THE POSITION: 

The Finance Department at the City of San Mateo has an opportunity for an entry level Accounting Assistant I to work in the Accounts Payable section. The Accounts Payable team manages the payment of invoices, expense reimbursements, and credit cards, among other things, for the City as a whole and is part of a team of 18 Finance employees. The Accounting Assistant I will work with the Senior Accounting Assistant to support 11 Departments as well as the San Mateo Consolidated Fire Department.

DUTIES:

Depending upon assignment, duties may include, but are not limited to the following:

• Audit invoices against purchase orders; verify encumbrances; research discrepancies; approve for payment and post to the proper account.
• Open and close accounts; maintain various ledgers, registers, journals, and spreadsheets according to established account classifications.
• Maintain daily transaction records by balancing, preparing summaries, and entering into financial system; maintain records of delinquent invoices.
• Respond to citizen inquiries; research and answer employee and department questions regarding the status of accounts and payments, the proper coding of transactions, and other matters.
• Participate in the preparation of payroll, accounts payable and accounts receivable as well as control and account verification of an accounting system.
• Perform related duties and responsibilities as required.

MINIMUM QUALIFICATIONS: 

• One year of clerical experience, preferably including some financial and statistical record keeping.
• Equivalent to completion of the 12th grade.

DUTIES AND RESPONSIBILITIES

• Prepares and processes the full cycle semi-monthly payroll;
• Sets up and maintains employee master file records in the payroll system;
• Reviews personnel action forms (PAFs) and other employee deduction and contribution forms for completeness and accuracy and makes necessary entries into the payroll system;
• Reviews time and attendance records for accuracy and compliance with various MOUs and City policies;

• Runs trial payroll and reviews for accuracy; makes corrections as needed;

• Generates pay checks and direct deposits;
• Calculates separation payouts, including lump sum leave payouts and contributions to deferred compensation plans;
• Prepares spreadsheets to record and track disbursements;
• Creates accounts payable claims for payment of payroll liabilities and assists in reconciling payroll clearing accounts;
• Tracks accrued payroll tax liability, monitors deadlines and prepares tax deposits;
• Assists employees with various questions and requests for information;
• Receives and researches requirements for wage assignment orders and tax levies and implements related deductions;

PHYSICAL DEMANDS

The ability to maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties. 

WORKING CONDITIONS

This position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities.  The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard.  Additionally, the position requires near vision in reading correspondence, statistical data and using a computer.  Acute hearing is required when providing phone service and communicating in person.  The need to lift, drag and push files, computer reports or other materials weighing up to 25 pounds also is required.

The City of Menlo Park is recruiting for the exciting and challenging position of Management Analyst I/II. As a member of the Administrative Services team, the incumbent will serve as an experienced accounting and financial analyst for the City, with primary responsibility for maintaining, reconciling, and analyzing the City’s general ledger and related financial records. This position will provide financial analysis and reporting support while ensuring compliance with applicable governmental accounting standards and internal control requirements. The Judicial Council of California is accepting applications for the position of Manager in Budget Services.

This position will provide direct management oversight for the Trial Court Budget Management section within the Budget Services office, which includes the Court Budget unit (CBU) and the Funds and Revenues unit (FRU). The CBU is responsible for administering allocations and reimbursements of approximately $3 billion annually to the 58 trial courts, and provides budgetary support for various trial court programs. The FRU carries out advanced budgetary, technical, and analytical responsibilities related to the administration of judicial branch funds, including backfill for the Ability to Pay program and oversight of statewide collections.

This position directs Judicial Council staff support for the Trial Court Budget Advisory Committee and its subcommittees, managing administrative functions within the Judicial Council committee process to ensure that funding included in the budget is allocated to the trial courts in a timely and proper manner.

This position also represents the Budget Services office and the Judicial Council in interactions with a wide range of partners and stakeholders, including the Judicial Council’s Executive Office and senior management, trial court leadership, county government departments, and state agencies such as the Department of Finance, the State Controller’s Office, and the Legislature. ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.

ESSENTIAL DUTIES
Accounts Payable

• Verifies, audits and edits employee time entry in Telestaff; reviews and finalizes daily rosters for payroll
• Reviews all invoices for appropriate documentation and approval prior to payment
• Pays vendors by; verifying Federal ID numbers; scheduling and preparing checks; resolving purchase order, contract, invoice or payment discrepancies and documentation; insuring credit is received for outstanding memos; issuing stop-payments or purchase order amendments

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger. 
• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

The City of Patterson’s Finance Department is seeking to fill a full-time Accounting Technician position and to establish an Eligibility List.  Duties include but are not limited: under limited supervision, maintenance of the general ledger, a wide range of payroll processing activities and reconciliation of checking accounts; assists in the preparation of a variety of financial reports; provides technical assistance to higher-level accounting staff ; serves as liaison on accounting functions to other City departments and staff; may provide functional guidance to less experienced staff;  and performs related duties as required and/or assigned.
