The Challenge

As a Police Officer your duties will typically include patrolling assigned areas; interacting with the public; conducting criminal investigations; enforcing laws; investigating collisions; preserving the peace and writing reports. You will be assigned to one of three shifts spanning the 24-hour day and these shifts will periodically change. In the Patrol Section you will work three 12 hour and 20-minute workdays and have four days off. If you are assigned to any other Section, you will work four 10-hour workdays with three days off. As your skills develop you may be assigned to investigations; community policing,; traffic; canine; bicycle patrol; Special Weapons and Tactics Team; narcotics; or school resource officer.

The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking well-qualified candidates for the position of Principal Appraiser.  Principal Appraisers must have thorough knowledge of Property Tax and the Revenue and Taxation Code as it relates to Real Property Valuation, Change in Ownership reassessment or exclusion requirements, New Construction valuation, Decline in Value valuation, Property Classification, etc.
 
The department currently has two vacancies in the areas of Residential and Commercial real property appraisal and assessment.
 
The Principal Appraisers share a critical role in assisting the Chief Appraiser and Deputy Assessor in the completion of the Office's mission to determine the assessed value of all taxable property located in San Mateo County, the creation of the official record of taxable property (approximately 240,000 assessments each year in the local assessment roll), and the sharing of this information with the County Controller and Tax Collector and making it publicly available.
 
This is an exciting time for seasoned Principal Appraisers to join our dynamic team of Appraisal professionals. THE DEPARTMENT AND DIVISION
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
 
The Department is responsible for:

• The maintenance of 240,000 assessments and a local property tax roll of over $238 billion.
• The maintenance of County birth, death, and marriage records.
• The maintenance of over 3,000,000 recorded land records.
• The facilitation of local elections.
• The maintenance of the voter registration rolls representing over 330,000 County voters.

 
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
 
 

Qualifications

Licensure/Certification: Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.  
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
 
The preferred qualifications include:

• A Bachelor's degree, and
• Six years of experience performing a full range of appraisals of tangible and taxable property, of which three years are for tax assessment purposes preferably with an Assessor's Office in California, and
• Experience appraising and assessing at least 3,000 or more residential properties, and
• Three years of experience with Assessment Appeals

Additional preferred qualifications include:
 

• Previous completion of advanced level courses offered by the California Board of Equalization and/or the Appraisal Institute
• Advanced Appraiser Certification issued by the State Board of Equalization.

Three years of experience as a Sr. Appraiser with San Mateo County Assessor's Office is considered qualifying experience.
 
The preferred and most highly qualified candidates will have experience in both the commercial and residential areas.

b) National Testing Network (NTN) Corrections REACT Exam: Passing scores accepted for this exam are Video Judgement Test 65% or higher; Reading 75% or higher; and Count 70% or higher. This examination is administered directly by the National Testing Network, and it may be taken virtually or in person at testing sites nationwide. IMPORTANT INFORMATION ABOUT TESTING

PELLETB: Applicants can complete the PELLETB exam at the South Bay Regional Public Safety Training Consortium. The areas covered by the test include spelling, vocabulary, clarity, reading and CLOZE (use contextual clues to complete a passage that contains missing words). Applicants are responsible for contacting South Bay Regional Public Safety Training Consortium and self-enrolling in the required written exam. National Testing Network (NTN) Corrections REACT Examination (Online option): Applicants can register with NTN and schedule for the written examination by visitingwww.nationaltestingnetwork.com, select “Find Jobs”, then select “Corrections Jobs” and sign up for [San Mateo County Sheriff’s Office]. You must take the examination first before applying. Candidates who have already completed the National Testing Network (NTN) examination may submit their results through NTN to our agency. The exam must have been taken within one year of your submitted application. Candidates must meet the minimum passing scores. Acceptance of NTN exam scores are subject to verification with National Testing Network.

 

Qualifications

Education and Experience: 
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.

Education: 
A high school graduate or passing the General Education Development (GED) test or other high school equivalency test approved by CDE, or completion of at least 30 college units from an accredited or approved institution to apply.

Skill/Ability to:

The examination/selection process will consist of the steps detailed in order below.

Step 1:  Application Submission: All applicants are required to submit an online application to be considered. Step 2:  Written Examination: Applicants for the Sheriff’s Correctional Officer have four options for meeting the written examination requirement – (a) submittal of a valid and passing T-Score on the POST Entry-Level Law Enforcement Test Battery (PELLETB) exam dated within the last 12 months prior to the date of application or (b) possession of a passing score on the National Testing Network (NTN) Corrections REACT Examination dated within the last 12 months prior to the date of application or (c) possession of a California Department of Corrections and Rehabilitation certification (CDCR) or possession of an Adult Corrections Officer Core completion certificate from a certified Standard and Training for Corrections (STC) academy from the Board of State and Community Corrections (BSCC) or (d) possession of an associate’s degree or higher from an accredited U.S. college or university. 

 

Step 3:  Application Appraisal (weight: 100%): Applicants who meet the written examination requirement as outlined in Step 2 and meet the qualifications for the position will be placed on the eligible list for a period of six months. 

 

After placement on the eligible list, qualified candidates will be invited to participate in the following departmental process with The San Mateo County Sheriff’s Office:
 

Oral Interview: Qualified candidates will be invited to participate in a panel interview with the Sheriff’s Office Professional Standards Bureau.

 

Physical Agility Exam: Qualified candidates will be invited to participate in a physical agility test which may include, but is not limited to, the following events: weight drag, obstacle course, fence/wall climb and 1.5 mile run completed in 15 minutes or less.
