THE POSITION:

The City of San Rafael Police Department is recruiting for a full-time, Police Communications Dispatcher.  This is a specialized police civilian classification and performs all duties required to effectively dispatch police services including operating police radio communication equipment to communicate with the public and police.  Receives, interprets, and transmits information essential to the delivery of emergency and non-emergency police services.

• Monitors local emergency services radio transmissions; maintains contact and monitors status of field units; monitors the county mutual aid channel.
• Responds to emergency phone lines, including calls to and from fire department, alarm companies, and tow companies.
• Prioritizes needs of difficult callers, including hysterical victims, incoherent persons and suicidal subjects; assesses and evaluates emergency situations.
• Enters calls for service information into the CAD system, including type, location, nature and description of event; enters all field unit transmissions.
• Enters information into automated systems, including temporary warrants, missing persons, property, stolen vehicles, domestic violence restraining orders and firearms; searches various databases and automated systems in response to information requests.
• Performs a variety of clerical duties, including photocopying, completing forms and maintaining records; receives and responds to document requests for warrants and DMV printouts.
• Operates a variety of specialized equipment related to dispatch work.
• Answers front office non-emergency lines after hours.
• Informs on-duty shift Sergeant of street activity and pending calls for service.
• May train and evaluate new employees.
• Performs related duties as required.

THE POSITION: 

The City of San Rafael is recruiting for a Police Officer. This position performs a wide variety of peace officer duties involving the protection of life and property, enforcement of laws and ordinances, criminal investigation, crime prevention and suppression.  Police officers prepare cases and provide courtroom testimony, provide information and assistance to the public and perform special assignments in areas such as patrol, traffic, investigations and gang enforcement.  General supervision is provided by the Police Sergeant.  Responsibilities may include the direct supervision of officers in training and/or the indirect supervision of other officers and/or support staff.   

This position performs the following essential job duties:

• Patrols an assigned area in a radio car, on motorcycle or on foot to observe and report suspicious activities or hazardous conditions for the prevention and detection of crime; arrests law violators in accordance with applicable statutory and case laws.
• Answers routine and emergency calls for protection of life and property and the enforcement of City, County, State and Federal laws, codes and ordinances.
• Investigates crimes, accidents, deaths and disturbances; collects, preserves and presents evidence using scientific identification techniques; interviews, questions and/or takes statements from victims, witnesses and suspects and completes investigative reports.
• Directs traffic, including regulation of vehicle flow at emergency or congested places, stops drivers who are operating vehicles in violation of laws and issues citations or warnings as appropriate.

• Provides information and direction to the public; assists in developing community policing strategies; maintains effective public relations and makes public service appearances.

• Handles missing person cases; takes custody of runaway or delinquent juveniles; investigates child welfare cases involving potential mental, physical or sexual abuse.

• Directs, instructs, and supervises officers in training; conducts in-service and/or briefing training.

Position Duties  

The Department of Public Works is recruiting to fill various Building Inspector Combination/Certified I/II/III/Senior positions within the Engineering Services Division, Code Inspection Section.

The Parking Enforcement Officer (PEO) performs a variety of law enforcement support duties with the majority of responsibilities involving enforcement of parking rules and regulations in an assigned area while driving a parking enforcement scooter or car or walking on foot. Duties include  reporting defective street signs, pavement markings and parking meters; providing information to the public concerning city geography, location of buildings, public transit stations and stops, and city functions and offices, impounding and providing for the storage of vehicles as necessary, responding to low priority city ordinance violations, assisting with simple evidence collection as needed, assisting with report taking as necessary, and performing related work as required to assist the patrol staff.   

The PEO will use a computer to make entries, update and make corrections to information and keep a variety of detailed logs and files, while also using a variety of law enforcement communication equipment.  In addition to issuing warnings and citations, the PEO may testify in court regarding citations issued and other events.  These duties will be performed under general supervision and when assigned, working with other staff. The majority of the workday will be spent on the field (i.e., outside) in various weather conditions.

A typical schedule is four 10-hour days per week including weekends, nights, and holidays.  The PEO is a physically demanding position as stooping, lifting, kneeling and reaching overhead and forward is required daily.

The Enterprise GIS team operates out of the Department of Public Works but works across the city to coordinate GIS efforts, lead multi-departmental GIS projects, geospatially-enable City business systems, and administer Enterprise GIS infrastructure for citywide use. The city has standardized on a modern technology stack consisting of Windows Server, Esri ArcGIS platform, VertiGIS Studio, Safe Software FME, and SQL Server enterprise geodatabases. The city has an enterprise license agreement with Esri, and the Enterprise GIS team maintains a large Enterprise GIS server environment with public and internal-facing ArcGIS Server instances, complementary ArcGIS Portal and ArcGIS Online organizations, an SDE environment featuring a data catalog with over 1,000 feature classes, and integrations with dozens of business systems.   

The ISA is a professional-level position in the IT professional management series and responsible for GIS system administration, database design, business system integration, application development, and implementation of large-scale enterprise projects. The position requires a GIS professional with broad technical experience as well as the ability to take initiative and direct others. The ideal candidate must be a strong individual contributor that is able to take full ownership of projects, designing solutions in alignment with City Enterprise GIS standards and industry best practices and working at a hands-on level to build, implement, and support such solutions. The position also demands proven ability to troubleshoot and resolve complex technical issues with limited resources. Advanced knowledge of the ArcGIS platform and experience with GIS server administration is required. Experience with VertiGIS Studio and GIS web application development in an Esri environment is highly desirable.   

The GIS ISA reports to the Enterprise GIS Manager. This position is responsible for programming that supports the development and maintenance of major applications used citywide.  

Key responsibilities and duties may include, but are not limited to the following:   

• Administer Enterprise GIS server environment (ArcGIS Enterprise, VertiGIS Studio, FME Server), including planning for and conducting system upgrades; applying and confirming patches; capacity planning and load testing; publishing and tuning services; managing backups; troubleshooting and resolving system issues; managing security policies, user accounts, roles, and permissions; and maintaining system documentation. 

• Meet with business owners and end users to gather and document requirements for GIS solutions. Design, build, and deploy mapping applications on the ArcGIS platform. Provide documentation, training, and support to end users.  

• Develop and maintain web mapping applications using VertiGIS Studio Web 5.x, including web map authoring, site configuration, and development of print templates, reports, and workflows.  

• Develop and maintain complex geoprocessing routines and ETL workbenches using FME and/or Python.  

• Conduct data modeling and design activities for new datasets by analyzing inputs and developing appropriate schemas in alignment with City standards. 

• Build and support GIS integrations with City business systems.  

• Lead large-scale, cross-department Enterprise GIS projects. Work collaboratively with departments to reduce program redundancies and support effective use of enterprise resources. Train end users on enterprise standards and best practices; provide development oversight and guidance. 

In addition, this position is part of a team responsible for providing GIS support in the Emergency Operations Center (EOC) when activated.

Under general direction, plans, organizes, coordinates, and supervises the activities and operations of the Police Department Records Unit; assigns, supervises, trains, and evaluates  assigned personnel; develops and implements records unit procedures and work standards;  performs and oversees complex, technical, and confidential work involving the receipt, maintenance, security, retention, dissemination, and release of law enforcement records; serves as the department’s designated custodian of police records as assigned; ensures compliance with applicable federal, state, and local laws, regulations, court orders, and department policies; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS

This is the full supervisory-level classification in the Police Records series. Incumbents are responsible for planning, organizing, assigning, supervising, and reviewing the work of staff engaged in police records functions and for overseeing the day-to-day operations of the Records Unit. This classification is distinguished from lead or senior-level records classifications by its ongoing responsibility for personnel supervision, work planning, evaluation, training, compliance oversight, and administration of unit procedures.

SUPERVISION RECEIVED/EXERCISED

Receives general direction from a Police Captain, Lieutenant, or designee. Exercises direct supervision over assigned records staff and may exercise indirect supervision over temporary staff and/or volunteers, as assigned.

ESSENTIAL FUNCTIONS

Duties and responsibilities include, but are not limited to the following:

• Plans, organizes, assigns, supervises, and reviews the work of assigned records staff engaged in police records intake, processing, indexing, filing, imaging, dissemination, retention, and release.
• Establishes, implements, and monitors unit priorities, workflows, procedures, and work standards to ensure timely service delivery, legal compliance, and accuracy of records.
• Recommends and assists in the development and implementation of unit goals, objectives, policies, and procedures.
• Reviews work methods, procedures, and service levels and recommends operational improvements.
• Participates in the selection of staff; coordinates and/or provides training; completes performance evaluations; and counsels employees.
• Maintains the security and confidentiality of police records and ensures compliance with laws, regulations, court orders, and department policies governing the retention, dissemination, and release of law enforcement records and restricted information, including appropriate handling of confidential or sealed records.
• Oversees and coordinates responses to subpoenas, court orders, and other legal demands for records; reviews records for completeness, lawful release, and applicable redactions.
• Coordinates responses to public, legal, and interagency requests for police records and information consistent with City policy and applicable law.

• Develops and implements methods and procedures for effective records management, including internal controls and processes for records retention, sealing, purging, and authorized destruction ; ensures compliance with local, state, and federal requirements.

• Oversees record-keeping systems and proper classification, indexing, and maintenance of police reports and related records; ensures data integrity,  consistency and quality control.
• Prepares, reviews, and coordinates accurate and timely statistical, operational, and mandated reports (including DOJ-mandated reporting where applicable) and assists with or responds to records-related audits, inspections, and inquiries.
• Provides or coordinates training and compliance support related to access to and use of  CLETS (California Law Enforcement Telecommunications System), and associated records requirements in accordance with applicable laws, regulations and department policy.
• Operates, maintains, and provides functional support related to records-unit hardware/software; tests and implements software updates and new programs as assigned.
• Responds to complex citizen, attorney, and interagency inquiries; researches issues and recommends appropriate action or resolution as needed.
• Coordinates and cooperates with other City departments and outside agencies to provide information or assistance as needed.
• May testify in court regarding police records, processes, and/or authenticity of records, as required.
• Performs related duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS
Physical Demands

• Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.
• Work is primarily sedentary with intermittent standing/walking; requires finger dexterity for keyboarding and operating office equipment; occasional bending/stooping/reaching; occasional lifting/carrying of files and records generally up to approximately 20 pounds. 

Mental Demands

• Must maintain concentration and accuracy amid frequent interruptions; interpret and apply rules and legal requirements; exercise sound judgment and discretion;  and manage multiple priorities and deadlines.

Environmental Conditions / Working Conditions

• Work is performed in an office environment with regular contact with staff, the public, including occasionally upset individuals, and criminal justice partners. Incumbents may be exposed to sensitive or disturbing information 
• May be required to work evenings, weekends, holidays, or after-hours on-call based on operational needs. 
• Must successfully complete a thorough background investigation. 

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:

• Principles and practices of law enforcement records management, including confidentiality, dissemination restrictions, quality control, and records security. 
• Operations, services, and activities of a Police Records Unit. 
• Applicable federal, state, and local laws, regulations, court orders and policies affecting police records, including the California Public Records Act, and related information systems. 
• Records retention, sealing, purging and authorized destruction practices. 
• Computer systems and criminal justice information systems, including CLETS/NCIC concepts as applicable to assigned duties. 
• Principles and practices of supervision, training, performance evaluation, coaching and basic discipline. 
• Modern office procedures, methods, and equipment, including standard business software.
• Methods of researching, compiling, analyzing, and maintaining technical and statistical records and reports.

Skill to:

• Effectively use records-related software and standard business applications to compile, audit,  retrieve, and maintain information and to produce accurate reports and correspondence. 

 
Ability to:

• Plan, organize, supervise, train, and evaluate assigned staff and ensure work is performed effectively and in compliance with applicable laws, regulations, and policies. 
• Interpret, explain, and apply records unit policies and applicable laws to routine and complex records requests, subpoenas, court orders, and disclosure decisions. 
• Maintain confidentiality and exercise tact, discretion, and independent judgment within general policy and legal guidelines. 
• Independently organize and prioritize multiple tasks and meet critical deadlines in a high-interruption environment. 
• Communicate clearly and concisely, orally and in writing, using appropriate English grammar and syntax. 
• Establish and maintain effective working relationships with staff, law enforcement agencies, courts, attorneys, other public agencies, and the public.
