The City of East Palo Alto is now actively seeking a compassionate, organized, responsible Administrative Assistant for our Public Works Department. The Administrative Assistant performs a variety of complex office administrative, secretarial, and clerical duties in support of an assigned Department Director, including coordinating, organizing, and overseeing the administrative operations and functions of the assigned office. The selected candidate coordinates assigned programs, projects, and services with other City departments, divisions, and outside agencies. In addition to coordinating tasks for the assigned area of responsibility, interacting frequently with the public and providing information or directing questions and requests to the appropriate staff, and performing other duties as required.

GOVERNANCE

THE DEPARTMENT

The San José Police Department is dedicated to providing public safety through community partnerships and 21st Century Policing practices, ensuring equity for all. The Department is committed to treating all of San Jose’s diverse community members with dignity, fairness, and respect while protecting their rights and providing equal protection under the law. The San Jose Police Department has authorized 1,172 sworn officers and 569 civilian staff in four Bureaus comprised of 11 divisions with more than 61 specialized Units and assignments. The Department is responsible for policing a city of 181 square miles and over one million residents.

 

THE POSITION

The City of San José Police Department (SJPD) is seeking an experienced executive to serve as Deputy Director and lead the Bureau of Technical Services. Under the direction of the Assistant Chief of Police, the Deputy Director is responsible for developing and overseeing the Department’s strategic technology plan while managing Police Department support divisions, including the Systems Development Division (IT Division), Crime Analysis Unit, Body-Worn Camera Unit, BTS Technology Portfolio Manager, Interoperability Manager, and serving as the City-designated Working Committee board member for the Silicon Valley Regional Interoperability Association.

This position plays a pivotal role in ensuring that SJPD remains at the forefront of law enforcement technology, enhancing officer effectiveness, improving emergency response capabilities, and maintaining public trust. By integrating advanced technology solutions and data-driven decision-making, the Deputy Director directly contributes to the Department’s mission of protecting and serving the San José community with excellence and integrity.

As a key executive within the Police Department, the Deputy Director collaborates closely with the Chief, Assistant Chief, and Deputy Chiefs to lead a dynamic, progressive law enforcement agency. The Deputy Director must bring a balanced combination of law enforcement expertise, technical proficiency, and data analytical skills to drive operational effectiveness, officer safety, and community engagement through innovative technology solutions. This position oversees a staff of 48 with six direct reports and plays a crucial role in ensuring the Department’s IT infrastructure is resilient, secure, and aligned with the mission-critical needs of first responders.

Duties include, but may not be limited to the following:

•    Mentor and lead multiple teams by setting clear division goals, establishing performance standards, and conducting regular staff evaluations. Provide coaching and professional development opportunities to ensure team members align with the Police Department’s strategic IT objectives and operational priorities.

•    Develop, oversee, and enforce Police Department IT governance structures, policies, and security protocols to ensure that technology investments and initiatives support law enforcement operations, mitigate risks, and comply with DOJ Criminal Justice Information Systems (CJIS) Security Policies, as well as other relevant law enforcement regulations and standards.

•    Drive innovation and continuous improvement within the Police Department’s IT infrastructure by leveraging emerging technologies, industry best practices, and data-driven solutions. Identify opportunities to enhance system performance, cybersecurity, scalability, and reliability while optimizing cost efficiency to support critical policing functions, officer safety, and real-time intelligence operations.

•    Proactively monitor and assess the Police Department’s technology solutions, ensuring system roadmaps align with operational needs, investigative requirements, and future policing advancements. Develop strategies to modernize infrastructure, enhance digital forensics capabilities, and improve emergency response efficiency.

•    Collaborate with executive leadership across the Police Department to drive strategic technology initiatives that enhance investigative capabilities, crime analysis, real-time intelligence gathering, and public safety outcomes.

•    Oversee resource allocation and budget management, ensuring timely and measurable technology advancements within financial constraints. Provide strategic recommendations on IT investments and actively participate in long-term technology planning and public safety modernization efforts.

•    Establish and maintain strong partnerships with external vendors, technology providers, and law enforcement agencies to ensure seamless integration of mission-critical solutions. Negotiate contracts, manage vendor performance, and enforce compliance with CJIS security standards to safeguard law enforcement data and digital assets.

•    Collaborate with patrol, investigations, and command staff to integrate technology that enhances officer situational awareness and investigative efficiency. Build strong relationships with regional law enforcement agencies, technology partners, and public safety stakeholders to advance interoperability and intelligence-sharing.

•    Promote employee wellness, staff engagement, and professional development to maintain a highly skilled and mission-focused team. 

•    Directs and oversees the Systems Development Division (SDD), which consists of three specialized teams: the Applications Team, responsible for software solutions and law enforcement applications; the Infrastructure Team, managing networks, servers, and cybersecurity; and the Sworn Team, comprising one sergeant and four officers, ensuring seamless integration of technology with policing operations. This division plays a critical role in advancing the San José Police Department’s technology infrastructure and IT operations, consisting of 23 professionals. SDD drives strategic IT initiatives that enhance investigative capabilities, real-time intelligence, and public safety outcomes. SDD ensures compliance, cybersecurity, and operational resilience by implementing robust governance structures, enforcing CJIS security policies, and leveraging emerging technologies. SDD is managed by a Division Manager who provides leadership and strategic direction to ensure the success of the department’s technology initiatives.

•    Direct and oversee the Crime Analysis Unit (CAU), which is responsible for crime data collection, analysis, and reporting to support strategic, tactical, and administrative law enforcement functions. Ensure compliance with National Incident-Based Reporting System (NIBRS) standards for accurate and timely crime reporting to local, state, and federal agencies. Lead the development and enhancement of Power BI dashboards and other analytical tools to provide real-time operational insights to command staff, patrol, and investigative units.

•    Direct and oversee the Body-Worn Camera (BWC) Unit and Photo Lab, ensuring compliance with state and federal regulations, including data retention, security, and public disclosure policies. Ensure the secure storage, retrieval, and management of digital evidence to support investigations, prosecutions, and public transparency. Support public trust and department accountability by implementing best practices for digital evidence management, audit processes, and system integrity.

•    Supervise the Bureau of Technical Services Technology Project Manager, who centralizes and manages all departmentwide projects. This includes overseeing project portfolio management to support executive decision-making on portfolios, projects, programs, and operations. 

•    Supervise the Interoperability Manager, who is responsible for public safety communications and data-sharing across law enforcement agencies. Represent the Police Department in regional and statewide public safety technology initiatives to enhance interagency cooperation and emergency response coordination.

 

THE IDEAL CANDIDATE

The ideal candidate will be an inspirational and engaged leader capable of advocating and ensuring the success of the Bureau of Technical Services. Excellent communication and interpersonal skills are necessary to build positive relationships and engage with several entities, such as the Silicon Valley Regional Interoperability Authority and the Urban Areas Security Initiative, as well as staff and City leadership. The successful candidate will work collaboratively with the other Deputy Chiefs to ensure the mission of the Department and vision of the Chief is accomplished.

The Deputy Director must be an exceptional and seasoned technology professional who can lead a dynamic and forward-thinking organization. A candidate with a comprehensive background in data analytics is sought. A leader in the IT field with strong management and communication skills is desired.

•    A proven track record and commitment to ensuring success given the challenges of budgetary and staffing deficits is preferred. A solid understanding of the municipal purchasing process is required.

QUALIFYING EDUCATION & EXPERIENCE

Education 

•    A bachelor’s degree in criminal justice, public administration, business administration, information technology, data analytics, or a related field from an accredited college or university.

Experience

•    A minimum of six (6) years of progressively responsible leadership experience in law enforcement technology, crime analysis, digital evidence management, IT governance, or public safety operations within a public or private agency.

•    Experience in a law enforcement, nonprofit, public sector, or corporate environment working with a governing board and in a union, environment is highly desirable.

COMPENSATION AND BENEFITS

The salary range for the Deputy Director is $161,513.30 - $260,737.36

Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package that includes, but is not limited to: 

•    Retirement – Competitive defined benefit retirement plan with full reciprocity with CalPERS.
•    Health Insurance – The City contributes 90% towards the premium for the lowest-priced non-deductible plan. Several plan options are available. 
•    Dental Insurance – The City contributes 100% of the premium of the lowest-priced plan for dental coverage. 
•    Personal Time – Vacation is accrued initially at the rate of three weeks per year with amounts increasing up to five weeks after 15 years of service. Vacation accrual may be adjusted for successful candidates with prior public service to reflect a vacation accrual rate commensurate with total years of public service. Executive Leave of 40 hours is granted annually and depending upon success in the Management Performance Program, could increase to up to 80 hours. Sick Leave is accrued at the rate of approximately 8 hours per month. 
•    Holidays – The City observes 15 paid days annually. 
•    Deferred Compensation – The City offers an optional 457(b) plan. 
•    Flexible Spending Accounts – The City participates in Dependent Care Assistance and Medical Reimbursement Programs.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. The Judicial Council of California is accepting applications for the position of Engineer for the Facilities Services office.

The Engineer will perform engineering design review, and options analysis in the areas of mechanical, electrical, and plumbing systems for judicial branch facilities. The Position

Locksmiths work in the Facilities Maintenance and Operations Division of the Public Works Department and install, maintain, repair, and service all the locking devices in County Facilities/Buildings, San Mateo Medical Center, Maple Street Correctional Center, Hall of Justice, Maguire Correctional Facility, Youth Services Center, homeless shelters etc.

 

Duties of the Locksmith include but are not limited to: servicing, repairing, and maintaining locks, door closers, and related hardware; maintaining stock for replacement of lock units and parts; maintaining repair and maintenance records, key issues, and duplicate key schedules; picking jammed locks using special tools; devising and adjusting master key systems; and planning lock security systems for County facilities.

 

The ideal candidate will have at least five years of experience as a locksmith in a commercial, governmental, or industrial setting, with preferred experience in jail locks and electronic lock systems. Familiarity with ADA compliance related to door operators and sliding door mechanics is also preferred. We are seeking individuals from the local Bay Area who have an interest in working for local government and bring relevant government experience to the role. 

 

IMPORTANT: Candidates will be required to complete an extensive security clearance package and undergo a thorough background check conducted by the County of San Mateo Sheriff's Office prior to hire. The selected candidate MUST BE cleared to work around detainees in a locked facility.

Qualifications

Licensure/Certification/Clearance: 

• Must possess and maintain a valid class C California driver license or equivalent.

The Human Resources Department is seeking well qualified candidates for the position of HRIM Departmental Systems Analyst.

 

The Departmental Systems Analyst (DSA) will provide complex analytical support for the adaptation of and enhancement to Workday, the County’s incorporated human resources information system.  There is currently one vacancy in the HRIM division of the Human Resources Department.

 

In general, the DSA will provide analytical and technical expertise to support the configuration, maintenance, and continuous improvement of Workday Human Capital Management (HCM), Compensation, and Talent modules. The role serves as a key link between HR program areas, departmental users, and technical teams to ensure system functionality and data integrity and to ensure business processes effectively support departmental and organizational needs. 

 

The DSA will also: 

• Configure, maintain, and process negotiated compensation and classification changes such as cost-of-living adjustments, equity increases, and legislative updates within Workday.
• Administer and update job profiles, compensation plans, and related structures, supporting the Classification and Compensation program.
• Provide HCM support to departments during major workforce activities such as reorganizations, seasonal staffing, and fiscal year transitions.
• Coordinate regression testing and implement changes associated with bi-annual Workday updates in assigned functional areas.
• Prepare and distribute procedures, communications, and reports to support HR programs, system enhancements, and compliance initiatives.

 

The DSA must have knowledge of departmental operations and Workday system functionality, enabling effective communication between technical and non-technical staff. This includes the ability to translate business needs into system configurations to ensure that HR processes are accurately and efficiently supported. 

 
The ideal candidate will have:

• Strong analytical and technical skills with the ability to research, test, and configure system changes within Workday HCM, Compensation, and Talent. 
• Experience supporting or administering complex HRIS systems, with a focus on improving functionality and process efficiency. 
• Demonstrated ability to troubleshoot issues, evaluate alternatives, and implement effective solutions. 
• Excellent attention to detail, organization, and data accuracy in a fast-paced environment. 
• Strong communication, collaboration, and problem-solving skills with the ability to translate business needs into system improvements. 
• Enthusiasm about continuous learning opportunities to cross-train in other modules in Workday with the addition of Learning, Journey, Peakon, and Help modules in the next year.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Configure, maintain, and process negotiated changes in Workday such as cost-of-living adjustments, equity salary updates, and other compensation adjustments.
• Create and maintain compensation grades, steps, and allowance plans and administer job profiles and position management to support classification and compensation functions. 
• Provide HCM support for departmental operations including reorganizations, fiscal year transitions, and large-scale staffing actions. 
• Configure and maintain custom objects and request frameworks for HR programs that are within HCM (e.g., Hiring Incentive Program, Employee Referral Program, Tuition Assistance, Admin/Vacation Cash Out, Fitness Area and Equipment Usage Waiver). 
• Coordinate and perform regression testing and audits during Workday bi-annual updates.
• Draft and distribute user communications, training materials, and procedural updates to support new functionality or system changes within HCM.
• Maintain Help Text, Quicktips, videos, pictures, and announcements within HCM.
• Support and enhance Talent optimization within Workday, ensuring alignment between performance and development processes and future modules such as Learning, Peakon, Journeys, and Help for a cohesive and integrated employee experience. 

 

Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Three years of responsible experience in a position that would provide knowledge of department-specific programs, processes, and/or operations, including at least one year of experience in planning, implementation, oversight, and/or utilization of automated information systems and applications used to support departmental activities.

 

Knowledge of: 

• Principles, practices, policies, procedures, regulations, and applicable state and federal laws pertinent to assigned operational and/or program area.
• Principles and practices used in the analysis and development of procedures and information systems associated with assigned operational and/or program area.
• HRIS concepts, data processing, and workflow design.
• Methods for planning, organization, and prioritizing multiple duties to ensure the ability to meet deadlines.

 

Skill/Ability to:

• Provide analytical and technical support to users of Workday, translating business needs into functional requirements, and finding solutions for pain-points. 
• Evaluate, test, and implement system enhancements to improve efficiency and user experience. 
• Maintain strong attention to detail when performing mass updates in Workday that impact job structures, compensation, and employee records.
• Collaborate with multiple stakeholders to ensure consistency and alignment across all Workday HCM areas, guiding stakeholders to maintain cohesive processes and configurations that support an efficient end-to-end system experience for employees. 
• Develop and deliver clear training materials, user guides, and communications to support process or system changes. 
• Plan, prioritize, and manage multiple tasks while meeting critical deadlines.
• Communicate effectively with both technical and non-technical staff and maintain cooperative working relationships.

Anyone may apply. Current County of San Mateo employees with at least six months (1040 hours) of continuous service in classified regular, probationary, extra-help, or limited term positions prior to the final filing date will receive five points added to their final passing score on the examination. 

 

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' applications and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%), which may include the evaluation of a brief writing exercise given immediately preceding the interview. 

 

Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense. Interviews may be conducted virtually using MS Teams.

The position of Systems Control Operator III is responsible for remotely monitoring, operating, and controlling Valley Water’s raw water system, including local and imported raw water transmission facilities, three pumping plants, and appurtenances to control the flow of water from the Raw Water Control Center during an assigned shift.

Key Responsibilities include, but are not limited to:

• Maintain and operate automated controls to ensure that commitments and daily schedules are met according to standard operating procedures (SOPs).
• Remotely control the flow of water through turnouts to achieve the demands of three water treatment plants and adequate delivery of water for managed groundwater recharge and environmental stream flows.
• Validate unusual readings of flow, pressure, and Hydraulic Grade Line (HGL) by contacting field personnel for verification; notify supervisor or maintenance personnel of unusual conditions.
• Monitor stream flow stations to prevent dry back conditions that result in violations of state and federal fish and wildlife ordinances.
• Confer with the water treatment plant operators, other internal staff, and personnel from other utilities regarding system operation.
• Explain the system's SOPs to visitors.
• Observe and inspect pumps, motors, generators, and related equipment for safe and proper operation; coordinate high-voltage and general switching orders in dealing with Western Area Power Authority (WAPA) and Pacific Gas and Electricity (PG&E).
• Issue internal and external switching and clearance orders; bypass portions of the system during emergencies or planned maintenance shutdowns; and ensure lockout/tagout procedures are completed before maintenance activities commence.
• Perform confined space entry functions in the completion of assigned tasks; ensure adherence to established safety procedures and precautions.
• Maintain detailed logs and records of work performed; issue source change notifications; and prepare clear and concise reports, as requested.
• Interact with Valley Water's Emergency Operations Center (EOC), field operations personnel, and County communications personnel to resolve emergency flood control situations during periods of heavy rain.
• Work 12-hour, day or night shifts on weekdays or weekends on a rotating basis every six months.
• Work on-call during the weekends and nights on a rotating basis.
• Communicate with external customers such as the California Department of Water Resources (DWR) and San Benito County Water District and internal customers (water treatment plants operators, water resources technicians, and hydrographers) about operations such as shutdowns; coordinate with customers to ensure they receive deliveries; and communicate, plan, and orchestrate system.
• Use pressure monitoring devices to find leaks in pipelines.
• Follow safety regulations and applicable safety policies and procedures.
• Serve as a disaster service worker and perform disaster service activities as may be assigned by supervisor or law, pursuant to California Government Code Section 3100.
• Perform all related duties and responsibilities as required.

The San Mateo County Registration & Elections Division is seeking full-time seasonal extra-help Election Materials Proofreaders to assist in the upcoming June 2, 2026, Statewide Direct Primary Election. This is an excellent nonpartisan opportunity to be involved in the election process! 

We are currently seeking dedicated and hard-working individuals for the position of Proofreader. Proofreaders will be hired into one of four language-based teams (English, Chinese, Filipino, or Spanish). This announcement is for Filipino proofreaders. 

All Proofreaders will be responsible for proofreading and copyediting election materials leading up to established election deadlines. Proofreaders will review, edit, and proofread documents for accuracy, context, readability, and syntax.

Proofreaders will work remotely using equipment provided by the Registration & Elections Division. Towards the end of the assignment, two days of on-site work will be required for final proofs of physical material.
