Position Duties

 

The Energy department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Risk Management and Contracts Administration Division. This position is part of an exciting fast-paced team responsible for mitigating risks and managing a power portfolio comprised of hundreds of Megawatts of renewable energy projects. 

The selected candidate will have the following duties and responsibilities:

• Develop analytical modeling and reporting for evaluating portfolio-level and enterprise-wide risks, providing insights that strengthen decision making. 
• Define and quantify the risk metric to demonstrate financial risk during extreme, disadvantageous energy market conditions and assess their implications for the organization. 
• Support the creation of scalable risk management tools to track the various operational, financial, strategic, legislative, regulatory risks specific to the energy industry.
• Perform quantitative and qualitative analysis to assess critical energy-sector risks - such as wholesale market fluctuations and evolving regulatory requirements - and recommend mitigation strategies.
• Perform attribution analysis to identify the factors contributing to power portfolio performance and generate insights for strategic decision making.
• Perform sensitivity analyses on key energy-related risk variables using financial modeling techniques to evaluate organizational impact and prepare clear, data-driven reports for management.
• Coordinate with different divisions within the department to identify the key risks across various categories, supporting the development and maintenance of an enterprise risk register.
• Monitor the organization's risk exposure and the effectiveness of existing risk management strategies through continuous data analysis. 
• Evaluate enterprise risks, conduct risk assessments, and collaborate with business units to assess, track, and mitigate business-level risks, while informing enterprise-level risk assessment and management.
• Identify emerging operational and financial risks by analyzing internal and external energy-market data to evaluate risk likelihood, impact, exposure, and control effectiveness, providing strategic recommendations to prevent or reduce potential losses.
• Maintain an understanding of existing and new regulatory laws related to California Energy Regulation and assess how policy changes may impact organizational operations and compliance.
• Perform other duties that may be assigned from time to time.

The ideal candidate is a highly motivated individual with strong modeling, analytical, quantitative and problem-solving skills. The candidate should have effective communication skills, show attention to detail, and be able to work independently. Candidates that are highly collaborative with colleagues and are able to think outside the box are ideal. Experience in energy sector is desirable.
 

The Risk Management and Contracts Administration Division is responsible for providing independent oversight of the risks in transacting for energy products and services as well as ensuring compliance with adopted risk management policies and procedures.  This unit also provides strategic support to facilitate the development and execution of various non-energy contracts, administers signed energy contracts, and manages the invoicing process.

Power Resources Specialist I - A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Law, Natural Resources, Statistics, or an analytical degree related field to utility business.

Power Resources Specialist II - A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Finance, Law, Natural Resources, Statistics, or an analytical degree related field to utility business AND one (1) year of experience in energy resources operations, planning, purchasing, scheduling, or contract negotiations.

The Coroner's Office promptly investigates and determines the mode, manner and cause of death of decedents under the Coroner's jurisdiction. About the Role

Supervising Deputy Coroners provide the highest level of professional leadership in overseeing death investigations, guiding staff, ensuring accurate case review, and upholding the integrity and standards of the Coroner’s Office. Incumbents serve as subject matter experts on complex death investigations, support staff development, and collaborate closely with partner agencies involved in death investigations.

Under general direction from the Coroner and Chief Deputy Coroner, the Supervising Deputy Coroner trains and oversees staff, assigns and monitors work, and provides consultation on complex cases affecting the Coroner’s Office. The incumbent reviews and approves Coroner, medical, toxicological, and law enforcement reports to establish accurate causes of death prior to signing death certificates. The Supervising Deputy Coroner also responds to emergencies and conducts field investigations as needed, and assists in the development, implementation, and interpretation of policies and procedures in accordance with applicable laws and regulations.

• Plan, organize, direct, and supervise the day-to-day operations of the Coroner's Investigative Division
• Train and supervise staff, including assigning and monitoring work
• Serve as consultant on complex issues affecting Coroner investigations

Selection Process

About the Role

This is not a desk job. This is not a new position we are trying to figure out. And this is not a role where you sit behind a screen waiting for the next alert to go out.

For over a year, SMC EM has been deliberately building a countywide Alert and Warning (A&W) program that brings coherence, consistency, and credibility to how San Mateo County communicates with the public before, during, and after emergencies. We have developed training curricula, created frameworks, established partnerships, and advanced the conversation across the Operational Area. Now we need someone to carry that work forward – externally.

The Alert and Warning Coordinator is fundamentally an external-facing role. There are 32 agencies within the San Mateo County Operational Area that hold alerting authority and sending rights. Each has its own protocols, staffing models, and levels of experience with alert and warning systems. Your job is to be the connective tissue—socializing our approach to A&W with operational area partners, building alignment across jurisdictions, and ensuring that when an alert goes out in this county, it is timely, accurate, actionable, and drives protective action.

You will brief city councils, law and fire chiefs with equal confidence. You will sit with an Incident Commander during a fast-moving wildfire and translate urgency into a message that saves lives. You will train authorized users on alerting platforms and hold the line on quality when others want to cut corners. And you will do all of this while representing a department that is changing the culture of emergency management in one of the most complex operational areas in the state.

 

What This Role Actually Involves

Partnership and Coordination (Primary Focus)

• Serve as the primary liaison to the 32 agencies across the Operational Area on all matters related to alert and warning, building relationships and driving alignment toward consistent A&W practices countywide.
• Brief alert and warning programs, standards, and best practices to diverse audiences—from city councils and boards of supervisors to law and fire chiefs, emergency managers, and community organizations—adapting your message for each.
• Coordinate monthly and recurring touchpoints with Operational Area partners to advance shared A&W goals, identify gaps, and troubleshoot challenges collaboratively.
• Represent SMC EM at stakeholder meetings, advisory committees, work groups, tabling events, and public-facing engagements at all levels of government.
• Facilitate training seminars and hands-on workshops for authorized users across jurisdictions on alerting platforms, protocols, and message crafting.

 

Alert Crafting and Operational Readiness

• Develop, review, and issue emergency alerts that drive protective action – messages that are clear, accurate, geographically targeted, accessible across languages, and calibrated to the threat. This includes understanding what makes an alert effective, not just how to press “send.”
• Maintain fluency across multiple alerting platforms including IPAWS, Wireless Emergency Alerts (WEA), the Emergency Alert System (EAS), mass notification systems, and reverse 9-1-1.
• Participate in a weekly on-call rotation, maintaining 24-hour readiness and responding to the field or Emergency Operations Center (EOC) during emergencies or disasters.
• Conduct regular testing and evaluation of A&W systems to ensure functionality, reliability, and interoperability across jurisdictions.
• Participate in after-action reviews and improvement planning to refine protocols based on lessons learned from exercises and real-world incidents.

 

Program Development and Standards

• Advance the County’s A&W program by developing and refining emergency notification standards, protocols, templates, and processes that serve as a model for the Operational Area.
• Assess existing community alert and warning programs for effectiveness, identify service gaps, and recommend evidence-based improvements – incorporating research on protective action decision-making, message design, and crisis communications.
• Coordinate with local, state, and federal agencies to ensure A&W system integration and interoperability, including IPAWS compliance and alignment with emerging federal guidance.
• Manage vendor services and contracts related to alerting platforms and notification systems.
• Review and update Operational Area alert and warning plans on a regular basis.
• Prepare reports, briefing materials, presentation decks, and other professional documents as needed.

They know that a poorly crafted message can erode public trust, cause unnecessary panic, or worse, fail to prompt the protective action that saves lives.

• Familiarity with local, state, and federal regulations governing public alerts and emergency communications.
• Experience engaging diverse stakeholders including elected officials, public safety leaders, community organizations and adapting communications to the audience.
• Excellent written communication skills, including experience with reports, briefings, proposals, and professional presentations.
• Familiarity with the five Emergency Management Sections (Management, Operations, Planning, Logistics, Finance/Admin) and the Incident Command System.
• Completion of ICS Courses 100, 200, 700, and 800, or ability to complete within first 90 days.
• Completion of IS-247.C (IPAWS for Alert Originators) and IS-248 (IPAWS for the American Public), or ability to complete within first 90 days.
• A valid California Driver’s License.
• Ability to work across a wide variety of settings (field, office, EOC) and disciplines (law enforcement, fire services, emergency medical personnel).

 

Preferred but Not Required

• Master’s degree in emergency management, public administration, public affairs, crisis communication, homeland security, or a related field.
• Experience working across multiple jurisdictions or within a complex multi-agency operational environment.
• Knowledge of information technology related to emergency management, including radio communication systems and interoperability standards.
• Experience with grant writing, program budgeting, or contract management related to emergency communication systems.

The County of San Mateo Coroner's Office is seeking a dedicated and compassionate candidate to fill the role of Deputy Coroner.

The Coroner's Office promptly investigates and determines the mode, manner and cause of death of decedents under the Coroner's jurisdiction. Services are provided in an efficient and courteous manner, respecting the needs of the families involved. As of October 2025, the Coroner’s Office has moved to a brand new location consolidating all divisions and featuring state-of-the-art forensic facilities.

About the Role

Deputy Coroners are expected to provide the highest level of professional services in determining the identification of the deceased, collecting and preserving evidence, collecting records, notifying the next of kin, safeguarding personal effects of decedents, and working closely with all agencies concerned with the decedent's death.

Under general supervision, the Deputy Coroner investigate circumstances pertaining to the death of a human being, determine the identification of the deceased, collect and preserve evidence, collect records, notify the next of kin, safeguard personal effects of decedents, work closely with all agencies concerned with the decedent’s death and prepare and submit reports on the death to the Coroner.

Key Responsibilities

• Investigate deaths falling under the jurisdiction of the Coroner.
• Report findings to determine necessity for inquests.
• Take photographs for forensic pathologist and case file.
• Maintain a clean work environment.
• Lift and move bodies of the deceased.
• Take charge of bodies, evidence and property of the deceased.
• Establish identification of deceased persons; locate and notify relatives.
• Gather evidence and interview witnesses to establish circumstances of death and responsibility.
• Cooperate with law enforcement agencies to obtain evidence in violent deaths.
• Appear as a witness in court.
• Serve subpoenas, summon jurors and witnesses; notify interested parties as to time and place of inquests.
• Prepare data to assist forensic pathologist in autopsies.
• Prepare reports of medicolegal investigations and other official activities; maintain required records.
• May do inventory, assess value of, and store personal effects; prepare them for disposal by auction or bid; may assist in auction sale and distribution of personal property in accordance with court orders.
• Investigate estates of deceased persons for the purpose of inventory and protection of assets.
• Perform related duties as assigned.

Please note: Candidates must acquire a Basic Peace Officer Standards and Training Certification or an 832 Penal Code Certification within one year of appointment. As required by the State of California Commission on Peace Officer Standards and Training candidates must be graduated from high school or possess a General Education Development Certificate.

Open & Promotional. Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, or extra-help/limited term position prior to the final filing date will receive five points added to their final passing score on this examination.

The examination process will consist of an application screening (weight: Pass/Fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%), which may include a written exercise. Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in County of San Mateo, California and applicants must participate at their own expense.

Describe your experience interviewing witnesses, family members, or other individuals involved in investigations.

If you do not have direct experience in death investigations, please describe any comparable investigative experience that demonstrates your ability to analyze situations, gather critical information, and conduct thorough interviews.

• Please describe your experience preparing written reports. In your response, detail the types of reports you have written, including the subject matter, purpose, and scope of each. Explain the context in which the reports were prepared (e.g., professional employment, internship, academic coursework) and describe how the reports were used or who the intended audience was. Be sure to highlight any reports related to investigations, medical/legal matters, or other technical subjects, if applicable.
