What You Will Do

• Serve as a strategic partner to departments across the City by providing data-driven insights that support workforce planning and operational goals.

• Analyze and interpret workforce data including staffing levels, vacancies, turnover, and demographics to inform HR strategies and decision-making.

• Collaborate with HR team members to apply and align HR practices with the evolving needs of City departments.

• Develop and maintain reports and dashboards to track key HR metrics, identify trends, and support data transparency.

• Provide analytical support for recruitment, classification and compensation studies, performance management, and employee engagement initiatives.

• Conduct research and benchmarking to ensure compensation and classification practices are competitive, equitable, and in compliance with local and state guidelines.

• Help evaluate the impact of HR programs and policies through regular reporting and process analysis.

• Work cross-functionally with departments such as Finance, IT, and City Administration to support integrated workforce planning and data alignment.

• Promote data integrity and confidentiality by ensuring accurate and secure management of sensitive HR information.

• Education:
  Graduation from an accredited college or university with a bachelor’s degree in human resources, business or public administration, or a closely related field is desirable.

The Department of Public Works of the County of San Mateo is seeking qualified applicants for the position of Assistant/Associate/Associate Civil Engineer. 
 
There are currently three (3) vacancies in the Department of Public Work’s Design and Construction Section. This recruitment will be used to fill current and future vacancies in either the Design and Construction or Utilities and Watershed Protection sections.

Design and Construction 
The Assistant/Associate/Associate Civil Engineer assigned to the Design and Construction Section would perform AutoCAD/Civil3D work and work on Public Works infrastructure projects such as roads, drainage, retaining walls, bridges, sewer, and other public works facilities including the planning, designing, preparation of construction bid documents, overseeing construction activities in the field, and performing inspection of public works infrastructures.  This position may also involve the application and management of outside grants associated with Public Works facilities.

Utilities and Watershed Protection
The Utilities and Watershed Protection Section oversees 30 Special Districts that include flood control, drainage, domestic water, sanitary sewer, and street lighting. The primary responsibilities of the position include the design and management of various capital improvement projects from the conceptual stage to construction close-out. Additional duties include assisting with the day-to-day operational tasks of administering these Districts.

Assistant Engineer is the entry or trainee level class of this series. Under immediate supervision employees perform first level professional civil engineering field and office work while acting in a trainee capacity in connection with the planning, design, construction and maintenance of a wide variety of civil engineering projects. This class is flexibly staffed with Associate Engineer and incumbents may advance to the higher level after gaining experience and demonstrating necessary proficiency.
 
Associate Engineer is the journey level job classification and is responsible for routine office or field projects. Employees are expected to be fully competent to independently perform a full range of duties requiring a high level of technical expertise, and some periodic supervisory responsibilities. Employees may also serve as a resident engineer on smaller, less complex construction projects.
 
Associate Civil Engineer is the registered journey level classification in the engineering series. At this level, a high degree of technical expertise and some periodic lead responsibilities are required. Under general supervision, incumbents may perform a variety of professional engineering tasks in such areas as planning, design, traffic engineering & operations and construction inspection of roads, park trails, bridges, drainage, sanitary sewer systems, water supply, and other public works projects. Associate Civil Engineers may provide lead direction to other staff in completing projects of greater difficulty and complexity. Incumbents will be required to perform field work in support of the planning, design, and/or construction inspection of public works projects.
 
NOTE: Assistant/Associate Civil Engineer differs from the Associate Engineer classification in that Associate Civil Engineers are registered as professional engineers in the State of California and may provide lead direction to other staff in completing projects of greater difficulty and complexity.

The salary range for Assistant Engineer is $100,318.40- $125,340.80 annually.
The salary range for Associate Engineer is $118,664.00- $148,324.80 annually.
The salary range for Associate Civil Engineer is $132,828.80- $166,025.60 annually.

The ideal candidate for this position will be:

• Technically knowledgeable and experienced in the principles and practices of civil engineering, public works design, construction, and/or maintenance. 
• An effective communicator, both orally and in writing; able to represent the County in meetings and presentations to various groups including property owners, community groups, regulatory and other governmental agencies, and the public.
• Customer-focused and interpersonally effective in dealing with staff, engineers, contractors, and the public, and in coordinating with law enforcement agencies, emergency responders, and other agencies when necessary.
• Able to provide information to the public and other governmental agencies, in person or over the telephone, regarding County procedures and regulations, facility locations, plan requirements, and property ownership, which may require the interpretation of policies and procedures.
• Able to perform development plan reviews and prepare plan review comments.
• Able to interpret and address current environmental regulations.
• Able to analyze and evaluate alternatives, make sound recommendations, and prepare concise and effective technical staff reports.
• Accountable and able to schedule and carry through with assignments with independence.
• Experienced with designing public works projects such as road improvements, bridges, drainage and flood control improvements, parks facilities, water treatment and distribution systems, and sanitary sewer systems.
• Experienced with computer aided drafting software such as AutoCAD/Civil3D or similar.
• For Assistant Engineer, possession of Engineer in Training Certificate is preferred.

• Serving as resident engineer on routine construction projects.
• Preparing designs, plans, and specifications for routine projects.
• Assisting in drafting and preparing instructions for bidders, proposals, affidavits, bonds, specifications, change orders, and other documents and reports involved in the construction of engineering projects.
• Gathering, compiling, and computing data using engineering, drafting, and calculating instruments and techniques to prepare designs, plans, estimates, technical reports, and specifications for the construction, alterations, maintenance, and operations of a variety of engineering projects.
• Supervising subordinate personnel in a variety of capacities.
• Inspecting construction projects for conformance with specifications, safety standards, and federal, state, and local regulations.
• Conducting economic cost and quantity estimates for assigned projects.
• Performing related duties as assigned.
• Managing and coordinating with various consultants.

  Qualifications:

 

Licensure/Certification: Candidates for Associate Civil Engineer must possess a valid Certificate of Registration as a Professional Civil Engineer in the State of California at the time of hire. Some positions require possession of a class C California driver license or equivalent.
   
Education and Experience: 
 Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 

• Assistant Engineer: Bachelor’s degree in Civil Engineering OR twenty-four semester units in civil engineering courses and three years of civil engineering experience in office, field or survey party work OR possession of an Engineer in Training Certificate. 
• Associate Engineer: Two years of professional civil engineering experience which has included field and office work in the planning, design, construction, and maintenance of a variety of civil engineering projects.
• Associate Civil Engineer: In addition to possession of a valid Certificate of Registration as a Professional Civil Engineer in the State of California at the time of hire, two years of professional civil engineering experience which has included field and office work in the planning, design, construction, and maintenance of a variety of civil engineering projects.

• Civil engineering practices and procedures including design and construction methods and techniques.

The City of San Jose is recruiting for a part-time School Crossing Guards in the Police Department during the normal school year.  Work involves providing for the safe conduct of elementary and junior high school children across heavily traveled streets and reporting problems requiring possible police action. Positions may involve substituting at different corners or a regular location assignment.  In general, these assignments are a split shift with approximately ten (10) hours per week.  School Crossing Guards are required to work outside regardless of weather conditions and must be able to provide a uniform as specified by the Police Department.   Work includes outside duties and exposure to weather.  Work may include the physical ability to sit, stand, walk quickly, step up/down from the curb, reach, push and/or pull, twist and or rotate, bend, lift and carry up to 10 pounds, use hands hold and use a stop sign the entire shift, use other hand to stop traffic and use a whistle at the same.

What You’ll Do

• Operate wastewater treatment facilities to control flow and processing of wastewater, sludge and effluent; monitor gauges, meters and control panels; observe variation in operating conditions, interpreting meter and gauge readings and test results to determine processing requirements.
• Operate valves and gates, start and stop pumps, engines and electric motors to control and adjust flow and treatment processes, operate and maintain boilers, perform routine maintenance work on valves, tanks, related equipment and facilities.
• Monitor, adjust and troubleshoot as needed plant operational processes utilizing data-driven technology, such as the SCADA or PCS system.
• Fully utilize the computerized work systems in accordance with work flow processes.
• Operate treatment plant vehicles and stationary machinery as required.
• Collect samples and perform routine laboratory tests and analyses.

 

These positions require shift work, nights, weekends, holidays with on-call emergency response 24 hours per day. However, along with this challenge is the benefit of working a 12-hour shift that results in a very favorable work/life balance and requires the minimum commuting days as compared to other standard 8-hour shifts.

 

Who You Are

 

The WWTP Operator in Training:

• You have graduated from high school or equivalent, and have six educational units of math or science course work, and six months experience in handling mechanical equipment and tools.
• You have up to 18 months to obtain a Grade I WWTP Certificate to promote to WWTP Operator I.

 

The WWTP Operator I:

• You have graduated from high school or equivalent and have six months experience in handling mechanical equipment tools.
• You possess a Grade I WWTP Certificate and work under direct supervision of the WWTP Shift Supervisor or WWTP Operator II and perform more routine operation work.
• You may be promoted to WWTP Operator II upon obtaining a Grade II WWTP Certificate and completing qualifying training.

 

The WWTP Operator II

• You possess a Grade II Wastewater Treatment Plant Operator Certificate issued by the State of California.
• You have graduated from High school or equivalent and a minimum of one year of experience in the operation of a wastewater treatment plant.

San Mateo County Health's Public Health, Policy and Planning Division has exciting field-based opportunities for well-qualified and motivated Nurse Practitioners to provide both primary and urgent care to adults from vulnerable populations within our community—people experiencing homelessness and/or in shelters, monolingual Spanish speakers and other new immigrants, and those without insurance or underinsured. These services are provided through various Mobile Clinic modalities and venues, including but not limited to street medicine, shelter medicine, and the mobile coach. We are looking for collaborative Nurse Practitioners to work in and lead various multidisciplinary service teams in the field to provide comprehensive, low-threshold, client-centered care and engagement.

Teams are staffed by a Nurse Practitioner (NP), Psychiatrist, Medical Services Assistant, AOD Case Manager, and Patient Services Assistants. These teams work closely with our community partners from the Human Services Agency and community-based organizations who locate and identify clients needing medical and/or mental health services, as well as provide additional health, housing, and social services in the field.

Under general supervision, Nurse Practitioners provide urgent care and primary health care services such as physical examinations, chronic disease management (e.g., diabetes and hypertension), and referrals/linkages to specialty clinics as appropriate.

Currently, Public Health Clinics has one full-time, regular, 40-hour-per-week vacancy for a bilingual Spanish Nurse Practitioner and two 40-hour-per-week, Limited-Term Nurse Practitioner vacancies, requiring flexible schedules and field-based work at different locations. Sixty-five percent of the NP’s time will be in the field, with the remainder spent in the office documenting notes, placing orders, and coordinating with other staff as needed.

The ideal candidate has experience:

• In family practice addressing chronic disease management

• In the diagnosis and treatment of sexually transmitted infections

• Collaborating with interdisciplinary teams

• With the underserved population, including those who are homeless

• In a flexible, dynamic work environment

Examples of Duties

Duties may include, but are not limited to, the following:

• Provide low-threshold, comprehensive care for San Mateo County’s most marginalized and vulnerable populations, including people experiencing homelessness, those in shelters, migrant and immigrant farmworkers, the recently incarcerated, the uninsured, and those with financial challenges.

• Provide comprehensive and urgent care in a variety of non-traditional settings, including homeless encampments, outdoor locations, shelters, and a mobile RV clinic.

• Demonstrate the ability to work closely and collaboratively with a small team in often challenging environments (e.g., homeless encampments, shelters, extreme weather, individuals under the influence, or those with mental health challenges).

• Take stewardship of medical care for assigned geographic populations and/or shelters.

• Outreach to and build long-term, trust-based relationships with vulnerable populations.

• Assess patients’ physical, emotional, and social status through medical history, physical examinations, and diagnostic screenings; evaluate clinical findings and lab results.

• Identify and manage common illnesses and other health problems.

• Refer urgent issues beyond scope to appropriate specialists.

• Deliver longitudinal care in assigned areas.

• Collaborate with other health professionals following protocols for diagnosis and treatment.

• Build relationships with community partners to improve health outcomes and expand services.

• Counsel families regarding health maintenance and care.

• Coordinate referrals to other health or social agencies.

• Maintain accurate records of assessments, follow-ups, and evaluations.

• Supervise subordinate health workers and participate in meetings.

• Actively participate in quality improvement efforts.

• Perform related duties as assigned.

Qualifications

Education and Experience
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• Education: Completion of an advanced nursing degree from a program accredited by the Commission on Collegiate Nursing Education (CCNE) or the National League for Nursing Accrediting Commission (NLNAC), with emphasis in a Nurse Practitioner specialty area.

• Experience: Minimum of one (1) year of paid experience in an acute and/or ambulatory care setting.

Licensure

• California Registered Nurse license

• California Board of Registered Nursing (BRN) Nurse Practitioner license

• California BRN Furnishing Number

• DEA Number

For OB-GYN assignments, a Nurse Practitioner license may be substituted with a Nurse Midwife License and at least one certification in women’s health.

About the Division
 
The Parking Division resides within Transportation and Parking Operations and provides a comprehensive range of services aimed at meeting the needs of businesses, downtown employees, visitors, convention, cultural and sports facilities, special
events, schools and residents. Services include:
 

• Operations and maintenance of the City’s public parking facilities: eight garages and six surface lots totaling over 7,000 parking spaces, and 2,500 on-street metered parking spaces utilizing smart meter, and multi-space meter technologies.
   
• Management of vendor contracts, including a Parking Operations vendor responsible for day-to-day management of off-street facilities and Security vendor responsible for parking facility security and parking enforcement field investigations.
   
• Parking compliance activities supporting traffic safety, street cleanliness and maintenance activities, turnover of on-street spaces in business districts; and enhanced neighborhood quality-of-life through the removal of vehicles abandoned or stored in the public right-of-way.
   
• Collection of fines from parking citations and oversight of administrative review process for contested citations.
   
• Development and implementation of transportation and parking operation plans for a variety of special events, including provision of traffic control during events.
   
• Staff support to the Downtown Parking Board. The Board is comprised of seven members appointed by the City Council and serves as a public forum for discussion of downtown parking issues.
   
• The 24-25 fiscal year operating budget for the Parking Division’s services includes revenue projections of approximately $12 million from lots/garages and $3 million from on-street meters. The Division is supported by nearly 90 employees, both professional staff that lead programs, implement projects, and perform analytical administrative work; and field staff that provides parking compliance and meter collections/repair services. 

 

 

Position Duties

 
The Department of Transportation (DOT) is looking to potentially fill three (3) vacancies for Parking/Ground Transportation Administrator. Each role has a distinct focus: one  leads the on-street vehicle abatement efforts, another oversees on-street enforcement programs, and the third manages the daily operations of off-street parking lots and garages.
 
On-Street Vehicle Abatement Parking/Ground Transportation Administrator 
The On-Street Vehicle Abatement Parking/Ground Transportation Administrator is a newly created position within the Division, reporting to the Vehicle Abatement Parking Manager. This role will oversee the launch and management of the City’s initiative to address vehicle blight and maintain street cleanliness across the City.

New Program Services Include:

• Oversee the citywide enforcement of oversized and lived-in vehicles.
• Lead efforts to inventory oversized and lived-in vehicles parked on streets citywide.
• Analyze data to develop and implement a site/location prioritization strategy.
• Manage internal and external outreach, including delivering presentations to community stakeholders.
• Implement temporary and permanent parking restrictions, such as tow-away zones.
• Oversee enforcement activities, including towing, enhanced cleaning, and street-sweeping in designated zones/areas.
• Track program progress and outcomes, providing regular status reports.
• Manage interdepartmental relationships to ensure the program’s success.

Under direction, the On-Street Vehicle Abatement Parking/Ground Transportation Administrator performs complex professional, analytical, and administrative work in the development, implementation, and management of parking programs and contracts related to on-street parking enforcement operations.

This role includes one direct report—a Parking and Traffic Control Supervisor—and oversees eighteen (18) indirect reports, comprising two (2) Senior Parking and Traffic Control Officers (Sr. PTCOs) and sixteen (16) PTCOs.

The successful candidate will lead, manage, and motivate a team of nineteen (19) staff members by setting clear goals, fostering an innovative work environment, maximizing staff development, and recognizing achievements appropriately.

Key Responsibilities:

• Oversee the day-to-day management of the Parking Compliance Unit’s Vehicle Abatement Program.
• Serve as the City’s primary liaison for Council office staff and constituents regarding oversized vehicle and vehicle abatement concerns.
• Manage parking compliance and enforcement activities in alignment with the San Jose Municipal Code and California Vehicle Code.
• Analyze on-street parking conditions and assist in establishing appropriate parking controls.
• Manage program budgets and fiscal activities effectively.
• Provide staff support and collaborate with committees, boards, task forces, community groups, associations, and interdepartmental teams.
• Coordinate and contribute to the preparation of new parking ordinances, resolutions, requests for proposals (RFPs), agreements, and City Council memorandums related to on-street parking services.
• Analyze data to optimize the use and enforcement of on-street parking.
• Lead the hiring, onboarding, training, development, and performance appraisal of staff within the Parking Compliance Unit (PCU) and support the Vehicle Abatement Parking Manager in developing and managing Standard Operating Procedures across the unit.
• Perform routine audits of program operations, evaluate processes to identify improvement opportunities, and assist with the planning and execution of short- and long-term parking planning projects and programs.
• Support procurement processes within the Parking Division by developing Scopes of Service for RFPs and RFBs and develop reports and presentations for community meetings and other stakeholder groups.
• Manage vendor 
• Navigate political decision-making processes and City procedures effectively.
• Assist with program reporting to Council/Committees, including the Transportation & Environment Committee (T&E).

 
On-Street Enforcement Parking/Ground Transportation Administrator 
The On-Street Enforcement Parking/Ground Transportation Administrator reports to the On-Street Parking Manager and is responsible for managing and operating the City’s PCU and Meter Shop. The PCU oversees citywide enforcement of parking regulations and provides various services, including proactive patrols, school safety, residential permit enforcement, and street sweeping. The Meter Shop handles the installation, maintenance, and revenue collection for approximately 2,500 on-street parking meters.
This position has two (2) direct reports: a Parking and Traffic Control Supervisor and a Senior Maintenance Worker, and oversees forty-seven (47) indirect reports, including four (4) Senior Parking and Traffic Control Officers (Sr. PTCOs), thirty-six (36) PTCOs, one (1) Staff Specialist, and six (6) Maintenance Workers.

The successful candidate will plan, coordinate, assign, and supervise the work of employees engaged in parking enforcement and meter operations through subordinate supervisors.

Key Responsibilities:

• Oversee the day-to-day management and operations of the Parking Compliance Unit (PCU) and Meter Shop.
• Serve as the primary liaison for Council office staff and constituents regarding general parking enforcement concerns, and manage internal and external outreach, including presentations to community stakeholders.
• Ensure compliance with the San Jose Municipal Code and California Vehicle Code, analyze on-street parking conditions, and implement appropriate parking controls and restrictions, such as tow-away zones.
• Manage program budgets, fiscal activities, and interdepartmental relationships to ensure program success, while providing staff support and collaborating with committees, boards, task forces, community groups, and other City departments and agencies.
• Conduct data analysis to optimize the use and enforcement of on-street parking, and assist in developing new parking ordinances, resolutions, requests for proposals (RFPs), agreements, and City Council memorandums.
• Lead the hiring, onboarding, training, development, and performance appraisal of staff within the PCU and Meter Shop and support the On-Street Parking Manager in developing and managing Standard Operating Procedures across the unit.
• Perform routine audits of program operations, evaluate processes to identify improvement opportunities, and assist with the planning and execution of short- and long-term parking planning projects and programs.
• Support procurement processes within the Parking Division by developing Scopes of Service for RFPs and RFBs and develop reports and presentations for the Downtown Parking Board, community meetings, and other stakeholder groups.
• Respond to customer service inquiries and assist with program reporting to Council and Committees, including the Transportation & Environment Committee (T&E).

 
Off-Street Operations Parking/Ground Transportation Administrator:
 
The Off-Street Parking/Ground Transportation Administrator focuses on managing the day-to-day operations of eight parking garages and six surface lots, totaling approximately 7,300 parking spaces, primarily in Downtown San José. The position reports to the Off-Street Parking Manager and oversees a Parking and Traffic Control Supervisor.
 
The successful candidate will lead a team that works closely with Downtown businesses and residents, community groups, associations, Council Offices, the Downtown Parking Board, the Convention Center and Cultural Facilities operator, and other City departments to deliver off-street parking services. They will ensure that the off-street parking program consistently provides the highest level of customer service, minimizes costs, and maximizes cash flow to the City.
 
Key Responsibilities:

• Develop, implement, and manage agreements and contracts related to off-street parking operations, including major projects like facade and elevator modernization, and security program analysis.
• Lead and manage off-street parking staff by establishing goals, fostering an innovative work environment, maximizing development opportunities, and providing appropriate recognition.
• Work directly with Downtown businesses, community groups, Council Offices, and other stakeholders to deliver effective off-street parking services.
• Oversee the maintenance and security of parking facilities and the parking guidance system, ensuring optimal operation.
• Analyze Downtown San José’s parking supply and demand, considering local market conditions and future developments.
• Manage marketing agreements and implement strategies to attract customers and increase participation in parking programs.
• Perform and analyze results from semi-annual customer service surveys for all parking facilities, track City Council-approved Performance Measures, and manage off-street parking operating budgets.
• Provide staff support to advisory committees, boards, and task forces, and coordinate the preparation of parking ordinances, resolutions, Requests for Proposals (RFPs), agreements, and City Council memorandums.
• Plan, coordinate, and execute comprehensive short- and long-term parking projects and programs, including special events like Cinequest, Convention Center events, and Christmas in the Park.
• Develop reports and presentations for the Downtown Parking Board and other stakeholder committees.
• Represent the Off-Street Parking Manager at meetings with internal and external stakeholders, and perform other duties as assigned.
