The County Executive’s Office seeks qualified candidates for the position of Outreach and Enforcement Associate in the Office of Labor Standards and Enforcement.

Launched in July 2025, the Office of Labor Standards and Enforcement (OLSE) promotes fair labor practices throughout San Mateo County. OLSE’s core functions include conducting outreach and education to workers and employers within San Mateo County about their rights and obligations in the workplace and enforcing labor standards that protect San Mateo County workers through coordinated investigations and efforts to secure compliance.

THE POSITION

Reporting to the Labor Standards Manager, the Outreach and Enforcement Associate will lead OLSE’s community outreach and engagement work, support civil investigations and enforcement actions, and manage projects to support OLSE’s implementation. Spanish fluency is required for this position. 

The Outreach and Enforcement Associate’s key responsibilities will include:

• Outreach and Community Engagement:
  • Plan and implement culturally and linguistically appropriate labor standards outreach campaigns targeting low-wage workers and their employers, prioritizing outreach consistent with geographic and industry priorities, with buy-in from key stakeholders. 
  • Execute a wide range of outreach activities, including mass mailings, door-to-door canvassing, flyering, tabling, presentations, workshops, and events.
  • Deliver presentations to and facilitate discussions with low-wage workers and small businesses, providing clarity on workplace rights and resources available to support labor compliance.
  • Develop and maintain educational materials that present information responsive to community need in an accurate, accessible, and engaging manner.
  • Build partnerships and cooperative working relationships with County departments and various community, public, and regulatory organizations.

• Enforcement Support and Intake Coordination:
  • Receive and respond to complaints, inquiries, and requests for support from workers, employers, and members of the public, implementing OLSE’s intake procedures and best practices for ensuring all stakeholders who contact OLSE receive clear, helpful, in-language, and timely information and complaints are investigated promptly.
  • Conduct initial interviews with workers seeking OLSE assistance by phone and in-person; identify worker priorities and make recommendations for appropriate next steps.
  • As assigned, and under supervision, conduct investigations of potential violations of laws within OLSE’s jurisdiction, including interviewing workers, engaging with employers, calculating damages, and drafting investigation reports.

• Project Management:
  • Support the development and implementation of OLSE workflows and processes, including the implementation of a case management database.
  • Coordinate contract solicitations and assist with the maintenance and monitoring of OLSE contracts.
  • Prepare reports on OLSE activities and outcomes.

Additional duties include but are not limited to:

• Assist in developing goals, objectives, policies, procedures, and work standards. 
• Analyze programmatic practices and procedures and make recommendations for organizational, operational, policy, and procedural improvements.
• Conduct needs analyses, feasibility studies, and evaluations.
• Support Office of Labor Standards and Enforcement programs and projects.
• Continuously monitor the efficiency and effectiveness of operations and service delivery methods and procedures to maximize funding and minimize costs. 
• Develop, summarize, and maintain administrative and fiscal records.
• Prepare comprehensive technical reports, identify alternatives, and make and justify recommendations.
• Conduct special research projects and financial analyses for countywide programs and usage, produce findings and recommendations, and prepare related reports.
• Represent the Office in interdepartmental, community, and professional meetings and confer and coordinate with other County staff on a wide variety of administrative analyses and planning issues.
• Ensure compliance with Federal, State, County, and funding agency regulatory and reporting requirements and applicable laws, regulations, and professional practices.
• Prepare and submit Board of Supervisor agenda reports and various other commission, committee, and staff reports, resolutions, ordinances, and correspondence regarding assigned activities.
• Attend meetings, conferences, workshops, and training sessions and review publications and related materials to become and remain current on principles, practices, and new developments in labor standards, labor laws, and enforcement.
• Communicate orally, in writing, or through graphic representations and statistical summaries with colleagues, managers, employees, the public, organized employee groups, and representatives of various organizations.
• Participate, as requested, in selecting, training, motivating, and evaluating assigned staff and interns; direct the work activities of assigned staff; prioritize and coordinate work assignments; provide or coordinate staff training; review work for accuracy; and work with employees to correct deficiencies.

DEFINITION

Under general supervision of the Code Enforcement Officer, the Code Enforcement Inspector facilitates compliance with City Municipal codes, ordinances, California Codes, conditions of approval and resolutions relating to public nuisances, planning, zoning, construction, business licensing, animal control and other associated disciplines. Works collaboratively with other City Divisions and Agencies and actively participates as a member of the Code Enforcement Task Force. Tracks, updates and maintains investigations, complaint information and official records. Attends training to maintain or achieve Code Enforcement Officer Certification. Performs related work as required.

EXAMPLE OF DUTIES

Investigate reported or suspected violations of City or California codes, and implement enforcement activities to gain compliance. Issue written notices and warnings, and criminal citations. Educate the public regarding code requirements. Conduct field inspections, gather-supporting evidence, maintain case files (both computer and hard files) and, as necessary, prepare investigation reports regarding violations. May assist in preparing and presenting information to the Planning Commission, City Council, Administrative Hearing Board and courts of law. Participate in and often coordinate joint code enforcement activities with other agencies. Speak before neighborhood and civic groups about the Code Enforcement Program and work closely with such groups to solve neighborhood problems.

MINIMUM QUALIFICATIONS

Knowledge of: Basic code enforcement and investigation techniques; common California Codes relating to property maintenance, municipal codes, ordinances and resolutions related to public nuisances, planning and zoning. Effective and efficient techniques of public education, field inspections for code compliance, gathering and analyzing evidence and data, and preparing and presenting reports.

Ability to: Read, understand, interpret and apply laws, regulations, ordinances, resolutions, policies and other documents associated with enforcement duties. Maintain a positive attitude and work as a highly effective team member of the Code Enforcement Program, Economic and Community Development Department and the Code Enforcement Task Force. Communicate effectively, both verbally and in writing. Prepare and make verbal presentations to small and large groups, the Administrative Hearing Board and other official bodies. Prepare factually clear, concise and complete written reports and correspondence. Exercise good customer service skills with the public, outside agencies and staff. Interact tactfully to gain voluntary compliance with City codes. Identify code violations and exercise proper judgment in determining the degree of compliance with various laws and determine appropriate course of action. Assist City staff with interpretation and application of the codes used. Coordinate enforcement and inspection functions with other City departments. Competently use a desktop computer with a main program base such as Office 2010, to record, organize, and monitor all code enforcement activities. Follow established work procedures and practices, including adherence to sound safety practices. Drive a vehicle. Work under stressful and uncomfortable, cold, foggy and rainy climatic conditions. Perform inspections on substandard or unsafe properties, which may require climbing, crawling, kneeling, and bending. Interview witnesses and violators in a highly effective and professional manner. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Possession of an AA degree in a related field. Additional education and training in writing, public speaking and areas related to code enforcement are desirable.

Experience: A minimum of one year of full-time, relevant public contact experience, with occasional public speaking, requiring problem solving and/or field investigation in code enforcement, law enforcement, investigations, or a comparable field that would provide the requisite knowledge needed to succeed in this position. Experience in the enforcement of municipal, planning and zoning codes and working with building or planning permits at a public or private agency is desirable.

Certifications: Possess, or obtain within 12 months from hire date, current certification as a Code Enforcement Officer from the California Association of Code Enforcement Officers (CACEO); or certification as a Housing Inspector from the International Conference of Building Officials (ICBO- through the American Association of Code Enforcement). Certification under Penal Code 832 Module A (California Commission on Peace Officer Standards and Training) or similar police training is desirable.

License: Possession of a valid Class C California Driver's License.

The City of Newark is hiring a Community Preservation Specialist I/II. This role is essential to protecting the health, safety, and quality of life in our community. Working under general supervision, the Specialist enforces City codes related to health and safety, nuisance abatement, housing, and zoning. The position combines investigative work with public education and involves frequent interaction with property owners, businesses, community organizations, and residents.

Community Preservation Specialist I is an entry-level role focused on enforcing City ordinances and abating nuisance conditions. Under close supervision, incumbents learn City systems, procedures, and practices, gradually taking on more varied duties with increased independence. While they may perform many tasks similar to a Community Preservation Specialist II, they work at a developing skill level and exercise less independent judgment and discretion.

Community Preservation Specialist II is a journey-level role responsible for performing the full range of duties independently, with judgment and initiative. Incumbents receive minimal supervision, are fully knowledgeable of unit procedures and policies, provide training and technical support to Community Preservation Specialist I staff, and may serve in a lead role over entry-level personnel.

In these positions, you will:

• Advise property owners, businesses, and residents on City code requirements and compliance.

• Educates the public and professional groups on code regulations to encourage voluntary compliance.

• Investigates complaints from City staff, the public, and officials regarding zoning or nuisance issues such as signs, fences, rental housing, home occupations, vehicle storage, trash accumulation, noise, and odors.

• Conducts field inspections to ensure compliance, providing clear guidance on corrective actions when necessary.

• Prepares notices, correspondence, and detailed reports documenting investigations.

• Represents the City in court proceedings, hearings, and other official forums.

• Manages difficult and confrontational situations with professionalism and diplomacy.

• Provides lead direction and reviews the work of assigned clerical staff or coworkers, as needed.

EXPERIENCE AND TRAINING

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Community Preservation Specialist I - Possession of a high school diploma or equivalent, and one (1) year of experience serving the public in enforcement, inspection or investigation of local, state, or federal codes and/or regulations in areas such as housing, building, zoning, environmental, vehicle and penal codes, or a similar field.

Community Preservation Specialist II - Possession of a high school diploma or equivalent, and two (2) years of experience performing code enforcement for a public agency at the level equivalent to a Community Preservation Specialist I with the City of Newark.

Bilingual skills are desirable.

License and Certificate:
Possession of a valid driver license and a satisfactory driving record throughout employment.

The City of Thousand Oaks has an exciting opportunity for a Senior Code Compliance Officer in the Community Development Department! We are seeking a highly motivated and results-oriented individual to lead and support staff in the enforcement of municipal code compliance, investigation techniques and practices, and interpretation of regulations.

The Combination Inspector is responsible for performing the building, electrical, plumbing, and mechanical inspections.  Each Inspector may be assigned to one or more of the following Programs or specialties: Code Enforcement, Building, Electrical, Permit Center, and Plumbing & Mechanical.

The Code Enforcement Officer will respond to citizen concerns and proactively identify violations such as property maintenance issues, and zoning infractions. The Code Enforcement Officer is distinguished from the Supervisor by performing work of moderate difficulty and more routine tasks and duties assigned to this position within this classification series. Additionally, the Code Enforcement Officer will issue notices, citations, and follow up on compliance efforts in a fair and consistent manner. DEFINITION
Under general direction, assists in planning, organizing, managing, and providing administrative direction and oversight for all functions and activities of the Community Risk Reduction (CRR) Division; performs, directs, and supervises fire code plans examination, field compliance inspections, and the administration of engine company training, defensible space, weed abatement, and related programs, and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Fire Marshal. Exercises direct supervision over technical and administrative support staff.

CLASS CHARACTERISTICS
This is a management classification responsible for assisting with the management of the Community Risk Reduction Division. The incumbent is responsible for developing and implementing policies and procedures for assigned division, including short- and long-term planning, budget administration and reporting, and coordination of key programs/projects with other District divisions and external agencies. Positions apply advanced management principles and strategic thinking to decisions that impact the organization as a whole and the public being served. Positions generally serve as advisors and contributors to executive management on policies, procedures, and major District initiatives.

• Promotes the protection of public health and safety and the preservation of lives and property by directing the development and implementation of emergency preparedness planning and response activities in the event of human-caused or natural disasters; interfaces with partner agencies to facilitate planning events.

• Administers engine company training, defensible space, weed abatement, and related programs; investigates and addresses complaints; explains program procedures and requirements.

• Represents the Community Risk Reduction Division to other District divisions, officials, outside agencies, and members of other public and private organizations, community groups, contractors, and the public; explains and interprets divisional programs, policies, and activities; negotiates and resolves significant and controversial issues.

• Conducts a variety of divisional organizational and operational studies and investigations; recommends modifications to programs, policies, and procedures as appropriate.

• Participates in and makes presentations to the District Board of Directors and a wide variety of committees, boards, and commissions, as assigned; attends and participates in professional group meetings; stays abreast of trends and innovations in the field of finance; researches emerging products and enhancements and their applicability to District needs.

• Assists with the maintenance of working and official divisional files; prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned.

PHYSICAL DEMANDS
When assigned to an office environment, must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone; ability to stand and walk between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.

When assigned to field inspection, must possess mobility to work in changing site conditions; possess the strength, stamina, and mobility to perform light to medium physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; to reach, twist, turn, kneel, and bend, to climb and descend ladders; and to operate a motor vehicle and visit various District sites; vision to inspect site conditions and work in progress. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards, with exposure to hazardous materials in some site locations. Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 40 pounds, or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff.
 

ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees also work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing division policies and procedures.
 

DISASTER SERVICE WORKER
All Central Fire District of Santa Cruz County employees are designated Disaster Service Workers through state and local law. Employment with the District requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
 

UNFORSEEN OVERTIME AND UNUSUAL HOURS
Due to the emergency nature of the fire service, employees of the Fire District are occasionally required to work extended hours, be called in for overtime, or have adjustments in their regular schedule to accomplish the goals of the District during emergency operations.

The City of Berkeley invites applications for the position of Housing Inspector II (Certified)! In this role, you will perform skilled inspection work with City residential housing inspection programs. You will independently perform the full scope of work in the investigation, reporting and follow-up of housing deficiencies to gain compliance with housing, building, zoning, fire, mechanical, plumbing, electrical, and related codes and regulations.

Assignments are varied and generally require close interaction with the public, providing information and interpretation of applicable ordinances, codes and regulations. We'll expect you to exercise considerable independence and discretion in conducting inspections, resolving complaints and enforcing inspection results.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and at least two years of full-time experience equivalent to Housing Inspector or Building Inspector or Code Enforcement Inspector for a public agency. 

Must possess:

• An International Code Council (ICC) OR California (CA) certification in Residential Building or Housing Inspection or in Code Enforcement; and
• ICC or CA Residential or Commercial Electrical Inspector certification and ICC or CA Residential or Commercial Plumbing Inspector certification, or equivalent ICC or CA Legacy Certification for either Combination Inspector or Combination Dwelling Inspector.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

In addition to the qualifications above, the ideal candidate will have effective and courteous communication skills in order to discuss housing violations, violation remedy and necessary inspections and fees and participate in depositions and court hearings as requested. The ideal candidate can support a work environment that highlights efficiency and team collaboration in a professional and friendly atmosphere for the inspectors and administrative staff.
