THE CURRENT OPPORTUNITY: EMPLOYEE BENEFITS AND WELLNESS

 

There are currently two vacancies within the Employee Benefits and Wellness Division, one is a regular, classified position and the other is a limited term position. Limited term positions are full-time fully benefited, temporary positions. Limited term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan (401-A).  This current limited term position is funded for up to one year. 

 

The Employee Benefits and Wellness division administers comprehensive benefits programs and provides direct support to County employees and retirees.

 

Key Responsibilities of the Human Resources Technician:

• Provide frontline customer service via phone, email, and in-person support regarding employee benefits
• Conduct benefits education sessions, trainings, and presentations
• Interpret and explain benefits programs, eligibility, and policies

• Develop dashboards and reports using Excel and other tools

The Case Management Nurse -Utilization Review will manage patient admission and ongoing stay reviews for patients with chronic or complicated medical conditions and oversee appeals with third-party payors. The incumbent will be responsible for retrospective and concurrent Utilization Review activities and for monitoring order status accuracy, documentation, and clinical compliance, in accordance with State and Federal regulations. In conjunction with other members of the health care team, the Case Management Nurse is accountable for timely coordination of quality health care services to meet the patient's health care needs across the continuum of care. This position requires knowledge of the adult, and geriatric populations.
 
The ideal candidate will possess one or more of the following:

• At least two years of recent, direct, and proven experience in Nurse Case Management in an acute care setting or at least two years of acute care hospital nursing experience. 
• At least two years of experience with industry published standard level of care (i.e. InterQual or Milliman, etc.).
• InterQual interpretation and application of health industry utilization review criteria
• Experience providing the full range of Case Management nursing duties and responsibilities
• Ability to conduct daily Utilization Reviews to assess whether patients meet medical necessity criteria

Examples Of Duties

Duties may include, but are not limited to, the following:

• Identify problem situations or patient care issues; analyze, interpret, advise and consult with staff and other health care professionals to ensure patient order status reflects the correct level of care.

• Advise the nursing staff in the establishment and maintenance of records of treatments given and the related progress of each patient for the purpose of analyzing patterns, synthesizing actions and evaluating patient care plans. 
• Resolve unusual or unique patient care problems or situations, which require analytical, interpretative and constructive thinking.
• Formulate and develop plans, procedures and program content designed to meet specifically identified training/educational needs of nursing staff.
• Formulate, and/or collaborate with other health care practitioners to identify relevant clinical problems and conduct research to bring about their resolution.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 80%) and a written exercise (weighted 20%). DEFINITION
Under general supervision to perform general duty firefighting and fire prevention activities; to respond to  emergency calls; to operate and maintain firefighting apparatus and equipment; to assist and participate in fire training programs and fire station maintenance: and to do related work as required.

DISTINGUISHING CHARACTERISTICS
This classification includes a variety of assignments in preventing, controlling and extinguishing fires, performing emergency medical care and rescue operations, public education activities, and maintenance operations. DISTINGUISHING CHARACTERISTICS

Electrical Instrumentation Technician I is the entry level classification. Individuals are required to attend electrical and instrument classes and will learn on the job to perform basic electrical and instrument duties under close supervision.

Electrical Instrumentation Technician II is the semi-skilled subjourney classification. This classification is distinguished from the Electrical Instrumentation Technician I classification in that the Electrical Instrumentation Technician II is required to have previous experience and knowledge of fundamental electrical theory and techniques, usually attainable through the Electrical Instrumentation Technician I classification. Performs and assists in performing electrical work of a greater complexity than that of the Electrical Instrumentation Technician I.

Electrical Instrumentation Technician III is the full journey level class in this series. Performs the most complex duties.

Duties may include, but are not limited to the following:

• Perform basic electrical and instrument repairs and maintenance duties;

The mission of the Controller’s Office of San Mateo County is to promote the County's operational effectiveness and ensure its financial transparency and integrity by providing quality accounting, audit, and financial reporting services.
   
The Controller's Office maintains the County’s accounting system and records, and prepares independently audited, award-winning annual financial reports (ACFR and PAFR) that disclose the financial condition of the County to the public. We are seeking a highly skilled and motivated individual to join our Controller’s Information Systems (CIS) team to support various mission-critical applications for the County as they pertain to finance, expense reimbursements, timekeeping, as well as support Countywide system integrations.

This role will entail hands-on support, administration, configuration, and maintenance of multiple related financial systems, including Finance Enterprise by CentralSquare for general accounting, Coupa for accounts payable and vendor onboarding, and Workday Expense for employee expense reimbursements.  
 
While the ideal candidate has experience in all of these systems, we are also accepting candidates who have experience and expertise in at least one of the aforementioned systems but can demonstrate transferable skills to learn the other systems and applications.
   

The ideal candidate will also have:

• 5+ years of proven application support and administration experience, preferably in Finance Enterprise, Coupa, and/or Workday Expense.
• A Bachelor's Degree or higher in Management of Information Systems, Information Technology, or an equivalent field of study is preferred.
• Proven experience leading end-to-end small to medium-sized application projects and implementing solutions for operational improvements and automation.
• Knowledge of VB Script, SQL, and Cognos (or other reporting platform).
• Knowledge of basic security concepts as they pertain to Finance Enterprise, Coupa, and/or Workday.
• The ability to work with and analyze large data sets.
• A thorough understanding of data, data concepts, and relationships.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Collaborate, consult, and develop solutions with the Controller's Office and other County departmental partners to understand business and functional drivers across various system modules within Finance Enterprise, Coupa, and Workday Expense.

• System administration, including, but not limited to:

  • Account provisioning and user access level assignment.

  • Report development, maintenance, and support using respective tools (e.g. Cognos reporting platform and SQL for Finance Enterprise).

  • Maintain and troubleshoot workflows. Monitor and troubleshoot integrations, batch jobs, and system performance. 

• Individually, as a project team member, or as a technical lead, works on and is responsible for complex software applications research, development, conversion, installation, and maintenance projects, including planning, organizing, and defining project requirements, methods, and end objectives in consultation with end users, coordinates project activities with team members, other section staff, user representatives and outside vendors.

• Interviews, analyzes, and documents end user work processes and systems requirements; conducts systems walk-throughs and technical reviews; develops or refines system specifications, including evaluating and testing vendor software packages for conformance with user requirements and priorities.

• Facilitates and conducts business process redesign or technical design sessions and/or focus groups for the design and implementation of new processes or systems.

• Designs business processes and workflow strategies for the management, access, and retrieval of data, defines data rules and relationships, and develops methods for quality control of databases.

• Reviews, analyzes, streamlines, and documents business processes and relates them to application software; recommends and implements procedural and operational modifications to optimize internal and customer workflows.

• Develops and implements automated processes, scripts, triggers, specialized views, and reports in response to user needs.

• Designs methods to import/export data for analysis and performs comparative analysis of data from dissimilar applications, designs and codes new and modified programs for data processing.

• Designs, develops, tests, refines, and implements software that supplements or integrates with system applications; customizes and maintains system objects as required.

• Develops and executes test plans to ensure application performance conforms to specifications.

• Responds to and resolves software users' inquiries and complaints and escalates problems or issues to vendor representatives as needed.

• Stays abreast of new trends and innovations in technology related to County operations; researches, recommends, and evaluates vendor solutions and technologies; implements improvements; works with staff to maintain, revise, or improve operations and systems.

• Writes and maintains user and technical operating instructions and documentation; provides training to users and other technical staff and advises on best practices.

• Provides updates, status, and completion information to staff and/or users via voicemail, email, or in-person communication.

Qualifications

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. 

A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field and four (4) years of progressively responsible experience in applications analysis, design, and development.

Additional related experience may substitute for education requirement on a year-for-year basis, up to four (4) years.

Physical Demands

DEFINITION

Under general supervision, provides recreational instruction and activities, social development, guidance, direction and care for preschool and elementary school-age children by coordinating and directing the daily operations of a childcare site.

 

DISTINGUISHING CHARACTERISTICS

The Childcare Site Coordinator is the position responsible for the daily operations of a childcare site.

 

Supervision Received and Exercised

General supervision is provided by the Recreation Supervisor Childcare Services. Responsibilities include the direct supervision of site subordinate personnel.

 

ESSENTIAL FUNCTIONS- INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Plans, organizes and coordinates the care of preschool and elementary school-age children by providing various activities and events at a childcare site.
• Prepares daily and monthly program plans and assigns activities and events to subordinate staff members.
• Maintains staff and participant files in accordance with departmental, licensing (Title 22) and funding (Title 5) requirements.
• Creates attendance rosters and checkoff list for all rooms for keeping track of children and ratios.
• Schedules staff to ensure required ratios are met at all times. Coordinates staff with other sites.
• Prepares a monthly site newsletter outlining activities and events,
• Provides families with resources and informational documents pertaining to child development.

• Inspects the site and equipment to ensure proper maintenance, cleanliness, operation, and safety.
• Observes children on a daily basis to detect health problems and instructs children in proper health and hygiene care.
• Develops discipline techniques and youth program management plan.
• Coordinates and participates in cleaning and maintaining the facility and equipment.
• Plans and conducts quarterly parent-teacher conferences/meetings with parents/guardians.
• Interacts with personnel from the site school in planning and implementing site activities.

QUALIFICATIONS:

 

Knowledge of:

• Childcare issues and regulations.
• Principles of childcare program management and early childhood education, including utilization of DRDPs (Desired Results Developmental Profile).
• How to administer and score the ASQs (Ages and Stages Questionnaires).
• Child development child and family support software, which may include tracking attendance, documenting benchmarks, collecting children's art or classwork, managing child care portfolios, maintaining developmental profiles, and organizing classroom environments.
• Various games, sports, arts, crafts, and other activities appropriate to preschool and elementary school-age children.
• Stages of child development.
• Basic first aid, health/hygiene, and safety procedures and requirements.
• Basic record keeping and budgeting principles.
• Principles of supervision, training goal setting, and performance evaluation.

 

Skill/Ability to:

• Maintain and prepare city, state, and federal records and reports.
• Evaluate student Assessment Tools and Reporting findings.

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge, and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

One (1) year of experience, defined as three (3) hours or more per day for 350 days in the past four (4) years. This experience must be in a group setting working with children aged 2 ½ - 14.  and 100 hours of supervising adults.

Experience teaching in a Title 5 program is desirable.

Training:

AA degree with 24 units in Child Development units including: All 12 units of the core child development classes, 16 General Education units, 6 Administrative units, and a 2-unit adult supervision class, or

A Teaching or Administrative Credential with 15 units in Child Development units including: All 12 units of the core child development classes, and a 3-unit supervised field experience class.

Licenses/Certifications:

Possession of a valid California driver’s license.

Current Site Supervisor permit from the State of California, or a current Site Supervisor Permit Waiver, or must possess the qualifications to obtain a Site Supervisor Permit with one year of hire.

Red Cross Infant/Child CPR/AED and Red Cross First Aid Certifications must be completed within six months of employment.

All Child care employees must pass the Department of Justice fingerprinting scan in order to work for the City of Pacifica.

All State of California Child Development Permits must be maintained.
