The City of Menlo Park is currently accepting applications for a temporary Equipment Mechanic in the Fleet Services Section of the Public Works Department. A temporary equipment mechanic performs diagnostic, maintenance and repair services on light and heavy city vehicles and equipment, such as automobiles, storm/sewer trucks, aerial bucket trucks, dump trucks shuttle buses, construction equipment, lawn mowers, small equipment and stationary generators; and performs other duties as assigned.

The temporary equipment mechanic performs a range of skilled tasks requiring journey level mechanical ability and aptitude. Work assignments are performed according to established rules and procedures. Independent judgment is required and is supported by supervisory review and direction. Equipment mechanics are required to provide their own tools and equipment.

The City of Simi Valley is seeking a qualified Senior Engineer to join its team. This position offers an excellent opportunity for civil engineers looking for variety, challenge, and meaningful work in public infrastructure.

The Senior Engineer will be responsible for managing complex capital improvement projects, conducting hydraulic studies, and performing advanced technical engineering tasks related to the planning, design, and construction of waterworks facilities. Key responsibilities include preparing plans, specifications, and cost estimates for a range of water infrastructure and public works projects, such as:

• Water main line replacements

• Water tank rehabilitation and replacement

• Pump station upgrades

The Senior Engineer works under the general supervision of a higher-level professional engineer and provides lead supervision to assigned engineering staff, ensuring quality, compliance, and timely delivery of projects.

                                 POSITION DETAILS:

• Regular full-time position
• 9/80 work schedule (every other Monday or Friday off)
• Salary range $52.06 to $66.95 hourly with Excellent Benefits (see below)

                             MINIMUM QUALIFICATIONS:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: 

Education/Training: 

• Equivalent to a Bachelor’s degree from an accredited college or university with major course work in engineering or architecture with specialized course work related to area of assignment.

Experience: 

• Four years of professional engineering experience related to area of assignment including one year of administrative and/or lead supervisory responsibility.

License or Certificate: 

• Possession of registration as a Professional Engineer in the State of California, or a licensed Architect in the State of California (when assigned to Building & Safety).
• Possession of, or ability to obtain, an appropriate, valid driver’s license.
• Possession of, or ability to obtain, a Plans Examiner certificate may be required depending on area of assignment.

The Public Works Department
The Public Works Department consists of Design Engineering, Development Engineering, Construction, Civic Facilities, Transportation, Survey, and Real Property sections. The department reviews all proposed land development projects in the City and executes the design and construction of public projects such as streets, parks, and public buildings.

THE POSITION
The Deputy Director of the Public Works Agency plays a critical leadership role overseeing the Roads and Engineering Divisions. This position is responsible for the planning, execution, and oversight of major infrastructure projects, public works programs, and disaster recovery initiatives. Working under the general direction of the Agency Director, the Deputy Director provides strategic direction, operational oversight, and interdepartmental coordination to ensure efficient service delivery, regulatory compliance, and community engagement. The role also serves as Acting Director in the Director’s absence and represents the agency in meetings with officials, stakeholders, and the public. This position is scheduled for forty (40) hours per week. This recruitment may be used to establish a list to fill future vacancies for the next six (6) months.

• Oversees the preparation of solicitation documents for construction projects, manages the bid process including pre-bid conferences and site walk-throughs, responds to bidder inquiries, and administers construction contracts, including budgeting and assisting with regulatory permitting.
• Supervises consultant contracts for public works services, monitors project performance, and ensures departmental processes comply with contract provisions and standards.
•  Coordinates with consultants, staff engineers, and other stakeholders to guide the preparation of plans and specifications for public works projects
•  Identifies alternative funding sources, coordinates grant and loan applications, secures funding, monitors expenditures, and tracks project outcomes.

The Wastewater Treatment Plant (WWTP) is a 15.7 MDG sub-regional facility that serves an estimated 164,545 customers  administering the annual operation and maintenance budget over $12.8 million with a staff of 34 professional and technical personnel.  The City of San Mateo is building a team tasked with the safe and continuous operation of the current expansion of this conventional activated sludge plant by introducing new facilities including; preliminary treatment, primary treatment, enhanced biological nutrient removal/membrane bioreactors (BNR/MBR), biological and chemically enhanced treatment (BioACTIFLO), and additional upgrades to existing process equipment. A vital and instrumental member of this team is the WWTP Operator III.

The Position

This position will receive general direction from the Chief Plant Operator and instruction from their Shift Supervisor to provide daily guidance to lower level operators and trainees. The WWTP Operator III will be responsible for supporting these efforts to guide, develop and mentor staff on their assigned shift, act in a supervisory capacity in the absence of the Shift Supervisor, and is the assigned lead in getting both scheduled and unscheduled work completed. Those who have prepared themselves and are ready for the challenge to use their skills as a journey-level wastewater professional should seriously consider this opportunity.

This position is assigned rotating shifts working nights, weekends, and holidays with on-call emergency response 24 hours per day.  However, along with this challenge is the benefit of working  a 12-hour shift that results in a very favorable work/life balance and requires the minimum commuting days as compared to other standard 8-hour shifts.

The Duties

Depending upon assignment, duties may include, but are not limited to the following.

Operate wastewater treatment facilities to control flow and processing of wastewater, sludge and effluent; monitor gauges, meters and control panels; observe variation in operating conditions, interpreting meter and gauge readings and test results to determine process requirements.

• Operate valves and gates; start and stop pumps, engines and electric motors to control and adjust flow and treatment processes; operate and maintain boilers; perform routine maintenance work on valves, tanks, related equipment and facilities to optimize performance.
• Maintain appropriate plant records to support water quality goals.
• Perform the duties of the Designated Operator-in-Charge when required in accordance with State regulations.
• Operate rolling vehicles and stationary machinery as required to perform essential job functions.
• Foster and maintain good working relationships and provide excellent customer service in the course of their work.
• Assist in the inventory, requisition, and purchase of supplies and materials.
• Supervise and train less experienced operators on assigned shift.

• Conduct cross-connection surveys and tests to identify potential cross-connections to the water system. 
• Monitor the provision of backflow prevention at user connections. 
• Provide technical supervision over maintenance staff performing backflow prevention assembly installation, repair, inspection, and testing.
• Inspect potable and recycled water systems to determine the existence of cross connections and recommend corrective actions as necessary.
• Test, install, repair, and maintain backflow prevention assemblies.
• Perform plan reviews to ensure proper water system connections.   Identify potential cross-connections and provide written comments.
• Maintain records of installations, locations, tests, and repairs of backflow prevention assemblies.

The Essentials:

Cross-Connection Control Specialist

• Two years of experience in water system maintenance, equivalent to the responsibilities of a Water Utility Worker in the City of Mountain View
• Equivalent to completion of the 12th grade supplemented by approved courses of instruction in the theory, laws, regulations, and techniques of backflow prevention and/or cross-connection control.
• Possession of a valid California Class C driver’s license.
• Possession of an AWWA Backflow Prevention Assembly Tester Certificate and a California Water Resources Control Board Water Distribution Operator Grade 1 Certificate.  
• Possession of an AWWA Cross-Connection Control Specialist Certificate within one year of appointment.  

Bonus Points:

• Experience administering a water system cross-connection inspection program is highly desirable.
• Completion of a recycled water site supervisor’s training class is highly desirable.
