About the Position:  The Planner III focuses on a wide variety of planning and capital improvement projects that include long-range planning; land use planning; site design; and environmental review to increase public access, outdoor recreation, and enjoyment of Midpen’s lands. The Planner III is tasked with performing complex professional level planning, analysis, and design; developing and administering project scopes, schedules and budgets; analyzing project risks and environmental issues related to public access and natural and cultural resources; directing the feasibility and early design phase of capital improvement projects that include trails, trailhead staging/parking areas and staff facilities; developing recommendations for land use policies; preparing long-range plans to guide the use and management of Midpen lands; conducting public outreach and engagement; preparing requests for proposals; assisting in development of grant applications; preparing environmental review documents; and obtaining planning permits and initial approvals for projects. The Planner III also provides project presentations to senior management, the Board of Directors, and Committees, and at public meetings, that may be held in the evenings and weekends. The Planner III also oversees and participates in the work of junior staff and has experience providing a high level of customer service with the public, vendors, contractors, and Midpen staff.

The ideal candidate is a self-starter who works independently with some supervision; possesses supervisory experience over other staff; communicates well and collaborates closely with internal team members from other departments to complete project requirements; works with local jurisdictional agencies to coordinate planning and permitting efforts; directs multidisciplinary teams of consultants; coordinates with in-house designers; prepares and presents clear and concise oral and written communications to senior staff and management, the Board of Directors and public; keeps projects on schedule and on budget while remaining flexible to adjust priorities as needed; maintains well-organized and complete project documentation; and builds trust with peers, community members, stakeholders, and Midpen leadership. Work Environment:  This position is part of the Planning Department at Midpen’s office in Los Altos, California.  The Planner III will be expected to be available to provide project presentations in the evenings and sometimes on weekends. In addition to working in the office, the Planner III will sometimes work in the field and hike through steep terrain and wildland areas.  Field work will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry. Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment. Midpen offers a hybrid office/telecommute work schedule for this position in addition to a 9/80 schedule.

Utility Planning and FAHCE Support Unit (Position Code 692) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

Position Duties  

The Department of Public Works is recruiting to fill an Information Systems Analyst (ISA) position within the Enterprise GIS (Geographic Information Systems) team.  

Salary range(s) for this classification is $137,089.68- $167,032.32 annually. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.  

The Enterprise GIS team operates out of the Department of Public Works but works across the city to coordinate GIS efforts, lead multi-departmental GIS projects, geospatially-enable City business systems, and administer Enterprise GIS infrastructure for citywide use. The city has standardized on a modern technology stack consisting of Windows Server, Esri ArcGIS platform, VertiGIS Studio, Safe Software FME, and SQL Server enterprise geodatabases. The city has an enterprise license agreement with Esri, and the Enterprise GIS team maintains a large Enterprise GIS server environment with public and internal-facing ArcGIS Server instances, complementary ArcGIS Portal and ArcGIS Online organizations, an SDE environment featuring a data catalog with over 1,000 feature classes, and integrations with dozens of business systems.   

The ISA is a professional-level position in the IT professional management series and responsible for GIS system administration, database design, business system integration, application development, and implementation of large-scale enterprise projects. The position requires a GIS professional with broad technical experience as well as the ability to take initiative and direct others. The ideal candidate must be a strong individual contributor that is able to take full ownership of projects, designing solutions in alignment with City Enterprise GIS standards and industry best practices and working at a hands-on level to build, implement, and support such solutions. The position also demands proven ability to troubleshoot and resolve complex technical issues with limited resources. Advanced knowledge of the ArcGIS platform and experience with GIS server administration is required. Experience with VertiGIS Studio and GIS web application development in an Esri environment is highly desirable.   

The GIS ISA reports to the Enterprise GIS Manager. This position is responsible for programming that supports the development and maintenance of major applications used citywide.  

Key responsibilities and duties may include, but are not limited to the following:   

• Administer Enterprise GIS server environment (ArcGIS Enterprise, VertiGIS Studio, FME Server), including planning for and conducting system upgrades; applying and confirming patches; capacity planning and load testing; publishing and tuning services; managing backups; troubleshooting and resolving system issues; managing security policies, user accounts, roles, and permissions; and maintaining system documentation. 

• Meet with business owners and end users to gather and document requirements for GIS solutions. Design, build, and deploy mapping applications on the ArcGIS platform. Provide documentation, training, and support to end users.  

• Develop and maintain web mapping applications using VertiGIS Studio Web 5.x, including web map authoring, site configuration, and development of print templates, reports, and workflows.  

• Develop and maintain complex geoprocessing routines and ETL workbenches using FME and/or Python.  

• Conduct data modeling and design activities for new datasets by analyzing inputs and developing appropriate schemas in alignment with City standards. 

• Build and support GIS integrations with City business systems.  

• Lead large-scale, cross-department Enterprise GIS projects. Work collaboratively with departments to reduce program redundancies and support effective use of enterprise resources. Train end users on enterprise standards and best practices; provide development oversight and guidance. 

 

In addition, this position is part of a team responsible for providing GIS support in the Emergency Operations Center (EOC) when activated.

Midpeninsula Regional Open Space District (Midpen) has an excellent career opportunity for an experienced and motivated Conservation Grazing Program Manager who will plan, organize, manage, oversee, and participate in the implementation of objectives outlined in the conservation grazing program and the agricultural land management projects within the District’s Coastside mission.  The ideal candidate will have a strong knowledge base of resource management principles focused on rangeland ecology, rangeland vegetation management, rangeland plant physiology, and rangeland animal management and can provide a high level of lease oversight to assist tenants with incorporating resource protection measures as part of their grazing practices.  The start date for this position is April 2026. About the Position: The Conservation Grazing Program Manager is responsible for monitoring compliance with lease terms, coordinating with grazing tenants to complete annual work plans, preparing contracts for infrastructure improvements, and soliciting proposals for grazing services, vegetation management, and infrastructure enhancements. This position is housed within the Facilities & Fleet Department and works closely with the Natural Resources department on predation issues, pond management and water supply enhancement projects, and cultural resource protection. The role also collaborates with the Land Stewardship & Trails department on the maintenance and repair of roads and culverts located on grazing properties. As the single point of contact for Midpen’s conservation grazing program, the position is expected to enhance and expand customer service support for grazing tenants and agricultural partners on the coast. Successful performance in this role requires a strong working knowledge of a broad range of resource management and property management principles, contract and project management practices, and effective program management and strategic planning skills, as well as the ability to provide guidance to multi-disciplinary teams.  This position works regularly with staff, public agencies, community groups, contractors, scientific study representatives, easement holders and grazing tenants. Work Environment: The Conservation Grazing Program Manager reports to the Facilities & Fleet Manager. The District currently has 12,000 acres under lease for conservation grazing along the Pacific Coast extending from Half Moon Bay to Pescadero. Field work requires driving in remote areas on dirt roads, working in temperatures ranging from cold and windy to hot and dry, and hiking through steep terrain and wildland areas. District vehicles are available for use for travel to the grazing properties. Poison oak is present on several grazing properties and exposure is possible.  Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment. Overview:

Do you want to be part of a dynamic team that helps ensure sustainable groundwater supplies? Valley Water is seeking qualified candidates to join the Groundwater Management Unit. This position supports groundwater supply and planning programs, contributing to sustainable water management, simulating current and future groundwater supply conditions, and performing hydrogeologic and engineering analyses. Related analyses include using and maintaining numerical groundwater models, mass balance, statistics, or other methods to prepare or review hydrogeologic reports and studies. Work directly supports water supply operations, managed aquifer recharge, drought response, Sustainable Groundwater Management Act (SGMA) compliance reporting, and the Water Supply Master Plan. Two (2) years of professional level experience with responsibility for compliance with environmental permitting, water supply planning or distribution, groundwater management, mitigation of natural resource impacts, or hydrogeology or engineering civil.

• Project based work experience in groundwater management and hydrogeology including issues like groundwater overdraft, managed aquifer recharge, groundwater/surface water interaction, and/or seawater intrusion. 
• Proficiency in Microsoft Excel, including experience with functions, graphs, and pivot tables in Excel.

About the Position:   The Property Management Specialist I/II position is responsible for managing rental and communication leases, as well as leased land programs, including coordinating work of contractors, tenants and staff, on maintenance and construction of infrastructure on District lands. This position also supports agricultural rentals and historical leases.  Key responsibilities include preparing Requests for Proposals, selecting tenants, negotiating and drafting leases, and coordinating and managing the installation of infrastructure including but not limited to fencing and water systems.  The role also involves ensuring compliance with lease terms, collecting rent, and handling day-to -day general tenant communication.  The Property Management Specialist is expected to have the skills to trouble shoot and repair minor maintenance issues, as well as addressing larger infrastructure projects by overseeing contractors, lessees, or staff to ensure timely and effective completion of repairs. 

Responsibilities

The Property Management Specialist I performs most of the duties required of the position at an entry-level, providing support to more experienced Property Management Specialists and the District’s property management programs. Work is typically assigned on smaller scale projects or as support for larger projects managed by more experienced property management staff.

The Property Management Specialist II performs the full range of duties and is typically assigned to medium and large-scale projects which may be managed independently or in support of larger interdisciplinary, interdepartmental project teams as a property management subject matter expert. Successful performance requires coordinating work with other District departments and public agencies, as well as frequent interaction with tenants, landowners, contractors, consultants, and the general public. At this level. staff receive only occasional guidance for new or unusual situations  and are fully knowledgeable of operating procedures and policies.

The CISO will direct the Cybersecurity Office as the City’s principal executive leader for information and systems security. In partnership with the Chief Information Officer (CIO), they will manage risk identification, protection and compliance, threat detection, incident response (IR), and recovery services for all City departments to ensure business resilience.
 
The City’s CISO must be able to apply expertise in security strategy, cybersecurity frameworks, managing staff and vendor services, leading incident management, and optimizing resources to achieve desired security outcomes.
 
Key responsibilities include but not limited to:

• Lead and mentor the Cybersecurity team, offering expertise and support to foster growth and a collaborative environment.

The City of San Jose is recruiting for a part-time School Crossing Guards in the Police Department during the normal school year.  Work involves providing for the safe conduct of elementary and junior high school children across heavily traveled streets and reporting problems requiring possible police action.
