About the position
Under the general direction of the Water Utilities Division Manager, the Superintendent will supervise, plan and coordinate the operation and maintenance of water treatment plants to ensure compliance with regulatory requirements, oversee operation of water testing and labs, participate in capital improvement projects related to water treatment facilities, and perform a variety of related tasks. This position is essential to ensuring our dependable water treatment system continues to operate well.

The Policy Advisor for Public Safety is responsible for tracking and shaping policies related to law enforcement, emergency response services, probation, juvenile justice, and criminal justice reform. The Advisor works to ensure that public safety systems in District 1 are rehabilitative, transparent, equitable, and aligned with community needs. This position reports to the Director of Policy. 

Key Responsibilities:

• Monitor board items and legislative actions related to the Sheriff’s Department, Probation, District Attorney, and emergency response.
• Draft board letters, amendments, talking points, and constituent updates.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders
• Serve as liaison with community safety coalitions, violence prevention groups, and first responders.
• Provide support to the elected at community events coordinating scheduling, logistics, and constituent engagement.
• Conduct research and communicate policy ideas in support of the elected’s legislative agenda.
• Develop strategies that promote rehabilitation, accountability, de-escalation, diversion programs and reduce recidivism.

Summary Description

Under direction, performs a variety of professional level accounting duties involved in preparing, maintaining, analyzing, verifying, and reconciling complex financial transactions, statements, records, and reports; maintains the accuracy of the City’s ledgers and subsidiary financial systems; assists in the preparation of assigned budgets, annual audit, and year end closing; and provides highly responsible staff assistance to assigned management staff.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1.      Perform a variety of professional accounting functions supporting City-wide operations; maintain accuracy of general, revenue, and expenditure ledgers and subsidiary financial systems.

2.      Reconcile financial ledgers and records; prepare financial statements and reports, general and subsidiary ledgers and supporting schedules; research and resolve discrepancies.

3.      Review and audit all accounts payable, purchase orders, cash receipts, business licenses, payroll, utility billing, and other accounting records and transactions; ensure money is posted to correct accounts and that all accounts balance.

4.      Provide assistance in the development of the annual budget; assist in the review and validation of the annual City budget; create a variety of spreadsheets, documents, and graphs; assist in preparing the final budget document for approval by City Council.

5.      Prepare bank reconciliations and related journal entries for a variety of accounts.

6.      Prepare a variety of monthly, periodic, and annual financial and statistical reports and account summaries; prepare treasurer reports; prepare and file annual State Controllers Report.

7.      Assist in preparation of year end closings and accompanying financial reports.

8.      Perform grant accounting work related to federal, state or grant agency funding; maintain records for audit purposes.

9.      Maintain and track fixed asset inventory control records for the City.

10.   Participate in the year-end audit; compile and prepare supporting schedules, work papers, and financial reports as requested by auditors.

11.   Prepare property tax remittances for payment.

12.   Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve issues in an efficient and timely manner.

13.   Provide responsible staff assistance to management staff; perform special department projects as assigned.

14.   Serve as department liaison to various City committees as necessary.

15.   Perform related duties as required.

The City of Patterson is seeking to fill several part-time Recreation Specialist position in the Recreation Department for their Summer sports program and to establish an eligibility list.  Duties include, but are not limited to: implement a wide range of programs that foster community development that include youth/adult sports, special events, open gym, and youth development activities.  This position will require assistance of general office duties and may include supervision of volunteers and staff, and performs related duties as assigned.

This position is established for 19 hours a week, but will vary depending on programming needs, and will be working weekdays, evenings, weekends and holidays.

The City of Patterson is seeking to fill one (1) part-time Recreation Leader position in the Recreation Department for their Senior Program and to establish an eligibility list.  Duties include, but are not limited to: under supervision, works with staff to provide programs and activities for Seniors; organizes and teaches participants games and activities such as dance, music, arts & crafts, etc. and with assistance, coordinate, schedule, and plan the programs; ensures participant safety and well being during all activities; ensures the proper handling of first aid and emergency situations.  

 

The City of Patterson is seeking to fill several part-time Cashier positions in the Recreation Department for their Summer program and to establish and eligibility list.  Duties include, but are not limited to: under direct supervision, responsible for collecting concession fees, and admissions. Responsible for the financial integrity of all funds collected and is responsible for tallying and reconciling funds received at the end of the shift. Deposit daily aquatic revenues as instructed at appropriate city facility or with appropriate staff.  Prepare financial reports related to pool and concession revenues.  Responds to phone inquiries, rental requests and performs registration of aquatics programs.  Performs other work as required.

The Summer program typically runs June 1st through August 31st.

The City of Patterson is seeking to fill several part-time Recreation Leader positions in the Recreation Department for their Summer program.  Duties include, but are not limited to: officiate youth sports, score keep, and field preparation; interact with coaches, parents, and children ages 5-18; organize and teach participants special interest classes such as dance, music, arts & crafts, etc. and with assistance coordinate, schedule, and plan the programs; ensures participant safety and well being during all activities; ensures the proper handling of first aid and emergency situations.

The City of Patterson is currently recruiting to one (1) part-time position for Pool Manager with the Recreation & Community Services Department for their Summer program and to establish an Eligibility List. Under the supervision of the Recreation and Community Services Director and the Recreation Coordinator, the Pool Manager will be responsible for the operations of the pool. The Pool Manager will be expected to schedule Lifeguards to work as well as oversee the Lifeguards. The Pool Managers are to teach Lifeguards the pool policies and to assist any Lifeguard in decisions made at the pool. The Pool Manager must also be able to resolve confrontations from citizens if not to direct them to the next person in the chain of command. Performs other duties as assigned.

This position is established for 28 hours a week, but will vary depending on programming needs, and will be working weekdays, evenings, weekends, and holidays.

The Policy Advisor for Land Use and Environment Group (LUEG) leads the Supervisor’s agenda in areas including the Tijuana River sewage crisis, environmental policy, transportation, housing, climate adaptation, agriculture, and regional planning. This person plays a key role in the Supervisor’s priorities for equitable development and environmental justice. This position reports to the Director of Policy.

Key Responsibilities:

• Analyze and advise on policies related to planning, permitting, housing sustainability, and transportation.
• Draft policy proposals, board letters, environmental reviews, and public updates.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders.
• Monitor the County’s Climate Action Plan, general plan amendments, and mobility investments.
• Conduct research and communicate policy ideas in support of the elected’s legislative agenda.
• Provide support to the elected at community events coordinating scheduling, logistics, and constituent engagement.
• Engage with academic researchers, environmental advocates, housing developers, and regional planning agencies.

The Policy Advisor for Health and Human Services Agency (HHSA) leads on all matters related to the County’s social services, public health, behavioral health, and child and senior welfare programs. This individual tracks policies, advocates for equitable investments in District 1, and helps design board actions that enhance public health, general welfare, and access to medical care and social support systems. This position reports to the Director of Policy.

Key Responsibilities:

• Analyze HHSA initiatives and county programs related to the safety net, public health, behavioral health, homeless service, housing development, child welfare, and services for seniors and people with disabilities.
• Draft policy memos, board letters, and recommendations to address systemic inequities.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders.
• Serve as a liaison to County departments, community-based organizations, and health justice advocates.
• Conduct research and communicate policy ideas in support of the elected’s legislative agenda.
• Coordinate with the Director of Community Engagement to elevate on-the-ground feedback.
• Provide support to the elected at community events coordinating scheduling, logistics, and constituent engagement.
• Track state and federal funding streams relevant to HHSA priorities.
