San Mateo County Health is seeking an experienced individual for the position of Public Health Clinics Process Improvement Manager that plans, oversees, and provides a wide variety of administrative, analytical, and work-flow support on a County-wide level; analyzes practices and procedures and makes recommendations for organizational, operational, policy, and procedural improvements; conducts needs analysis, feasibility studies, and program evaluation for assigned projects and programs; develops, summarizes, and maintains administrative and fiscal records; fosters cooperative working relationships among County departments and acts as liaison with various community, public, and regulatory agencies; and performs related work as required.

 

There is currently one regular vacancy in the Public Health, Policy and Planning Division, located in San Mateo, but the position will include travel/driving throughout the county to perform duties of the job.

 

This management position will report to the Public Health Clinics Manager, overseeing Edison Clinics and Mobile Clinics and will have broad project management responsibility for key strategic efforts affecting the Public Health clinics, and will exercise direct and general supervision over assigned professional, technical, and office support staff.

 

Primary responsibilities will include, but are not limited to, the following:

• Quality assurance and improvement: build and visualize data in management reports and dashboards; convert data to information and use it to guide process improvement.
• Process improvement: facilitate, document, track, organize, and measure progress, e.g., conduct improvement work within daily huddles.
• Project management: lead projects and provide ad hoc support of projects.
• Knowledge management: inventory and maintain infrastructure of core programmatic documents and processes, how files are stored and shared.
• Partnership building: support internal staff operational needs; coordinate with other stakeholders, such as staff from Behavioral Health & Recovery Services, Human Services Agency, Health IT, San Mateo Medical Center, grant makers, state agencies, etc.
• Management of staff: supervise and influence when appropriate on projects.
• Contract and MOU support: assist Clinics Manager to write scopes of work, produce required reports and invoices for categorical funding and operational agreements.
• Revenue optimization support: oversee billing quality assurance and improvement, facilitate braided funding opportunities and oversight.
• Policy and procedures facilitation: maintain inventory and lead update processes through completion, including occasional initial literature reviews or research and coordination of stakeholders.
• Change management and leadership synchronization: coordinate staff engagement, training, feedback to ensure successful system changes, facilitate leadership development and decision making, contribute to agendas, take meeting minutes, track on-going project work in support of meeting goals.

 

Ideal candidate will possess:

• Experience with project management and process improvement as the lead.
• Knowledge and/or experience with: County of San Mateo; Public Health; healthcare clinics; vulnerable population care management including people experiencing homelessness; and HIV, Sexually Transmitted Infections (STIs), and other Communicable Diseases.
• Data skills including requirements gathering; ad hoc report building; data and dashboard management.
• Knowledge of and/or experience with information technology systems including Power Business Intelligence (BI); advanced Excel; eClinical Works (eCW); ARIES; Microsoft SharePoint; Epic; Workday reporting.
• Experience with change management, leadership development, and team culture-building.
• Demonstrated ability to be organized, diligent, perseverant, self-starter, independent learner, tenacious, self-reflective.

Qualifications

Education and Experience :

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, economics, planning, finance, or a related field, and five (5) years of increasingly responsible professional administrative and analytical experience in municipal government, including experience in budget, strategic planning, policy analysis, and organizational development.

Licenses and Certifications :

• Some positions may require a valid California driver's license.

The Public Authority for In-Home Supportive Services (IHSS) is seeking well-qualified individuals for the position of Public Authority Registry Social Worker II/III with fluency in Mandarin or Cantonese. There is one vacancy in the Public Authority. The current vacancy would be responsible for supporting IHSS consumers who do not have caregiver resources, in hiring a homecare provider from the Public Authority Registry and helping the client and provider establish a successful working relationship. The position is located in San Mateo, CA, but will require travel throughout the County to perform duties of the positions.

 

NOTE: The Public Authority Registry Social Worker II/III is not a County position; the Public Authority unit reports to the San Mateo County Director of Aging and Adult Services.

 

PUBLIC AUTHORITY

The Public Authority serves as the employer of record for IHSS homecare workers, with the IHSS consumer retaining the right to hire, fire and train their worker. The Public Authority's responsibilities include operating a Registry that recruits, screens and refers potential homecare providers to IHSS consumers needing personal assistance in their home; screening the backgrounds of IHSS providers in accordance with IHSS policies and regulations; providing training opportunities to IHSS providers to enhance their skills in serving IHSS consumers; and offering support and assistance to Registry consumers and providers to ensure the employer-employee relationship between the Registry consumer and provider are functioning well. The IHSS consumer is the IHSS employer and is responsible for hiring and supervising a provider for the care they receive. Consumers who do not have caregiver resources, may choose to hire a caregiver from the Public Authority Registry. The Public Authority Social Worker will assist those recipients with the hiring of a Public Authority Registry worker and help them to manage their role as the employer.

 

Examples of duties may include, but are not limited to, the following:

• Conduct home visits to support consumers' hiring needs.
• Educate, support, and perform administrative duties for IHSS consumers and care providers to understand/comply with program regulations.
• Provide conflict mediation between consumers and providers to help stabilize cases.
• Collaborate with program integrity team to ensure proper adherence to regulations.
• Provide education, outreach, and community resources information for consumers.
• Attend case conferences.
• Collaborate and facilitate services with other partner agencies.

The Department

The Wastewater Treatment Plant (WWTP) is a 15.7 MDG sub-regional facility that serves an estimated 164,545 customers  administering the annual operation and maintenance budget over $12.8 million with a staff of 34 professional and technical personnel.  The City of San Mateo is building a team tasked with the safe and continuous operation of the current expansion of this conventional activated sludge plant by introducing new facilities including; preliminary treatment, primary treatment, enhanced biological nutrient removal/membrane bioreactors (BNR/MBR), biological and chemically enhanced treatment (BioACTIFLO), and additional upgrades to existing process equipment. A vital and instrumental member of this team is the WWTP Operator III.

The Position

This position will receive general direction from the Chief Plant Operator and instruction from their Shift Supervisor to provide daily guidance to lower level operators and trainees. The WWTP Operator III will be responsible for supporting these efforts to guide, develop and mentor staff on their assigned shift, act in a supervisory capacity in the absence of the Shift Supervisor, and is the assigned lead in getting both scheduled and unscheduled work completed. Those who have prepared themselves and are ready for the challenge to use their skills as a journey-level wastewater professional should seriously consider this opportunity.

This position is assigned rotating shifts working nights, weekends, and holidays with on-call emergency response 24 hours per day.  However, along with this challenge is the benefit of working  a 12-hour shift that results in a very favorable work/life balance and requires the minimum commuting days as compared to other standard 8-hour shifts.

The Duties

Depending upon assignment, duties may include, but are not limited to the following.

Operate wastewater treatment facilities to control flow and processing of wastewater, sludge and effluent; monitor gauges, meters and control panels; observe variation in operating conditions, interpreting meter and gauge readings and test results to determine process requirements.

• Operate valves and gates; start and stop pumps, engines and electric motors to control and adjust flow and treatment processes; operate and maintain boilers; perform routine maintenance work on valves, tanks, related equipment and facilities to optimize performance.
• Maintain appropriate plant records to support water quality goals.
• Perform the duties of the Designated Operator-in-Charge when required in accordance with State regulations.
• Operate rolling vehicles and stationary machinery as required to perform essential job functions.
• Foster and maintain good working relationships and provide excellent customer service in the course of their work.
• Assist in the inventory, requisition, and purchase of supplies and materials.
• Supervise and train less experienced operators on assigned shift.

Correctional Health Services (CHS) therapists provide clinical mental health services utilizing Trauma Informed Care to inmates with mental illness, serious mental illness, or substance use disorders and/or co-occurring disorders of mental illness, serious mental illness, and chemical dependency. They also provide case management services and discharge planning by interviewing inmate patients to assess mental health needs and formulate treatment plans. They function as a team member in a multi-disciplinary work setting where they collaborate with Sheriff's Office staff to manage inmate patients' daily activities. Role Description

As a Clinical Psychologist for the County Adult Assistance Program(CAAP), you will conduct professional-level work in screening and assessing CalWORKS and CAAP clients to identify and document disabling mental health conditions and associated functional limitations that enable them to qualify for Social Security Benefits.

 

Essential Duties Include:

• Conducts screening and assessment of clients with mental health related complaints, collateral interviews with primary care and behavioral health staff, and medical records review to support clients’ application for Social Security Benefits.
• Selects, administers, scores, and interprets appropriate psychological tests of intelligence, personality, aptitude, achievement, interest and other specialized areas and conducts diagnostic clinical interviews with emotionally disturbed, mentally ill, chemically dependent, and intellectually disabled adults to assess their impairments to provide medical evidence in support of clients’ application for Social Security Benefits as needed.
• Prepares psychological reports presenting diagnostic findings, interview findings, functional assessments, clinical evaluations, and recommendations for the Clients’ SSI eligibility.
• Reviews and evaluates psychological, psychiatric and/or neuropsychological data and case material.
• Provides education, consultation, and information to community providers, and CAAP’s multi-disciplinary team on adult adjustment problems, mental illness, chemical dependence, culturally relevant services, and other topics related to SSI eligibility.
• Supervises psychology interns and subordinate clinical staff not including class 2574 Clinical Psychologist; conducts staff training programs both within the clinic or unit and for line agency personnel.

San Mateo Medical Center is seeking well-qualified candidates for the position of Occupational Therapist II.  
Currently, there is one full-time, limited-term vacancy and two Extra-Help, part-time, vacancies. These positions will plan and provide occupational therapy services for acutely ill or rehabilitative patients in an outpatient and/or inpatient setting.
Occupational Therapist II is the experienced journey level class in this series. Incumbents in this class perform the full range of general therapy treatments with a greater degree of independence and proficiency, additionally applying more specialized and advanced therapy treatments. Some individuals may also assist in providing technical advice and training to less experienced staff.
The ideal candidate has graduated from an accredited occupational therapy curriculum and is licensed as an Occupational Therapist by the California Board of Occupational Therapy and registered with the National Board for Certification in Occupational Therapy. Under direction of a Recreation Supervisor, the Preschool Site Coordinator is responsible for overseeing the day-to-day operations of Village Park Preschool ensuring a safe, nurturing, and educational environment for children. This role involves managing staff, coordinating programs, communicating with parents, and maintaining compliance with regulatory requirements.

Essential Duties

• Program Oversite
  • Coordinate with teachers and staff to ensure lesson plans, schedules, and classroom activities align with educational standards and goals.
  • Monitor and assess the effectiveness of programs and make adjustments as needed to meet the needs of children and families.
  • Manage supply lists and shop for required materials.
  • Develop, implement, and oversee age-appropriate curriculum and activities that promote children's physical, emotional, social, and cognitive development.
  • Lead a variety of activities including, but not limited to, arts and crafts, organized games, story time, music/singing activities, science, cooking, early writing skills, and interactive circle time.
  • Develop and plan activities for preschool summer camp
  • Change diapers and support toilet training.

• Staff Management 
  • Train and supervise teaching staff.
  • Provide ongoing support, guidance, and professional development opportunities to staff to enhance their skills and performance.

• Parent Communication 
  • Serve as the primary point of contact for parents and guardians, addressing inquiries, concerns, and feedback in a responsive and professional manner.
  • Facilitate open communication and collaboration between parents, teachers, and staff to promote a positive and supportive learning environment.
  • Send emails to parents with child and class updates.
  • Manage Village Park Instagram

• Administrative Duties 
  • Prepare monthly newsletter.
  • Manage Village Park Preschool Instagram.
  • Complete assigned paperwork, including timecards and incident reports.

• Safety and Compliance 
  • ​​​​​​​Enforce policies and procedures related to child supervision, hygiene, emergency preparedness, and security measures.
  • Conduct regular inspections of facilities, equipment, and materials to ensure they meet safety and quality standards.

Qualifications

• Knowledge of:

• Experience and Education:
  • Completion of 24 semester units of Early Childhood Education

School Year (August-May)

Monday/Wednesday - 9am-11:15pm (2 year olds)

Tuesday/Thursday - 9:15am-11:30am (2 year olds)

Tuesday/Wednesday/Thursday - 9am-12pm (3 year olds)

Monday/Wednesday/Friday - 8:45am-12:15pm (3 year olds)

Tuesday/Thursday - 12:30pm-3:30pm (3 year olds)

 

Summer Camp (June-August)

Monday- Friday - 9am-12pm (3-4 year olds)

 

Work Schedule:                    

8-20 Hours a week

Maximum of 960 hours per fiscal year                                                 

 

Note: These positions are part-time and do NOT have a benefits package. 

Salary:                   

$27.69-$34.30 per hour depending on qualifications and experience.

Responsibilities

• Perform initial diagnostic evaluation noting behavioral symptoms which may indicate organic and/or mental disorders in children and in interpersonal/ family dysfunctions related to child and adult patients/clients.
• Determine and develop appropriate treatment plans for all clients in the caseload.
• Conduct individual, group and family counseling/therapy sessions for clients toward the goal of achieving more adequate, satisfying and productive adjustments in the community and provide case management services as appropriate.
• Participate in developing individual and group treatment plans utilizing a variety of psychotherapeutic, psychosocial and psycho educational modalities.
• Perform suicide/risk assessments.
• Conduct home visits and/or field-based services.
• Crisis Intervention. Make client referrals and plan discharge procedures.
• Assess progress of clients on a selected basis and propose modifications to rehabilitation plans in order to meet goals agreed upon by the clients/patients.
• Prepare and maintain psychosocial case histories for use in diagnostic evaluations and of patient progress.
• Supervise graduate interns.
• Provide outreach counseling and refer clients to appropriate mental health program service resources.
• Collect and evaluate medical or psychosocial data such as case histories, behavior patterns and family relationships of patients/clients.
• Analyze factors which exert an adverse effect upon health problems, treatment, or recovery, or which may contribute to or are responsible for mental illness or affect the potential for rehabilitation.
• Conduct treatment groups in schools and other community settings with emotionally and behaviorally disturbed children toward the goal of achieving higher functioning in interpersonal relationships and learning.
• Work as a psychiatric team member with other treatment disciplines.
• Utilize Trauma Informed Care and other Evidence-based practices.
• Provide consultation and education services.
• Ability to participate in an on-call rotation and responding to after-hours calls (Youth Services Center).
• Ability to participate in an on-call rotation and responding to after-hours calls from Psychiatric Emergency Services (Youth Case Management).
• Perform related duties as assigned.

 

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.

Facility and Sports Field Attendants work in the formal Suisun City classification of Recreation Specialist I. Starting hourly rate will depend on qualifications. This position works on average 19 hours per week.

The Department: The Recreation, Parks and Marina Department is responsible for the operations and programs of the Suisun City Marina, the Senior Center and the Joseph A. Nelson Center, including preschool, after-school programs at various sites, recreation classes and sports leagues, community events and special event rentals.

The Position: Facility and Sports Field Attendants work behind the scenes making all Recreation and Community Services excel!  This job entails setting up for events and rentals, cleaning the facility and performing light maintenance duties.  We’re looking for highly motivated people with a customer service orientation who genuinely enjoy helping others and who are flexible problem-solvers.
