The Pacifica Police Department is responsible for all functions related to law enforcement and crime prevention and is made up of several divisions that carry out specialized duties to help the department perform as a cohesive whole. Those divisions are Field Services, Investigations, Communications and Records. The City of Pacifica Police Officers operate at the heart of the community, ensuring the safety of those who work, live, and visit the City. Staff includes thirty-seven (37) full-time positions and (4) part-time support positions.

DEFINITION

Under general supervision, to promote community order, to protect life and property, to prevent crime, to maintain order, to enforce laws, ordinances, and constitutional mandates, to do investigative work in detection of crime, to perform public service tasks, while working varying hours and shifts, and to do related work as required.

DISTINGUISHING CHARACTERISTICS

This is an entry level, sworn position serving the city of Pacifica maintaining and fostering high ethical, and professional standards within the police department and throughout the community.

Responsible for protecting life and property while enforcing the California Penal Code, California Vehicle Code and Pacifica Municipal Codes

SUPERVISION RECEIVED/EXECUTED

Receive general supervision from the Police Sergeant, Police Corporal, Police Captain and/or the Chief of Police.

ESSENTIAL FUNCTIONS - INCLUDING BUT ARE NOT LIMITED TO THE FOLLOWING:

• Protect life and property through patrolling assigned areas.
• To maintain law and order.
• Answer calls for service from citizens regarding criminal activity and other matters relating to the safety of the community.
• Investigate crimes through contact with victims, suspects, and witnesses collecting, processing, and storing evidence.
• Monitor traffic to prevent accidents.  Enforces Vehicle Code laws and promotes traffic movement throughout the city.

Knowledge of

• Principles and practices of law enforcement services and program administration.

EXPERIENCE AND TRAINING GUIDELINES

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 

Experience: none
 

Training: High school graduate or equivalent qualification, and 30 semester units from an accredited college or university desired (not required)
 

Certification: Must pass a comprehensive physical examination, meeting the standards established by the California Commission on Peace Officers Standards & Training (POST)
 

License: Possession and maintenance of a California Class C driver’s license and have a satisfactory driving record.
 

Minimum requirements for lateral entry officers:

• Must meet all minimum requirements for entry level officer with the exception of written and agility examination requirements.
• Must possess a POST Basic Certificate.
• A minimum of one-year satisfactory past police patrol experience within the past three years.
• Must have no record of felony criminal convictions or misdemeanor convictions that could affect credibility as a witness in a court of law.
• Vision and hearing capabilities consistent with guidelines by POST and/or the City.
• Must be of good moral character to be determined by a thorough background investigation, which will be conducted under POST guidelines.

ADDITIONAL INFORMATION:

Physical Skills

Vision adequate to operate vehicles and equipment, read instructions and follow directions, read maps and small print, detect subtle shades of color; hearing adequate to distinguish mechanical noises, converse on radio, telephone and in person at distances of up to 50 feet, and detect unusual sounds; voice volume and speech clarity to command during an emergency; body mobility adequate to operate emergency equipment and perform required duties; stamina to perform administrative functions and to meet physical and mental demands during an emergency; use of hands and fingers adequate for operation of special equipment and weapons, writing, typing and computer related functions; ability to lift heavy equipment, as needed in emergency conditions.

Intermittently twist to reach equipment surrounding desk; perform simple and power grasping and fine manipulation; bend, squat and kneel during inspection of crime scene or conducting building searches; climb stairs and/or ladders while in the field; twist while making arrests; perform simple and power grasping, pushing, pulling, and fine manipulation; run and walk; use telephone, and communicate through written means; continuously wear utility belt and other police equipment of 30 pounds; and intermittently carry weight of 100 pounds or less.

San Mateo County Health is seeking a highly qualified candidate for the position of Edison Clinic Therapist (Psychiatric Social Worker I/II).

Under general supervision, the Clinic Therapist will work approximately 40 hours per week, providing a wide variety of therapeutic services and, if time permits, up to 10 hours of social work case management services. Responsibilities include screening, assessment, evaluation, and psychotherapy, with a focus when appropriate on harm reduction therapeutic interventions and support services for clients in need of, or currently receiving, substance abuse therapy and treatment.

Additional duties include developing and implementing activities related to substance abuse prevention, intervention, and rehabilitation, as well as performing other related work. The position also involves providing social work services to non-therapy clients in support of other on-staff social work case managers.

The Position
The position will be embedded at the Public Health, Policy and Planning Edison Clinic at the San Mateo Medical Center, and possibly one morning per week at the Fair Oaks Health Center, with clinic hours Monday through Friday. 

This position will engage individuals with a range of mental health and substance use disorders to provide a range of services and supports, including but not limited to, diagnosis of issues to be focus of clinical attention, including substance use and other behavioral health needs; screening/assessing clients' needs using assessment criteria to determine medical necessity and identification of key clinical interventions; determination of stage of change; and engaging clients by using Motivational Interviewing and Harm Reduction practices.

The provider will provide therapy for primary case load, and as a backup also provide case management services, including transportation, client advocacy, client-driven treatment planning, and care coordination with other care providers; navigation of medical and mental health services, including medication assisted treatments; assisting clients with enrolling into benefits, including health coverage for which they are eligible; participate in a multidisciplinary team; use clinical consultation care coordination meetings; and partner with key referral sources and other service providers including but not limited to, San Mateo Medical Center (SMMC) Emergency Department (ED), Psychiatric Emergency Services (PES), and Primary Care and Specialty Clinics, BHRS clinics and programs, Substance Use Disorder treatment providers, including Palm Avenue Detox, shelters, Probation, and Correctional Health.

The Ideal Candidate
The ideal candidate will have significant knowledge, skills, experience, and training in providing therapy as well as case management; assessing and evaluating adult clients with mental health and substance use issues; determining appropriate referrals and recommending treatment plans; documenting in electronic medical records; establishing appropriate clinical relationships; and demonstrating strong understanding of confidentiality and ethics.

Three years of experience in clinical social work, psychotherapy, or a related field, particularly with diverse populations affected by mental health and substance use issues is highly desirable.

Additionally, the successful candidate will possess the following knowledge, skills, and abilities:
Experience and Background:

• Experience working with adults with co-occurring behavioral health and medical conditions, in emergency services, the criminal justice system, or with adult populations relevant to the position is beneficial.
• Ability to work independently while demonstrating strong collaboration skills with multiple partner agencies is essential.

• Alcohol and other drug disorders

• Mental and emotional illness

Qualifications

Knowledge of:

• Current philosophy, principles, and practices for services to clients with serious mental illness.
• Individual, group and family psychodynamics as they relate to adults or children.

• Human and health services systems in the County including private agencies and other community resources.

Skill/Ability to:

• Provide treatment to adults, children or adolescents with various mental disabilities ranging from serious mental illness to dysfunctional behavior patterns, including victims of sexual or physical abuse.
• Set realistic treatment goals and facilitate their attainment.
• Evaluate the degree of mental disability or emotional distress of patients/clients.
• Communicate effectively orally and in writing.
• Provide consultation and technical assistance to agencies, schools and other organizations.
• Work collectively within a multi-disciplinary team.

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.   A typical way to qualify is: Master's degree in Social Work, Social Welfare or a closely related field.

Licensure/Certification:

• Psychiatric Social Worker I: Registration with the Board of Behavioral Examiners as an intern.   An individual hired in this classification must become licensed within six years from the date of employment as a Clinical Social Worker issued by the State of California.
• Psychiatric Social Worker II:  Current California license as a Clinical Social Worker.

Special Requirements:  

• Individuals in this classification assigned to an on-site school program are required to meet any specialized requirements (i.e., Pupil Personnel Services credential) as stipulated by federal and state laws and regulations.
• Individuals assigned to Canyon Oaks Youth Center, must have the ability to complete 40 hours of mandated training annually.

Candidates who pass the application screening will be invited to a panel interview (weight: 100%) which may include a performance exam. Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in County of San Mateo, California and applicants must participate at their own expense.

The Department: 

The Department of Public Works (DPW) constructs, maintains and improves various components of the City’s infrastructure and provides quality, cost-effective, timely services to the residents and businesses of Santa Clara. DPW is responsible for a wide variety of programs throughout the City which include implementation of solid waste and urban run-off pollution prevention programs, design, construction management, inspection and maintenance of City streets, bridges, storm drain systems, traffic signal systems, building facilities, fleet, street trees, landscaping and the closed landfill. The Mechanical Maintenance Position is in the Facilities Division of the Public Works Department.

The Position: 

The Mechanical Maintenance Worker is a journey level technical classification. This classification operates, lubricates, cleans, adjusts, and makes repairs to heating, ventilating, refrigeration, emergency generators, solar systems, and other stationary building equipment, and installs and troubleshoots electrical systems up to 480 volts. The Mechanical Maintenance Worker is distinguished from the Mechanical Maintenance Foreman/Forewoman in that the latter is a supervisory position responsible for supervising Mechanical Maintenance Workers and Utility Workers in the maintenance and repair of the mechanical equipment found in City buildings.

Minimum Experience Requirements: 

Two (2) years of experience in the maintenance, operation, installation and troubleshooting of diesel and gas engines, centralized heating, ventilation, emergency generators and air conditioning units, related mechanical equipment and electrical systems (up to 480 volts) found in heavy duty machinery or large buildings, such as manufacturing plants, office buildings, or public buildings.

License/Certifications: 

• Possession of a valid Class C California driver's license is required at time of appointment and for the duration of employment.
• California State issued Forklift Certification by the end of the probationary period.
• HVAC/Refrigerant certification required at time of appointment and for the duration of employment.

Experience with building management systems, such as Direct Digital Control (DDC), Variable Air Volume (VAV), and other related electrical control systems is desirable.

San Mateo County Behavioral Health and Recovery Services (BHRS), Child and Youth Services https://www.smchealth.org/bhrs, provides a broad spectrum of Trauma Informed mental health and substance use services for children, youth, and families focusing on prevention, early intervention, and treatment of youth diagnosed as Severely Emotionally Disturbed (SED) and/or substance use disorders. BHRS also provides services through a network of community agencies and independent providers who offer outpatient and wraparound services. The Environmental Services Department provides comprehensive and innovative utility services for Sunnyvale's residents, businesses and facilitates initiatives to achieve the City's sustainability objectives. The Department brings together technical, operational, and administrative professional disciplines to form its dedicated and dynamic team.

City of Sunnyvale Field Technicians work in the field when assigned to the Compliance Inspection group in the Regulatory Programs Division. Field Technicians work under the supervision of the Senior Environmental Compliance Inspector primarily in the field collecting samples from industries, restaurants and the sanitary sewer collection system in order to determine compliance with local and federal discharge limits. The Field Technicians in Compliance Inspection work closely with the Environmental Compliance Inspectors to regulate dischargers. Field technicians also perform sampling at designated drinking water locations.

Licenses/Certificates

What You'll Do

• Support the Police Department by ensuring that critical systems and hardware are working smoothly. Exercise problem solving as needed to ensure minimal impact to operations.  
• Assist in the design, deployment, and maintenance of telecommunication systems, both through routine maintenance and responding to issues as needed.  
• Install network infrastructure, including wireless equipment, hubs, switches, cabling, servers, and peripherals. 
• Administer and maintain virtualization technologies, network load balancing technologies, storage systems and server hardware. 
• Work towards a goal of high availability, reliable disaster recovery, and business continuity as they relate to system administration. 
• Utilize excellent customer service skills with staff, providing direct assistance with problems in a timely manner.  
• Share your knowledge by providing technical instruction, general training, advice, and support to staff regarding the use of equipment, procedures, and software.  
• Have an eye out for continuous improvement by researching, evaluation, and recommending enhancements to existing systems or the implementation of new ones.  

The Essentials:

The educational/experience requirements can be satisfied in one of the following ways: 

- Equivalent to an associate’s degree or have completed 60 semester or 90 quarter units at an accredited college or university in business information systems in computer science or related field, plus five years experience in management information systems. Some assignments may require specialized systems experience such as HTML, CSS, Javascript and XML, PHP, and structured query language (SQL).

- A technology certificate from an accredited college or trade school in information technology, computer applications, web technologies, computer information systems, application development database design, programming, technology project management, or related field and five years of experience in private-sector or public-sector positions in information technology, including systems analysis work and development, system integration, or project management.
 

- Equivalent to a bachelor’s degree from an accredited college or university with a degree in computer science or a related field, and two years of progressively responsible experience comparable to that of an Information Technology Analyst I in the City of Mountain View. Some assignments may require specialized systems experience such as HTML, CSS, Javascript and XML, PHP, and structured query language (SQL).

Highly Desirable:  

• Possession of Advanced Microsoft, VMWare Certified Professional (VSP), CCNP and/or LINUX certifications. 
• Experience in radio communication systems
• Experience in a Public Safety environment supporting applications like CAD/RMS/Mobile data computer systems.

Work Schedule and Salary: 

• Flexibility regarding work schedule is necessary. Incumbents will need to be willing to work a schedule that includes part of the weekend and flexible hours. 
• The control point for this position is $152,958. The full range for this position is $122,367 - $183,550 and the full range is posted to comply with California law. That said, successful candidates can realistically expect a starting offer between $122,367 and $144,000, depending on qualifications. No matter where the starting offer falls, employees will have the opportunity to get annual merit increases for stellar performance.

Supervising Mental Health Clinicians supervise and coordinate the professional work of mental health professionals, paraprofessionals and interns in San Mateo County and participate in program planning, administration, and evaluation; and provide specialized psychiatric casework counseling and therapeutic services to adults and youth in the field. The current vacancy is in Behavioral Health and Recovery Services (BHRS) Crisis and Outreach Team including the Psychiatric Emergency Response Team (PERT), the Crisis Response Team (CRT), Healthcare for the Homeless (HCH), and Homeless Engagement Assessment Linkage (HEAL) team.

Supervising Mental Health Clinicians are members of the Behavioral Health and Recovery Services Leadership Team and work with collaborative partners on system wide initiatives focused on improving services and service delivery. This position reports directly to a Clinical Services Manager.

Services provided include supervising mental health clinicians working in tandem with city law enforcement for behavioral health crises and/or homeless outreach mental health programs throughout the county, supervising the program specialist for the Crisis and Outreach Team, and conducting trainings and presentations for various partner agencies and the community.

The teams include psychiatrist, social workers, marriage and family therapists, SUD case manager, mental health counselor, and community workers who are consumers or family members. The clinical teams may also work with clinical interns.

The ideal candidate will possess:

• Knowledge of system of care principles.
• Knowledge of program management techniques and practices.
• Knowledge of crisis de-escalation, crisis evaluation, 5150-hold application, and community crisis response.
• Knowledge of crisis continuum of care.
• Strong supervisory/leadership skills, which demonstrate an ability to direct and motivate a multi-disciplinary team some of whom will be mobile and in disparate parts of the County.
• The ability to establish and maintain productive working relationships with consumers, families, professionals, law enforcement, Psychiatric Emergency Services (PES), homeless services providers, and the public; including close collaboration with and engagement of community partners to plan for, implement and coordinate needed services.
• Ability to make sound decisions based on the exercise of judgment and the consideration of all available information often with very little time during active crises.
• Demonstrated expertise and skill in clinical work with adults and youth with serious mental illnesses who may also have had contact with law enforcement and psychiatric emergency services.
• Knowledge of evidence based clinical practice modalities, e.g. motivational interviewing, solution focused brief treatment, cognitive behavioral therapy, wellness and recovery principles, and trauma informed care, for examples.
• Knowledge of Medi-Cal and Medicare regulations and managed mental health care.
• Strong knowledge of Avatar, EPIC and other tools or databases used by BHRS for information and charting.
• Strong clinical assessment, diagnostic and evaluation skills.
• Experience working with clients of diverse cultures and backgrounds.
• Inpatient and outpatient clinical experience.
• Experience working with clients on the streets and in shelters.
• Collaborative experience or knowledge of the Criminal Justice system.

As the Supervising Mental Health Clinician, your responsibilities will include, but are not limited to, the following:

• Consulting with clinicians in the field to determine appropriate courses of action during active crises that may involve law enforcement.
• Tracking data for established and pilot programs and reporting these statistics to leadership.
• Facilitating regular meetings with clinicians and system partners collaborating with the Crisis and Outreach Team.
• Providing ongoing clinical training for field clinicians and law enforcement, including the Quarterly Crisis Intervention Training (CIT).
• Responding to active crisis scenes when required.
• Addressing and supporting requests for the deployment of the BHRS Crisis Response Team (CRT).
• Overseeing the daily operations of programs under the Crisis and Outreach umbrella.
• Performing all other duties or projects as assigned.

Qualifications

Licensure/Certification : Possession of a California license in at least one of the following: Clinical Psychology, Clinical Social Worker, or Marriage and Family Therapist.

Education and Experience: 

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.

• A typical way to qualify is a Master's degree in a mental health specialty, such as social work or clinical counseling and two years of professional post-graduate experience in a mental health setting.
