The San Mateo County Registration & Elections Division is seeking full-time seasonal extra-help Election Materials Proofreaders to assist in the upcoming June 2, 2026, Statewide Direct Primary Election. This is an excellent nonpartisan opportunity to be involved in the election process! 

We are currently seeking dedicated and hard-working individuals for the position of Proofreader. Proofreaders will be hired into one of four language-based teams (English, Chinese, Filipino, or Spanish). 

This announcement is for English proofreaders. 

All Proofreaders will be responsible for proofreading and copyediting election materials leading up to established election deadlines. Proofreaders will review, edit, and proofread documents for accuracy, context, readability, and syntax.

Proofreaders will work remotely using equipment provided by the Registration & Elections Division. Towards the end of the assignment, two days of on-site work will be required for final proofs of physical material.

Examples of projects and materials needing to be proofread include, but are not limited to: 

The Elections Materials Proofreader is classified as an Office Specialist. The hourly wage for this position starts at $33.44. 

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. San Mateo County Behavioral Health and Recovery Services (BHRS) is seeking an experienced and compassionate Supervising Mental Health Clinician to lead the Older Adult System of Integrated Services (OASIS) team. This is a unique opportunity to make a meaningful impact in the lives of homebound older adults living with serious mental illness. 

 

As a Supervising Mental Health Clinician, you’ll oversee a dedicated, multidisciplinary team of clinicians, nurses, psychiatrists, peer specialists, interns and vocational rehabilitation trainees who deliver field-based, recovery-oriented care throughout San Mateo County. You’ll provide clinical supervision, guide daily operations, coordinate new referrals, and ensure timely documentation and service delivery. 

In this leadership role, you’ll balance program management with direct clinical work, maintaining a small caseload and supporting staff through complex client situations and field-based crises. You’ll also play a vital part in shaping the next generation of providers by orienting resident physicians and mentoring licensed and pre-licensed staff. 

This position is ideal for a collaborative leader with at least two years of post-licensure experience providing direct mental health services, who thrives in dynamic, community-based environments and is passionate about supporting older adults with behavioral health needs and medical fragility.

• Experience supervising and leading multidisciplinary teams (licensed and unlicensed clinicians, psychiatry residents, nurses, peers, vocational trainees) and providing leadership in multicultural, multidisciplinary workforce environments.
• Experience working with diverse cultures, conducting community outreach, and applying trauma-informed and recovery-oriented approaches to treatment.
• Ability to process new and transfer cases, including entry-to-care and no-wrong-door policies.
• Experience collaborating with a wide range of older adult service partners, including residential care providers, healthcare and insurance entities, advocacy programs, social services, and community-based organizations.
• Experience supporting clients who receive services through programs for individuals with developmental disabilities.
• Ability to participate in interdisciplinary meetings and coordinate complex case conferences with medical and behavioral health providers.
• Experience conducting utilization review and contributing to quality improvement activities.
• Ability to use data to analyze service delivery and maintain accurate records for annual reporting.
• Experience planning and implementing clinical projects and coordinating/supervising master's-level trainees.
• Strong decision-making and crisis-management skills, with the ability to respond effectively to field-based crises.

The Supervising Mental Health Clinician is responsible for, but not limited to, the following:

Leadership, Supervision & Program Management

• Serve as Unit Supervisor, planning, assigning, training, and supervising interdisciplinary clinical staff, interns, and trainees.
• Complete annual evaluations and address personnel concerns.
• Plan, implement, and coordinate all unit activities and ensure program procedures comply with federal, state, and local regulations.
• Participate in administrative and leadership meetings to develop program plans and review operations.
• Maintain unit records, collect statistical data, and prepare annual program reports.
• Lead clinical meetings, coordinate complex case conferences, and ensure documentation is accurate and timely.
• Facilitate training programs for staff, resident psychiatrist, interns, and vocational rehabilitation trainees, including collaboration with the Human Services Agency on Vocational Rehabilitation Services (VRS) trainee hiring, training, and supervision.
• Coordinate clinical resident rotations with the attending psychiatrist and residency director and collaborate with the OASIS medical director.

Clinical & Case-Related Duties

• Provide individual, couples, and family therapy; conduct diagnoses; and perform clinical case management when needed.
• Provide crisis services in the field, conduct screenings for new clients and families, and assist with discharge planning and follow-up care.
• Serve as liaison for hospitalized or residential clients and collaborate with conservators when applicable.
• Maintain client documentation consistent with state and division policies.
• Process new and transfer cases, including entry-to-care and no-wrong-door procedures.

Collaboration & Community Partnerships

• Collaborate with Adult Residential Facilities, Residential Care Facilities for the Elderly (RCFE), assisted living facilities, and other older adult residential providers.
• Work with Health Plan of San Mateo, Ombudsman, Conservatorship, Rep Payee Services, Adult Day Programs, Institute on Aging, Bridges to Wellness, Upward Health, and other community providers serving older adults.
• Partner with Facilities Utilization Management, Aging and Disability Services, Adult Protective Services, Adult & Senior Programs and other service providers.
• Attend multidisciplinary meetings, including with Ron Robinson Senior Care and other assigned committees or workgroups.
• Collaborate with service providers supporting older adults connected with the Golden Gate Regional Center.

Program Operations

• Monitor and consult with contract providers to ensure compliance and resolve service issues.
• Provide both client-centered and program-centered consultation and community education to external agencies.
• Ensure coverage for Officer of the Day assignments.
• Perform related duties as assigned.

Qualifications

Licensure/Certification: Possession of a current California license in at least one of the following: Clinical Psychology, Clinical Social Worker or Marriage and Family Therapy.
 
Education and Experience:  Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is a Master's degree in a mental health specialty, such as social work, nursing, or clinical counseling and two years of professional post-graduate experience in a mental health setting.

San Mateo County Health's Aging and Disability Services Division is seeking qualified individuals for the unclassified and limited-term positions of In-Home Supportive Services Social Worker I/II/III. Social Workers provide a wide variety of welfare services in such areas as information and referral, protective services, out-of-home services, health related services, chore services, and other welfare services within the Health and the Human Services Agency.

 
Currently, there are three limited-term vacancies and an unclassified vacancy in the In-Home Supportive Services (IHSS) Program. The program provides in-home care for persons who cannot safely remain in their own home without such assistance. The recipients of IHSS are aged, blind and/or disabled and eligible for Medi-Cal. Disabled and/or blind minor children may also be eligible for IHSS. The Social Worker will make a home visit to determine eligibility for the program and to conduct an assessment to determine a range of service hours for particular tasks. The IHSS recipient or guardian is the IHSS employer and is responsible for hiring and supervising a provider for the care they receive. The Social Worker will travel throughout the County to conduct home visits, attend meetings and perform other duties of the position. The Social Worker will work in the San Mateo, CA Aging and Disability Services Office.
 

This IHSS Social Worker will conduct intake and/or on-going activities for IHSS recipients. Some of those activities include:

• Conduct initial IHSS assessments using a detailed State assessment tool.
• Complete necessary documents, paperwork, and work within different information technology systems.
• Conduct annual reassessments.
• Educate, support, and perform administrative duties for IHSS recipients and care providers to understand/comply with program regulations.
• Provide education, outreach, and community resources information.
• Participate in quality improvement efforts.

SALARY:
Social Worker I: $7,162.13- $8,008.00/month
Social Worker II: $7,236.67- $9,048.00/month
Social Worker III: $8,533.20- $10,665.20/month

Social Workers provide highly skilled, intensive casework services to individuals and their families and provide casework consultation within the department and to outside agencies.  Incumbents of positions at this level work with minimal supervision and are expected to have acquired the high degree of assessment skills required to perform care coordination and referral tasks in complex casework areas. Lead supervisory responsibilities may be assigned as circumstances dictate.

NOTE: This is an unclassified position. Unclassified positions are at-will for a limited duration, typically associated with grant or other special funding. These positions are not covered by San Mateo County Civil Service Rules; and there is no formal probation period. The following are the same for classified and unclassified positions: salary, increases and other forms of compensation; accrual of sick leave, vacation, overtime, holiday and leaves of absence; health, dental, vision, long and short term disability, and retirement.

DUTIES AND RESPONSIBILITIES: The duties listed below are illustrative only and are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the position.

• Maintains and repairs pumps, motors, plumbing, electrical, and exercise and lubricate machinery within the plant; records and maintains accurate maintenance records in a daily log book;
• Orders supplies and materials; orders inventory of frequently used parts, oil, and filters for equipment used in the plant;
• Completes monthly work orders and enters information regarding maintenance tasks into the system; records SCADA; records hours on equipment and meters; makes entries into the end of the month report and prints work order summary;
• Generates new maintenance work orders for each month; prioritizes tasks to be performed on Water Pollution Control Plant equipment;
• Performs cleanup of the plant, removing trash, washing down decks, and clearing leaves and branches from storm drains; cleans tools and makes sure equipment is in proper locations and power tools are in safe working condition;
• Changes oil and filters on various pumps and compressors in the plant; maintains safety inspections of fire extinguishers, eye wash stations, and ladders in the plant;
• Removes and replaces packing from various pumps in the plant; installs new rings of packing with new Lantern rings if damaged; applies grease to the new set of packing for proper lubrication; removes corrosion or debris from packing gland before reinstalling;
• Evaluates pump performance and flow rate to determine if pump has excessive buildup of rags that is affecting its performance and efficiency; shuts down pumps to remove rags from impeller and clears any obstructions;
• Replaces damaged parts/fittings on leaking chemical feed pumps; makes alterations to existing supply tubing or fittings, replacing clamps or O-rings, or removing debris caught in the check valves; inspects, tests, calibrates, adjusts, cleans, and paints equipment in the water pollution control plant; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Principles, practices, and techniques of the installation, maintenance, and repair of water treatment plan systems; operation of various hand and power tools; proper procedures to safely perform maintenance on machinery and equipment in the plant; maintenance for MP2 program; recording and updating repair history on water pollution control plant equipment; how to create new work orders and close out completed work orders; forklift operations and scissor lift; replacing, repairing, and installing piping, fittings, and valves on water pollution control equipment; data entry of important, vital information regarding maintenance repairs; performance and evaluation on future preventative maintenance in the WPCP MP2 program; proper protective equipment.

Ability to: Drive and operate vehicles and equipment safely; keep inventory, order, and stock necessary parts and supplies for the maintenance shop; establish and maintain cooperative relationships with those contacted in the course of the work; adhere to prescribed policies, procedures, routines, and practices; carry out assignments with minimal instructions; read and understand written instructions, maps, equipment operation manuals, and other written documents associated with the work; effectively schedule work; effectively keep written records.

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED). Technical training in a water treatment plant system or related field is desirable.

Experience: One (1) year of full-time experience in the installation, maintenance, and repair of pollution control plant and sewage pumping facilities.

Licenses: Possession of a valid California Class C driver's license, obtain and maintain a California Class B Driver’s License, and a satisfactory driving record. CWEA Certification as a Grade I Mechanical Technologist.

SPECIAL REQUIREMENTS

Respond to work at any hour of the day or night, within designated timeframe, as required during afterhours, weekend service, and/or emergency situations; carry communication equipment in order to respond after work hours. Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying, and/or handling material weighing up to one hundred (100) pounds. Work in confined spaces and wear protective equipment. May work in conditions that require exposure to noise, odors, chemical and biological agents, gases, and contact with sanitary wastewater; work at heights up to 20 feet; work in varying temperatures of cold and heat, and in inclement weather for extended periods of time; work in conditions that may contain dust, mold, and various chemicals.

The Department of Public Works of the County of San Mateo is seeking qualified applicants for the position of Assistant/Associate/Associate Civil Engineer. 
 
There is currently one vacancy in the Department of Public Works - Utilities and Watershed Protection Section. This recruitment will be used to fill current and future vacancies in Utilities and Watershed Protection Section.

Utilities and Watershed Protection
The Utilities and Watershed Protection Section oversees 30 Special Districts that include flood control, drainage, domestic water, sanitary sewer, and street lighting. The primary responsibilities of the position include the design and management of various capital improvement projects from the conceptual stage to construction close-out, supporting utility operations, monitoring of regulatory requirements, preparing reports and analysis, reviewing development plans, responding to public inquiries. Additional duties include assisting with the day-to-day operational tasks of administering these Districts.

Assistant Engineer is the entry or trainee level class of this series. Under immediate supervision employees perform first level professional civil engineering field and office work while acting in a trainee capacity in connection with the planning, design, construction and maintenance of a wide variety of civil engineering projects. This class is flexibly staffed with Associate Engineer and incumbents may advance to the higher level after gaining experience and demonstrating necessary proficiency.
 
Associate Engineer is the journey level job classification and is responsible for routine office or field projects. Employees are expected to be fully competent to independently perform a full range of duties requiring a high level of technical expertise, and some periodic supervisory responsibilities. Employees may also serve as a resident engineer on smaller, less complex construction projects.
 
Associate Civil Engineer is the registered journey level classification in the engineering series. At this level, a high degree of technical expertise and some periodic lead responsibilities are required. Under general supervision, incumbents may perform a variety of professional engineering tasks in such areas as planning, design, traffic engineering & operations and construction inspection of roads, park trails, bridges, drainage, sanitary sewer systems, water supply, and other public works projects. Associate Civil Engineers may provide lead direction to other staff in completing projects of greater difficulty and complexity. Incumbents will be required to perform field work in support of the planning, design, and/or construction inspection of public works projects.
 
NOTE: Assistant/Associate Civil Engineer differs from the Associate Engineer classification in that Associate Civil Engineers are registered as professional engineers in the State of California and may provide lead direction to other staff in completing projects of greater difficulty and complexity.

The salary range for Assistant Engineer is $100,318.40- $125,340.80 annually.
The salary range for Associate Engineer is $118,664.00- $148,324.80 annually.
The salary range for Associate Civil Engineer is $132,828.80- $166,025.60 annually.

The ideal candidate for this position will be:

• Technically knowledgeable and experienced in the principles and practices of civil engineering, public works design, construction, and/or maintenance. 
• An effective communicator, both orally and in writing; able to represent the County in meetings and presentations to various groups including property owners, community groups, regulatory and other governmental agencies, and the public.
• Customer-focused and interpersonally effective in dealing with staff, engineers, contractors, and the public, and in coordinating with law enforcement agencies, emergency responders, and other agencies when necessary.
• Able to provide information to the public and other governmental agencies, in person or over the telephone, regarding County procedures and regulations, facility locations, plan requirements, and property ownership, which may require the interpretation of policies and procedures.
• Able to perform development plan reviews and prepare plan review comments.
• Able to interpret and address current environmental regulations.
• Able to analyze and evaluate alternatives, make sound recommendations, and prepare concise and effective technical staff reports.
• Accountable and able to schedule and carry through with assignments with independence.
• Experienced with designing public works projects such as water treatment and distribution systems, and sanitary sewer systems.
• Experienced with computer aided drafting software such as AutoCAD/Civil3D or similar.
• For Assistant Engineer, possession of Engineer in Training Certificate is preferred.

Qualifications

Licensure/Certification: Candidates for Associate Civil Engineer must possess a valid Certificate of Registration as a Professional Civil Engineer in the State of California at the time of hire. Some positions require possession of a class C California driver license or equivalent.
 
Education and Experience: 
 Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 

• Assistant Engineer: Bachelor’s degree in Civil Engineering OR twenty-four semester units in civil engineering courses and three years of civil engineering experience in office, field or survey party work OR possession of an Engineer in Training Certificate. 
• Associate Engineer: Two years of professional civil engineering experience which has included field and office work in the planning, design, construction, and maintenance of a variety of civil engineering projects.
• Associate Civil Engineer: In addition to possession of a valid Certificate of Registration as a Professional Civil Engineer in the State of California at the time of hire, two years of professional civil engineering experience which has included field and office work in the planning, design, construction, and maintenance of a variety of civil engineering projects.

Knowledge of: 

• Civil engineering practices and procedures including design and construction methods and techniques.
• Strength and properties and uses of materials and hydraulics.
• Civil engineering design and drafting principles.
• Surveying methods.
