THE POSITION

Tri-City Mental Health Authority is currently hiring to fill three (3) full-time vacancies for the position of Psychiatric Technician I/II within the Mobile Crisis Care Program (MCCP). Tri-City’s MCCP is a 24/7 mobile crisis response team with shifts that may include evenings, weekends, daytime hours, and holidays. Weekend and night shifts will be entitled to Shift Differential Pay of $2.50 per hour on weekdays (Monday through Friday) and $3.50 per hour on weekends (Saturday and Sunday). Holiday shifts will be entitled to Holiday Pay.

Tri-City is looking for individuals to serve as a Psychiatric Technician I/II on a full-time basis for the MCCP. The MCCP Psychiatric Technician will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Psychiatric Technician will report to the Mobile Crisis Care Clinical Supervisor and Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Respond to client’s (Full-Service Partnership and Adult and Children’s Outpatient Programs and other specialty mental health services) crisis calls with or without law enforcement;

• Perform field-based and telephone emergency mental health evaluations and crisis stabilization in accordance with agency procedures;

• Provide crisis intervention and stabilization services to individuals, groups, and families;

• Identify treatment needs and make appropriate referrals for necessary services;

• Assist clients and relatives with understanding behavioral health problems and their reaction to them;

• Work on a multidisciplinary team for crisis response.

• Perform triage and linkages to non-client community members in the Tri-City catchment areas.

• Perform critical incident debriefs at the request of a community partner.

• Ability to respond to a mobile crisis in the community catchment area (Pomona, Claremont, and La Verne) within 60 minutes of disposition.

• Follow up with clients who receive mobile crisis services and collaborate with the client's treatment team for warm hand-off.

• Ability to work in a fast-paced environment and respond to calls during assigned shifts including: after regular business hours, late evenings, overnight hours, and on weekends; field work may be required.

The MCCP Clinical Supervisor I/II will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Clinical Supervisor I/II will report to the Mobile Crisis Care Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

POSITION SUMMARY

The Wildfire Resilience Coordinator will manage projects related to the overall MRCA efforts regarding wildfire resilience, including tracking and analyzing existing funding sources related to wildfire preparedness and response, supporting staff project as defined by the early action wildfire resilience plan, coordinating with other MRCA and SMMC staff members working on wildfire related projects and programs, preparing and documenting further regional needs.

 

This position requires a highly motivated, responsible, organized and self-starting individual who can handle an array of tasks at the same time as part of standard workload, has good judgment and can make decisions, and works well independently and as part of a small team.

 

This is professional and technical work pursuant to the terms of grants, contracts, and applicable regulations, involving frequent communication with others. Project managers must also build community and political support, seek funding opportunities, actively cooperate with other government agencies and non­profit organizations, and keep abreast of related planning processes. The work performed will support MRCA’s capital Workprogram for wildfire resilience including improvements, workforce development, ignition prevention and suppression, inspection and monitoring and structure hardening and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development. Special projects assigned or led by the Chief of Staff will be supported by this position.

 

Type

This is a full-time, non-exempt, at-will position.

 

Supervision

This position reports to the Deputy Chief of Staff. Assorted tasks may be supervised by Executive Staff.

 

ESSENTIAL FUNCTIONS

• Implement multiple projects simultaneously: The project manager is the central point of contact on all issues concerning assigned projects and will be responsible for project quality. Perform project tracking, scheduling, and budget management.
• Coordinate between MRCA divisions to track agency-wide wildfire resilience efforts and guide the agency towards accomplishment of big picture wildfire resilience priorities.
• Perform day-to-day administration of grants, prepare required reports and ensure conformance with grant agreements. Analyze, verify and obtain payment approvals for invoices.
• Interagency coordination: Coordinate with Santa Monica Mountains Conservancy grantees to perform tracking and data management on wildfire resilience grants.
• Coordinate with Santa Monica Mountains Conservancy, its grantees, and regional stakeholders to advance wildfire resilience efforts in Southern California.
• Determine project scope, options, and alternatives to overcome constraints. Revise as often as needed to address unexpected conditions.
• Demonstrate proactivity to initiate and drive projects, leveraging past experiences, consulting with colleagues, and referencing relevant documentation to successfully launch and manage projects without established precedents.
• Oversee consultants and contractors, manage contracts, coordinate project team and collaborate with coworkers to ensure that the project scope is completed according to grant agreements, schedules, and cost limits. Assist in selection of consultants/contractors.
• Write and coordinate grant proposals and research new funding opportunities for wildfire resilience and workforce development related planning efforts.
• Cooperate with other team members to accomplish project goals; provide support to coworkers on other projects.
• Produce written materials including staff reports, text for publication, proposals, progress reports, and a variety of other documents.
• Write comprehensive reports based on samples, summarizing and analyzing information to provide clear conclusions in the sample's format and style
• Maintain positive relationships with coworkers, representatives of other government agencies, non-profit organizations, homeowner's associations, and the public at large.
• Other projects as directed by Chief of Staff.

JOB SPECIFICATIONS

 

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, observe site conditions, and operate a computer and other office productivity machinery. Occasionally work in outdoor weather conditions and move between multiple work sites. The employee must occasionally move items weighing up to 20 pounds inside the office.

 

Required Hours And Location

Monday through Friday, 8 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work in evenings or weekends upon prior approval by supervisor. The position will work remotely and out of the Los Angeles River Center and Gardens but may be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors.

 

Public Contact

As public parklands, the majority of MRCA properties are open to the general public during operating hours. This position will have contact with members of the public in public areas such as parking lots and shared public/office restrooms, and during public meetings.

 

MINIMUM QUALIFICATIONS

Education and Experience

• B.A. or B.S. degree or higher in preferably environmental studies, education, project management, landscape architecture, or related field. Experience may substituted for academic degree.
• Two (2) years of highly relevant experience performing project management and administration duties that include: creative problem solving, working on an interdisciplinary team, coordinating consultants, technical writing, scheduling, and budgeting.
   

Knowledge of:

• Windows-based programs including word processing and spreadsheets, Office 365, iCompass.
• Office practices and procedures.

 

Ability To:

• Ability to establish and maintain cooperative relations with those contacted in the course of work.
• Work independently, or as part of a team.

The Seasonal Wildland Firefighter will protect agency parkland and resources and performs a wide variety of skilled park construction, maintenance, and patrol work; assists the public in natural resources interpretation and information; provides fire protection, suppression, vehicle and equipment maintenance. To protect visitors, park land and infrastructures and to insure a safe and peaceful environment for public usage. 

This position requires a highly motivated, responsible, organized and self-starter individual who can handle an array of tasks, has good judgement in making decisions, and can work independently or as part of a team. The individual must be able to demonstrate common sense when working on tasks, as well show the ability to come up with possible solutions ideas to issues that they may come across, in areas that may be outside their expertise; be willing to take on uncertain challenges; and learn, understand and follow the chain of command.

The work performed will support MRCA’s operation in fire prevention and protection of life, property and resources within greater Los Angeles and beyond. Candidates must have the ability to be out on an extended attack or a campaign fire assignment anywhere within California, up to 14 days minimum per assignment.

Supervision

This position reports to the Squad Boss of their assigned crew. Assorted tasks may be supervised by others in the leadership structure, including other Squad Bosses, Captains, and Chiefs as needed. The position supervises no other staff immediately, however opportunities to supervises others may arise, within the abilities of the individual.

ESSENTIAL FUNCTIONS

• Performs extensive weed abatement to reduce fire hazards and for native revegetation; with use of tractor, chain saw, weed whacker, spraying herbicide or use of hand tools, in/on a variety of landscape types and topographies.
• Provides information to park visitors on park features, natural resources, historical interpretation, safety, and rules.  May lead interpretive hikes.
• Constructs and repairs park facilities such as fencing, restrooms, gates, kiosks.
• Install and maintain park water distribution and suppression systems.
• Directs volunteer crews such as trail crews, community service workers, and the volunteer Mounted Assistance Units. Coordinate with organized public groups utilizing park facilities.
• Assesses any natural or manmade hazards on parkland; warns public, removes or ameliorates hazards if possible.
• Maintains developed park grounds, facilities, trails; operates tractors, trucks, chain saws, other power tools needed for park maintenance.
• Assists crew personnel and others as directed.
• Respond to emergency situations on parkland to protect life, property and resource.
• Patrol and protect park lands, inform the provisions of the Public Resources Code, other codes, ordinances, etc. or writing incident reports as necessary.
• Protects park visitors and structures in wildland fire situations (visitor evacuation), operate pumps, fill tanks, hose layout, line-cutting, water and foam lay-down, etc.
• Assist in emergency search and rescue efforts on parkland, in a wide variety of terrain including steep slopes, canyons, and creeks. Coordinate action with the local authorities as necessary due to the nature of the emergency, i.e., brush fire, flood, etc.
• Coordinate with outside agency crews working on parkland.
• Perform heavy physical labor; including lifting and carrying items weighing up to but not limited to 90 pounds a distance of up to but not limited to 50 feet.
• Operate with substantial independence and coordinate work with others in completing assignments.
• Perform routine maintenance and repairs on agency vehicles and other equipment.
• Ability to be out on an extended attack or a campaign fire assignment anywhere within California up to 14 days minimum.

This position will work out of Holiday Camp Fire Station in Calabasas but may be required to travel to various other locations.

• Current National Registry EMT Certification is desired, but not required.

• Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field.

• Performs routine and emergency intake evaluations according to Authority procedure;
  completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

• Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment.

• Works with clients to address stressors and barriers to treatment and/or social functioning; identifies and focuses on client strengths and personal resources to effectively engage and treat client.

DEFINITION: 

Under supervision of the Teen Coordinator and Teen Director, provide supervision of teens as

Teen Director is required to work occasional evenings and weekends for special events. Approximately 15 hours per week with the potential for more hours.

TRAINING & EXPERIENCE:

Teen Aide will assist in leading Teen Zone, a daily drop-in program for local middle school students. While on duty, Teen Aide may be responsible for check-in and check-out of participants, oversee an in-house snack bar, and facilitate set-up of the Teen Zone game room (including setting up video games, ping pong table, quiet homework spaces, and more). Light cleaning duties will be expected.

PHYSICAL REQUIREMENTS: Must be able to lift 50 lbs.

DEFINITION: Under general supervision, plan, organize and provide leadership for children grades 1st – 5th . for an onsite afterschool program. Program hours are M, T, Th, F PM 2:30pm – 5:30pm and Wed. 1:30pm – 5:30pm Approximately 15 – 20 hours a week.

EXAMPLES OF DUTIES:

• Demonstrate excellent customer service and communicate effectively with co-workers, parents, and children. 
• Possess strong leadership skills in one or more of the following areas: art, crafts, sports, drama, cooking.
• Manage the task of checking in and checking out each child to the proper guardian.
• Encourage good behavior and appropriate manners.
• Encourage active play, read books and provide a safe and nurturing environment.
• Implement and lead appropriate activities for 1st – 5th grade aged children.
• Supervise play activities and ensure the safety of the children during such activities.
• Supervise and engage students during the afterschool program hours.
• Motivate participants through example.
• Must be a team player and have the ability to work independently with minimum supervision.
• Create and maintain a positive afterschool environment.
• Accurately maintain attendance records.
• Practice proper hygiene, with self and children, to deter the spread of disease (colds, flu, etc).
• Render first aid in case of minor injuries.
• Ability to communicate clearly both orally and in writing.
• The ability to speak English clearly and understandably.
• Perform related duties as required.
• Must be able to lift 50lbs

TRAINING & EXPERIENCE: Any combination of education, training, and experience, which likely provides the required knowledge and abilities.

PRE-EMPLOYMENT CONDITIONS: Candidates receiving a conditional job offer must pass a pre-placement fingerprint review. Candidates must possess a current CPR/AED and First Aid certificate and be comfortable calling 911 in an emergency.

DEFINITION: Under general supervision the aide assists in planning, organizing, and implementing preschool programming for children ages 3-5 years old. Program hours are M-F PM 8:30am – 1:00pm and/or MWF 8:30am - 1:00pm. Approximately 15 – 30 hours a week. Substitute and floating positions also available 8:30am - 1:00pm. 

EXAMPLES OF DUTIES:

• Assists in the development, coordination, planning, implementing and supervising the day-to-day activities, themes and special events for an ongoing preschool program.
• Create and maintain a safe, challenging and creative environment.
• Supervise and engage preschool students during preschool hours.
• Demonstrate excellent customer service and communicate effectively with co-workers, parents, and children.
• Maintain registration, attendance, and activity records; ensure the proper pick-up/drop-off of children. 
• Encourage good behavior, appropriate manners, read books and provide a safe and nurturing environment.
• Implement and lead appropriate activities for preschool-aged children.
• Possess strong leadership skills in one or more of the following areas: art, crafts, sports, drama, cooking.
