The Department

The Public Works Department is comprised of the Engineering and Facilities Services Division (EFSD) and the Environmental Services Division (ESD). Each division is led by a Deputy Director reporting to the Director of Public Works. The Position

The Traffic and Lighting Technician performs skilled electrical and mechanical work in the maintenance and repair of traffic control signage, traffic signal equipment, and street lights; and guides the work of and trains other maintenance personnel, and performs related work as required.  Duties may include, but are not limited to, the following:

• Guide and participate in the work of other maintenance personnel.  Ability to set-up work zone safety and prepare traffic control work plans.
• Inspect, install, remove, and repair signal controls and auxiliary equipment such as light standards, control boxes, light fixtures, lamps, and circuitry; diagnose malfunctions; adjust and replace electronic and mechanical components.
• Inspect, install, remove and repair street lights and auxiliary equipment.
• Repair, replace or modify electric and electronic components, controllers, relays, switches, fuses, timers and other parts; design and construct special test equipment for shop testing of electronic components.
• Investigate complaints and reports of signal and traffic light malfunctions; adjust, repair or remove defective equipment; make field repairs of damaged equipment.
• Identify, locate and indicate with appropriate identification markers underground utilities (USA); respond to USA work orders within regulatory requirements; and document services accordingly.
• Be available for standby assignments in accordance with Department policies and procedures.
• Assist in the design of electrical circuits and systems for street lighting and traffic signals.
• Inspect the work of contractors during the course of construction and upon completion.
• Monitor traffic control computer and make adjustments as necessary.

The Traffic and Lighting Technician receives general direction from the Field Maintenance Manager and direct supervision from a Public Works Supervisor or higher level department staff and may exercise technical or functional direction over and provide work review to a Traffic Safety Worker or Maintenance Worker I/II.

About the Opportunity

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Parks Division is in charge of planning and maintaining the city’s parks, playgrounds, sports fields, and other landscaping. There are approximately 25 parks and play lots, including Sign Hill Park, which has 60 acres of open space, and Centennial Way Linear Park, a 3-mile pedestrian and bicycle trail. Amenities include Centennial Dog Park, bocce ball courts, an above-ground skate park, a variety of ball fields, tennis and basketball courts, picnic shelters and group picnic areas.

The Opportunity

San Mateo County Sustainability Department is seeking a creative and highly analytical individual for the position of Administrative Services Manager I (ASM) to oversee the Department’s administrative functions. The ASM will provide fiscal, procurement and grants oversight; coordinate a variety of administrative support functions within the department; assist in the development, implementation and interpretation of administrative policies and procedures; and train and supervise assigned personnel.

This Administrative Services Manager I (ASM) is a hands-on, multi-faceted role that is broad in scope but extremely detailed and technical in nature. The ASM is a supervisory management position responsible for overseeing and coordinating all or most of the administrative support functions within the department including finance, budget, administration, personnel management, purchasing, contract administration, clerical support, management analysis, research, program evaluation and/or other related functions.

The ASM will also support the department in the development and overall management of a Grant Program for identification, pursuit, and implementation of federal, state, and philanthropic grants and funding focused on sustainability programs and projects. This includes developing and supporting systems to manage the entire grants lifecycle, managing and/or guiding analyst and program level staff in identifying opportunities, developing concept papers and proposals, submitting grant applications, project implementation, and grant closeout. You'll architect the systems, craft the protocols, and build the partnerships that ensure every resident – from Half Moon Bay to Redwood City, from tech executives to farmworkers – gets the information they need to prepare, survive, and recover.

WHAT YOU WILL ACTUALLY DO

Build & Innovate:

• Lead the implementation of the Five Elements Framework—an evidence-based framework developed with leading researchers – in all our alerts and warning initiatives.
• Design multilingual alert systems that reach every community, including those often left behind.
• Integrate cutting-edge technologies: IPAWS, Genasys Protect, AI-powered monitoring, and tools that don't exist yet.
• Develop dashboards and systems that give our partners real-time situational awareness.

Coordinate & Connect:

• Serve as the nexus point between local, state, and federal emergency communication systems.
• Coordinate with 20 cities, 18 unincorporated areas, fire districts, law enforcement, healthcare systems, and community organizations.
• Build relationships with trusted community messengers who can amplify our reach.
• Manage vendor relationships and contracts for emergency notification platforms.

Respond & Adapt:

• Maintain 24-hour readiness and participate in on-call rotation.
• Staff the Emergency Operations Center during activations—from Blue Sky preparedness to Dark Sky crisis.
• Lead after-action reviews that turn every incident into institutional learning.
• Troubleshoot systems under pressure when everything depends on them working.

WHO YOU ARE

The Department of Public Works is seeking experienced individuals for the position of Road Equipment Supervisor. 

The ideal candidate will have at least 4 years' of increasing responsible experience overseeing a crew involved in the operation of heavy equipment in road construction and maintenance activities, as well as experience in planning, organizing, coordinating, directing and participating in projects involving heavy equipment in construction and maintenance of roadways, bridges, channels, landscape areas, and storm drains and sewers. Additionally, the ideal candidate will have experience utilizing e-mail, word processing, spreadsheets, databases, project management, maintenance management systems.

 

Examples Of Duties

Duties may include, but are not limited to, the following:

• Plan, prioritize, and coordinate projects with the Road Maintenance Managers.
• Supervise, train, evaluate and instruct a group of equipment operators, drivers, and laborers.
• Ensure compliance with safety practices and procedures.
• Estimate and order materials.
• Assist the Vehicle and Equipment Manager with writing specifications for new equipment.
• Coordinate with Vehicle and Equipment Section on equipment repairs to ensure equipment is available when needed.
• Make work assignments, requesting additional labor as needed.
• Oversee projects such as road repair, major overlays and repaving projects.
• Serve as point of contact for Road Supervisors and the public if there are questions or concerns about work being performed.
• Make requests for appropriate training and new equipment.
• As a working supervisor, perform the more difficult or complex Operator tasks.
• Perform related duties as assigned.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 
 Four years of experience in the operation of rollers, bulldozers, backhoes, mowers and graders.
 
Knowledge of:

• Supervisory principles and practices, including work planning, scheduling, employee training and evaluation.
• Basic mathematics.
• Provision of the California Vehicle Code applying to the operation of vehicles.
• Safety practices in the operation of heavy construction equipment.
• Capabilities of all types of heavy equipment.
• Road maintenance and construction operations, materials and procedures.
• Operation of and preventative maintenance for trucks and road maintenance equipment.

Skill/Ability to:

• Plan, supervise and inspect the work of others.
• Determine personnel, material and equipment requirements for construction or maintenance projects.
• Read blueprints, read and interpret grade stakes, and use instruments to check grades.
• Operate a wide variety of complex road construction and maintenance equipment and light and medium duty trucks including graders, bulldozers, large loaders, backhoes, hydraulic excavators, rollers and mowers.
• Make minor adjustments and emergency repairs to equipment.
• Perform road maintenance duties which require strength, agility and endurance.
• Work courteously and effectively with the public and with co-workers.
• Follow oral and written instructions.
• Climb, bend, stand and walk for extended periods of time.
• Lift and carry equipment and supplies used in construction and maintenance work.
• Meet Department of Transportation (DOT) drug testing requirements and standards.

Licensure/Certification: 

• Possession of a Class A California-issued Commercial Driver License or equivalent with tank vehicle endorsement.
