordinates staff training; develops work performance standards; works with employees to correct deficiencies; and implements discipline and termination procedures in conjunction with the Human Resources Department.

• Assists in the investigation of complaints; suggests corrective actions and recommends and implements improvements.
• Keeps abreast of relevant and applicable federal, state, and local laws, regulations, City labor agreements, policies and procedures, and payroll best practices; recommends and implements payroll policies and procedures to comply with the applicable rules and regulations.  
• Ensures compliance with reporting mandates; submits appropriate forms and transmits information to government agencies, including the California Public Employee Retirement System (CalPERS), the Internal Revenue Service (IRS), and the Employee Development Department (EDD).
• Ensures CalPERS pension plan extracts are accurate and filed timely; responds to CalPERS payroll reporting inquiries, discrepancies, audit responses, and action plans.
• Develops, maintains, updates, and communicates organization wide payroll policies and processes regarding earnings, deductions, and timekeeping.
• Compiles, analyzes, and reconciles a variety of records in the preparation of documents and reports; conducts complex analysis and prepares reports as required. Coordinates payroll activities with other departments, divisions, and outside agencies and organizations; assists with training and responding to questions from department timekeepers on timekeeping and payroll systems, payroll legislation, and City policy related to payroll.
• Assists with the preparation of data for use in labor negotiations.
• Performs related duties and responsibilities as assigned.

Overview: 

Valley Water seeks a collaborative, detailed-oriented and customer-service focused individual to join the Water Revenue team as a Management Analyst I. The incumbent will be public facing, engaging with water customers and well owners throughout Santa Clara County. As a member of the Water Revenue team, key responsibilities include generating and processing water bills; providing excellent customer service in person, by phone and via email; ensuring all data is processed and captured in an accurate and timely manner; and collaborating with colleagues. The work is cyclical with periods of high volume (annual, semi-annual, and monthly billing cycles) and technical by nature (i.e., unmetered water customers). Ability to navigate multiple systems in the course of daily work is necessary (i.e., databases, files, billing system, GIS resources); bilingual is a plus. Members of the Water Revenue team occasionally go offsite to perform field checks.

Valley Water is a public agency with an operating and capital budget of $964 million, and over 900 employees. With headquarters in San José, Valley Water provides water supply, enhances streams and watersheds through creek restoration and habitat protection, provides flood protection for homes, schools, businesses and roadways, and partners with other agencies to provide trails and open space for the community.

 

Key Responsibilities include, but are not limited to:

• Customer service: provide exceptional internal and external customer service, in person, by phone, or via email. Engage with well owners, retailers, farmers, and other departments at Valley Water. 
• Revenue collection duties: generate and process bills that may include groundwater, treated water, surface water or recycled water. 
• Technical and detail-oriented: audit all water bills for accuracy. Support other analysts and supervisor as needed. The Water Revenue team manually reviews and audits nearly 6,300 bills each year of which about 80% are for unmetered water customers.

The Senior Fiscal Analyst serves as the lead staff for the Trial Court Budget Advisory Committee and its three subcommittees: Funding Methodology, Revenue & Expenditure, and Fiscal Planning, providing comprehensive support for all committee operations. This role manages the Funds Held on Behalf of the Trial Courts program, a fiscal process that assists courts in managing their operational budgets. The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. RESPONSIBILITIES

• Serve as lead staff and provide high-level professional support to the Trial Court Budget Advisory Committee, its subcommittees, and working groups. This is one of the most active advisory bodies to the Judicial Council that represents trial court funding priorities and policies. This role involves strategic planning, policy compliance, stakeholder engagement, and administrative coordination to ensure the committee’s operations align with Judicial Council governance standards. 
• Manage the annual submission cycle, analyze funding requests from trial courts, and coordinate the Funds Held on Behalf of the Trial Courts program to ensure compliance, transparency, and effective fiscal oversight. 
• Provide high-level professional support in a backup capacity to the Senior Fiscal Analyst position that oversees the trial court budget allocations of $3 billion annually and the Workload Formula policy. This role collaborates extensively with Judicial Council leadership and trial court representatives to ensure effective governance of trial court funding and policy execution. 
• Provide advanced-level analytical and budgetary support to the Court Interpreter Program. This includes technical assistance to the Language Access Program for annual court interpreter allocations to the trial courts, implementation of budget proposals, and review of reports to the Legislature and other documents. 
• Provide support for the development and implementation of the annual trial court budget. Contribute to cross-functional initiatives that support trial court operations, ensure fiscal integrity, and support the goals of the Judicial Council. 
• Document and maintain detailed records of operational processes, procedures, and related backup information to ensure clarity and consistency for key budgetary processes that support the trial courts.

MINIMUM QUALIFICATIONS 
Bachelor’s degree, preferably in business, finance, accounting, or a directly related field, and four (4) years of professional experience in accounting, financial analysis, budgetary, or contract administration/procurement. 

Possession of a bachelor’s degree in a directly related field such as accounting, finance, business, etc., may be substituted for one (1) of the years of required experience. An additional four (4) years of professional experience in the assigned function as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

Juris doctor, Master of Business Administration, or master’s degree in a directly related field for the assigned discipline such as finance, contract administration or accountancy, and one year of experience as identified above.
