Position Summary

 

Under supervision, performs inspection, maintenance, troubleshooting, diagnosis, repair, removal, replacement and testing necessary to maintain all District vehicles, including record keeping and written verification of work accomplished as directed. 

 

Essential Responsibilities

 

• Responsible for major rebuilding, repair and/or removal and replacement of engines, transmissions, clutches, differentials, turbochargers, pumps, motors, injectors, cylinder heads, compressors and hydraulic systems, air brake, air systems, steering, air conditioning, and electrical systems and associated vehicle parts.
• Provides minor and incidental repairs to vehicles in general, including manufacture and/or repair of components to maintain equipment.
• Performs ongoing preventive maintenance, inspections and procedures, as directed, to provide the safest, cleanest, most economical and dependable transportation possible for District utilization.
• Provides normal and reasonable care of all District-owned property and tools provided
• Directly responsible for written communication concerning ongoing status of repairs completed, repairs in progress and outstanding repairs necessary to safely and economically provide vehicles for District transportation needs.
• Participates in general repairs necessary to all mechanical equipment supplementary to vehicle repairs and maintenance as directed.
• Generates and completes work orders in a Computerized Asset Management System (IBM Maximo).
• Assists apprentice mechanics, new employees and current employees in pursuing a high level of production, reliability and safety.
• Adheres to the safety and health rules and safe working practices applicable to his or her job
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service. 
• Performs additional related duties as assigned 
• Regular and reliable attendance and performance are required

 

Minimum Qualifications

 

Education and/or Experience: 1) Completion of four (4) year apprenticeship program or approved equivalent; OR four years’ full-time experience in the repair of heavy duty diesel engines, air brakes, transmissions, differentials, and D.C. electrical; 2) Experience in the operation of machine tools common to repair shops, such as grinders, drill press, valve facers, lathes, boring bars, presses, etc.

 

Required License:  Must possess and maintain a current, valid California driver's license and satisfactory driving record. No more than two moving violations within the last 3 years. No DUI’s or Reckless Driving violations within the last 7 years. Must be able to obtain a Class A or B license with “P” endorsement within the six-month introductory/probationary period. Operates District vehicles on a regular basis.

 

REQUIRED TOOLS:

• Must have a full set of journey level hand tools to accomplish assigned work.

  

HOURS:

• Shifts are scheduled based on seniority in classification.
• Maintenance Department operates 7 days per week, 24 hours per day.
• Must be available to work all shifts.

 

PHYSICAL REQUIREMENTS: Occasionally lift up to 100 lbs. maximum with assistance.  Frequently lift, carry and manipulate up to 50 pounds. Working inside and outside in all weather conditions. Works around fumes, odors and dust in an occasionally high noise level environment with appropriate personal protective equipment.

 

Required Knowledge, Skills and Abilities

 

Knowledge of: 

• Common maintenance and repair practices related to heavy duty diesel engine, transmission, steering, electrical, electronic controls, air, hydraulic, brake, fuel and power train systems 
• Common maintenance and repair practices relating to multiplex and programmable logic controller electronic control systems
• District Policies and Labor Agreement (MOU) Provisions
• Occupational health and safety rules and working practices applicable to this position 

 

Skills or Ability to: 

• Use grinders, drill press, diagnostic computers, digital volt/ohm meters, smog testing equipment and other tools and equipment commonly found in a bus/truck fleet shop environment
• Troubleshoot, diagnose, repair and/or replace components common to bus, truck, and automotive equipment fleets
• Read, understand, follow and/or apply oral and written instructions such as complex technical instructions in maintenance manuals, wiring diagrams and schematics, and technical service publications
• Communicate clearly and effectively both orally and in writing 
• Establish and maintain cooperative and productive working relationships 
• Perform computerized data entry and basic business office technology functions such as use of email, data entry, work order processing and materials requisition

DISTINGUISHING CHARACTERISTICS

An incumbent in this position performs a variety of law enforcement activities during an assigned shift, which may include crime response, patrol, investigation, traffic enforcement, crime prevention and public safety, case presentation and variable shifts. They wear uniforms, carry weapons, drive patrol cars or ride motorcycles and must comply with departmental grooming standards. In addition, they work under potentially adverse and hazardous conditions and are on call.

EXAMPLES OF DUTIES

Patrols an assigned area in radio car, on motorcycle, or on foot; answers calls for protection of life and private property, and the enforcement of city, county and state laws; conducts preliminary or full investigations depending on assignment, of prowlers, burglaries, thefts, holdups, accidents, deaths and other disturbances; directs traffic, including regulation of vehicle flow at emergency or congested situations; stops drivers who are operating vehicles in violation of laws; warns drivers against unlawful practices; collects and presents evidence with criminal prosecutions; serves warrants and subpoenas; prepares reports of arrests made, investigations conducted, and unusual incidents observed; gives information and directions to the public. Assists in maintaining police records and types records and reports; operates headquarters radio telephone equipment to dispatch officers on patrol; as ordered, acts as lead officer in the field on a shift. Performs basic investigation, consulting and crime prevention work in assisting to control juvenile delinquency; performs such other basic police work as attending fire scenes to assist in the protection of life and property, parade and crowd controlling duties, and engaging in problem-solving skills and tactics.

MINIMUM QUALIFICATIONS

To qualify for competition in this entry-level examination, you must:

2.         Possess a United States high school diploma, or G.E.D. with qualifying scores, or have passed the California High School Proficiency Examination, or attained a two-year or four-year degree from a college or university accredited by the Western Association of Colleges and Universities.

The City of Dixon is opening a great opportunity for those interested in contributing to local law enforcement efforts for the position of Police Volunteer in the Police Department. Under the direction and supervision of experienced police personnel, volunteers will provide critical support across various functions, complementing the efforts of sworn officers and civilian staff.

This is a volunteer position intended as an educational and community service experience. In addition to serving a support role within the Police Department, this classification is exposed to a wide variety of law enforcement duties and will have different opportunities, based on level of interest, to support community policing efforts and activities.

Work involves irregular, often non-scheduled, hours during the day and evenings, and on the weekdays, weekends, and holidays. Some appointments and events would require some short distance travel to other City department locations.

ABOUT THE DEPARTMENT

Lincoln Police Officers serve a diverse community by performing law enforcement and crime prevention duties, which include but are not limited to: controlling traffic flow, conducting investigative work, and performing a variety of technical law enforcement tasks.  Police Officers also patrol the City in computer-equipped vehicles, make arrests as necessary, interview victims, complainants and witnesses, collect evidence, and prepare written reports.  The Lincoln Police Department is a full-service department of 28 sworn officers, 9 dispatchers and 4 civilian positions. The department serves a population of nearly 50,000 residents in a 20+ square mile suburban area.

THE POSITION

The Police Officer is the journey-level class responsible for performance of the full scope of assigned law enforcement duties and responsibilities, under general supervision. This classification is distinguished from the next higher classification of Police Sergeant in that the latter is responsible for performance of the more complex and difficult tasks, and the supervision of assigned activities.  Receives general supervision from a Police Sergeant, or higher ranking position depending upon assignment. May provide technical supervision and training if serving in the Field Training Program.

ESSENTIAL FUNCTIONS

• May serve as a detective; coordinates and conducts complete and detailed investigation of crimes against persons and property, and crimes involving vice, gaming and narcotics violations; performs undercover and surveillance activities; conducts registration and tracking of sex offenders; collects, preserves and maintains evidence and property.
• Obtains and processes evidence; takes written statements; prepares required reports and maintains investigative records; serves warrants and subpoenas; testifies in court in connection with prosecution of offenders; contacts and cooperates with other law enforcement agencies as warranted.
• Responds to questions, concerns and requests for service from the general public; provides information as appropriate and resolves complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, running, jumping, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires both near and far vision and acute hearing. Additionally, incumbents may work outdoors in all weather conditions including wet, hot and cold. The position entails working in hazardous situations, and may involve abusive persons, potential physical violence and the potential risk of exposure to bloodborne pathogens in the performance of law enforcement duties. The nature of the work also requires the incumbent to drive motorized vehicles, operate a variety of law enforcement equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

THE POSITION:

The City of Lincoln is accepting applications for the position of Refuse Truck Driver II in the Solid Waste division of the Public Works department. Under general supervision, this position performs the full array of duties in the Solid Waste division, including maintenance, operating collection vehicles and refuse equipment operation. This job classification is represented by the Classified, Local 39 employee group; the probation period is 12 months.

Open positions may be filled as regular/full-time or seasonal/part-time.  Seasonal positions are limited to 999 hours per fiscal year and are unbenefited, and may become regular/full-time positions, dependent upon the future needs of the department.

DISTINGUISHING CHARACTERISTICS

The Refuse Truck Driver II is the journey-level class responsible for a wide variety of maintenance and refuse collection tasks. This classification is distinguished from the next higher classification of Senior Refuse Truck Driver in that the latter performs the more complex assignments and lead responsibilities. 

SUPERVISION RECEIVED/EXERCISED

This position receives general supervision from the Solid Waste division’s Public Services Supervisor. May exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs general maintenance, repair, construction, equipment operation and installation work in refuse collection.
• Operates a variety of collection vehicles and equipment including front, rear and side loaders in the collection and transportation of residential and commercial refuse; drives to landfill site when vehicle is full and unloads material; evaluates and updates assigned routes; cleans, maintains and inspects assigned vehicles; maintains daily logs.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; may provide training to lower level staff; responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

The City of Lincoln is creating an applicant pool for the position of Public Safety Dispatcher I/II within the Police Department.  Interested applicants may submit their application to be part of the applicant pool.  As new vacancies occur, the recruitment team will review applications for consideration.

The Lincoln Police Department is authorized for 23 sworn officers, six dispatchers, and various other civilian and volunteer positions.  The dispatch center provides public safety dispatch services for the Lincoln Police Department and three Lincoln Fire stations. The communications center is staffed 24/7 and dispatchers work in pairs or solo. Public safety dispatchers answer emergency and non-emergency calls for police, fire and other city services.  Dispatchers prioritize calls and dispatch public safety units as needed.  Heavy phone and radio use is a primary duty of the position.  Other duties include clerical and specialized record keeping functions.

Under immediate supervision, this position performs a wide variety of technical and clerical law enforcement support duties related to taking police, fire and medical emergency requests for service from the public and tracks and dispatches field units as appropriate; gathers, records, maintains, retrieves and distributes law enforcement data and information; enters reports and data into a variety of automated law enforcement records systems; ensures that records and information are accurate, clear and comprehensive for law enforcement personnel and the general public; learns applicable policies, procedures and work methods associated with assigned duties; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS
The Public Safety Dispatcher I is the entry level class in which incumbents learn to perform and perform Police Dispatcher duties under immediate supervision. This classification is alternatively staffed with Public Safety Officer II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher class.

The Public Safety Dispatcher II is the working level class in which incumbents are expected to perform the full range of Police Dispatcher duties with minimum supervision and apply sound judgment regarding their scope of authority in dispatching personnel. This classification is distinguished from the Community Service Officer series in that the latter performs duties involving work in taking reports in the field and performing face-to-face public service activities.

SUPERVISION RECEIVED/EXERCISED
The Public Safety Dispatcher I receives immediate supervision from the Police Office Supervisor or a Watch Commander. Incumbents of this class do not routinely exercise supervision. The Public Safety Dispatcher II receives supervision from the Police Office Supervisor or a Watch Commander. Incumbents of this class do not routinely exercise supervision.

ESSENTIAL FUNCTIONS
Include but are not limited to the following:

• Receives and enters calls for police, fire and medical service in CAD; dispatches and tracks field units; interprets level of service needed through information obtained from field officers or citizens; coordinates multi-agency responses when necessary; transfers calls to appropriate agencies if warranted.
• Responds to questions and concerns from the general public, department staff and other agencies; takes and records telephone and counter reports; provides information as appropriate and resolves service issues and complaints.
• Enters and maintains accurate data and information into the California Law Enforcement Telecommunications System (CLETS) including stolen vehicles, and missing and unidentified persons; enters and retrieves information from a variety of state and local automated systems; validates selected records from the Department of Justice files including vehicles, boats and missing persons; releases impounded vehicles; processes reports and citations; collects and maintains statistical information.
• Learns and develops an understanding of applicable policies, procedures, and work methods associated with assigned duties.
• Photocopies and distributes crime, incident, arrest and accident reports to the general public and various agencies such as the Department of Justice (DOJ), California Highway Patrol, District Attorney, Department of Motor Vehicles (DMV) and insurance companies; prepares reports for court; applies federal, state and local laws when releasing information.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS
This position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily office activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing reports and retrieving and entering data using a computer keyboard. Additionally, the position requires near and far vision in reading work related documents and using the computer, and acute hearing is required when providing phone, dispatch and face to face service. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds also is required.

KNOWLEDGE/ABILITIES/SKILLS
The following are a representative sample of the KAS’s necessary to perform essential duties of the position. The level and scope of the knowledge and abilities listed below vary between the I and II levels.

Knowledge of: Civil, criminal, and municipal provisions relating to the various activities of the Police Department; law enforcement, fire, and other operating procedures and functions of the Department as they relate to the dispatch function; geography of the City and the surrounding environment; legal and procedural techniques and regulations regarding transmission and reception of public safety radio traffic; basic radio and related equipment maintenance.

Ability to: Perform a variety of complex work with speed and accuracy; remain calm under emergency situations; learn to operate specialized law enforcement automated information and communication systems; work flexible hours including evenings, weekends and split shifts; learn basic Spanish speaking skills that allow for communication regarding addresses, locations, time descriptions, etc.; interpret, explain and apply applicable laws, codes and regulations; read, interpret and record data accurately; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.

Skill to: Operate an office computer and a variety of word processing and software applications; effectively operate specialized law enforcement automated information and communication systems; type accurately from clear copy at a rate of 35 words per minute.

THE SELECTION PROCESS

• POST Entry-Level Dispatcher Exam with a T-score of 48 or higher
• A valid POST-certified Public Safety Dispatcher Basic Course Certificate

Senior Civil & Environmental Engineer
Salary Range: $95,900/yr. - $189,900/yr. (Budgeted salary range $95,900/yr. - $142,900/yr.)

Use advanced engineering concepts and organizational objectives to provide leadership and support focused on engineering, project management, and compliance for the Facilities Management: Utilities department. Work with individual Utilities system managers to evaluate system performance and provide technical leadership for deferred maintenance and capital improvement projects. Conduct master planning for future capacity needs. Conduct system assessments to improve the design of physical plant systems. Lead civil system compliance efforts. MINIMUM QUALIFICATIONS
Minimum License/Certification:

• Current registration as a Professional Engineer in the State of California.

Minimum Education/Experience:

• Bachelor’s degree in Engineering from an accredited program, preferably in one of the following disciplines: Civil or Environmental.
• Over ten years of experience in engineering design, master planning, plan review, project administration and facility operation in storm, water, water reuse, sanitary sewer and solid waste systems.
• Extensive experience with interpreting regulations, permitting, and regulatory compliance for water, wastewater, and solid waste operations.

PREFERRED QUALIFICATIONS
Preferred Education/Experience:  

• Experience with Capital Improvement Project (CIP) budgeting and with developing sewer, water and treatment plant master plan documents and condition assessments.
• Experience with water and wastewater system maintenance; understanding of Enterprise Asset Management System (EAMS) principles.

Preferred Knowledge, Skills, and Abilities (KSA):

• Ability to work in a highly collaborative manner with excellent customer service skills; ability to readily assess complex challenges and barriers and recommend effective resolutions.
